According to <keyword id="20489875" type="General" weightage="20" keywordseo="crisil-market-intelligence-and-analytics" source="keywords">Crisil Market Intelligence and Analytics</keyword> (MI&amp;A) Research '<keyword id="20489770" type="General" weightage="20" keywordseo="rice-roti-rate" source="keywords">Rice Roti Rate</keyword>' estimates, the rise in prices of ingredients like pulses, rice, onion and tomato made home-cooked veg thali costlier in January, while decline in poultry rates helped in the fall in non-veg thali rates. The cost of the veg thali increased due to a surge of 35 per cent and 20 per cent year-on-year in prices of onion and tomato, respectively, said the report. Prices of rice (accounting for 12 per cent of the <keyword id="18314113" type="General" weightage="20" keywordseo="veg-thali-cost" source="Orion">veg thali cost</keyword>) and pulses (9 per cent) also increased by 14 per cent and 21 per cent y-o-y, respectively, it added. Meanwhile, the decline in the cost of the non-veg thali was due to a 26 per cent fall in broiler prices in January, compared to the same month last year, amid higher production, the report stated. However, sequentially, the cost of the veg and non-veg thalis fell 6 per cent and 8 per cent, respectively. The ease in cost was due to a decrease of 26 per cent and 16 per cent month-on-month prices of onion and tomato, respectively, with higher domestic supply of onion amid export curbs and fresh tomato arrivals from the northern and eastern states, the report said. The cost of the non-veg thali declined faster due to an 8-10 per cent month-on-month dip in prices of broilers, which account for 50 per cent of the cost, it added.

Many climate related factors have been playing havoc with food inflation, and with most of North India under floods and this will only add to the pinch on the pocket, economists have warned. “Nine states had inflation above the average while six had above 5% — UP, Uttarakhand, Rajasthan, Kerala, Bihar and Haryana. The recent floods and landslides in the North will tend to push up inflation further in these states on the food side — especially vegetables and fruits which can add another 0.2% to headline inflation,” said Madan Sabnavis, chief economist at Bank of Baroda. Food inflation is a heavyweight in consumer price inflation (CPI), and drove it up in June, even as core inflation cooled as compared to the last month. “Food inflation was the major driver for higher headline inflation print; up by 218 basis points month-on-month versus 67 basis points in the last month due to a 12% hike in vegetables prices,” said a report by Phillip Capital. Price shock: Grains join tomatoes Vegetable prices however are on top of everyone’s minds, and it could get worse as prices of tomatoes refuse to inch down. In June, its prices went up by 64%. But other key vegetables like onion were high too at 8.1%, and potato at 10.5% – on a sequential basis. A report by SBI Ecowrap says that the past 10 years data shows that tomato price increase alone did not influence the overall CPI inflation much — except when it is accompanied by substantial increase in price of potato and onion. “We believe if tomato price increase without any substantial change in potato and onion then average inflation in Q2 FY24 will come near 5.8% yoy but if the TOP (tomato, onion, potato) inflation increases, then CPI might come around 6% yoy in Q2 FY24. Accordingly, average CPI for FY24 will vary between 5.2-5.4%,” says SBI Ecowrap. Grains are not too far behind either. Cereal and pulses inflation remained elevated in June at 12.7% y-o-y and 10.5% y-o-y, respectively. Retail prices of pulses, especially that of tur dal, have risen 24% y-o-y in June, reporting double-digit growth for the third consecutive month. However, with regards to rice prices, deficient monsoons in West Bengal, a key rice-producing state, could impact sowing, putting upward pressure on prices,” said a report by CareEdge. Milk inflation moderated in June to 8.6% as compared to 8.9%. But it continues to remain sticky above 8%, reeling from the impact of a continued demand-supply mismatch and high fodder costs. “Milk prices could remain higher in the coming months, if unabating cereal inflation keeps cattle feed expensive,” CareEdge says. WPI is comforting, say experts RBI insisted in the last two monetary policy committee meeting updates that its decision to hold key interest rates is a pause not a pivot. Most experts had been hoping that it would go for rate cuts in the second half of the year, but the inflation picture is <a href="https://www.businessinsider.in/finance/news/with-inflation-cooling-rbi-may-slash-interest-rates-by-50-bps-this-financial-year/articleshow/100531780.cms">putting cold water on their hopes</a>. “While food prices will create inflationary pressures in the upcoming months due to uneven distribution of monsoon and lower kharif sowing, RBI stance would not be solely contingent on seasonal food inflation,” said Phillip Capital. Even at 4.8%, inflation is within the tolerance band of RBI, which is 4-6%. “The RBI will keep a keen eye here and it is almost given that nothing will change in the policy next month. More caution will be expressed on the inflation front,” said Sabnavis. CareEdge however says that wholesale price inflation (WPI) has been contracting and that is offering some comfort. India’s WPI has been in a deflationary zone for the second month in a row in May, as prices contracted by 3.48%. “Deflation in WPI will have a lagged impact on CPI inflation going forward. Having said that, RBI would remain cautious and adopt a wait and watch mode. We reaffirm our view that RBI would maintain an extended pause in 2023,” said CareEdge.

