Mumbai, The current account deficit (<keyword id="19962125" type="General" weightage="20" keywordseo="cad" source="keywords">CAD</keyword>) is likely to widen to 1.2 per cent or USD 11 billion of the GDP in October-December FY24 as compared to 1 per cent in the previous quarter, <keyword id="19955912" type="General" weightage="20" keywordseo="india-ratings" source="keywords">India Ratings</keyword> said in a report. In the year-ago period, CAD was 2 per cent of the GDP. A current account deficit occurs when a country's expenditure in imports is more than its income from exports of goods and services. The report further said the CAD percentage may narrow in Q4 as it sees some nascent signs of a pick-up in global economic activity which will lead to better export numbers. The global manufacturing purchasing managers index expanded for the first time in 17 months in February to 50.3. The expansion was stronger in the US and emerging economies, barring the European region, according to the report. The agency expects merchandise exports to increase to around USD 117 billion in Q4, up 2 per cent on-year, which will be a seven-quarter high. Likewise, merchandise imports are expected to touch a six-quarter high of around USD 180 billion in Q4, up 8 per cent on-year. Trade deficit will be USD 64 billion in the quarter. On the other hand, services demand has remained healthy despite global headwinds and the trend continues to be strong with the latest high frequency indicators. The global services PMI touched a seven-month high of 52.4 in February helped by both the developed as well as emerging markets. Thus, it hopes services trade surplus to sustain the record-breaking run and stand at a fresh high of USD 47 billion in Q4. Merchandise exports grew 1.1 per cent on-year in Q3 and a favourable base effect and a pick-up in demand from the US, UAE and the Netherlands helped goods exports grow after a year. However, sequentially, goods exports were down to USD 105.7 billion in Q3 from USD 107.4 billion in Q2. The top 10 items which pushed goods exports in Q3 were gold and other precious metal jewelleries, iron ore, drug formulations, biologicals, telecom instruments, aircraft, <keyword id="20931842" type="General" weightage="20" keywordseo="spacecraft-parts" source="keywords">spacecraft &amp; parts</keyword>, cotton yarn, <keyword id="19962751" type="General" weightage="20" keywordseo="basmati-rice" source="keywords">basmati rice</keyword>, buffalo meat, electric <keyword id="20931843" type="General" weightage="20" keywordseo="machinery-equipment" source="keywords">machinery &amp; equipment</keyword>, and copper and related products. Volume growth in these items ranged between a negative 38.3 per cent to 368.2 per cent and was weaker than the value growth which stood in the range of 10.2-535 per cent in Q3. On the other hand, merchandise imports rose to a year's high of USD 176.2 billion in Q3 led by imports of intermediate and consumer durables which were at a record high of USD 40.23 billion and a five-quarter high of USD 39.58 billion, respectively. However, goods imports were up by only 0.1 per cent in Q3 as primary goods contracted by 11.2 per cent.

