The ₹45-90 lakh budget range is the 'sweet spot' for 36% of women home seekers, and 27% prefer premium homes priced from ₹90 lakh to ₹1.5 crore. Only 20% prefer luxury homes priced more than ₹1.5 crore, and affordable homes priced under ₹45 lakh are the least preferred. "Over the last decade, women emerged as a major residential real estate buyer segment, especially in urban centres. Their preferences are also distinctly shaping newer trends — from bigger homes, ready-to-move properties to specific budgets, they know exactly what they want. And like millennials, their preferences now influence the supply that developers put on the market," said <keyword id="17131" type="General" weightage="50" keywordseo="santhosh-kumar" source="Orion">Santhosh Kumar</keyword>, vice chairman of the Anarock group. Thiruvananthapuram, May 17 (): In a bid to preventspread of COVID-19 in prisons in Kerala, the state governmentwill admit remand prisoners only if they test negative forthe virus, while it has already granted remission and paroleto several other inmates.The swabs of remand prisoners will be taken and testedfor the deadly virus and till the results arrive, they will beeither lodged at hospitals or quarantine facilities arrangedby the district administration, a senior prison official said. "In the fourth phase of lockdown,we have decided that onlyCOVID-19-free prisoners will be admitted to all jails in thestate.If someone is arrested, his swab test will be done andascertained whether they are positive or negative. Otherwise,the 6,250 prisoners and over 1,600 staff in all the jails willbe in trouble.This is the most important phase," DIG of Prisons andCorrectional Services, Santhosh Kumar, told .Currently 6,250 prisoners are lodged in around 54 jailsacross the state, he said.Kumar said the plan was to decongest the jails and hencethose eligible had been given parole and interim bail.At least 85 prisoners who have undergone two third oftheir term have been given remission, he said, adding thesesteps were taken to reduce the number of inmates in prisons.He said the decongestion plan was facing a majorchallenge as over 1,200 accused in Abkari cases have beenjailed during the lockdown periond."As part of reducing the population in jails in view ofthe COVID-19 situation, we have been giving bail and parole tomany.But since liquor shops are closed due to the lockdown,there is a spike in number of Abkari cases and over 1,200 havebeen arrested and lodged in jails," he said.The prison department has been proactively participatingin fighting the pandemic by producing sanitisers and masks andhas been playing a major role in controlling the market price. "We have already produced eight lakh masks and over 15,000litres of sanitisers. It must then be submitted to the local police station along with identification proof of the tenant. The local police then conduct the background check and give approval for the rental agreement,” noted Kumar.

A correction in prices was also observed in areas like West End, Shanti Niketan, Prithviraj, Aurangzeb Road and Amrita Shergill Marg, but in a lower range of 10-15%, says the report.

Kumar feels sound fundamentals of the emerging locations enabled them to beat the negative trend and saw very good price appreciation. "While Neemrana has massive industrial development along with good connectivity through the NH-8, Sohna promises the next wave of industrial and residential growth in Gurgaon. Delhi's J-zone has the location advantage of South Delhi and the L-zone is in an area adjoining the upcoming Dwarka-Gurgaon Expressway." 
 
High home loan rates, liquidity crunch and lack of developer-friendly reforms have plagued the residential real estate market off-late. Delhi-NCR has been worst affected with an unsold inventory of nearly 154,000 units in 2014. 
 
In terms of months, Gurgaon has unsold inventory of 33 months and Noida of around 38 months.

According to market players, the supply in this market has been more than the demand, which has resulted in excess inventory. “A bad economy made property buyers cautious in their purchases. The consumer sentiment was down coupled with high interest rates. All tthis resulted in a sluggish demand,” said Sunil Singh, a property broker in the region. In order to boost the demands, developers have been doling out heavy discounts on their projects. 
	 
	 Interestingly, the prices in areas such as Neemrana, Sohna and Delhi’s J and L zones recorded an increase of 15% to 35% last year. This is in contrary to the negative market dynamics and the stagnant property prices in Delhi and NCR. “The only exception to the appreciation observed in these locations was Yamuna Expressway, which remained stable. However, low land prices and development potential continue to help Yamuna Expressway remain an attractive destination for investors” added Kumar.