But looks like rain gods are in no mood to relent. Except for the East and Northeast, India witnessed a rainfall deficit in three of the four weeks of June. <keyword id="6358301" type="General" weightage="20" keywordseo="monsoon" source="Orion">Monsoon</keyword> directly impacts India’s growth and inflation outlook and the <keyword id="164166" type="General" weightage="20" keywordseo="Southwest-Monsoon" source="Orion">Southwest monsoon</keyword> is important as the country receives about 75% of annual rainfall between June and September. A good monsoon soothes not only farmers but the economy and markets too. The pan-India <keyword id="14373468" type="General" weightage="20" keywordseo="Southwest-Monsoon-rainfall" source="Orion">Southwest Monsoon Rainfall</keyword> was below normal at 92% of long period average (LPA) in June 2022. This is in line with the lower end of the forecast range (92-108%) for the month provided in the Indian Meteorological Department’s (IMD’s) report released in May 2022. Sugarcane and jute are fine but rice and cereal coverage lags Since the forecast is correct at the lower end, crop sowing patterns are affected and the much expected bumper crop might not come to be. Rice and cereal sowing has been much lower than expected. Kharif sowing in general has declined 5.3% on a yearly basis as on July 1, 2022. “While roughly 96-97% of last year’s area has been covered for sugarcane, and jute and mesta as on July 1, 2022, it is moderate in the range of 20-24% in the case of oilseeds, coarse cereals and pulses, followed by a modest 10.3% coverage for rice,” said the report by ICRA. The report mentions that with an uneven start to the monsoon season, Kharif acreage lagged the year-ago level by a significant 24%, as on June 24, 2022. Another concern is labour shifting back to urban centres with a revival in service sector demand, which impacts the availability of manpower in the rural areas to till the land. “Also, the availability of fertilizers poses a concern, posing a downside to acreage,” added the report. Sowing can pick up if monsoon progresses well However, the IMD expects monthly rainfall in July 2022 over the country as a whole to be normal. Following heavy rains in the third week of June, sowing of kharif crops picked up pace in the last week of the month. “Typically, sowing gathers steam in July, so the lagging pace of Kharif acreage can be partly made up if the monsoon progresses well through the next month,” said a report by ICRA. June witnessed erratic rainfall as many states received deficit rains. Over 30 large reservoirs across India have not just less water compared to last year, but far less compared to the average of the last 10 years. Yet, the damage is already done. The erratic monsoon along with water crisis and floods across the country, has hit the Kharif crops badly. According to the IMD forecast, India is going to receive below than normal rainfall this year. In fact, the monsoon started with a delay of a week. However, it was above 4.6% normal in July. Most parts received more than 42% rainfall than normal in the last seven days of July. The affected crops would be rice, food grains, oilseeds, and pulses, as their plantation are significantly low. Farmers could sow only around 304 lakh hectares of total foodgrains up to 19 July. This is 57 lakh hectare lower than the corresponding week. As of now, India is staring at high food inflation. “The retail inflation in the food components for June 2019 has risen to 13-months high and weak progress going ahead could push food inflation higher. Also, wholesale food inflation (YoY) for June 2019 continues to remain high at close to 7%,” according to Credit Rating Agency, CARE. But there are a few chances of a turnaround. The southwest monsoon, which is below last year's average, has started picking up. Farmers are now staring eagerly at the skies to plant their kharif crops albeit late, if there is a good spell of rain. Monsoon is a key driver of agriculture in India, as it depends on it for water needs. India's monsoon accounts for 70% of the annual rainfall. This year, the rains were 19% lower than the average rainfall of 384.7 mm during the same period last year. The government is doing its part to support farmers. It is increasing the Minimum Support Price (MSP) for notified Kharif crops. Pulsating effect The possibility of increased food inflation couldn’t have come at a bad time. Last week, the wholesale prices of pulses have gone up by 4-5%. The retail market will remain unaffected so far. The Food Ministry has created a buffer stock of 'arhar' ('tur' or pigeon pea) of 14 lakh tonnes. While the National Agricultural Cooperative Marketing Federation (NAFED) has stored 20 lakh tonnes, which is a key part of India’s ‘square meals’. The government also increased the minimum support price of Tur dal by Rs 125 to Rs 5,800 per quintal in the first week of July. Similarly, the guaranteed remuneration for 'moong' and 'urad' was hiked also hiked by ₹75 to Rs 7,050 per quintal and by Rs 100 to Rs 5,700 per quintal, respectively. Here is how slow monsoons might make your daal and roti costly