India has extended the restrictions on the export of <keyword id="31653" type="General" weightage="80" keywordseo="sugar" source="Orion">sugar</keyword> beyond October 31, 2023, and until further orders, according to a notification by the Directorate General of Foreign Trade issued on Wednesday. The raw sugar, white sugar, refined sugar, and organic sugar are under export restrictions. The restriction is, however, not applicable to sugar being exported to the EU and the US under the concession (CXL) and TRQ quota as was announced last year. Initially, the restrictions were imposed starting June 1 to October 31, 2022, and later extended by a year till October 31, 2023. A tariff rate quota essentially is a quota for exports at relatively low duties. Once the limit is exhausted, a higher tariff applies to additional shipments. The idea behind the <keyword id="461348" type="General" weightage="60" keywordseo="sugar-export" source="Orion">sugar export</keyword> restriction initially was to make prices of sugar stable domestically. Earlier, in July, India prohibited the export of non-basmati white rice to check the domestic prices and ensure domestic food security. While amending the export policy, <keyword id="93457" type="General" weightage="50" keywordseo="dgft" source="Orion">DGFT</keyword> maintained that the export will be allowed on the basis of permission granted by the government to other countries to meet their food security needs and based on the request of their government. By that virtue, India has allowed the export of non-basmati white rice in varying quantities to Nepal, Cameroon, Cote d'Ivoire, Republic of Guinea, Malaysia, Philippines, Seychelles, UAE, and Singapore. West African country Benin is one of the major importers of non-basmati rice from India. Other destination countries are UAE, Nepal, Bangladesh, China, Cote D' Ivoire, Togo, Senegal, Guinea, Vietnam, Djibouti, Madagascar, Cameroon Somalia, Malaysia, and Liberia. In late August, India also introduced additional safeguards by way of imposing a minimum floor price on exports of basmati rice so as to prevent exports of non-basmati white rice, which was already under the prohibited category since July. Last week, the central government extended the 20%export duty on parboiled rice till March 31, 2024, an official notification said. Rice which is partially boiled with husk is called parboiled rice. Initially, the duty was introduced on August 25, 2023, and was due to remain effective till October 16, 2023, aimed at maintaining adequate domestic availability and checking its price. India in September 2022 banned the exports of broken rice and imposed a 20%duty on exports of non-Basmati rice, except for parboiled rice amid concerns about low production due to a fall in area under the paddy crop. It later lifted the ban in November.

The report states that the deceleration in the growth momentum of exports in June compared to May was largely due to an 18.2% contraction in oil exports. The growth momentum slowed down in June, with merchandise exports increasing by only 2.6% year-on-year, down from 9.1% in May. Non-oil exports continued to maintain steady growth, rising by 7.7% in June, almost in line with the 7.8% growth recorded in May. Services exports exhibited a strong performance in June, contributing positively to the overall trade scenario. The positive aspect is that merchandise imports grew at a slower pace of 5% year-on-year in June, down from 7.7% in May. However, core imports, excluding oil and gold, surged by 7.1%, increasing from the 0.8% growth in the previous month. This spike in core imports was partially driven by a low base effect from the previous year. Despite the positive growth in exports, the <keyword id="20201391" type="General" weightage="20" keywordseo="trade-deficit" source="keywords">trade deficit</keyword> widened to $21 billion in June from $19.2 billion in the same month last year. For the first quarter, cumulative imports rose by 7.7% to $172.4 billion from $160 billion, resulting in a trade deficit of $62.44 billion, up from $56.1 billion. This widening deficit was mainly due to a higher oil trade deficit, while the non-oil trade deficit narrowed. Services exports were a bright spot, increasing by 10.2% year-on-year to $29.76 billion in May. On the other hand, service import growth moderated to 5.4%, down from 19.1% in the previous month. Consequently, the services trade surplus expanded to $13.02 billion, up from $11.1 billion in May last year. Oil exports fell by 18.3% year-on-year and 18.5% month-on-month in June, despite stable international prices. This suggests a reduction in export volumes, with exports falling to $5.5 billion from $6.8 billion in June last year and the previous month. Oil imports increased by 19.6% in June compared to 28% in May, driven by domestic demand and local refineries operating above capacity. Sectors such as drugs and pharmaceuticals, engineering goods, organic and inorganic chemicals, and ready-made garments showed positive growth. However, pharmaceuticals (9.9% vs. 10.5%) and ready-made garments (3.7% vs. 9.8%) saw slower growth compared to May. Gems and jewellery exports continued to decline, marking the seventh consecutive month of negative growth at -1.4% year-on-year. Growth in carpets, handloom products, man-made products, plastics, and linoleum was positive but slower than the previous month. Handmade carpets (-16.6% vs. 20.6%), jute manufacturing (-11.1% vs. -5.2%), and leather products (-2.2% vs -2.1%) recorded contractions. Cashew exports have been declining since 2018, with only sporadic months of positive growth. In June, cashew exports fell by 7.3%, an improvement from the 25.8% decline in May. Coffee (70% vs. 64.2%), fruits and vegetables (7% vs. 20.8%), rice (1% vs. 2.8%), spices (9.8%vs. 20.3%), tea (3.2% vs. 19.6%), and tobacco (37.7% vs. 58.4%) saw slower growth compared to May. Marine products (-7.7% vs. -3.9%) and meat, dairy, and poultry products (-13.9% vs. 22.9%) also experienced a decline. Increases were noted in electronic goods (15.9% vs. 6.7%), fruits and vegetables (22.6% vs. 3%), non-ferrous metals (47.6% vs. 1.1%), project goods (31.4% vs. -44.3%), textiles and yarn fabric made-up articles (23.8% vs. -1.1%), and wood products (16.2% vs. -7.2%). The fiscal year has started positively with steady merchandise export growth in the first quarter. Encouragingly, multilateral organisations have forecasted better year-on-year trade growth. The Indian government's focus on foreign trade agreements (FTAs) is expected to further boost trade. However, the persistent growth in imports surpassing exports is a concern, widening the trade deficit. The recent US tariff hikes on Chinese imports could lead to potential dumping by China in the Asian market, including India, which requires close monitoring. Despite these challenges, the expected moderation in domestic growth may help contain import growth and the trade deficit. The service trade surplus and robust remittance flows are positive indicators that the current account will remain stable.

