New Delhi, Jul 9 () The COVID-19 situation in the national capital has shown improvement in recent days in both recovery and doubling rates, the Union Home Ministry said on Thursday, while 2,187 fresh cases were reported and the city's coronavirus tally rose to 1,07,051. <p>According to the Delhi government's health bulletin issued on Thursday, 45 fresh fatalities were reported taking the death toll due to coronavirus to 3,258. The active cases stood at 21,567, the lowest in the last 28 days (since June 12). </p><p>Further, 4,027 people recovered, according to the bulletin, the highest in the last 19 days (since June 21). It said 82,226 people have recovered so far, pushing the recovery rate to 76 per cent. The national recovery rate stands at 62 per cent.  </p><p>Addressing a press conference, Home Ministry Joint Secretary Punya Salila Srivastava said there were 23,552 active cases in Delhi. She, however, said the recovery rate in the national capital was about 72 per cent and the doubling rate has increased to 29.7 days or about 30 days. </p><p>She was referring to the figures released by the Delhi health department on Wednesday. </p><p>Srivastava said the ministry has been holding regular meetings with the state governments in the Delhi-NCR region for improving the pandemic situation. In these meetings, national-level experts also participate and some important decisions have been take, she said. </p><p>These include controlling the cost of COVID treatment in private hospitals, arrangement of additional beds in the national capital, increasing the number of tests using rapid antigen technology, careful demarcation of containment zones, contact tracing of all affected persons, effective use of Information Technology systems and AIIMS Delhi consultancy telemedicine facility now available to all COVID hospitals in the country for clinical management of the disease. </p><p>"Joint efforts have improved the situation in Delhi. Rapid antigen technology is being used on a large scale which has increased testing capability," she said. </p><p>With the Rapid Antigen tests, testing has been significantly ramped up in the national capital. </p><p>"Till July 8, over 6.79 lakh tests have been done which translates into 35,780 tests per million population. Now every day over 20,000 tests are being done but in spite of increase in tests, active cases are under control," Srivastava said. </p><p>The official said the number of hospital beds available for COVID care in Delhi have been increased. </p><p>"On June 1, there were 4,456 hospital beds available. Now 15,096 beds are available. On July 8, there were 10,237 vacant beds which is about 68 percent of the availability," she said. </p><p>Srivastava said the Sardar Patel COVID care centre at Chattarpur here has emerged as a game changer as provision of a good facility for Delhi residents was ensured within 12 days, setting an example for the entire country. </p><p>In a related development, the Delhi government-run Guru Tegh Bahadur hospital is aiming to increase the number of ICU beds to 500 over the next two weeks, an official said. </p><p>There are 1,500 beds in the hospital and around 75 of them are Intensive Care Unit (ICU) beds. </p><p>"Over the next two weeks, we are going to increase the number of ICU beds to 500," Vinay Bhushan, Nodal Officer of GTB Hospital said. </p><p>The hospital administration has also arranged 45 tablets with which patients can talk to their family members over video call. A tender has also been floated to install television units in each ward. </p><p>Earlier this week, Kejriwal had said the Delhi government has ramped up the installation of ICU beds in Rajiv Gandhi Super Specialty (RGSS) hospital from 45 to 200, and in LNJP hospital from 60 to 180, which are both COVID dedicated hospitals in Delhi. </p><p>Srivastava said Unlock 2.0 directions have been implemented from July 1 and stage-wise permission was being given for activities being allowed outside containment zones. </p><p>However, the lockdown will be strictly followed in containment zones till July 31. </p><p>"Now all economic activities are permitted. Complying with national directives has become paramount like masks, social distancing, etc," she said, adding that the ministry is keeping a close watch on the implementation of the national directives. </p><p> Meanwhile, the authorities in several districts were busy chalking out a strategy to screen daily wagers, domestic workers, auto drivers and food suppliers for COVID-19. The east Delhi administration decided to use its 26 dispensaries for the exercise. </p><p>An official said in central Delhi district, sub-divisional magistrates have been asked to prepare a database of such people in their respective areas with the help of municipal corporations and traders associations. Strategies are expected to be chalked out by Friday in districts like north, northwest and south. </p><p>On Wednesday, the Delhi government revised its 'COVID Response Plan' and would enlist and screen for the novel coronavirus daily wagers, domestic workers, auto drivers and food suppliers. </p><p>In another related development, a 53-year-old assistant sub-inspector of Delhi Police died due to coronavirus at a hospital here. </p><p>Jeevan Singh, posted at Delhi Police's Special branch, was attached with the Motor Transport section of the department, they said. </p>Around 2,000 Delhi Police personnel have tested positive for the virus, out of which 1,300 have resumed their duties after recovery. Amazon's ongoing Great Indian Festival has already broken last year's records