Hyderabad, <keyword id="68884" type="LOCATION" weightage="20" keywordseo="Telangana">Telangana</keyword> is on way to emerge as the <keyword id="1068625" type="PERSON" weightage="20" keywordseo="rice-bowl">rice bowl</keyword> of India with the <keyword id="13726" type="PERSON" weightage="20" keywordseo="rice">rice</keyword> production reaching 1.3 crore tonnes during 2019-20. With completion of new irrigation projects and increase in land under irrigation, the production increased by more than 20% over the previous year. Telangana, which grows rice in about 14.19 lakh hectares, saw huge improvement in production ever since it was carved out of <keyword id="37102" type="PERSON" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword> in 2014. The rice production, which stood at 29.6 <keyword id="9324380" type="COMPANY" weightage="20" keywordseo="lakh-tonnes">lakh tonnes</keyword> in 2015-16, rose to 51.7 lakh tonnes in 2016-17 and to 62.5 lakh tonnes in 2017-18. India's youngest state also accounted for about 63% of <keyword id="6354672" type="COMPANY" weightage="20" keywordseo="food-corporation-of-india">Food Corporation of India</keyword>'s (FCI) total paddy procurement across the country till date. According to a report by Federation of Telangana Chamber of Commerce and Industry (FTCCI), the state recorded a big jump in rice production, mainly due to the fact that more than 60 lakh acres of additional land were brought under irrigation. This was possible with the completion of many major and minor irrigation projects such as Kaleshwaram project, Devadula Project and revival of tanks under <keyword id="2697915" type="PERSON" weightage="20" keywordseo="Mission-Kakatiya">Mission Kakatiya</keyword>. In a report titled as 'Rice exports from Telangana: Opportunities and way forward' the industry body said availability of water coupled with 24X7 free power supply to farmers contributed to substantial improvement in productivity and production of food grains and pulses. Earlier, the Telangana State Civil Supplies Corporation had said that the state set new records with 47 lakh tonnes procurement in Vaanakalam (Kharif crop) and 65 lakh tonnes in Yasangi (Rabi crop) during 2019-20. "Within six years of the formation of the state, a record 367% increase was witnessed in the procurement of paddy. Compared to last Yasangi, procurement this year increased by 76%," the corporation said. Considering the record paddy production, Chief Minister K. Chandrasekhar Rao recently directed the officials to construct an additional 40 lakh tonnes capacity warehouses and form 2,500 farmer groups. He noted as the government has taken on top priority construction of irrigation projects, in the days to come about 1,300 TMC (thousand million cubic) feet of Godavari and <keyword id="6356845" type="PERSON" weightage="20" keywordseo="krishna">Krishna</keyword> waters would be utilised. Availability of water for irrigation improved due to revival of tanks under Mission Kakatiya and 24-hour free power supply. "Under projects, tanks and borewells, there is a possibility of having two crops in 1.45 crore acres and three crops in 10 lakh acres. Then Telangana state will become the rice bowl of India. The yield will be doubled in the years to come," he had said. The FTCCI report, however, flagged the issues in increasing rice exports from Telangana. It noted that despite the high level of rice production, when it comes to exports, the state's figures are negligible compared to other states. The report identified high transportation cost for exporters, high levels of pesticide residue in rice produced here, lack of proper warehousing facilities and the shift in cultivation of paddy variety from long grain to short grain as the main reasons for low exports from the state. Telangana, which exported 10,425 tonnes during 2019-20, accounted for just 0.21% of the total exports of 5.08 million tonnes at national level. Andhra Pradesh, during the same period, exported 16.9 lakh tonnes, which is 33.6% of the total exports. Telangana is encouraging cultivators to shift from long grain paddy variety to short grain paddy variety named as 'Telangana Sona' to increase the fine variety rice production. However, exporters feel that only long grain rice has demand in the international market and shifting to a short grain variety may affect the exports adversely, the report pointed out. It suggested developing export zones in the state for growing specific varieties of non-basmati and basmati varieties of crop. According to the industry body, Egypt, Mexico, Malaysia, Indonesia, and the Philippines are the potential markets. Pointing out that the state has about 2,000 rice mills, it called for modernising them by giving some incentives. It underlined the need to ensure modern milling capacity, better testing, storage and handling infrastructure to effectively market to other countries and also to provide better income to farmers. It added through a series of tweets that core inflation calculated by excluding the transient components of CPI like "food and beverages" and "fuel and light" was recorded at 5.9 per cent in August, and thus remained below the tolerance limit of 6 per cent set by <keyword id="30067" type="General" weightage="80" keywordseo="rbi" source="Orion">RBI</keyword> for the fourth consecutive month. "Prices of major inputs like iron ore and steel have sobered in the global markets. This coupled with the measures taken by the government to rationalise tariff structures of inputs to augment domestic supply has helped to keep cost push inflation in consumer items under control," the ministry said. Despite erratic monsoon and negative seasonality in vegetable prices, food inflation in August was still lower than the April peak of the current year. With global inflation pressures, inflationary expectations remain anchored in <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> with stable core inflation, the ministry said on an optimistic note. "IIM-Ahmedabad's One-year Ahead Business Inflation Expectations Survey in July has declined by 34 bps to 4.83 per cent from 5.17 per cent in June. Inflation expectations have fallen below 5 per cent after 17 months," it said in another tweet. "To soften the prices of edible oils and pulses, tariffs on imported items have been rationalised periodically and stock limits on edible oils have been kept, to avoid hoarding," the ministry said while listing the measures taken to curb prices of essential commodities. Inflation in "oils and fats" and"pulses and products" have moderated to 5.62 per cent and 2.52 per cent, respectively, the Finance Ministry pointed out. "The government has prohibited exports of food products like wheat flour/atta, rice, maida etc. to keep domestic supplies steady and curb rise in prices. The impact of these measures is expected to be felt more significantly in the coming weeks and months," it said. Retail inflation is high due to food prices and an adverse base effect says Fin Min

