Sitharaman said the AVGC sector will provide a huge opportunity for young professionals and also create new job opportunities for the youth. “The AVGC sector offers immense potential to employ youth. An AVGC Promotion taskforce with all stakeholders will be set up to recommend ways to realize this and build domestic capacity for serving our markets and the global demand,” Sitharaman said during her speech. The move is expected to attract new talent and give them the required support to take the AVGC sector global. The AVGC sectors, and especially the gaming industry has been witnessing a healthy growth. Most industry reports have predicted that the next few years will contribute to immense growth for the industry. A recent report by Sequoia India and BCG had said that while the gaming industry in India is currently smaller than that of the US and China and is 1% of the global gaming market, it is generating $1.5 billion revenue and is expected to triple to over $5 billion by 2025 on the back of the ‘mobile first’ phenomenon. So the government’s move comes at an opportune time. To understand the larger implications of the move, we spoke to experts from the gaming industry and here’s how they thought the government's move will give a boost to the segment: <keyword id="2388996" type="General" weightage="20" keywordseo="sai-srinivas" source="Orion">Sai Srinivas</keyword>, Co-Founder and CEO, Mobile Premier League It is very encouraging to see that the Union Budget has taken into consideration some of the long-pending suggestions for the Animation, Visual Effects, Gaming, and Comics (AVGC) sector, while noting the strong potential this industry holds for employment-generation as well as taking ‘Made in India’ game titles global. We welcome the Hon’ble Finance Minister's announcement to set up an AVGC Promotion Task Force to provide a much-needed boost to the sector. This announcement highlights the need to build capacity to serve both domestic and global markets, and is a strong indicator of the impetus that the government is willing to provide for its growth. It is also heartening to see the government's commitment to work with the industry, allowing for a balanced approach that accommodates the needs of all stakeholders and strengthens the ecosystem holistically. Over the last year, postings for AI jobs <a href="http://blog.indeed.com/2019/06/28/top-10-ai-jobs-salaries-cities/">rose 29.1%</a>, according to a report on job site Indeed. PyTorch is certainly popular in real, production software - Microsoft, Toyota, Uber, Tesla, and Genentech are among the companies using PyTorch to power some of their AI efforts. However, it's found a special appeal among researchers and academics, with educators at UC Berkeley, Stanford, CalTech, and even online platform Udacity using it as their preferred platform for teaching AI concepts. <h2>How it all began</h2>Soumith Chintala, a Facebook AI software engineer and co-creator of PyTorch, says about every five to six years, he sees the trends in AI research trend. For example, the early 2010s were about deep learning - a method that the <a href="https://www.businessinsider.com/tensorflow-google-ai-project-uber-nasa-twitter-2019-8">Google-created TensorFlow, another very popular project,</a> uses. Starting around 2015 or so, he noticed that the focus had shifted to neural networks, or computing systems that are inspired by,and work similarly to, biological neural networks in the brain."Something we started noticing is people started trying crazier and crazier neural networks," Chintala said. "They came up with ideas that were harder and harder to do."Chintala says that the team at Facebook felt that AI research was changing course. So, these engineers decided to build a project that makes use of this idea, mostly targeted at researchers. "There was a need for something like PyTorch right when it got released," Chintala said. "We built the right product at the right time. If we built the same product a couple of years early and a couple of years later, it would not have the same kind of success and growth."Chintala recalls that when he first started working in AI, there were few tools to help him out. When he started at Facebook, he used Torch, another open source AI project, but found it limiting. "If you wanted to build AI ideas, do research, or try neural networks, it was a struggle not because you couldn't express your idea but because there's no tooling to express your ideas in a reasonable way," Chintala said. Eventually, he saw a need for a new version of Torch, but based on Python - one of the most popular programming languages in the world, and especially lauded for how friendly it is for novice programmers. This is important because today, Python is frequently used by data scientists, researchers, and