<ul><li>UPSC is looking forward to filling up 861 Civil Service positions.</li><li>The last date to apply for the opportunity is February 22.</li><li>Candidates will have to appear for two rounds of written test and one personality test/interview.</li></ul>The Union Public Service Commission (UPSC) Civil Services has released a notification inviting applications to fill up 861 vacancies. The application process will remain open till 6 p.m. February 22. Candidates will have to appear for the preliminary test to be conducted by the UPSC on June 5. Those candidates who qualify can appear for the main examination later. Candidates clearing both the rounds will then be called for a personal interview/personality test. Indian citizens, aged between 21 and 32, who have graduated from an institution recognised by the University Grants Commission (UGC) can apply. Even refugees from Nepal, Bhutan, Tibetan refugees are eligible to apply for these positions. Every candidate is allowed to give six attempts. Around two lakh students from the Scheduled Caste category dropped out of college due to non-payment of dues under a scholarship scheme worth around Rs 2,000 crore by the <keyword id="6354953" type="General" weightage="100" keywordseo="punjab" source="Orion">Punjab</keyword> government, the <keyword id="516560" type="General" weightage="50" keywordseo="national-commission-for-scheduled-caste" source="Orion">National Commission for Scheduled Caste</keyword> said on Wednesday. Punjab Chief Minister Bhagwant <keyword id="19116" type="General" weightage="80" keywordseo="mann" source="Orion">Mann</keyword> last week ordered a comprehensive probe into alleged irregularities in the post-matric scholarship scheme that had surfaced during the previous <keyword id="1575" type="General" weightage="50" keywordseo="congress" source="Orion">Congress</keyword> regime in the state. NCSC chairperson Vijay <keyword id="6391235" type="General" weightage="80" keywordseo="sampla" source="Orion">Sampla</keyword> told reporters that the Commission has sought an explanation from the state government on why the money has not been paid to colleges despite the payment of dues by the Centre. "We have taken suo motu cognisance in the matter. There have been many complaints from <keyword id="104433" type="General" weightage="20" keywordseo="SC-students" source="Orion">SC students</keyword> that they are not being allowed in colleges as the government has not paid their fees. "There were around three lakh SC students who benefited from the scheme in 2017 and the number dropped to 1-1.25 lakh in 2020. When we asked the state government, they said these children dropped out," he said. Sampla said that a meeting was held on Monday between <keyword id="112438" type="General" weightage="50" keywordseo="social-justice" source="Orion">Social Justice</keyword> and Empowerment ministry and Punjab government to discuss the matter. "In the meeting, it came to light that no dues from the Centre are there while the state government has to pay dues worth Rs 2000 crore to pay to these colleges. <a href="http://www.businessinsider.in/searchresult.cms?query=Supreme+Court&amp;sortorder=effectivedate">Supreme Court</a> has finally come to the rescue of the middle-class flat owners who were fighting against the builders over delay of projects. The SC has ruled the flat owners can join hands to directly approach the <a href="http://www.businessinsider.in/searchresult.cms?query=National+Consumer+Disputes+Redressal+Commission&amp;sortorder=effectivedate">National Consumer Disputes Redressal Commission</a> (<keyword id="103254" type="ORGANIZATION" weightage="20" keywordseo="NCDRC">NCDRC</keyword>) against realtors. 
 
According to the <a href="http://www.businessinsider.in/searchresult.cms?query=Consumer+Protection+Act&amp;sortorder=effectivedate">Consumer Protection Act</a>, customers can directly file a plea in NCDRC if the cost involved is more than Rs 1 crore. Otherwise, complainants begin at the district consumer forums. 
 However, big builders like <keyword id="4206227" type="UNKNOWN" weightage="20" keywordseo="amrapali-sapphire-developers-pvt-ltd">Amrapali Sapphire Developers Pvt Ltd</keyword> had taken shelter behind this rule to plead that 43 flat buyers, who had together moved the apex consumer forum against it, were disqualified from filing such a joint plea before the NCDRC. 
 
The 43 buyers had complained against delay in handing over possession of their flats. 
 
According to the builders, the cost of each flat was way below Rs 1 crore, thus the owners were individually ineligible to approach the NCDRC directly. 
 
"By joining hands, they have shown that the cost of their flats was above Rs 1 crore to maintain their plea in NCDRC, which was against the rule," the builder's counsel said. 
 
But the bench understood that this was a bid to tire out flat owners and buy time for completion of delayed housing projects and rejected the plea. 
 After the SC ruling, Confederation of <keyword id="6354553" type="COMPANY" weightage="20" keywordseo="real-estate">Real Estate</keyword> Developers' Associations of India president Getamber Anand, who is also <keyword id="4206228" type="UNKNOWN" weightage="20" keywordseo="cmd-of-ats-infrastructure">CMD of ATS Infrastructure</keyword>, told ET, "Such a broad directive can be misused also. This will adversely affect the sector, which is already facing a tough time.''