New Delhi, Mar 26 () The Centre on Thursday announced free distribution of five kilo of foodgrains per person and one kilo pulses per household, for next three months to over 80 crore rationcard holders to ensure that no poor stays hungry during the COVID-19 lockdown. This will be over and above what the rationcard holders are getting at present under the National Food Security Act (NFSA) at a highly subsidised price of Rs 2/kg for wheat and Rs 3/kg for rice. Announcing the relief measures in 36 hours since lockdown, Finance Minister Nirmala Sitharaman said free distribution of foodgrains and pulses will be provided under the Rs 1.7 lakh crore Pradhan Mantri Gareeb Kalyan Yojana (PMGKY). "Under PMGKY, 80 crore poor people, which comprise two thirds of our population, will get 5 kilo foodgrains per person for free for the next three months. This will be over and above the existing quota of 5 kg under the PDS," Sitharaman said. Besides, one kilo of pulses of regional preference will be provided to each poor household for free next three months, she said. The rationcard holders can take the foodgrains and pulses from the Public Distribution System (PDS) in two installments, she added. "This measure will ensure no gareeb (poor) remains hungry," Sitharaman said. According to official data, the government has total 58.49 million tonnes of foodgrains in the Food Corporation of India (FCI) godowns so far. Out of which, rice is 30.97 million tonnes and wheat 27.52 million tonne. The foodgrains stock is much higher than the required norm of maintaining a reserve of about 21 million tonnes as on April 1. Total rains came in at 91% of the 50-year average between June to September, as opposed to predictions of 97%. This was largely due to the fact that the northeastern parts of India, which usually receive higher rainfall than the rest of the country, experienced a shortage in rainfall. Infact, 69% of the country received a normal or excessive rainfall this monsoon season, with the flood-ravaged <keyword id="28504" type="LOCATION" weightage="20" keywordseo="Kerala">Kerala</keyword> receiving 23% higher rainfall than normal. Gujarat had an uncharacteristically dry season, receiving 24% less rain than normal, while UP and Bihar had the most rain-deficient districts. It bears mentioning that the 97% forecast for this year was reaffirmed despite a dry spell in the first half of the season. A normal monsoon involves rainfall in the range of 96%-104% of the 50-year or long-term average. A drought season occurs when rainfall is 90% of the long-term average or less. A record <keyword id="6417335" type="UNKNOWN" weightage="20" keywordseo="harvest">harvest</keyword> The June-September period is particularly crucial for India’s agriculture industry as this season provides 70% of the country’s annual precipitation. However, despite the weak monsoon, India’s crop production this kharif season is expected to reach record levels. As per government forecasts, production of summer <keyword id="18620" type="ORGANIZATION" weightage="20" keywordseo="crops">crops</keyword> should reach 141.6 million tonnes in 2018-19, a slight jump from last year’s record bounty of 140.7 million tonnes, owing to a 2% jump in the output of <keyword id="13726" type="PERSON" weightage="20" keywordseo="rice">rice</keyword> to nearly 100 million tonnes - which bodes well for exports. This is even more significant as there has been a slight shrinkage in the total acreage occupied by kharif crops this year. The record harvest this year is largely due to the fact that farmers are prioritising crops that don’t require excessive rainfall. They’re choosing crops based on the existing moisture level in the soil, thereby making their harvest less dependent on the monsoon. According to research by the IMD, soil moisture was found to be adequate in most districts that received a rainfall of 20% less than the average. In addition, farmers are also planting crops that will fetch them better prices - for example, choosing soybeans over pulses - and factoring the monsoon less in their decisions. A double-edged sword However, despite the obvious cause for celebration, a record harvest can prove to be a drag on farmer incomes. A high level of food grain production translates into lower prices - which is great for households - but hurts farmers. If wholesale prices remain below the government’s minimum support prices, then it will have to step in and procure more grains from farmers than budgeted.

