<keyword id="19896255" type="General" weightage="100" keywordseo="kashmir" source="keywords">Kashmir</keyword> is likely to receive light snow and rain next week, bringing an end to the prolonged dry spell in the valley, the weather office said on Friday. It said dry weather is likely to continue till January 24 with generally cloudy weather on Saturday evening. There is a possibility of light snow at isolated places in the higher reaches of Jammu and Kashmir on January 25, an official of the <keyword id="19938289" type="General" weightage="20" keywordseo="met-department" source="keywords">MeT Department</keyword> said. He said from January 26-28, light rain or snow is likely over scattered places in J-K. "From January 29-31, as per the indications of different models, the possibility of light to moderate rain/snow at many places is very likely, the official said. A dry and largely snowless winter in Kashmir has resulted in freezing nights and warmer than usual days. Kashmir is currently under the grip of "Chilla-i-Kalan", a 40-day harsh winter period when a cold wave sweeps the region and temperatures drop considerably leading to the freezing of water bodies as well as water in pipes. The chances of snowfall are the highest during this period and most areas, particularly the higher reaches, receive heavy snowfall. However, Kashmir has been going through a prolonged dry spell and a 79 per cent deficit in rainfall was recorded for December while there has been no precipitation in most parts of the valley in the first fortnight of January. 'Chilla-i-Kalan' will end on January 31. However, the cold conditions will continue after that with a 20-day 'Chilla-i-Khurd' (small cold) and a 10-day 'Chilla-i-Bachha' (baby cold). <keyword id="19910854" type="General" weightage="20" keywordseo="srinagar" source="keywords">Srinagar</keyword> city recorded a minimum temperature of minus 4.9 degrees Celsius on Thursday night, dropping slightly from the previous night's minus 4.6 degrees Celsius, the officials said. Qazigund recorded a low of minus 5 degrees while in the ski resort of Gulmarg in north Kashmir it was minus 3.6 degrees Celsius, they said. Pahalgam in south Kashmir's Anantnag district, which serves as one of the base camps for the annual Amarnath Yatra, recorded a minimum temperature of minus 6.3 degrees Celsius. The minimum temperature in Kokernag town settled at minus 1.4 degrees Celsius and in Kupwara at minus 5 degrees Celsius.

Kashmir's dry spell likely to end next week

But there is no such assurance for screen owners like Inox and PVR which have just received a go ahead for their merger. “In the past, big stars have been able to attract audiences to theatres en masse, given their strong legacy. However, changing preferences of audiences have now resulted in content being the primary focus. These highly touted <keyword id="17663" type="General" weightage="20" keywordseo="superstars" source="Orion">superstars</keyword> are no longer able to attract audiences based on just their brand names,” said a report by Emkay Research on media and entertainment. Two movies of new-age star Ranveer Singh - 83 and Jayeshbhai Jordaar too failed at the box office, in addition to Akshay Kumar’s Prithviraaj and Bacchan Pandey. Multiplexes need Bollywood - can’t bank on the South In spite of the good performance of South movies, the box office collections of theatres bank on Bollywood. We believe that a turnaround in Bollywood’s fortunes is critical for sustaining box-office collection growth, as performance of regional movies – South and non-South - beyond their core markets is generally sporadic in nature,” Emkay says. PVR and Inox have gained in footfalls due to the success of South movies, but Bollywood is their bread and butter. “The importance of Bollywood for large multiplex chains like PVR and Inox is even higher, as the South market is dominated by single screens. But here, everybody is like ‘Oh it was a celebration, a party’ and it was. It’s working both ways. I feel we are also not given any kind of leeway and then we are trying to be somebody else. The success of films like The Kashmir Files and Bhool Bhulaiya 2 indicates that audiences are up for only quality content. The third movie which had the multiplex cash registers ringing was Suryavanshi, in the post-Covid era. “Most movies released in the last 2-3 quarters have gotten mixed to negative critic reviews, indicating that weak content is the primary factor for the poor performance,” said the report. Social media trends like Boycott Bollywood are not helping either. From nepotism to religious sentiments - various factors are triggering social media campaigns - which are strong enough to have an effect on their box office collections. So much so, some such targeted movies have not made it past a week in the theatres. “The low percentage of collections of films after the first week is also a testimony to the lower quality of content that the industry has churned out in the last couple of quarters,” the report said. A year after the two-month border skirmish, the Modi administration is all set to sign India’s first ever security cooperation pact with China. According to a report by the Press Trust of India, China’s Minister of Public Security, Zhao Kezhi, will sit down with Rajnath Singh, the Union Home Minister, in New Delhi today to sign the bilateral agreement. The pact will cover a number of areas, including but not limited to counter-terrorism operations, drug and human trafficking, strategic intelligence sharing, natural disaster mitigation as well as China’s infrastructure development activities in Pakistan-occupied-Kashmir (PoK). Kezhi will also meet Ajit Doval, India’s National Security Advisor, to discuss certain aspects of the agreement. The pact could portend a future treaty on the exchange of prisoners. All will not be smooth sailing, however. India is likely to raise a number of contentious issues with China. Firstly, it will try and establish a consensus on the placement of Maulana Masood Azhar, the head of Jaish-e-Mohammad (JeM) - a terrorist outfit in <keyword id="3001" type="LOCATION" weightage="20" keywordseo="Pakistan">Pakistan</keyword> aimed at taking back <keyword id="6354495" type="LOCATION" weightage="20" keywordseo="kashmir">Kashmir</keyword>), on the UN sanctions list. It will also cover the China’s practice of granting stapled visas to residents of disputed areas in Arunachal Pradesh. There will, however, be no mention of the line of control or border disputes. The agreement has reportedly been in the works since 2015, undergoing multiple amendments based on objections raised by both sides. It was given a renewed impetus in April this year after India’s Prime Minister Narendra Modi met with his Chinese counterpart Xi Jinping at an informal summit in <keyword id="208994" type="LOCATION" weightage="20" keywordseo="Wuhan">Wuhan</keyword>. As China takes a larger role in <keyword id="52011" type="CITY" weightage="20" keywordseo="South-Asia">South Asia</keyword>, it has also solicited India’s help in working in other countries. Earlier this month, India and China started a programme <a href="https://in.reuters.com/article/india-china-afghanistan/india-china-launch-joint-training-for-afghanistan-plan-more-projects-idINKCN1MP1KB">to jointly train Afghan diplomats</a>. The joint approach towards development could be extended to other countries in the region such as Bhutan, Myanmar and Nepal.

