An official in the Education Ministry told IANS that all students from Classes 1 to 8 in all government schools will be given 200 ml milk every day along with the midday meals. As per the official, this policy as is similar to the one issued in 2016 and then HRD Ministry direction to states in 2018 in which many loopholes were reported in its implementation. The states were earlier also directed to include milk and milk products in the midday meals so that these items could be procured from cooperative milk unions or federations. The Animal Husbandry, Dairying and Fisheries Department also took up the issue with the state Chief Secretaries on December 15, 2017, requesting them to consider supplying milk and milk products through their network under midday meals scheme of the Centre. Karnataka, <keyword id="6355554" type="LOCATION" weightage="20" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword>, Haryana, Puducherry, and Gujarat have confirmed supply of milk through schools but some states with higher surplus stocks of milk powder like Rajasthan, Maharashtra, Tamil Nadu, and Punjab are yet to decide in this regard. Almost two decades have passed since the midday meal became a part of the daily routine in government schools across the country. The central government had received complaints earlier on about inclusion of milk in midday meals. As per government norms, every child should receive 150-200 ml milk. However, there have been complaints that one litre of milk was mixed in a bucketful of water to serve to more than 80 children in a school in rural Uttar Pradesh. Milk to be 'integral' part of midday meal scheme soon

New Delhi, Amid the coronavirus pandemic when the pace of manufacturing and services sector came to a grinding halt, <keyword id="6355165" type="UNKNOWN" weightage="20" keywordseo="agriculture">agriculture</keyword> and allied sectors in India have picked up pace as the country saw the strength of the farm sector. The <keyword id="26362" type="ORGANIZATION" weightage="20" keywordseo="Government">government</keyword> also took care of a large population of the country related to agriculture and farming and enacted new laws to intensify the winds of improvement in the agricultural sector. The <keyword id="6358021" type="COMPANY" weightage="20" keywordseo="budget">Budget</keyword> 2021-22 is going to be presented in <keyword id="6354721" type="COMPANY" weightage="20" keywordseo="parliament">Parliament</keyword> on Monday, amid wrangling over agricultural reform. In such a situation, it is expected that the Modi government, which claims to give priority to the progress of villages, the poor and <keyword id="45092" type="COMPANY" weightage="20" keywordseo="farmers">farmers</keyword>, will also give priority to agriculture and rural development in the upcoming Budget. According to the Economic Review 2020-21, while the industry and services sectors are projected to fall by 9.6 per cent and 8.8 per cent, respectively, in the current financial year, the growth rate of agriculture and allied sectors can remain at 3.4 per cent. The agriculture and allied sectors recorded a growth rate of 3.4 per cent at constant prices during FY 2020-21 (first advance estimate). The Modi government's priority has been to double the income of farmers by 2022 and to develop basic facilities in villages including 'pucca' houses for all the poor in the country. Therefore, with a view to achieving these goals, the budgetary allocation of major schemes of agriculture and rural development sector can be expected to increase in the upcoming Budget. A senior official of the Union Ministry of Agriculture and Farmers Welfare said that farmers' awareness about all the schemes of agriculture sector including Prime Minister <keyword id="7283018" type="PERSON" weightage="20" keywordseo="kisan-samman-nidhi">Kisan Samman Nidhi</keyword> (PM-KISAN) is continuously increasing and the benefits of these schemes are beginning to be seen at the ground level. The government will also focus on the scheme to provide short-term agricultural loans to farmers at affordable interest rates. Other schemes of the agriculture sector, including the Prime Minister Crop Insurance Scheme, the Prime Minister Agricultural Irrigation Scheme, can also be given importance in this budget. Agricultural economists point out that along with agriculture, the government will give prominence to the plans of the food processing industry, which will help in achieving the goal of doubling the income of farmers. Major schemes for the development of villages proved to be very helpful in providing employment opportunities to the workers migrating from the cities during the corona period. The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA), in addition to providing employment to the daily wage labourers in the villages, proved to be crucial in the development of basic infrastructure in the villages, which was called an opportunity in disaster and under the self-sufficient India package. Experts say that in the upcoming Budget also, other rural development schemes including MNREGA can be increased. The budgetary allocation of MNREGA was ₹61,500 crore in 2020-21, but under the self-sufficient package in the corona era, an additional allocation of ₹40,000 crore was made for the scheme. Farmers have been agitating for more than two months on the borders of Delhi to repeal the new agricultural laws and to demand a legal guarantee for the purchase of crops at the minimum support price (MSP). Agricultural experts point out that MSP is a big issue in the farmers' movement, so some announcement can be expected in the Budget regarding MSP as well. Rural poor, farmers' progress to be government's priority :Budget 2021

