<ul class="summary-list"><li>Israel and Ukraine have weathered repeated ballistic missile attacks.</li><li>Ballistic missiles can strike with little to no warning time.</li></ul>The fireworks were impressive. Explosions, flames, and fiery streaks across the sky.But after launching <a target="_blank" class="" href="https://www.businessinsider.com/irans-missile-strike-israel-just-fraction-what-china-could-do-2024-10">hundreds</a> of ballistic missiles at Israel in two separate barrages, what has Iran to show for it? In the April attack — which comprised 300 missiles and drones — most were intercepted by forces from the US, Israel, Britain and Jordan. The October strike by 180 ballistic missiles saw a higher percentage of rockets penetrate defenses. Nonetheless, those that got through appear to have inflicted relatively <a target="_blank" href="https://rusi.org/explore-our-research/publications/commentary/irans-missile-attack-challenge-israel-cant-ignore">minor damage</a>: some craters, a partly collapsed <a target="_blank" href="https://www.timesofisrael.com/liveblog_entry/school-in-gedera-severely-damaged-by-iranian-missile-impact/">school building</a>, and multiple strikes on an <a target="_blank" href="https://www.youtube.com/watch?v=meHjp7iYV98">Israeli Air Force base</a> that is still operational.Despite all the threats from Iran, Israel's military, infrastructure, and public morale remain intact. This resilience has similarities with Ukraine, whose population has endured two years of <a target="_blank" class="" href="https://www.businessinsider.com/russia-kinzhal-missiles-beaten-by-patriots-slip-past-ukraine-defenses-2024-3">Russian missile attacks</a> but continues to fight on.All of which raises a question: is the danger of ballistic missiles overhyped? The issue has become more important than ever. Fifty years ago, the US and the Soviet Union owned most of the world's missile arsenal. Today, there are <a target="_blank" href="https://www.armscontrol.org/factsheets/worldwide-ballistic-missile-inventories">31 nations</a> that have ballistic missiles, plus non-state groups such as Hezbollah. With that much rocketry in the world, they are likely to be used in future wars.The threat of ballistic missiles — which follow a ballistic trajectory, rising to the edge of the atmosphere or into space, and then falling like a cannon ball — dates back 80 years, to just before the dawn of the Space Age. In 1944, Nazi Germany unleashed the <a target="_blank" href="https://airandspace.si.edu/collection-objects/missile-surface-surface-v-2-4/nasm_A19600342000">V-2</a>, considered the world's first guided ballistic missile. Nearly 3,000 V-2s were launched at targets in Western Europe, with about half aimed at Britain. The British public was no stranger to death from the air: they had already endured the bomber raids of the Blitz, and the V-1 buzz bombs that were the forerunner of today's cruise missiles. But at least those weapons could be detected, giving time for people to take cover or air defenses to shoot them down. The V-2 was something different: ascending 60 miles to the edge of outer space, it slammed into its target without warning.Hitler promised the German people that the "wunderwaffe" (wonder weapons) would bring victory. Instead, the V-2 consumed considerable resources yet neither damaged the enemy's warmaking potential nor broke the population's support for the war. One problem was accuracy. The Germans estimated that the circular error probable — a standard measurement of how close 50% of munitions land to a target — was almost <a target="_blank" href="http://www.astronautix.com/v/v-2.html">three miles</a> for the V-2. By 1945, US B-17 bombers had a CEP of a quarter-mile.But the real problem was the payload. The V-2's warhead was just one ton of high explosive, delivered by a weapon that could only be used once. A B-17 Flying Fortress carried four tons of bombs, a British Lancaster could drop seven tons — and these planes could fly dozens of missions. Granted that there was the expense — and the risk — to the crew. But the US and Britain were flying raids of a thousand bombers each: even if accuracy was far from perfect, the sheer number of bombs devastated cities and, towards the war's end, hampered critical infrastructure such as oil refineries. Even this massive operation, however, <a target="_blank" href="https://www.businessinsider.com/what-is-israel-trying-to-achieve-in-gaza-bombing-2023-12">failed</a> to break German morale.In the 1980s came the <a target="_blank" href="https://www.cia.gov/readingroom/docs/CIA-RDP88T00096R000100120003-6.pdf">"War of the Cities,"</a> when Iraq and Iran fired hundreds of ballistic missiles against each other's urban areas. Despite tens of thousands of civilian casualties, morale in neither nation collapsed, and the Iran-Iraq War dragged on for eight years. In 2015, Iranian-backed <a target="_blank" href="https://www.csis.org/analysis/iranian-and-houthi-war-against-saudi-arabia">Houthi</a> rebels in Yemen began a bombardment campaign against Saudi Arabia that included ballistic missiles. Though inflicting some damage on oil facilities, this was intended as political coercion against Saudi intervention in Yemen rather than an all-out attack on the kingdom.