The Ministry of Information and Broadcasting on Tuesday ordered the blocking of apps, website and social media accounts linked to the banned organisation, Sikhs For Justice (SFJ). In a statement, the Ministry said it has ordered the blocking of apps, website, and social media accounts of foreign-based 'Punjab Politics TV' having close links with the SFJ, deemed unlawful under the Unlawful Activities (Prevention) Act, 1967. "Relying on intelligence inputs that the channel was attempting to use online media to disturb public order during the ongoing State Assembly Elections, the Ministry used emergency powers under the IT Rules on February 18 to block the digital media resources of Punjab Politics TV," it said. The Ministry claimed that the contents of the blocked apps, website, and social media accounts had the potential to incite communal disharmony and separatism; and were found to be detrimental to the sovereignty and integrity of India, security of the state, and public order. "It was also observed that the launch of new apps and social media accounts was timed to gain traction during the ongoing elections. The government of India remains vigilant and committed to secure the overall information environment in India and thwart any actions having the potential to undermine India's sovereignty and integrity," it added. In January, the Ministry had ordered the blocking of 35 YouTube-based news channels and two websites which were involved in spreading fake news against India in a coordinated manner over digital media. In December last year, the Centre blocked 20 YouTube channels and two websites when the emergency powers under the IT Rules, 2021 were first utilised. A bench headed by Chief <keyword id="6357043" type="ORGANIZATION" weightage="20" keywordseo="justice">Justice</keyword> S.A. Bobde issued the notice on a plea by BJP leader Vinit Goenka seeking a mechanism to check content on Twitter spreading hatred through fake news and instigative content through bogus accounts. The top court tagged the matter with similar pending petitions seeking social media regulation. The plea, filed through advocate Ashwani Kumar Dubey, argued that presently total number of Twitter handles in India are around 35 million and total number of Facebook accounts are 350 million and experts says that around 10 per cent Twitter handles (3.5 million) and 10 per cent Facebook accounts (35 million) are duplicate/bogus/fake. The petitioner argued that these fake Twitters handles and bogus Facebook accounts, have been created, in the name of eminent people and high dignitaries including the <keyword id="2540" type="POSITION" weightage="20" keywordseo="President">President</keyword> of India, Vice President of India, Prime Minister of India, Chief Ministers, <keyword id="68811" type="COMPANY" weightage="20" keywordseo="Cabinet-ministers">Cabinet Ministers</keyword>, Chief Justice of India and the judges of the Supreme Court and High Courts. Goenka said that these fake Twitter handles and Facebook accounts use real photos of constitutional authorities and eminent citizens. As a result, the common man relies upon the messages published from these Twitter handles and Facebook accounts. The petitioner insisted that fake news is the root cause of many riots, including the one in Delhi earlier this year. Moreover, bogus accounts are used to promote communalism, which is a threat to the unity of the country. The plea argued that political parties use fake social media accounts to tarnish the image of opponents during elections, and also self-promotion. The plea sought the apex court to issue direction to the Centre, Ministry of Information &amp; Broadcasting, Ministry of Law &amp; Justice, and <keyword id="749437" type="COMPANY" weightage="20" keywordseo="Twitter-India">Twitter India</keyword> to make a mechanism against the social media accounts in order to stop the hatred, fake, instigative and other news which are contrary to the law of the country or violates the law of the country. The plea also sought directions to make a law to initiate action against Twitter and their representatives in India for wilfully abetting and promoting anti India tweets and penalising them. Supreme Court tells Indian government and Twitter to find a way to curb hate speech online and shut down fake accounts

