A parliamentary proposal on August 5, 2019 to bifurcate the State of Jammu and Kashmir into two Union Territories (UT) saw the total number of states and union territories in the country increase to 36. This figure consist of 29 states and 7 union territories. In terms of governance, structure and function, states and union territories are significantly different from each other. Article 1 of the Indian constitution defines India as a Union of States and not as a federation of states. The term union of states. The two union territories with the legislature are Delhi and Puducherry. This type of union territory has an elected legislature and government. The other union territories are directly controlled by the central government. The union territories have no separate representation in the Rajya Sabha except in cases of Delhi and Puducherry where the union territories have their own independent legislature. After the bifurcation, Jammu and Kashmir resemble the category of Delhi and Puducherry. The special provision granted for Jammu and Kashmir will mean that the administrative powers are distributed between the governor and the chief minister. The education and municipal operations of these union territories come under the purview of the legislative assembly while aspects like security and others are managed by the central government as per the advice of the Lieutenant Governor. What is union territory and how it's different from state

The central government scraps <keyword id="405091" type="PERSON" weightage="20" keywordseo="Article-370">article 370</keyword> and 35A putting <keyword id="17605" type="LOCATION" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> on par with the other states and union territories of India. The said articles had earlier granted special status of the state of Jammu and Kashmir. Hence the laws governing the other states were not applicable to Jammu and Kashmir. The state had its own unique laws. The revoking of articles 370 and 35A has now given way to realizing the cherished dream of patriots “One Nation, One Constitution and One Flag”. The twin decision by the <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> government scrapped the articles 370 and 35A on Monday, August 5, 2019 cancelling the special status and all its associated special powers enjoyed by J&amp;K. Henceforth, Jammu and Kashmir will be a separate union territory with a legislature while Ladakh will be another independent union territory without a legislature. Abolishing the special status of J&amp;K and bifurcation of the state had been the demands of majority Indians for so long. Also, the BJP had earlier promised these measures in its election manifesto. Jammu and Kashmir has now become an integral part of India. The state will no more have its own separate laws. The legislation of Jammu and Kashmir will have to follow the constitution of India. The scrapping of <keyword id="2945985" type="PERSON" weightage="20" keywordseo="Article-35A">article 35A</keyword> has now made all Indians eligible to buy a property in Jammu and Kashmir. The elected governments at the state will henceforth function as the governments of other union territories in India. Kashmir will cease to have its own flag and the Tricolor flag of India will now become the only flag hoisted in j&amp;K like any other state in the country.

Dadra and Nagar Haveli, the Union Territory in the Western India has only one Lok Sabha constituency. Hence the state can send only one MP for the Parliament from this state. As per the notification issued by the Election Commission of India, the 2019 Lok Sabha Election polling will happen in the state in a single phase during the third round of elections on April 23. The counting will happen along with the other 543 constituencies of India on May 23 and the results will be out on the same day. Puducherry is a small union territory of India located within the borders of Tamil Nadu. The region had been the colony of the French and it got independence around the same time when India secured its freedom from the British government. Puducherry has only one Lok Sabha constituency. The said constituency will go for polling on April 18, 2019 along with Tamil Nadu when the country will see its second phase of elections. The counting will happen on May 23 and the results will be declared on the same day by evening. The union territory of Puducherry has a literacy rate of 86.55%. <ul><li>The state of <keyword id="17605" type="PERSON" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> no longer has a ‘special status’ in the Indian constitution.</li><li><keyword id="26604" type="PERSON" weightage="20" keywordseo="ladakh">Ladakh</keyword> will be a <keyword id="6356438" type="ORGANIZATION" weightage="20" keywordseo="Union-territory">Union Territory</keyword> (UT) without an assembly and Jammu and Kashmir will be a second UT with an assembly. </li><li>The state’s former chief minister, Mehbooba Mufti — currently under house arrest — stated that India is ‘terrorising its people’.</li></ul>The state of Jammu and Kashmir will no longer have a ‘special status’ in India with <keyword id="405091" type="PERSON" weightage="20" keywordseo="Article-370">Article 370</keyword> and <keyword id="2945985" type="PERSON" weightage="20" keywordseo="Article-35A">Article 35A</keyword> being scrapped by Presidential Order. With both articles abolished, the ‘state’ of Jammu and Kashmir no longer exists. It is bifurcated into two parts — the union territory (UT) of Ladakh without an assembly, and the UT of Jammu and Kashmir with an assembly.

 Union territories are governed directly by the central government, hence earning them the name. States, on the other hand are administrative units, and have their own governments. Article 370 made the provision for the state to have its own constitution. Article 35A, based on Article 370, allowed the state to choose its permanent residents, provisions to government posts and governing property rights.

 Prior to the announcement, Kashmir’s former chief ministers — Mebooba Mufti and Omar Abdullah — were placed under house arrest. So was People’s Conference chief Sajjad Lone. After the chaos in the Rajya Sabha and the disclosure of the Presidential Order, Mufti tweeted that the government of India only want to take the territory by ‘terrorising its people’.

Chandigarh is a North Indian city deemed as a union territory. This urban constituency is simultaneously the capital of two states in India namely Punjab and Haryana. The city of Chandigarh has one Lok Sabha constituency that is unreserved. The city enjoys a majority populace of educated voters with the statistics showing 86.43% of literacy in the union territory. The total number of eligible voters in Chandigarh is 6,15,214 comprising of 3,33,621 males and 2,81,593 females. Pawan Kumar Bansal of INC was elected three times in a row as the MP from here during 1999, 2004 and 2009 Lok Sabha elections. During 2014 general elections for the Lok Sabha, Kher Kirron Anupam of the BJP won this seat pushing back the INC candidate. The city is also credited with some of the highest voter turnouts in the country. In 2014 parliamentary elections, about 73.71 electors voted during the polls. Chandigarh has one single seat to give the parliament. Since this is a union territory, it is not entitled to conduct its own independent state level elections. Hence there are no separate state assembly constituencies in the city. The state governance is directly controlled by the union government at the center. Chandigarh went for the Lok Sabha elections 2019 polls on May 19 during the last phase of elections in the country.

<ul><li>Only 8 out of 36 states and union territories in India have over 10% of women representation in police forces, with <keyword id="6360078" type="LOCATION" weightage="20" keywordseo="chandigarh">Chandigarh</keyword> having the highest share at 18% </li><li><keyword id="6355554" type="LOCATION" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword> will take 294 years to increase the share of women in their police forces to 33% — as recommended by the government earlier this year. </li><li>Whereas, Chattisgarh will take 225 years to have 33% of women representation and seven states will take more than 50 years to do so. </li></ul>There are very few policewomen in India. And states are doing little to cope up with it. If the current tardy pace continues, it will take Madhya Pradesh 294 years to increase the share of women in their police force to 33%. This percentage is recommended by <a href="https://www.tatatrusts.org/insights/survey-reports/India-justice-report">India Justice Report by Tata Trusts</a>. Chattisgarh will take 225 years to do the same. Seven other states will take 50 years more years, to do so. Simply put, none of us reading this might not see it happen in our lifetime.