Despite a second consecutive deficient monsoon, India is poised for a record harvest

(Eds: Adding details) New Delhi, Mar 18 () The Centre is closely monitoring the prices of soaps, floor cleaners and thermal scanners because of surge in demand of these items amid growing coronavirus cases in the country, Union Minister Ram Vilas Paswan said on Wednesday. Normally, the Consumer Affairs Ministry keeps track of prices of 22 essential commodities. Recently, the ministry included face masks and hand sanitizers under the Essential Commodities Act. "We are monitoring prices of three more products -- soap, floor and hand cleaners like Lizol and Dettol as well as thermal scanners whose demand has gone up because of coronavirus scare," Consumer Affairs, Food and Public Distribution Minister Paswan told . The prices of these products will be monitored from 114 centres across the country. Paswan said the government will bring these three products under the Essential Commodities Act if their prices shoot up from the level which prevailed in the last six months. Hand sanitizers and face masks are now essential items, and stringent action will be taken against those hoarding and black marketing these products, he added. The minister said the government will monitor more products in the coming days if prices go up substantially. The 22 commodities which the government monitors includes five items groups -- food grains (rice, wheat, atta), pulses (gram, tur, urad, moong, masur), edible oils (groundnut oil, mustard oil, vanaspati, soya oil, sunflower oil, palm oil), vegetables (potato, onion, tomato) and other items (sugar, gur, milk, tea, salt). According to Paswan, there is high awareness about COVID-19 (coronavirus) outbreak among people, and the severity of outbreak in India is less as compared with other countries. "There is no need to panic, although we need to follow all precautionary measures to protect ourselves," he said. Govt monitoring prices of soaps, floor cleaners, thermal scanners, says Paswan