<ul><li>The most acute effect has been felt by <keyword id="482983" type="General" weightage="20" keywordseo="adolescent-girls" source="Orion">adolescent girls</keyword> aged 15-18 years, says a study by an NGO. </li><li>Adolescent girls, on an average, spend over 3.5 hours per day on <keyword id="162757" type="General" weightage="20" keywordseo="household-chores" source="Orion">household chores</keyword>, after the pandemic. </li><li>Adolescent girls yearned to return to school to be able to meet their peers, said a report by <keyword id="4671331" type="General" weightage="80" keywordseo="educate-girls" source="Orion">Educate Girls</keyword>. </li><li>Three out of four adolescent girls continue to carry the burden of household chores even after schools reopen.</li></ul>A new study conducted by Educate Girls, a non-profit organisation, reveals that the pandemic has had a deep impact on India’s adolescent girls. Not only has increased poverty taken them away from schools, they are also subjected to increased pressure of early marriage and household chores. After the pandemic, the number of hours spent on household chores for adolescent girls has increased by more than one hour a day. It now averages at over 3.5 hours per day. “The pandemic has affected both boys and girls, but the most acute effect has been felt by adolescent girls aged 15-18 years,” the study said. It has also taken them further away from schools and their peers, something that has also been aggravated by a dramatic loss of income in many households. "The findings of the study are clear - the barriers to girls' education are greater than ever before and we need to fight greater odds to ensure these girls go to school, don't drop out, and continue learning. The impact is most acute for adolescent girls. The study also highlights the stories of girls and the long-term effect the pandemic has left on their lives," says Safeena Husain, founder and board member, Educate Girls. The study was conducted between November and December 2021 in rural parts of Rajasthan, Madhya Pradesh and <keyword id="6357713" type="General" weightage="50" keywordseo="uttar-pradesh" source="Orion">Uttar Pradesh</keyword>. It received responses from 3,200 girls and boys aged between 5-18 years. <cmsannotation type="cmsannotation" annotationid="Waking up early to do chores" comment="subhead" text="Waking up early to do chores">Waking up early to do chores</cmsannotation> School closures have taken away the ability of young girls to interact with peers. The proportion of adolescent girls not attending school (23%) was nearly double that of adolescent boys not attending school. Moreso, those who went back also continue to be burdened with increased household work – forcing them to find a balance between school and house work. “During discussions, mothers mentioned that girls are waking up earlier to complete their household tasks before school and even after. Boys on the other hand, only help when they feel like it and mothers cannot always rely on them to help out,” the report said. Three out of four adolescent girls will continue to carry the burden of household chores even when schools reopen. “Adolescent girls yearned to return to school to be able to meet their peers. As schools reopen, those who return to school will have to continue to find balance between school and household work. For many others, returning to school will require the combined effort of their community, their parents, their schools, and the government bodies operating in their ecosystems,” the report said. Even before the pandemic, things have been bad for young girls as compared to their male counterparts. Adolescent girls work as many as 120-150% more hours than boys in Indian households, quoting a 2017 report. Girls in this age group also expressed their willingness to go back to school to take a break from the household chores. “Evidence from lower-income countries where inherent gender inequalities exist points to the fact that the lockdown has resulted in an increased burden of household chores on girls,” the report said In India, the closure of 1.5 million schools in 2020 impacted around 247 million children enrolled in elementary and secondary schools. <cmsannotation type="cmsannotation" annotationid="Burden of early marriage" comment="subhead" text="Burden of early marriage">Burden of early marriage</cmsannotation> Another study by Educate Girls named <keyword id="15220655" type="General" weightage="20" keywordseo="girls-not-brides" source="Orion">Girls-Not-Brides</keyword> highlighted that out-of-school girls who are overburdened at home were also being forced to get married. This, the study says, would further lead to more chances of early pregnancy, domestic abuse and violence. Poverty and financial distress also led the parents to marry off their girls at an early age during Covid. According to the study, 30% of the girls participated in the survey in Uttar Pradesh were already married. In Rajasthan, there has been a significant increase in the number of marriage proposals coming to young girls.