developers for AI programming and training datasets. Hence, PyTorch was born. Now, PyTorch is lauded for how easy it makes it for developers to experiment with other AI research ideas like natural language processing, the field of computer <keyword id="41551" type="ENTERTAINMENT" weightage="60" keywordseo="science">science</keyword> that studies how to help computers understand human language, as well as computer vision, which studies how to help computers "see".Within Facebook, researchers are experimenting with PyTorch to fight hate speech through so-called classifiers, the way that AI systems sort and categorize data. "There's a lot of text content on Facebook," Joe Spisak, Facebook AI Product Manager for PyTorch, told Business Insider. "We want to build classifiers that help us understand the intent. We have classifiers that identify if certain posts are hate speech."<h2>How other companies are using PyTorch</h2>While Google's TensorFlow is often used in production, researchers and data scientists tend to gravitate towards PyTorch."If you're a researcher, if you come from a research background, PyTorch is better," Ali Ghodsi, cofounder and CEO of Databricks, told Business Insider. "It's more flexible. You can write custom code more easily. In the case of PyTorch, Facebook has evangelized it a lot and they pushed for it a lot. For example, it uses PyTorch to sift through millions of chemical structures to develop drugs, and it helps builds models about how patients will react to treatment. It's even being used in the development of cancer vaccines. And at Uber, research teams use PyTorch to investigate problems, like how long it takes for a rider to make a second trip after their first trip on the app. It's worth noting, however, that Uber uses both PyTorch and TensorFlow in conjunction to power its AI software. "PyTorch was open sourced pretty recently and we started using that pretty much since then," Alex Sergeev, staff software engineer at Uber told Business Insider. "We work with the community and also contribute back...For us, we are actually very excited about competition that these frameworks have with each other. This actually drives a lot of <keyword id="94495" type="ENTERTAINMENT" weightage="60" keywordseo="Innovation">innovation</keyword>."<h2>PyTorch in education</h2>Chintala says that PyTorch is the most-cited AI framework at academic conferences, and it's been used for identifying breast cancer, making self-driving cars safer, building video games, and similar.And in late 2018, Facebook released a PyTorch training course on Udacity, citing the increased need for AI skills. "The predominant message that CEOs hear today is anything repetitive, the machines can learn in deep learning. It has people sitting in the office doing repetitive work," Sebastian Thrun, Udacity co-founder and president, told Business Insider. "They will have absolutely no difficulty finding jobs. It's a really hot field."Roland Gavrilescu, engineering student at University College London, started his AI career with this course, for which he received a scholarship. In that course, he learned about neural networks, computer vision, and using open source AI tools like PyTorch.This year, he landed a summer internship working in robotics."I have always been interested in getting started with AI and computer vision," Gavrilescu told Business Insider. "The announcement of the scholarship arrived just at the right moment for me. I thought this would be the easiest and most enjoyable way of breaking into the field. I thought gaining these skills would allow me to prepare the best I can."<h2>A 'growing community'</h2>PyTorch wouldn't be possible without its community of users and contributors - the major driving force behind its blockbuster growth. As an open source project, every line of code added to PyTorch since it was released by Facebook into the wild has come from a contributor in the community. Over time, this has allowed PyTorch to train larger and larger datasets, allowing users to build AI applications at a bigger scale. And recently, PyTorch launched features that make it easier for users to reproduce research results and see how other people are using PyTorch. The engineers behind PyTorch only expect this project to continue growing"We are reaping the benefits of faster research prototypes," Chintala said. "We can be more productive. We can solve problems that are hard to solve."Spisak says that Facebook dedicates its resources to building smaller features for PyTorch, while pulling in ideas from the community. He added that the team is planning to add new features, such as dictionary support to help recognize even more words. "We have a growing community that is on the cutting edge of things," Spisak said. "Just focusing on the user and