In a bid to contain <keyword id="2928960" type="UNKNOWN" weightage="100" keywordseo="price-rise-of-onions">price rise of onions</keyword>, the Indian Government extended the ban on holding its stock beyond permissible limit by one year. 
 The <keyword id="120170" type="ORGANIZATION" weightage="100" keywordseo="Cabinet-Committee-on-Economic-Affairs">Cabinet Committee on Economic Affairs</keyword> (CCEA), headed by Prime Minister Narendra Modi, took the decision, which empowers states to impose stock limits on traders for holding onion and ban hoarding beyond the set limit. 
 
"The CCEA today approved the stock holding limit order on onion by another year. This will enable state governments take effective de-hoarding measures under the Essential Commodities Act (ECA), 1955," sources told news agency PTI. 
 
The direction comes in wake of rising prices of onions in wholesale and retail markets. The prices are increasing due to sluggish supply of good quality onions. 
 
Also, to curb spike in onion prices in upcoming days due to supply shortage, the government has already increased the minimum export price of the commodity to $425 per tonne and is also planning to import some quantities of onions to boost domestic availability, reported PTI. 
 
Apart from onions, pulses, edible oils, oilseeds, rice and paddy also come under the ambit of stock holding limits order. 
 
As per the data provided by the Government, India's onion production is estimated to have declined to 189.23 lakh tonnes in the 2014-15 crop year, as against 194 lakh tonnes in the previous year.

Ban on hoarding onions beyond ceiling extended by one year

NEW DELHI: The government on Tuesday stepped up its efforts to tame rising food prices through a slew of measures meant to increase the supply of rice, potatoes, onions, fruits and vegetables in local markets and announced a crackdown on hoarders. 
 "Additional quantities of rice will be released into the market. We will import pulses, if there is a shortage. Cereals and edible oil can be imported if states feel there is a shortage," <keyword id="6355261" type="POSITION" weightage="40" keywordseo="Finance-minister">finance minister</keyword> <keyword id="42575" type="PERSON" weightage="40" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> told reporters after a meeting with his Cabinet colleagues 
 
Though the government is monitoring the price movement of 22 commodities, a spurt has been noticed in four-five food products. The government's move to announce the steps is aimed at managing prices before they start spiraling and have political implications. 
 The UPA government was often blamed for its slow response, propelling <keyword id="22195" type="COMPANY" weightage="40" keywordseo="Inflation">inflation</keyword> into a key election issue. The Narendra Modi government's response has been quick and came a day after data showed that potato and other food prices had driven inflation past the 6% mark for the first time since December. It has repeatedly said it intends to focus on keeping inflation under control. 
 
Fears of weak monsoon and its adverse impact on food production are driving up prices, especially of vegetables. In addition, the violence in Iraq has triggered fears of a spike in oil prices, which can push up inflation further. 
 
 
 
 
 
While the government imposed a minimum export price of $300 a tonne on onions to discourage shipments out of the country, a similar levy on potatoes will be initiated by the commerce department, Jaitley said. 
 
On June 11, TOI was the first to report that the government was going to impose a minimum export price to augment supplies in the domestic market even as it was tracking the prices of potatoes, non-basmati rice and skimmed milk powder. 
 The <keyword id="25455" type="ORGANIZATION" weightage="40" keywordseo="finance">finance</keyword> minister said states have been asked to delist certain items, which are usually procured through Agriculture Produce Marketing Committees, so that they come into the open market. Delhi lieutenant governor Najeeb Jung has been asked to procure onions and potatoes from the open market and ensure abundant supplies through Mother Dairy retail outlets. He has also been asked to delist all food items in the capital, a move that will enable farmers to sell their produce directly to the market. 
 
 
 
Similarly, 50 lakh tonnes of rice will be released in the open market through state governments to cool prices. Food Corporation of India has abundant stocks but has in the past been accused of holding on to rice and wheat, even as prices soared in the local market. 
 
With regard to pulses and edible oil, states will be given a line of credit to directly import them to meet local demand, Jaitley said. 
 
"The meeting also reviewed the steady increase in retail price of milk and decided to consider withholding export incentives, currently in force," an official statement said.