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>REUTERS/Neil Hall</span></p><p class="caption">Former Labour leader Ed Miliband.</p></div><p></p></div></div>The Labour Party has been fined £20,000 ($24,450) for breaching spending rules during the 2015 general election campaign - the largest fine ever dished out to a British political party.</p><p>The Electoral Commission, the body which regulates the electoral system, announced on Tuesday morning that Labour under Ed Miliband failed to disclose 74 payments totalling £123,748 and 33 invoices totalling £34,392.</p><p>The Commissiond decided to launch an investigation into Labour's spending after it realised two payments totalling £7,614 were absent from the party's campaign spending records.</p><p>The payments related to a stone tablet, according to the Commission, which turned out to be the 8-foot-6 plinth Miliband famously unveiled in the constituency of Hastings and Rye as part of his election campaign.</p><p>Erected in a Hastings car park, the massive stone tablet, known as the "Ed Stone," was engraved with six pledges Miliband promised to follow through if elected prime minister.</p><p>Inevitably, it is now remembered as a symbol of Labour's disastrous 2015 performance, where David Cameron's Tories defied the polls to claim a majority victory.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Getty Images</span></p><p class="caption">Miliband unveils the near-9-foot plinth.</p></div><p></p></div></div></p><p>The regulatory body added that Ian McNicol, the party's registered treasurer at the time, committed two civil offences by failing to provide a complete spending return. McNicol did not commit criminal offences.</p><p>Bob Posner, director of party and election finance at the Electoral Commission, said on Tuesday: "The Labour Party is a well-established, experienced party. Rules on reporting campaign spending have been in place for over 15 years and it is vital that the larger parties comply with these rules and report their finances accurately if voters are to have confidence in the system."</p><p>In an email to Business Insider, a Labour Party spokesperson said: "Labour has co-operated fully with the Electoral Commission during its investigation into General Election 2015 campaign spending by political parties.</p><p>"The Commission's investigation found that internal procedural errors led to a relatively small number of items of expenditure not being declared properly. The party regrets these administrative errors. Its low profile, black and grey colors, and slightly curved front also make it attractive. There's nothing controversial about its design that will make it stand out, regardless of your home decor.</p><p>The Polk S3 soundbar unit and its matching subwoofer are perfectly subtle in their visual look. In fact, I would argue that the only downside to the system's styling is that it might look too bland or boring for some people. Personally, I like its dark, heathered front-facing look. </p><p>Beyond just the visual design, I'm also a fan of the materials used. Along the back is black plastic and the front is mesh fabric. Soundbars get dusty and sometimes using fabric on electronics can make them harder to clean. In this case, the Signa S3's fabric is taught and I find it easy to dust and wipe clean.</p><p>Another nice thing about its physical design are the buttons along the top. These are actual buttons, rather than touch-sensitive areas, and while it may be a cost-saving measure by Polk, I think they work well. The biggest headlining feature is built-in Chromecast support. This allows you to cast (beam, transport, throw, or however else you want to describe it) audio from an app on your phone directly to the soundbar over Wi-Fi. This feature is easier to use than Bluetooth and is reminiscent of AirPlay functionality.</p><p>Chromecast technology is capable of sending audio and video, but in this case the <a href="https://www.amazon.com/gp/product/B089HY2K1R/ref=as_li_tl?ie=UTF8&amp;tag=biip_082820_polk-signa-s3-soundbar-review-20&amp;camp=1789&amp;creative=9325&amp;linkCode=as2&amp;creativeASIN=B089HY2K1R&amp;linkId=3d3a624c4bc9c71b653e92e8c5b763dc4bc9c71b653e92e8c5b763dc" target="_blank" rel="nofollow noopener sponsored">S3</a> only utilizes the audio function. To use this feature you'll need to set it up inside the Google Home app on iOS or Android. Once that's done, Chromecast support will be available in the Home app or from an audio app with the cast symbol.</p><p>A good example of this feature is Spotify. Open the Spotify mobile app, tap on a song, and then in the lower left hand corner tap the speaker icon and select the Polk soundbar. Ultimately, streaming audio this way should provide better quality than Bluetooth, and using this method won't stop the music if another audio source comes up on your phone.</p><p>Of course, the soundbar also includes Bluetooth connectivity. This function works well and I haven't had any problems connecting to a smartphone or tablet after tapping the Bluetooth button on the soundbar.</p><h2>Performance</h2><p>No matter how great a soundbar may look or how many features it packs in for its price, the value of adding one to your TV really comes down to how it sounds. To that end, right up front, the <a href="https://www.amazon.com/gp/product/B089HY2K1R/ref=as_li_tl?ie=UTF8&amp;tag=biip_082820_polk-signa-s3-soundbar-review-20&amp;camp=1789&amp;creative=9325&amp;linkCode=as2&amp;creativeASIN=B089HY2K1R&amp;linkId=3d3a624c4bc9c71b653e92e8c5b763dc4bc9c71b653e92e8c5b763dc" target="_blank" rel="nofollow noopener sponsored">Polk Signa S3</a> sounds pretty good.</p><p>The midrange soundbar doesn't sound as detailed and rich as the more expensive <a href="https://www.businessinsider.com/sonos-arc-soundbar-review" target="_blank" rel="noopener">Sonos Arc</a>, but it does sound pretty amazing compared to the tiny speaker systems that you'll find stuffed into very thin TV sets.</p><p>The soundbar itself contains four drivers, each around one inch in size, which power the system's forward firing sound. As you might expect, if using the soundbar without the included subwoofer, the device's playback can sound a bit hollow. The sub, with its five-inch driver, provides a well-rounded low-end to lift the soundbar to an acceptable level. </p><p>Using the included remote, you're able to adjust the volume of the soundbar and the subwoofer independently. Overall, this option is a nice inclusion, but it does mean that it can be quite easy for things to get out of whack as you experiment with finding just the right balance between the two.</p><p>One of the main reasons you might want a soundbar is to improve the way dialogue sounds in movies and TV shows. If you're needing to raise the volume to a loud level to hear people speaking, you're a good candidate to add a soundbar to your home theater setup. To that point, a highlight of the <a href="https://www.amazon.com/Polk-Audio-Signa-S3-Ultra-Slim/dp/B089HY2K1R/">S3</a> is its preset equalizer (EQ) settings designed to help with dialogue. </p><p>On the remote, there are six buttons dedicated to different sound settings. Three of the settings are for enhancing voice and boosting the frequency range for speaking. The others include modes for nighttime, movies, and music.</p><p>The voice settings are great for their intended purpose. Of course, in order to enhance dialogue there's always a trade-off in overall performance. When you use one of the voice settings, the soundbar removes bass in order to highlight the frequency of human speech. As a result, you can hear dialogue better, but the overall sound quality is thinner than usual. The music and movie settings get closer to a well-rounded mix, each highlighting elements important to those experiences.</p><p>Beyond the independent volume settings for the soundbar and subwoofer, and the six preset EQ modes, the <a href="https://www.amazon.com/gp/product/B089HY2K1R/ref=as_li_tl?ie=UTF8&amp;tag=biip_082820_polk-signa-s3-soundbar-review-20&amp;camp=1789&amp;creative=9325&amp;linkCode=as2&amp;creativeASIN=B089HY2K1R&amp;linkId=3d3a624c4bc9c71b653e92e8c5b763dc4bc9c71b653e92e8c5b763dc" target="_blank" rel="nofollow noopener sponsored">Signa S3</a> doesn't offer much in the way of sound adjustments — what you hear is what you get. For the average household picking up this soundbar, the amount of control should be sufficient. Raising the level is also where you begin to hear some of the inadequacies of the small drivers. As the volume raises the separation of high and low frequencies becomes clearer, and the upper frequencies begin to distort. Polk's new $250 soundbar isn't as advanced as more expensive models, but it still delivers a huge improvement over most built-in TV speakers