	South and Central Delhi 
	 
	According to Kumar, if you are interested in buying an apartment in South and Central Delhi, then 2015 is a great time to do so. “The next six months are likely to witness an increase in developers’ pain; persistent negotiation can result in excellent deals,” said Kumar. 
	 
	Gurgaon and Noida 
	 According to market players, <keyword id="20486" type="UNKNOWN" weightage="20" keywordseo="Golf-course">Golf course</keyword> road in Gurgaon is the next upcoming area apart from Sohna Road and Dwarka Expressway. However, in Noida, Kumar has advised property investors and home buyers to invest in projects in Noida-Greater Noida Expressway and Noida City, that are being built by developers with proven credibility. 
	 
	Delhi J and L zone 
	 
	For the ultra rich property buyers, buying or developing farmhouses or townhouses is a good option. “However, due diligence highly advised for buyers,” noted Kumar.

	 Santhosh Kumar, International Director with <keyword id="484198" type="COMPANY" weightage="20" keywordseo="JLL-India">JLL India</keyword> feels otherwise. “Real estate buyers are often warned that they must conduct a thorough due diligence before investing in any property, and that they should not rely solely on the verification process done by banks while they are processing a home loan request. This is sound advice, especially in the current times when many buyers have found themselves in troubled waters after making property purchase decisions without doing their homework,” said Kumar. 
	 
	Check <keyword id="142327" type="PERSON" weightage="20" keywordseo="developer">developer</keyword>’s credibility 
	 
	While many believe ready to move in apartments are a better and safer bet than those under construction, one still has to be cautious before buying such a property. According to Kumar, verifying the developer’s credibility is of utmost importance. 
	 
	“Get all details pertaining to the developer’s credentials. Of particular importance is the developer’s delivery track record of past projects. There are many aspects that directly affect the level of risk, but are never revealed to buyers. The required information needs to be assimilated at a local level, preferably by someone who has been residing in the locality for a while,” he explained. 
	 
	In the case of under-construction properties, it is always better if a property broker is involved. However, if it is being bought from the builder directly, it becomes imperative for the potential buyer to do his investigation through the locals in the area. 
	 
	“The buyer needs to establish whether the builder has free and clear ownership of the land on which the project is being built. An agreement between builder and the original owner of the land is not sufficient,” explained Kumar. 
	 
	Seek requisite documents 
	 
	One of the most important documents that every buyer should ask for is the IOD (intimation of disapproval), a set of instructions that every developer has to follow in order to build his project in a legal way. 
	 
	According to developers, if a buyer is investing in ready to move flats, a buyer should ask for the approved drawings of the project, the completion certificate and a clear land title. Ensure that the property is free of litigation and any kind of associated debt. Also, establish the existence of a proper society. If one is buying a second-hand property, proper transfer and re-registration should be done before hand over. The documents required for registration of a residential flat, apart from the sale deed, will include a letter from the society that reflects the number of floors in the building, the year in which the building was constructed, the apartment's built-up area and the number of lifts in the building,” he noted. 
	 
	On the other hand, while investing in a new project, a buyer must be careful about the ownership of the land, on which the project is being built. “The buyer needs to establish whether the builder has free and clear ownership of the land on which the project is being built. An agreement between builder and the original owner of the land is not sufficient,” explained Kumar. 
	 
	Apart from these, the buyer should also remember to do his due diligence pertaining to applicable condominium documents, service contracts, and all construction-related documents including warranties, as-built plans and specifications among others.

These days, developers are coming up with projects that are hard to resist. So, while <a href="http://www.businessinsider.in/Should-you-buy-a-new-or-pre-ownedflat/articleshow/50742990.cms">buying a property</a>, especially in the Delhi-NCR region, one has to be cautious about the location of the <keyword id="6354516" type="ORGANIZATION" weightage="20" keywordseo="property">property</keyword>. BI India lists down a few ‘risk-prone’ zones of Delhi NCR property market that one should be careful about before investing in projects there. 
	 