<div type="image" title="Missiles launched from Iran are seen in the sky over Tel Aviv." height="1333" width="2000" msid="114169750" hostid="261" sizebytes="151262"></div>It is not that conventional ballistic missiles aren't lethal, especially the modern versions. The early gyroscopic guidance systems on the V-2 have been replaced by more accurate <a target="_blank" href="https://www.advancednavigation.com/tech-articles/inertial-guidance-a-brief-history-and-overview/">inertial guidance</a>: a <a target="_blank" href="https://missilethreat.csis.org/missile/minuteman-iii/">Minuteman</a> ICBM has a reported CEP of about 130 feet, which is fine for a nuclear warhead but not for a precision strike on a small target. For advanced missile powers such as America and Russia, inertial guidance can be supplemented by other systems, such as GPS, and onboard radar linked to a map of the terrain. US-made ATACMS GPS-guided missiles, for example, have proven quite accurate in Ukraine.Ironically, this can lead to what one expert has called the <a target="_blank" href="https://www.businessinsider.com/us-military-confidence-smart-bombs-may-have-a-fatal-flaw-2024-6">"precision paradox."</a> Accuracy doesn't always equal effectiveness: if a smart bomb misses its target, then follow-on strikes to accomplish the mission can actually cause as much collateral damage as unguided weapons.And therein lies the <a target="_blank" class="" href="https://www.businessinsider.com/why-iran-relies-on-ballistic-missiles-to-threaten-its-adversaries-2024-10">appeal of ballistic missiles</a> for less technologically advanced nations and militant groups. Even if they're not accurate, the mere threat of long-range missile bombardment might coerce or deter an adversary. With an estimated 3,000 ballistic missiles, Iran fields a <a target="_blank" href="https://www.iranwatch.org/our-publications/weapon-program-background-report/table-irans-missile-arsenal">variety of designs</a> of varying accuracy, some based on the Soviet Scud or North Korea's Nodong. Tehran claims its <a target="_blank" href="https://www.reuters.com/world/middle-east/iranian-missile-strike-israel-shows-capability-greater-scale-complexity-2024-10-02/">latest missiles</a> have a CEP of around 65 feet, a suspect claim given the <a target="_blank" href="https://www.businessinsider.com/iran-ballistic-missiles-to-russia-questionable-accuracy-2024-9">observed inaccuracy</a> of some missiles in the April attack. A CEP of under 100 feet may be enough for damaging sprawling facilities such as airbases, ports and oil refineries. Against a pinpoint target such as a specific building, that might not be sufficient. And to get to that target, these weapons must get past increasingly capable air defense systems like <a target="_blank" class="" href="https://www.businessinsider.com/us-giving-ukraine-second-patriot-missile-system-fight-russia-reports-2024-6">Patriot</a>, Aegis, Arrow and Iron Dome.Even then, the question remains: Can ballistic missiles win a war? This echoes a debate from World War II, when Allied bomber chiefs argued that bombing German cities would win the war without the need for boots on the ground. Yet even after the Allies dropped <a target="_blank" href="https://repository.lsu.edu/cgi/viewcontent.cgi?article=4267&amp;context=gradschool_theses">2.7 million tons</a> of bombs in Europe, the Third Reich didn't surrender until Allied tanks were in the streets of Berlin. Nor did over 7.5 million tons of ordnance compel North Vietnam to cease its war against South Vietnam.Iranian missiles have not deterred Israel from pursuing its campaigns in <a target="_blank" class="" href="https://www.businessinsider.com/israel-attack-lebanon-hezbollah-past-invasion-2024-10">Lebanon</a> and Gaza, nor are they likely to. Iran's 3,000 missiles sound quite impressive. But even if they were all launched at Israel simultaneously, some would malfunction on launch, some would be intercepted, and still others — how many can only be guessed at — would miss their target. In the end, the amount of high-explosive landing on Israeli soil would be less than a single Allied bomber raid in World War II.The proliferation of ballistic missiles is a danger. Given accurate guidance systems, they can damage vital targets. Given less accuracy, they can serve as terror weapons against cities. Iran's attacks on Israel suggest ballistic missiles are an overhyped threat 