<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>JoJo Whilden/Netflix</span></p><p class="caption">"Orange Is the New Black."</p></div><p></p></div></div>As complaints in Hollywood about the <a href="http://www.businessinsider.com/netflix-streaming-giants-deals-with-studios-2015-12">lack of transparent streaming data</a> grow, reports have now surfaced of a major merger that could change everything.</p><p>Two companies that specialize in the measurement of media consumption, ComScore and Rentrak, have merged, according to <a href="http://variety.com/2016/digital/news/comscore-rentrak-merge-nielsen-media-measurement-1201693461/" target="_blank">Variety</a>, giving studios and networks another option for analytics outside of Nielsen, the largest audience measurement service and the go-to source for studios and leading advertisers for decades.</p><p>But in the digital era, Neilsen has come under fire for being <a href="http://www.businessinsider.com/streaming-tv-ratings-2016-1">out of touch</a>.</p><p>The merger combines Rentrak's bread and butter (measures of video-on-demand, box office, set-top box data) along with ComScore's (consumer web activity) to create a measurement platform that will show advertisers how audiences consume their entertainment on everything from the big screen and TVs to desktop computers and mobile devices.</p><p>Neilsen has been playing catchup in trying to measure audience consumption beyond the TV screen. The company recently began a technology it's calling "total consumption," but according to industry sources BI has spoken to, it only generates data specifically for <a href="http://www.businessinsider.com/streaming-tv-ratings-2016-1">the owner of the show</a>, not competitors. (Nielsen has said that it's hoping to change that within the next year.)</p><p>One option studios and networks have started to explore is using third-party companies that measure murky digital-consumption data. These third parties can also tell studios, albeit roughly, how their shows and competing titles perform on Netflix and Amazon, which don't publicly release viewing numbers.</p><p>But now with this new merger, there's a much larger tool at hand.</p><p>According to Variety, ComScore will measure the behavior of more than 260 million desktop screens, 160 million mobile phone screens, 95 million tablet screens, 40 million television screens, 120 million video-on-demand screens, and 40,000 movie theater screens representing well over 100 million moviegovers.</p><p>Third-party companies currently generate their data from panels that range from 20,000 people to 30,000. This huge merger will change how Hollywood gets streaming numbers