<ul><li>82 out of 97 <keyword id="6357247" type="UNKNOWN" weightage="20" keywordseo="Internet">internet</keyword> shutdowns in <keyword id="52011" type="LOCATION" weightage="100" keywordseo="South-Asia">South Asia</keyword> were enforced by the Indian government.</li><li>5 out of 6 of the biggest shutdowns came from the country.da </li><li>Internet shutdowns are increasing around the world.</li></ul>Citizens of South Asian countries experienced more than 97 internet shutdown in the past year between May 2017 and April 2018, according to a recent report released by the <a href="https://economictimes.indiatimes.com/tech/internet/india-witnessed-highest-number-of-internet-shutdowns-in-2017-18-unesco-report/articleshow/64150543.cms">UNESCO-International Federation of Journalists</a>. And, India accounted for 82 out of these 97 shutdowns. The same report said that neighbouring Pakistan accounted for 12 such instances, while Afghanistan, Bangladesh, and <keyword id="6355572" type="LOCATION" weightage="20" keywordseo="sri-lanka">Sri Lanka</keyword> witnessed 1 such case each. The report states that Internet slowdowns and shutdowns around the world are increasing and have become a barrier to the freedom and expression of the press. It describes internet shutdowns as “any intentional disruption of the broadband or mobile internet or internet-based mobile apps, by an order of the authorities or threat of non-state party, to control communication or online content or slowing down the access to the general public.” Essentially, authorities can disrupt the flow of information online and other internet-based services when they need to control communication, thereby hindering the public’s freedom of expression. However, the report does state that many of the occurrences were “preemptive” or “reactive”, to prevent “mass or potentially violent public protests”. Out of 97 instances mentioned in the report, 82 were witnessed by India and nearly half of them were reported in the country’s <keyword id="46337" type="LOCATION" weightage="20" keywordseo="Kashmir-Valley">Kashmir Valley</keyword> to restrict communication generally followed by military operations. Around 10 cases were reported in <keyword id="6355588" type="LOCATION" weightage="20" keywordseo="rajasthan">Rajasthan</keyword> while Haryana, Punjab, Bihar, and <keyword id="6357713" type="LOCATION" weightage="20" keywordseo="Uttar-Pradesh">Uttar Pradesh</keyword> were among the states that witnessed less than 10 cases of internet shutdowns. India also accounted for five out of six of the biggest instances of internet shutdowns. <keyword id="6357783" type="LOCATION" weightage="20" keywordseo="West-bengal">West Bengal</keyword> topped the list with a 45-day internet shutdown that was imposed due to mass political demonstrations and clashes between activists seeking a separate state. Nawada, Bihar Jammu and Kashmir, Saharanpur Uttar Pradesh were rest among the list.

He said the search operation turned into an encounter after militants fired upon a search party of the forces, who retaliated. According to details, security forces had a specific input about the presence of terrorists in that area. As the security forces zeroed in on the spot where the terrorists were hiding, they came under fire that triggered the encounter. Kashmir Inspector General of Police Vijay Kumar told IANS that the identity of the killed terrorists is being established. This year a total of 75 militants have been killed so far in the Kashmir Valley, as per the police records. Most rights — including the right to life and the freedom of speech, expression, etc. — are couched in negative terminology. That is, the state cannot deprive persons of such rights unless there are constitutionally permitted exceptions,” said Kaul. The opposition in court argued that there are aren’t any restriction on fixed-line connections, so eduction and healthcare services should not be hampered. However, the provision is meant to be for “temporary suspension” — not nearly a year. “The issue that needs to be highlighted is the proportionality in restricting access for such a prolonged period,” said Kaul. The US is quietly nudging Pakistan and India to re-engage with the Trump administration seeking to defuse tensions between the nuclear-armed neighbours. America's objective to normalise ties between the two South Asian rivals is part of its efforts to have a more focused approach on the Afghan endgame. "US Secretary of State Rex Tillerson recently took up the issue with the leadership of both Pakistan and India during his recent visit to the two countries," the Express Tribune quoted government officials and diplomatic sources as saying. The border between the two nations has been the scene of bloody clashes between the armies of Pakistan and India for the last couple of years. The current year has been the worst in terms of ceasefire violations as well as civilian casualties. Statistics, however, show that there has been a noticeable reduction in violence along the Line of Control in the disputed Kashmir region. Officials with the knowledge of the backdoor manoeuvres confirmed to the media that the Trump administration wanted to see a lowering of tensions between the two neighbours. Two CRPF men were killed and three others injured after terrorists attacked a road opening party of the police and Central Reserve Police Force (CRPF) in South Kashmir's Pulwama district on Monday, officials said.