users' needs kind of has this network effect of driving the community forward. He grew up in Ghana, where his parents started one of the country's first travel agencies. And with a long career that included developing satellite software for NASA, building chips for a startup that has since been acquired by Intel, and heading cloud networking at Cisco's Meraki, he says he's had a "front row seat to all these IT trends.""What's really fascinating is when you're in them, you feel like you're moving slowly. But some pretty fundamental shifts that can happen," Ankumah told Business Insider. "A pretty interesting observation is the <keyword id="6356323" type="UNKNOWN" weightage="100" keywordseo="enterprise">enterprise</keyword> environment was changing in a very subtle way. When you connected the dots, the change was pretty profound."And one of the biggest changes he's seen is the rise of Internet of Things (IoT), or devices that are connected to the Internet. Some examples include temperature sensors, manufacturing robots, hospital machines, barcode scanners, or voice assistants like the <a href="https://www.businessinsider.com/google-home-features-tips-tricks-2018-2">Google Home</a> or <a href="https://www.businessinsider.com/amazon-alexa-recordings-workers-2019-4">Amazon's Alexa</a>. Knowing this would go big, Ankumah left his post at Cisco to start Nyansa in 2013. Already, Nyansa raised $26.5 million, and it's launched a brand new subscription-based software product called Voyance IoT on Monday. Ankumah says the idea came from talking to customers. "It's all about figuring out when a problem is so relevant and so painful that customers have to solve it and they have to solve it urgently," Ankumah said. "Sometimes you can learn a lot by what people ask and what people don't ask. The big idea for us is the enterprise IT environment was changing because of the growing number of devices that were showing up."<h2>"You see the weirdest devices" </h2>With companies increasingly using connected devices, this increases the attack surface -- meaning there are more opportunities for a hacker to extract data. And in many cases, security is only built into a device as an afterthought, Ankumah says.Voyance IoT helps companies make sure all these devices they're using are working properly and address potential <a href="https://www.businessinsider.com/30-cybersecurity-startups-2019-3">security</a> vulnerabilities by using artificial intelligence. It classifies, secures, and analyzes the behavior of IoT devices. Essentially, it's a real-time eyes and ears for these devices, seeing what these devices are "talking to" on the network. But if it starts talking to some unknown device in say, Russia, Voyance IoT will alert users."The approach we've taken about addressing connected devices is looking to cover the critical surface area, which includes security for sure," Ankumah said. "Those include operational aspects of it. It also includes understanding the business impact of what these connected devices actually bring."And there's also the problem of connected devices that shouldn't be there. Nyansa CTO and co-founder Anand Srinivas has seen this problem in hospitals and retail. For example, an X-ray or electrocardiogram machine should be on a secure network because of the sensitive patient data it collects. However, he's seen smart TV's and even cars connected to the same network, likely because a member of the hospital staff connected their own personal devices to the hospital's network. In <a href="https://www.businessinsider.com/google-cloud-takes-on-amazon-new-retail-platform-2019-4">retail customers</a>, he's seen devices like pet trackers and even a Lovebox connected to their secure networks."When it talks on the network, every time it talks, who is it talking to? That's the data that we're collecting," Srinivas told Business Insider. "You see the weirdest devices." <h2>The IoT revolution</h2>What's happening today, Ankumah says, is that companies might know the benefit of connected devices, but they don't truly understand the benefits of them."Learning with customers is such a critical thing," Ankumah said. "Where things move so fast, thinking through and working closely with customers is what is separating us from [competitors]."Ankumah says the IoT revolution reminds him of the web boom in the late 1990s. Similar to how everyone was trying to get a web page, more companies will try to get their hands on connected devices. "We've been able to understand these connected devices in health care," Ankumah said. "We've been able to understand connected devices in retail. From building satellite software at NASA to leading cloud networking at Cisco, this CEO explains why connected devices are the next 'revolution'