The project -- Capacity Building by MSDE in Microsoft Digital Productivity Skills -- will digitally empower them to provide efficient and effective citizen-centric services to the vulnerable and underprivileged sections of society. Even after five years of a parliamentary committee circular ordering the filling up of around 4,500 backlog posts in <keyword id="6360099" type="General" weightage="100" keywordseo="delhi-university" source="Orion">Delhi University</keyword> (DU), the recommendation is yet to be implemented. Now, the varsity teachers are demanding implementation of the circular. The committee had held a meeting with the <keyword id="181369" type="General" weightage="20" keywordseo="education-ministry" source="Orion">Education Ministry</keyword>, <keyword id="56459" type="General" weightage="20" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword>, <keyword id="245696" type="General" weightage="20" keywordseo="department-of-personnel" source="Orion">Department of Personnel</keyword> and Training (DoPT) on the reservation policy for SC, ST, teaching and non-teaching staff and roster issues. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum of Academics for Social Justice and <keyword id="12648626" type="General" weightage="20" keywordseo="delhi-university-sc" source="Orion">Delhi University SC</keyword>, ST OBC Teachers has expressed deep concern over non-implementation of the circular. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. London, Apr 10 (AFP) The COVID-19 pandemic is causing an "unprecedented crisis" for some European criminal justice systems as officials try to deal with a host of unforeseen problems. Courts, lawyers and prison officials from Belfast to Warsaw are trying to adapt systems that protect society but are cracking under the strain of the new coronavirus. Many countries have taken similar approaches to deal with the crisis. Austria, Britain, Germany and Poland are among those that have postponed trials, with London halting new jury cases because of social distancing restrictions. "The COVID-19 outbreak presents an unprecedented crisis for the criminal justice system in the UK," said a National Police Chiefs' Council document published on April 2 that outlined new guidance for officers. "It follows that there must be careful consideration of what new offences are fed into the system," it added. Northern Ireland has agreed the temporary release of 200 prisoners from jail because of the crisis. In Poland -- where the right-wing Law and Justice Party has introduced a slew of controversial judicial reforms since 2015 -- most prisoners serving terms of less than three years have been released. Portugal has granted pardons on humanitarian grounds. In Austria, prisoners denied visits are allowed longer phone and video calls. "The ban on visitors led to some tensions among the prisoners. So now we allow them to talk more on the phone," Peter Bevc, a prison director in Klagenfurt, Austria, said last week. Scotland, which has its own legal system, announced -- and then dropped following an outcry -- plans to suspend jury trials for up to 18 months. The Law Society of Scotland described the call for a suspension of juries one of "the most dramatic changes to the legal system ever considered". And Guido Wolf, a justice minister in Germany's Baden-Wuerttemberg state, said hearings had been postponed. "Our business will be severely restricted, but it will not be discontinued." Although human rights groups and others have noted the logic of such moves to prevent further spreading of the virus, they also warn authorities against disproportionate actions. Penal Reform International said officials "must ensure human rights are respected" for those in prison. "In such anxious times it is even more pertinent that people are not cut off from the outside world, they do not end up in solitary confinement, and most of all they have access to information and adequate healthcare provision," it said. Amnesty International highlighted concerns over Turkey's plan to release some prisoners, but not some human rights activists. Problems appear particularly exacerbated in English and Welsh courts, as prisons and lawyers try to tackle a growing case backlog after years of government austerity, experts said. Bill Waddington, chair of the Criminal Law Solicitors Association, said the system in Britain was "creaking" before the crisis. "The criminal justice system and those working in it have been incredibly starved of proper funding for many years and lawyers have been warning government that even before COVID the system was on the verge of collapse," he told AFP. Justice ministry figures released last month showed that by late 2019, there were 37,434 cases waiting to be heard at English and Welsh crown courts, a two-year high and a 13-percent increase from the previous year. Police in England and Wales have said serious crime organisations and fraudsters should not be charged during the pandemic to avoid "clogging up" courts -- as they have been labelled "lower priority". Similar cases include criminal damages, common assault and low-level traffic offences, according to the April 2 guidance. Even those charged with domestic abuse should be released on bail for extended periods, it said. On March 6, Refuge, the largest domestic abuse charity, reported a 120-percent increase in calls to its helpline. Meanwhile, The Law Society, which represents solicitors in England and Wales, has warned that some smaller legal firms could go out of business as court cases dwindle. Waddington said it was inevitable. "Solicitors and barristers who rely on legal aid work are working in businesses that simply will not survive the downturn," he said.