	“Various issues like delays in delivery, oversupply, speculation and infrastructure deficit have been plaguing these <a href="http://www.businessinsider.in/Should-you-buy-a-new-or-pre-ownedflat/articleshow/50742990.cms">markets</a>, rendering them unsuitable for first-time home purchase,” said Santhosh Kumar, CEO, Operations &amp; International Director, JLL India. 
	 
	Greater <keyword id="47896" type="COMPANY" weightage="20" keywordseo="Faridabad">Faridabad</keyword> 
	 
	This location comes in the list because of issues such as litigated land parcels, delayed delivery issues and a high incidence of broken promises by developers. “Although property prices here were always affordable, this market has seen the lowest appreciation in entire NCR. Everything that can possibly go wrong in a buyer-developer relationship has done just that in this area of NCR,” said Kumar. 
	 He also noted that the infrastructure development has not been in sync with the residential growth in this region. “Neither the improved connectivity to Delhi via the national highway nor the under-construction metro or new highway to <keyword id="6361586" type="COMPANY" weightage="20" keywordseo="Gurgaon">Gurgaon</keyword> have changed the realty fortunes of this corridor,” he added. 
	 
	It should be noted that Greater Faridabad has witnessed <a href="http://www.businessinsider.in/Heres-why-investing-in-new-under-construction-homes-is-a-better-idea/articleshow/48371771.cms">delayed deliveries</a> by small-developers as well as by a few established builders. Kumar also said that there have been cases of developers running away with home buyers’ money after selling under-constructed flats to innocent buyers. 
	 
	“On other cases, buyers have been allotted / shown plots on a map or in a particular location but getting physical possession of plots altogether different from the ones initially agreed upon. In a variant of this scam, buyers were not allotted any plots at all or were saddled with plots not included in any master plan, and bereft of the authorities’ approvals,” pointed out Kumar. 
	 
	Noida Extension 
	 
	“The primary issue impacting this location’s viability as an investment destination is the oversupply of residential units. With 1.5-2 lakh units slated to hit this market, prices are unlikely to appreciate much. Many land acquisition issues involving local farmers have sullied the market here over the last few years. The ensuing delays and litigations, resulting higher compensation being paid to farmers for their land, has also decreased overall affordability,” he said. 
	 
	Also, this place is expected to be susceptible to earthquakes, considering high-intensity tremors were felt in NCR. “Rampant construction is also observed in neighbouring Noida. As both these areas are situated on the Yamuna river belt, they have more river soil than areas like Gurgaon. With increased seismic activity, it is important for buyers to additionally check if zoning and structural laws are being properly followed here and if the project is earthquake-resistant,” noted Arvind Jain, managing director of Pride Group. 
	 
	 The NH-24 stretch in Ghaziabad 
	 
	Although Ghaziabad has several launches lined up and good options in affordable housing and township projects are available, price appreciation will largely be driven by its future industrial growth. Also, its viability as a residential destination will depend significantly on infrastructure deployment. 
	 
	A six-lane expressway has been proposed, but that can easily take more than five years to be built. Currently, there is a major bottleneck for traffic at Indirapuram, and residents commuting here will have to face daily traffic congestion. End-users should only consider moving here if commuting under such conditions is acceptable, and investors should factor in a protracted investment horizon for any appreciable payoff. 
	 
	Gurgaon 
	 
	A general advisory for end-users and investors interested in this area. Kumar issues advisory for home buyers, who want to buy a property in this region. “Check the status of construction in the identified project, as delays in delivery are commonplace – and it is not only smaller, anonymous developers who are involved. Also, keep away from pre-launches. Instead, look for bargain buys when investors exit. At that point of time, construction will be closer to completion or completed, and Gurgaon is witnessing distress sales from investors,” suggested Kumar. He added, “Several subvention schemes popular these days actually require payment of more money upfront, and the prices per square feet are also higher if one opts for these. The agreements tend to be restrictive, and there is risk of getting stuck with one <keyword id="142327" type="PERSON" weightage="20" keywordseo="developer">developer</keyword> and project. The interest rates as also the terms and conditions of the developer’s chosen bank must be agreed upon.”