<ul class="summary-list"><li>SWAT snipers at the July 13 attack against Trump say they didn't have contact with the Secret Service.</li><li>They told <a target="_blank" class="" href="https://abcnews.go.com/Politics/failure-communication-local-swat-team-details-account-trump/story?id=112340601">ABC</a> that the first time they communicated with agents on the ground was after the shooting.</li></ul>The local SWAT team assigned to guard former President Donald Trump's rally on July 13 said it had "no communication" with the Secret Service before a gunman <a target="_blank" class="" href="https://www.businessinsider.com/donald-trump-butler-pennsylvania-rally-secret-service-2024-7">tried to assassinate him.</a>"We were supposed to get a face-to-face briefing with the Secret Service members whenever they arrived, and that never happened," Jason Woods, a lead sharpshooter on the Beaver County, Pennsylvania SWAT team, told <a target="_blank" class="" href="https://abcnews.go.com/Politics/failure-communication-local-swat-team-details-account-trump/story?id=112340601">ABC News.</a>"So I think that was probably a pivotal point, where I started thinking things were wrong because it never happened," he said. "We had no communication."In an interview published by ABC on Sunday, Woods and his team members said the first time they communicated with <a target="_blank" class="" href="https://www.businessinsider.com/trump-secret-service-fantastic-job-shooting-pennsylvania-rally-despite-criticism-2024-7">Secret Service agents</a> on the ground was only after the shooting."It was too late," Woods said.Their comments add to a growing chorus of questions about the communication among national and local agencies that allowed such a serious security lapse to transpire.The Secret Service's press team did not immediately respond to a request for comment sent outside regular business hours by Business Insider.In a statement to ABC, a spokesperson declined to respond to Woods' allegations and said that the agency "is committed to better understanding what happened before, during, and after the assassination attempt of former President Trump to ensure that never happens again."Woods' team included countersnipers stationed at the American Glass Research building, which was used as a staging area for local law enforcement supporting the Secret Service's security.<a target="_blank" class="" href="https://www.nytimes.com/2024/07/28/us/politics/trump-shooting-thomas-crooks-secret-service.html">The New York Times</a> on Sunday published several text messages among countersnipers there, which showed that they identified the gunman, <a target="_blank" class="" href="https://www.businessinsider.com/thomas-crooks-academic-transcript-good-grades-chewing-gum-2024-7">Thomas Crooks</a>, at least two hours before the shooting."Someone followed our lead and snuck in and parked by our cars, just so you know," the message said. The countersniper then reported that Crooks had moved to a picnic table "about 50 yards from the exit."An hour later, a countersniper took photos of Crooks and said they believed the gunman brought a rangefinder. Those photos later went viral on social media."If you wanna notify SS snipers to look out," countersniper wrote in a message, calling in the potential threat to the command center.They added that they had lost sight of Crooks, per the texts published by The Times.But <a target="_blank" class="" href="https://www.washingtonpost.com/nation/2024/07/27/trump-team-complained-they-were-not-told-suspicious-person-reports-before-shooting/">The Washington Post</a> reported on Sunday that Secret Service members on Trump's detail complained they never received the warning from the countersnipers in the AGR building.It cited three unnamed sources familiar with the matter.Crooks would later climb onto the roof of the AGR building and open fire on Trump. The <a target="_blank" class="" href="https://apnews.com/article/trump-bullet-shrapnel-ronny-jackson-christopher-wray-cb780b9d1a078f0be4191682e75101cf">FBI confirmed on Friday</a> that the former president's ear was struck by a bullet, "whether whole or fragmented into smaller pieces."The aftermath of the assassination attempt, which put Trump within inches of losing his life, has been a reckoning for the Secret Service. The <a target="_blank" class="" href="https://www.businessinsider.com/reagan-secret-service-agent-says-trump-shooting-failure-for-agency-2024-7">agency has been slammed</a> for what former agents and advisers say was a complete security failure."The assassination attempt of former President Trump on July 13th is the most significant operational failure of the Secret Service in decades," Secret Service director Kimberly Cheatle <a target="_blank" class="" href="https://www.businessinsider.com/secret-service-director-admits-trump-shooting-worst-failure-decades-2024-7">said on July 22.</a>Cheatle <a target="_blank" class="" href="https://www.businessinsider.com/secret-service-director-resigns-trump-assassination-attempt-kimberly-cheatle-2024-7">resigned the next day</a>, after days of criticism leveled at her and her organization.