"I cold called the Aruba Networks CEO and said 'hey, here's my background, I'm interested in an operating role.' We ended up meeting and hitting it off. Ankumah started Nyansa in 2013 with Daniel Kan and Anand Srinivas, and the team released its networking analytics product Voyance in 2016.Voyance is a system that monitors wifi networks to make sure every device on the network is running perfectly. It's deployed by companies like Tesla, which use it to monitor the wifi-enabled manufacturing tools that build its cars."We prevent issues from going haywire way before they actually affect the business. Our customers leverage us to run their core businesses," Ankumah said.Uber, Procter &amp; Gamble, GMGeneral Motors, Home Depot, and Oath are also customers. So are a lot of hospital, which use it to make sure patient care devices are functioning properly, as well as universities like Stanford, which use it to make sure that many thousands of students can log-on to campus wifi without a hitch. "We exist today primarily because of a bunch of big shifts that have happened in the <keyword id="6356323" type="ENTERTAINMENT" weightage="100" keywordseo="Enterprise">enterprise</keyword>," Ankumah said. "There's a lot of talk about mobility within the enterprise. And the big problem - the big void that we've been at the right place to solve for our customers - is providing them insights around user experience as enterprises become a lot more mobile."Analysts call this big shift the "industrial internet of things," or IIoT. Now that wi-fi enabled consumer devices are the norm, businesses are slowly making the shift to smarter, more connected devices in work settings. Jenalea Howell, research director at IHS Markit, <a href="http://blog.ihs.com/the-industrial-internet-of-things-is-here">wrote in November that multiple industries are on the cusp</a> of widespread IIoT adoption, but most are still in the early stages of figuring out what devices should even be connected.Analytic programs such as Voyance come in later in an industry's move to connected devices. And while most industries aren't very far along, Howell found that the manufacturing space the most advanced when it comes to using analytics with connected devices. Nyansa appears to be reaping the benefits of this shift. Voyance is now deployed in almost 300 different production environments for a little under 100 unique customers, and Ankumah said the company is doubling its number of clients every six months. The company announced today that it has raised $15 million in a series B led by Intel Capital, with participation from Formation 8. 10 years after cold calling his way into a job, this Ghanaian founder just got $15 million to grow his thriving start-up

<div class="image-container float_right" style="width:400px"><div class="image"></div>Vivek Prakash/Reuters</div>BANGALORE/MUMBAI, March 25 (<keyword id="76338" type="CITY" weightage="60" keywordseo="Reuters">Reuters</keyword>) - <keyword id="3658" type="COUNTRY" weightage="60" keywordseo="India">India</keyword>'s IT outsourcers are promoting "mini CEOs" capable of running businesses on their own, while trimming down on the hordes of entry-level computer coders they normally hire as they try to squeeze more profits out of their staff.
The shift by Infosys Ltd and others is symptomatic of a maturing industry that wants more revenue from its own intellectual property instead of providing only labour-intensive, lower-margin <keyword id="6363148" type="TECHNOLOGY" weightage="60" keywordseo="information-Technology">information technology</keyword> and back-office services.
For young graduates who see the $108 billion IT industry as a sure pathway to modern India's growing middle class, the transformation is unsettling.
Dozens of industry aspirants who were recruited on campus by No. 4 player HCL Technologies recently protested outside its offices in several cities. They were offered jobs in 2011 before graduating last year but have not yet been given joining dates - or paychecks.
"Dear H.R. You were also a fresher... once," read a sign carried by two protesters in a photo in The Hindu newspaper.
HCL's December quarter profits and revenues rose while staff numbers shrank - a rare trick in an industry that has long aspired to break the linear relationship between headcount and revenue growth.
Just 20 percent of the 5,000-6,000 campus recruits offered HCL jobs in 2011 have been taken on board since graduation last summer, and HCL said it made no offers in 2012 to students who would graduate in June 2013.
Slower growth, fewer people leaving, greater demand by customers for experienced staff, and increased productivity through automation and software have put pressure on all recruits, according to HCL, which said it expects to accelerate bringing entry-level staff on board from August.
