Keeping in view the call for <keyword id="6379373" type="General" weightage="20" keywordseo="bharat-bandh" source="Orion">Bharat Bandh</keyword> against the <keyword id="13558307" type="General" weightage="20" keywordseo="agnipath-scheme" source="Orion">Agnipath scheme</keyword> on Monday, Bihar government temporarily suspended the Internet services in 20 districts. The suspension has been already in place in 12 districts since June 17 and the state government decided to add eight more. "The suspension of the Internet services has given positive results and the violent incidents have reduced drastically in Bihar. The agitators and anti-social elements were failing to spread rumours in the state," an official in the Home Department claimed. The Internet services have been suspended in Kaimur, Bhojpur, Aurangabad, Rohtas, Buxar, Nawada, West Champaran, Samastipur, Lakhisarai, Begusarai, Vaishali, Saran, Muzaffarpur, Motihari, Darbhanga, Gaya, Madhubani, Jahanabad, Khagaria and Sheikhpura. The telecom service provider companies have sent text messages to the consumers that the Internet services have been closed for Monday. Though, the consumers of these districts will continue to avail voice calling facility. Meanwhile, the Bihar government has enhanced the securities of BJP offices in 11 districts. The Bihar Police deployed Shasastra Seema Bal (SSB) personnel at the offices of BJP to prevent any untoward incidents. The 11 districts are Supaul, Kishanganj, Purnea, Saharsa, Darbhanga, Bhagalpur, Nawgachiya, Banka, Katihar, Madhepura and Motihari. In every BJP office, one platoon comprising 30 personnel has been deployed. Security has also been beefed up for the leaders of the saffron party in Bihar. BJP leaders in the rank of state president Sanjay Jaiswal, Deputy Chief Minister Renu Devi, MLA Dr C.N. Singh, MLA Aruna Devi, MLA Vinay Bihari and others were targeted during the protests against the <keyword id="287364" type="General" weightage="20" keywordseo="agnipath" source="Orion">Agnipath</keyword> scheme on Thursday and Friday. Counting of votes for 243 Assembly constituencies of Bihar is underway on Tuesday amid tight security and Covid-19 arrangements at all counting centres. Counting began at 8 a.m. at 55 counting centres set up at 38 district headquarters. According to the Bihar State Election Commission, three counting centres each in East Champaran, Siwan, Begusarai and Gaya, and two each in Nalanda, Banka, Purnia, Bhagalpur, Darbhanga, Gopalganj and Saharsa have been set up. And, there are 414 halls in 55 counting centers. According to the Election Commission, the first results were expected by mid afternoon. Voting took place in Bihar in three phases -- October 28, November 3 and November 7. The magic figure in the 243-seated Assembly is 122. A three-tier security arrangements has been made at all counting centres. Those with valid passes only have been allowed inside the polling stations. The counting of all the 14 Assembly constituencies of Patna will be held at the A.N. College, Patna District Magistrate Kumar Ravi said. The exit poll, after the polling, indicated a tough fight between the RJD-led Grand Alliance and the BJP-led NDA. Bihar election counting underway amid tight security and COVID-19 precautions

Campaigning for the third and final phase of Bihar assembly elections in which 2.35 crore voters will decide the electoral fate of more than 1,200 candidates, including the Speaker and some members of the state cabinet, ended on Thursday evening. The final phase of polling on Saturday will cover 78 constituencies spread across 19 north Bihar districts. Leading from the front, Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> addressed rallies in remote districts of Araria and Saharsa for this phase of elections, exhorting the masses to retain their trust in the NDA. He asserted that the coalition headed in the state by Chief Minister and JD(U) president Nitish Kumar was looking forward to meet the "aspirations" of people in the decade to follow, having fulfilled their "needs" in the preceding one. Altogether 12 rallies were addressed by the Prime Minister, on whom the NDA banks for performing well in the 243 assembly constituencies across the state. Former Congress president Rahul Gandhi also addressed election meetings at Madhepura and Araria where he raised suspicions of poll rigging dubbing the EVMs as MVMs (Modi voting machines), drawing jeers from the BJP which claimed the opposition leader had lost his nerves in the face of an impending defeat. Chief Minister Nitish Kumars rallies continued to be in the news for unsavoury happenings. At an election rally in Madhubani, stones and onions were hurled towards the dais, evoking an angry retort from the incumbent "phenko, aur phenko" (carry on with your mischief). RJD chief ministerial candidate Tejashwi Yadav continued with his campaign, drawing enthusiastic crowds at his rallies, numerous in a day. Poll pundits are, however, of the view that after gaining momentum in the first phase, the RJD-led Grand Alliance has lost some steam in the subsequent ones. The BJP roped in many of its heavyweights for the assembly election campaign. Defence minister <keyword id="6355121" type="PERSON" weightage="20" keywordseo="Rajnath-Singh">Rajnath Singh</keyword>, party president Jagat Prakash Nadda and Uttar Pradesh Chief Minister <keyword id="43254" type="PERSON" weightage="20" keywordseo="Yogi-Adityanath">Yogi Adityanath</keyword> were among those who repeatedly flew down to the state urging voters to support the NDA. People also attended, in heavy numbers, rallies and road shows of LJP president <keyword id="5332" type="PERSON" weightage="20" keywordseo="Chirag-paswan">Chirag Paswan</keyword> who has created a buzz by virtue of his strident criticism of Chief Minister Nitish Kumar and the gumption to go solo despite repeated claims