Niche online retailers or e-tailers are taking on giants like <keyword id="18635" type="CITY" weightage="60" keywordseo="Amazon">Amazon</keyword>, <keyword id="6354742" type="COMPANY" weightage="60" keywordseo="Flipkart">Flipkart</keyword>, <keyword id="541988" type="COMPANY" weightage="60" keywordseo="SnapDeal">Snapdeal</keyword> through their ‘try and buy’ schemes. As per industry experts, e-tailers—like <keyword id="1518229" type="PERSON" weightage="80" keywordseo="Lenskart">Lenskart</keyword>, BlueStone, <keyword id="686987" type="COMPANY" weightage="80" keywordseo="CaratLane">Caratlane</keyword>, etc—who give customers a lucrative option of trying at home before buying, are hurting country’s largest online market places as the scheme has been able to push through higher value purchases, earn customer loyalty and satisfaction.<br />
 <br /> On an average, 10-12% of products sold online are returned by customers for varied reasons and as per industry estimates every return costs an additional Rs 70 for <keyword id="436047" type="UNKNOWN" weightage="60" keywordseo="Ecommerce">eCommerce</keyword> firms, excluding shipping costs. However, though home trials also cost the same ranging to Rs 70-100 per visit, but they have their eyes trained on potential long-term benefits.<br />

As per Economic Times, this gives them an advantage over eCommerce giants such as Flipkart and Amazon in the specific category they operate, because offering home trials would complicate the inventory-light business models of these electronic marketplaces.<br />

Lenskart, an eye-wear online retailer, has been offering home trials in 42 cities for the past five months. Under the scheme, customers have to choose five frames which the delivery people bring it to their homes.<br />

As per data provided by the financial daily, this practice has translated to over 8% of the company's 150,000 monthly shipments.<br />

"Home trials work for specialised categories where people want to be sure they make a right decision," co-founder and chief executive of Lenskart Peyush Bansal told ET, adding "We have seen that about 60-70% of the user send up placing an order. The conversion rates are higher and results in half of regular return rates of 7% for items ordered online."<br />

The scheme is doing wonders for Ratan Tata founded BlueStone as the company claims the returns have plummeted to zero. The company offers online buyers to try replicas of jewellery pieces at their homes before buying them.<br />

"Since it's a high-value category with the average price of an item sold on our site around Rs 20,000 per piece, a 'home try on' more than covers the cost of bringing the samples to a customer's doorstep," CEO Gaurav Singh Kushwaha told ET. He added that this has boost their transactions.<br />
 <br /> Meanwhile, Bengaluru-based online furniture retailer <keyword id="6368309" type="COMPANY" weightage="60" keywordseo="Urban-Ladder">Urban Ladder</keyword> recently allowed customers to choose colours and fabrics for sofas, charging Rs 299 for the service. Tiger Global-backed Caratlane sends jewellery consultants for home trials on request.<br />
 <br /> However, lingerie e-tailer Zivame stopped the ‘<keyword id="2837317" type="UNKNOWN" weightage="80" keywordseo="try-at-home">try at home</keyword>’ scheme after a three-month period and replaced it with ‘fit assessment’ and call centre, without charging the consumer.<br />

Assistant professor of marketing at the Indian Institute of Management, Bengaluru, Seema Gupta informed that try and buy policies would work for companies that deal in high-value and high-margin products to lock in the customer. “The cost of exchange can be recovered from the high margins in these products. Inventory players have better quality control and hence try and buy is likely to be more successful in them than a marketplace,” she added.<br />

Globally, in a bid to bridge the experiential shopping gap, ‘try and buy’ schemes have long been deployed since eCommerce began. New York-based online eyeglasses retailer Warby Parker, estimated to be valued at $1 billion, lets people choose five eye-frames to be shipped over for a five-day home trial, all free of cost. While in India, industry experts forecast a speedy phase-out of retail stores in several categories like electronics and books, where the touch and feel is not that important.<br />

"Over time, outlets will only be needed to test the look and feel. For products where touch and feel is less important today such as smartphones, tablets and other electronics, the opportunity to phase out large offline locations quickly will be even greater,” said Aamir Jariwala, member at industry body Ecommerce Coalition of India and founder of Karma Recycling, an online seller of refurbished electronic products.<br />