"It's not that the demand doesn't exist. It exists for different skills," said Ajay Davessar, HCL's head of external communications.
"Typical roles which a student thinks, 'I'll just go there and start coding, and have a good life,' are being tested to reality... Any applicant, be it fresher or senior, will have to have flexibility in applying the skills elsewhere."
FEWER 'CODING COOLIES'
<keyword id="6358815" type="COMPANY" weightage="60" keywordseo="tech">Tech</keyword> Mahindra Ltd, the No.5 player, is naming 100 of what it calls mini-CEOs who will be given broad latitude to run their parts of the business.
"We're moving towards a situation like the developed economies, where we're asking the people to be more deep," said Sujitha Karnad, who heads human resources at Tech Mahindra.
"We want more solution architects to be here. We don't want the coding coolies anymore, that's clear," Karnad said, employing a term commonly used in India in association with menial labourers.
While plenty of Indian back office work such as technical support, processing insurance claims or staffing call centres will remain labour-intensive, software services firms are looking to move up the value chain, which means relying less on the time and toil of staff.
Growth in revenue per employee across the industry could expand to 5 percent a year in the next two years from about 3 percent over the past five, said Forrester Research principal analyst Frederic Giron. The growth rate is likely to accelerate from around 2015 as intellectual property-based work accounts for a growing share of the total, he said.
India's IT services industry grew in large part because of the availability of cheap skilled labour, an advantage that is eroding as wages and other costs in India rise.
In years past, it was cost-effective for IT companies to hire new graduates by the thousands and keep a portion on the "bench" awaiting deployment on a client project.
But budget-constrained clients now demand shorter lead times. IT vendors that might have hired people six months in advance of an expected contract are now working with a one- or two-month window, said Surabhi Mathur Gandhi, senior vice president at TeamLease, a staffing consultancy.
Traditionally, about 30 percent of Indian IT services industry staff are on the bench at any given time, often in training, as they await deployment to client work.
In the December quarter, about 70 percent of Infosys staff and less than 65 percent at No. 3 provider Wipro were deployed on billable projects. At Tata Consultancy Services , the largest Indian IT services company, the figure was 72 percent, within what Ajoyendra Mukherjee, its human resources head, calls the comfort range of 70 to 74 percent utilisation.
"I think we can push it up to 75, 76," he said.
Another IT services company, iGate Corp, envisions a future where just 10 percent of staff sit on the bench, said Srinivas Kandula, its human resources head, who predicts that the size of its bench will shrink by 2 or 3 percentage points a year over the next five years.
BACK-UP PLAN
Shorter benches mean a smaller share of hiring is direct from campuses, as seasoned professionals moving from a competitor would be less willing to wait to be deployed and firms are reluctant to pay them to do so.
Companies are also binding hires, especially experienced ones, with three-month notice periods and no-buy-out clauses, compared with one-month notice periods previously.
Among top-tier companies that are most actively trying to push non-linear growth where revenues are not constrained by the size of the work force, about 70 percent of employees are experienced staff, up from 60 percent in 2008, said Rajiv Srinivas, an associate director at Tech Mahindra, who expects that to rise to about 90 percent in the next two or three years.
At Infosys, while the net quarterly addition of employees fell from 4,906 people in the March quarter last year to 977 in the December quarter (excluding an acquisition), lateral recruitment held steady at an average of about 4,300 staff per quarter through December, meaning the percentage of campus hires was much lower.
"Earlier, the focus was more on career ... You get into a job, you start learning, and slowly acquire knowledge over a period of time," said Sunil Gupta, who joined Infosys as vice president of quality about six months ago from the Indian unit of CGI Group's Logica Plc.
"Today the value of a professional is judged by how quickly you're learning, how quickly you're adapting yourself and changing along with the environment," he said.