<ul class="summary-list"><li>China is menacing Taiwan with the threat of invasion.</li><li>A military strike on the US ally could involve a vast drone attack.</li></ul>In the early hours of a <a target="_blank" class="" href="https://www.businessinsider.com/china-wants-taiwan-make-mistakes-excuse-trigger-blockade-navy-commander-2024-10">Chinese invasion of Taiwan</a>, the narrow strait separating the island from the mainland would likely be transformed into a ferocious battlefield. But it's not just traditional weapons, such as missiles or warships, that will dominate the scene.Vast fleets of <a target="_blank" class="" href="https://www.businessinsider.com/ukraine-ground-drones-iron-soldiers-grow-exponentially-kyrylo-budanov-war-2024-9">unmanned aerial and naval drones</a> will likely darken the skies and hide beneath waves, bringing with them a deadly threat that Taiwan and its allies are ill-prepared to counter.<h2 id="750bdfc9-6a57-42a1-a6a1-2ec3d01f60e8">Creating a 'Hellscape'</h2>Drones could be deployed by China to swarm over <a target="_blank" class="" href="https://www.businessinsider.com/taiwans-president-says-china-younger-lai-ching-te-motherland-2024-10">Taiwan</a> and guide high-precision missile strikes, experts told Business Insider.One way to counter China's assumed strategy is a US plan called "Hellscape," Adm. Samuel Paparo, the head of US Indo-Pacific Command, told <a target="_blank" class="" href="https://www.washingtonpost.com/opinions/2024/06/10/taiwan-china-hellscape-military-plan/">The Washington Post.</a>This involves filling the Taiwan Strait, which separates the island from the mainland, with thousands of unmanned submarines, unmanned surface ships, and aerial drones."I want to turn the Taiwan Strait into an unmanned hellscape using a number of classified capabilities," Paparo told the publication. "So that I can make their lives utterly miserable for a month, which buys me the time for the rest of everything."But it's a situation in which the US military and Taiwan are playing catch-up.China, which claims Taiwan as part of its territory,<a target="_blank" class="" href="https://www.businessinsider.com/china-developing-advanced-military-drones-split-into-6-midair-report-2024-3"> is one of the world's leading drone manufacturers,</a> giving the People's Liberation Army a clear advantage in any head-to-head drone confrontation. Taiwan and the US would be on the back foot."The military and commercial drone industrial base in both nations is quite weak," said Stacie Pettyjohn, an analyst at the Center for a New American Security, of Taiwan and the US. <h2 id="22d14278-53db-4659-a4df-526ca493c0e3">Taiwan develops drone fleet to counter China's </h2>If China's nationalist leader Xi Jinping acts on his long-standing ambition to seize control of Taiwan, he'd seek to take out high-value US military and Taiwanese targets first.China would likely initially seek to target key US military sites in the region in missile attacks, then deploy thousands of drones to surveil and help pinpoint further strikes."These drones could pass the target's location to long-range artillery that can range Taiwan or ground-based ballistic and cruise missiles," said Pettyjohn.To counter China's invasion, the US and Taiwan would have to deploy drone fleets of their own.Chinese landing vessels transporting troops to the shore of Taiwan would be uniquely vulnerable to a drone attack, Zak Kallenborn, a drone technology analyst, told BI. <div type="image" title="A Ukrainian soldier directs a drone during attacks on Russian military positions near Bakhmut." height="1347" width="2000" msid="114052516" hostid="261" sizebytes="88930"></div>"China likely would have to launch numerous amphibious forces to land on and secure a hold on the island. Those forces are likely to be vulnerable during transit, especially to overwhelming numbers of unmanned vehicles," he said."Think about the famous picture of landing ships on D-Day. The soldiers are packed butt-to-butt with no overhead cover. A single, small drone-dropped explosive would blow them apart."Surveillance drones could also be used to "find Chinese landing forces" and to target them with weapons such as artillery or long-range missiles, added Pettyjohn, while small first-person view drones could be used "like kamikazes as a strike weapon to prevent the Chinese troops from being able to reorganize after making it ashore."