Although Hobby Lobby permits customers' service animals in stores, it was concerned that "a coworker or customer might be allergic to or trip over the dog, or the dog might break something," according to a <a href="https://www.eeoc.gov/newsroom/eeoc-sues-hobby-lobby-disability-discimination">press release</a> from the EEOC. "Service animals assist people with many types of disabilities – from vision and mobility impairments to seizure disorders and mental health conditions – to live and work independently," David Davis, acting director of the EEOC's St Louis District Office said in a statement. "Employers must not reject service animals, or any other reasonable accommodation, based on stereotypes or assumptions regarding the safety or effectiveness of the accommodation."After her request was denied, S.C. took a week off from work to finish her service dog training in late October 2020. When she returned with the dog and a renewed request for accommodations, her manager sent her home, local news <a href="https://www.kansascity.com/news/state/kansas/article263102673.html">reports</a>.Ultimately, she was fired for "job abandonment," according to the lawsuit. The EEOC is seeking back pay, punitive damages, and reinstatement of the terminated employee.Hobby Lobby had not responded to a request for comment Saturday afternoon.In 2014, Hobby Lobby was involved in another legal battle over employees' health care after filing a suit over covering employees' contraceptives with health insurance.In <a href="https://www.oyez.org/cases/2013/13-354">Burwell v. Now, the varsity teachers are demanding implementation of the circular. The committee had held a meeting with the <keyword id="181369" type="General" weightage="20" keywordseo="education-ministry" source="Orion">Education Ministry</keyword>, <keyword id="56459" type="General" weightage="20" keywordseo="university-grants-commission" source="Orion">University Grants Commission</keyword>, <keyword id="245696" type="General" weightage="20" keywordseo="department-of-personnel" source="Orion">Department of Personnel</keyword> and Training (DoPT) on the reservation policy for SC, ST, teaching and non-teaching staff and roster issues. The Committee had found a backlog of 4,500 posts in Delhi University and many discrepancies in colleges' rosters. Apart from this, the rosters of three colleges were not prepared as per DoPT. On December 22, 2016, the panel asked the vice-chancellor of the varsity to implement minutes of meeting. Forum of Academics for Social Justice and <keyword id="12648626" type="General" weightage="20" keywordseo="delhi-university-sc" source="Orion">Delhi University SC</keyword>, ST OBC Teachers has expressed deep concern over non-implementation of the circular. Forum chairman Hansraj Suman said the letter by the committee to Yogesh Kumar Tyagi says that 4,500 posts are lying vacant, colleges are not following the reservation policy properly, rules of roster system are not being followed and liaison officers do not have freedom to do their work. In such a situation, the UGC, being the nodal office to implement the reservation, should stop the grant, he said. Aryabhatta College, Deen Dayal Upadhyay College and College of Vocational Studies are the institutions where discrepancies in making roster were found. Suman said that that the then vice chancellor was also told that a time frame should be decided to fill up the backlog vacancies. He said that the letter also mentions that the liaison officer should be thoroughly trained. There are six Vidhan Sabha seats within the Hingoli Lok Sabha constituency. The list of these seats includes Basmath, Kalamnuri, Hingoli, Umarkhed, Kinwat, and Hadgaon. The Umarkhed constituency is reserved for SC candidates and the remaining five are general seats. For the 2019 assembly elections, Shiv Sena is fielding Santosh Bangar against the Congress candidate Santosh Kautika Tarfe. INC’s Bhaurao Baburao Patil and BJP’s Tanaji Mutkule are locking horns with each other for the seat. For the Hadgaon seat, Shiv Sena is fielding Nagesh Patil Ashtikar. Dubbed as Ms 'X' in the court’s records, the SC took cognisance of the fact that she is 26 years old and therefore not a minor, and said she is free to do as she wishes. "You are a major. You are independent to go wherever you want to go," said a bench comprising of Chief Justice <keyword id="6355251" type="PERSON" weightage="20" keywordseo="dipak-misra">Dipak Misra</keyword> and Justices A M Khanwilkar and D Y Chandrachud. The SC, however, refused the petition to declare it a ‘void marriage’ and said she will have to approach the family court to annul the marriage. Twenty days post the wedding, the woman fled her parents’ home and headed to Delhi. On arrival, she approached the <keyword id="83267" type="ORGANIZATION" weightage="20" keywordseo="Delhi-Commission-for-Women">Delhi Commission for Women</keyword> and the Supreme Court almost immediately ordered her to be given police protection. Fearing retaliation from her parents and husband, her lawyer, <keyword id="214301" type="PERSON" weightage="20" keywordseo="Indira-Jaising">Indira Jaising</keyword>, also sought police protection in <keyword id="6354321" type="LOCATION" weightage="20" keywordseo="Bengaluru">Bengaluru</keyword>, where the woman wants to go to pursue her masters in engineering. <keyword id="3198942" type="PERSON" weightage="20" keywordseo="Jaising">Jaising</keyword> claimed, “Her brother, supported by her mother, had threatened to rape her.” To this, the bench said, “She can go to any place she desires to. Parents or any family member of X, the husband or his family members, cannot create any obstacle in the path of the woman.” The bench also suggested that if she feared for her safety since her family wielded significant power in the city, she should approach the area assistant commissioner of police who would be the best person to take appropriate measures to give her protection. The lawyer representing her parents, <keyword id="6507803" type="PERSON" weightage="20" keywordseo="basava-patil">Basava Patil</keyword>, assured the court that her parents will not take any kind of coercive measure against their daughter and would return all her belongings including her educational certificates and documents. Patil said, “She need not apprehend anything. There will be no interference with her life from the parents. All things she desires will be given back to her.”