For young Indians who saw IT as a ticket into the middle class, the change means that career path is becoming less clear. Those who do break in and build valuable skills will remain in demand, but the days of young IT staffers brandishing five or more competing offers are over.
Yet that hasn't necessarily translated into slower wage growth. Mercer LLC expects industry salaries to grow 12 percent this year, the same as in 2012. As India's economy diversifies, graduates have more attractive career options, including at multinationals with a growing India presence, such as Google Inc , which means IT vendors must fight to stay attractive.
"We see IT companies as a back-up," said S. S. Jayaram, a final-year engineering student in Bangalore who says he chose a job in India with Mu Sigma Inc, a fast-growing U.S.-based data analytics company, over offers from IBM and TCS. (Editing by Emily Kaiser)

Indian startup founders on Monday said that to explore a comprehensive digital India, the <keyword id="6360189" type="General" weightage="100" keywordseo="union-budget" source="Orion">Union Budget</keyword> for FY24 must leverage the full inherent potential of the homegrown technology industry to become champions of digitisation. Gautam <keyword id="893041" type="General" weightage="80" keywordseo="nimmagadda" source="Orion">Nimmagadda</keyword>, Founder and CEO of Quixy, a cloud-based no-code application development platform, said that currently, startups can avail of a tax holiday for three years since incorporation. "However, the ideal exemption should be 10 years, in view of the high cost of solution development. As positive employment drivers, startups also require government intervention in the expensive affair of hiring and retaining the right talent to drive growth," Nimmagadda said in a statement. "To lead the startups onwards and upwards, a single-window process to enable the right financial support from government would be incentivising for MSMEs," he added. According to ESOPDhan co-founder <keyword id="576027" type="General" weightage="80" keywordseo="nitin-agarwal" source="Orion">Nitin Agarwal</keyword>, the budget can reduce the holding period of ESOP shares of unlisted companies from two years to one year for purposes of capital gain. "This would make ESOPs a more attractive tool to retain and reward employees, especially among startups that are today seen as major job creators," Agarwal added. 2023 is already shaping up to be a watershed moment for the gaming industry. With the government releasing draft online gaming rules earlier this month, the burgeoning sector will see a lot more success this year. According to Sai Srinivas, Co-founder and CEO of MPL, the industry hopes to get clarity in a few areas. "The first is the GST mechanism on online gaming. We hope the government provides clarity on the tax slab applicable on skill gaming. Another relates to the AVGC fund set up as part of the AVGC Promotion Task Force announced in last year's budget," he mentioned. Budget expectations: Startups seek 10-yr tax holiday, less holding period of ESOP shares

In August 2017, Sai Srinivas Kiran G. and Shubham Malhotra started the gaming platform when they realised three things they call the “holy trinity of the internet” – the price of data today is almost zero, the price of a device is extremely cheap and the third but the biggest factor, people now have an accessible and very convenient method for payments. “That’s when we thought why can’t we build a platform where people come together, pick a game of their choice and compete in tournaments across the country and hopefully one day, across the world. That’s how the Mobile Premier League came about,” Sai told Business Insider. MPL is a horizontal mobile eSports platform where every day about 25-30 online gaming tournaments are held. Every day for some of their tournaments, 150,000 to 300,000 are competing to win, said Sai. While MPL doesn’t develop the games themselves, it works with third-party developers and then publishes the game on the platform. “The platform today is not mature enough to be open for all developers, but the eventual goal is to make it a platform where any developer can create and then publish a game for all users,” said Sai. However, it also has a large competitor in the fantasy gaming space – Dream11, the gaming unicorn which already has MS Dhoni as its ambassador. Dream11 has over 50 million users and aims to have 100 million by the end of the<a href="https://www.businessinsider.in/dream11-is-eyeing-the-unicorn-tag-riding-on-ipl-and-cricket-world-cup-in-2019/articleshow/68458528.cms"> year.