<h2 id="c2e05297-67ea-4786-86a6-519d91007332">Numbers count</h2>But countering China's drone capability is in part a numbers game, and this is where Taiwan and the US currently fall short. China produces millions of drones annually, with Chinese firm DJI accounting for around 70% of the global market, according to <a target="_blank" class="" href="https://www.ft.com/content/da3f0820-e61a-4e0e-a451-685f760524ea">the Financial Times</a>. When combined with other Chinese drone companies, that share goes up to well above 80%, it said.Taiwan has struggled to produce its own version of the long-range Predator drones used by the US military, the Teng Yun, said Pettyjohn, and urgently needs to diversify its supply of commercial drones and their components to reduce its dependence on Chinese manufacturers."Taiwan has a few other classes of smaller military drones, but not nearly in the numbers that would be needed to defeat China," said Pettyjohn.To this end, US military companies are increasing cooperation with firms in Taiwan.<a target="_blank" class="" href="https://www.nytimes.com/2024/09/25/world/asia/us-taiwan-drones-china.html">The New York Times </a>reported in September that US and Taiwanese government officials met in Philadelphia to discuss ways to coordinate drone production and enhance the independence of their supply chains. But experts believe efforts need to ramp up.In March, the <a target="_blank" rel="" href="https://comptroller.defense.gov/Portals/45/Documents/defbudget/FY2025/FY2025_Weapons.pdf">US Army</a> requested $2.4 billion for the development of unmanned aircraft systems and more than $400 million for counter-drone tech in its fiscal 2025 budget request.Weeks later, Adm. John Aquilino, the leader of the Indo-Pacific Command, warned the <a target="_blank" rel="" href="https://armedservices.house.gov/sites/republicans.armedservices.house.gov/files/INDOPACOM%20Posture%20Testimony%20ADM%20Aquilino%20HASC.pdf">House Armed Services Committee</a> that China had increased its overall defense budget by 16% to more than $223 billion.<h2 id="c209aaf3-0630-45e9-ad27-82294265e678">Enhanced air defense systems needed</h2>Spurred by lessons in Ukraine, military planners in the US are focusing on new ways to shoot drones down or neutralize them. Both <a target="_blank" class="" href="https://www.businessinsider.com/ukraine-beating-russia-in-the-drone-production-race-2024-10">Russian and Ukrainian forces have deployed electronic warfare units</a> to disable drones, scrambling the signals used to navigate the devices.This method would be vital for tracking and disabling some of the smaller drones China might use in an attack on Taiwan, said Pettyjohn. But such defences are useless for more sophisticated drones, with both the US and Chinese militaries developing models resistant to electronic warfare interference. "The United States, China, and other states around the world are rapidly aiming to develop autonomous drones that do not need such input. If we can master that technology, electronic warfare will be less central to the drone space," said Kallenborn. <div type="image" title="A Skydio quadcopter drone of the US military." height="2631" width="3943" msid="114052519" hostid="261" sizebytes="62578"></div>Conventional air defense systems capable of shooting drones from the sky would be needed to eliminate more sophisticated models. But in this area as well, said Pettyjohn, Taiwan is deficient. "Currently the US and Taiwan do not have sufficient air defenses and CUAS [counter drone] systems to deal with the Chinese drone threat," she said. Another issue is geographical distance. The US would have to get enough drones to Taiwan quickly enough to make a difference and replace the large numbers that'd likely be destroyed in a conflict.Much is at stake. As <a target="_blank" class="" href="https://www.businessinsider.com/china-wants-taiwan-make-mistakes-excuse-trigger-blockade-navy-commander-2024-10">BI previously reported,</a> in its Global Peace <a target="_blank" rel=" nofollow" class="" href="https://www.economicsandpeace.org/wp-content/uploads/2023/09/GPI-2023-Web.pdf">Index</a> 2023, the Institute for Economics and Peace estimated that a Chinese blockade of Taiwan would result in a $2.7 trillion loss in world economic activity in the first year alone, equivalent to a 2.8% decline in global GDP.Bloomberg's <a target="_blank" rel=" nofollow" class="" href="https://www.bloomberg.com/news/newsletters/2024-05-25/bloomberg-new-economy-china-blockade-simulation-raises-5-trillion-risk">modeling</a>, meanwhile, estimates that a total blockade of Taiwan and Western sanctions on China could result in a 5% worldwide GDP decline, with US GDP falling by 3.3% and China's by 8.9%. In the end, Kallenborn said, the ability to produce enough drones in sufficient numbers to be decisive will be key to how much devastation China can inflict."We've seen in Ukraine that major drone warfare requires major production capabilities to sustain the heavy losses," he said."The US and Taiwan absolutely should be and are developing production capabilities, though no doubt more can be done."