of loyalty towards the BJP. The final phase covers the Seemanchal area of the state, densely populated and having a heavy concentration of Muslims. AIMIM chief Asaduddin Owaisi, who has joined a six- party coalition headed by RLSP president Upendra Kushwaha and including Mayawatis BSP, urged the minorities to shun the Congress-RJD combine, blaming these parties for the meteoric rise of the BJP and Modi. Prominent among those who would be seeking to retain their seats in the final phase are Speaker Vijay Kumar Chaudhary and state cabinet ministers Suresh Sharma and Pramod Kumar. Another candidate who has piqued curiosity is Subhashini Yadav, the Congress candidate from Bihariganj in Kishanganj district, better known as the daughter of veteran socialist leader and former Union minister Sharad Yadav. Armed with an MBA degree in marketing, the 30-year-old has made a sudden plunge into politics. Her assembly segment falls under Madhepura Lok Sabha seat which her father has won a number of times but lost in 2014 and failed to wrest back last year. Sharad Yadav had been the JD(U)s national president for long and served as the national convenor of the NDA until Nitish Kumar, the partys de facto leader, chose to snap ties with the BJP in 2013. He was stripped of the post a few years later when Kumar became the party president as well, and revolted when the latter did a volte face and returned to the NDA. Final phase of campaigning for the Bihar assembly election comes to an end

New Delhi, July 6 (IANSlife) Human Liberty Network (HLN), a network of Civil Society Organisations (CSOs) with a vision for a human trafficking free society, released the findings of a survey it conducted in 15 districts of Bihar and 6 districts of Uttar Pradesh, and the revelations will have you squirming. 1200+ respondents revealed major challenges related to livelihood, access to health services, nutrition and basic needs post the return of migrant workers, which strongly increases their vulnerability to rural distress, debt bondage and human trafficking. The survey further reinforced targeted and coordinated efforts from the state governments and community based organisations, for rapid implementation of support mechanisms for the vulnerable. As a result of the lockdown, Uttar Pradesh and Bihar have been the worst affected states due to reverse migration, with 30 lakh people returning to Uttar Pradesh and 32 Lakh returning to Bihar as per the survey. Influx of such large numbers is displaying a direct impact on the rise of social injustice in the region. Stronger enforcement and better coordination between multiple stakeholders with a holistic can therefore play a game-changing role in protecting the lives of returnee migrants from exploitation and human trafficking. In the survey titled "Immediate Requirements to Allay Rural Distress and Human Trafficking" the following disturbing statistics came to fore: Bihar Only 29 percent of the population has active job cards; districts Saharsa, Sitamarhi, and Gopalganj are underperforming in providing jobs; only 37 percent of Gram Panchayats have adopted special measures for the single women workers 79.8 percent of Panchayats in the study area surveyed home visits by ASHA; 79.53 percent of the Panchayats did not survey any VHND conducted in the past 2 monthsUttar Pradesh The unemployment rate has risen to 23.8 percent in May 2020; work demanded under MGNREGA has increased by 307 percent; poor coverage of special measures and low functioning of Common Service Centres (CSC) 60.77 percent of the Panchayats in the study area did not survey any VHND conducted in the past 2 months; Underlining urgent interventions, Human Liberty Network strongly recommends: Improving livelihood: Mandate door to door registration of job cards; spreading awareness on MGNREGA through Information, Education and Communication (IEC) activities; registration of single women for MGNREGA job cards; expansion of the scope of work in accordance with the skill mapping, increasing coverage and functionality of CSCs Non-COVID related health issues: Coverage of Government healthcare schemes including Ayushman Bharat should be rapidly expanded especially among the most vulnerable communities to address a key driver of debt bondage i.e. emergency healthcare costs. Improving access to education: Special measures are taken so that vulnerable children can return to school as soon as possible Special workers should be tasked with identifying all out-of-school children, re-enrolling and retaining them Special measures should be taken to disassociate schools from the stigma of being converted into quarantine centres. Improve access to all schemes: As Know Your Consumer (KYC) compliance is the biggest reason for poor disbursement of free dry ration. Identification process of poor families without ration cards by JEEVIKA Self Help Groups should be strengthened. Speaking on the findings of the survey, a member of the Human Liberty Network, said, "The impact of COVID-19 and lockdown situation has been most severe on communities that are already disadvantaged and vulnerable to shocks. The network undertook this study to assess the impact on livelihood, health, education, nutrition, and basic needs associated with COVID-19. It illustrates the links between these effects and an increased vulnerability to human trafficking and conditions of bondage by providing a rapid assessment of the ground realities vis-à-vis policy measures to assist the government in providing action-oriented steps. Our top recommendations are that the issues surrounding marginalized communities should be addressed through coordinated efforts with key stakeholders. The governments should adopt measures for strengthening the accountability of Rozgar Sewaks and improving monitoring mechanisms through door to door registration of job cards for returning migrants."