</a> And Sai, too, rightfully credits Dream11 to have built the fantasy gaming industry in India. But, the horizontal Indian online gaming industry today has over 200 million users and the numbers are expected to grow to 50 million by 2022. MPL too hopes to have a piece of that cake. “In just 7 months, we have had great traction as we already have about 25 million users,” he said. Helping them in their quest for growth, is Virat Kohli. Kohli’s appointment as a brand ambassador was strategic – to help introduce the brand to the millions of people who know and follow the cricketer. While Kohli too saw potential in the product to sign it up, Sai said “there was a little bit of luck mixed into the whole thing.” When it comes to funding, Sai and Malhotra are actually one of Sequoia’s favourites. Their previous startup was Creo, which built the streaming media dongles called Teewee, was also funded by Sequoia. Creo was acquired by Hike last year. Their current funding will help them grow faster by hiring the right talent to build out their product infrastructure and build not just an India centric product but a global one. They are currently making revenue from paid tournaments, sponsored tournaments, and advertising. However, Sai says that being so new in the gamef, their focus remains on user growth. This 7-month old startup has $35.5 million funding from Sequoia and Virat Kohli as its brand ambassador

Many instances in the past have proved that young India loves to raise the red flag. And when it’s about an issue, which is severely harmful for the interest of many, it’s obvious that people will come forward. With Indian Internet users voicing their support for net neutrality in the country, the telecom regulator has received more than 1.5 lakh emails over the weekend . 
 
In the last few hours, at nearly 10 emails a minute, the pace of such emails have touched record speed flooding the Telecom Regulatory Authority of India's inbox. 
 "This is completely unprecedented. We thought we'll get about 15,000 emails in 10 days," Kiran Jonnalagadda, one of people behind the campaign told the ET. Earlier, the telecom regulator had sought views from the public on regulating 'over the top' service providers like <keyword id="790242" type="UNKNOWN" weightage="60" keywordseo="WhatsApp">Whatsapp</keyword> and <keyword id="6377887" type="COMPANY" weightage="40" keywordseo="Skype">Skype</keyword>. 
 
The e-mail campaign to protect net neutrality began on Saturday around 3 pm through Savetheinternet.in website. A video created by popular standup comedy group All India Bakchod (AIB) also pushed many users to sign up for the campaign. 
 
The video was shared thousands of times within a short period on Facebook. Because of the unusually high number of shares, the social network mistook it for spam and took it off people's timelines. It was soon restored after many users complained. 
 
 
Net neutrality, or the notion that Internet service providers must treat all traffic as equal, became a topic of heated discussion after TRAI floated a consultation paper on "Regulatory Framework for Over-the-Top (OTT) Services" seeking comments from stakeholders. 
 Last week, telecom provider <keyword id="15491" type="COMPANY" weightage="60" keywordseo="Airtel">Airtel</keyword> launched Airtel Zero, a scheme through which companies can pay Airtel and have users browse their service free of data charges. The practice of allowing apps to be free of data charges to the consumer is called ‘zero rating’ in telecom parlance. 
 
By paying to be on Airtel Zero, companies can make sure that their users get free access to their service, while smaller players are at a disadvantage. Airtel has said that zero rating does not violate net neutrality as it lowers the cost of access and it is "non-discriminatory". 
 Many startups are staunchly opposed to breaking net neutrality. "It creates a class system all over again, this time, for people with money," Sai Srinivas Kiran, <keyword id="5645" type="POSITION" weightage="60" keywordseo="CEO">CEO</keyword> of Tewee, a hardware startup for video streaming told the financial daily. 
 Many politicians like Tathagata Satpathy, Derek O'Brien and <keyword id="205969" type="PERSON" weightage="60" keywordseo="Rajeev-Chandrasekhar">Rajeev Chandrasekhar</keyword> have also taken up the issue. In December 2014, Airtel had also tried to introduce a plan to charge Internet telephony companies like Skype and Whatsapp a higher tariff. However, the telecom operator withdrew the plan after public outrage.