Indian exports show resilience amid global challenges in first quarter, says CRISIL report

Ships are now rerouting around the southern tip of Africa, increasing the voyage time. This has impacted the availability of ships and increased freight and insurance costs. US India Strategic Partnership (USISP) Forum, however, said the Red Sea crisis is not going to have any major impact. "India can survive that," USISP president and CEO Mukesh Aghi said in an interview with PTI. "The Red Sea moves around 15 per cent of the global trade, and when one is not using the Red Sea route, time doubles, and capital and containers are stuck for another 3 weeks. India's exports of rice to Europe and India's import of energy are being impacted," he said. "The crisis does have an inflationary impact on the economy, but it is not something that is going to cause high inflation, or a drastic shortage of goods, and India can survive through it," Aghi said. Due to the rerouting of a voyage through the Cape of Good Hope instead of going through the Suez Canal and the Red Sea, shipments from India to the US will take an additional 10-14 days, while shipments from Europe/the Mediterranean will take 20-25 days. On whether Biden's recent ban on LNG (<keyword id="20174230" type="General" weightage="20" keywordseo="liquified-natural-gas" source="keywords">Liquified Natural Gas</keyword>) exports will impact India, Aghi said that India has options to buy energy from the Middle East, Russia, and Latin America. Aghi praised the government's interirm budget terming it responsible, balanced and focused on 'maintaining the momentum of the positive growth of the Indian economy'. He said that the budget is well-focused on growth strategy, development, and welfare, at the same time, it talks about investing in innovation, providing a substantial amount of loans for emerging economies, and investing in defence, which makes it a very responsible budget. "The government's focus on capital spending to sustain the growth momentum is a positive strategy. An economy cannot grow without having infrastructure, because it provides efficiency, and effectiveness and enables the movement of goods at a faster pace," he said. "If you look at all the developed countries, their focus for the first 20 years has been on building infrastructure, and our finance minister has continued that trajectory, which is a very prudent process," he added. Talking on issues that seek immediate attention by the government, he said, "I understand that our capital cost is high because we need to control inflation, but if Indian companies are going to compete on a global basis, they have to compete not only on quality but also on cost. The cost of capital is one of the biggest cost factors". "The cost of logistics for Indian goods is roughly around 12 per cent of the GDP, which is very high, we need to unclog the logistics processes, from trains to customs," he added. Aghi also suggested the government to focus on making the labour class more productive and competent, by increasing capital spending on technology and equipment. Speaking of his expectations from the full budget in July, Aghi said, "I would like to see a proper streamlining of taxes and GST, and dispute resolution on the high-end side should be managed in a centralised manner". "There are opportunities to simplify taxation, dispute resolution, and provide much lower tax rebates, not just to corporations but also to individuals, because tax collection is growing and the tax base is broadening, I believe that it should eventually benefit the taxpayers as well," he said.

Hyderabad, <keyword id="68884" type="LOCATION" weightage="20" keywordseo="Telangana">Telangana</keyword> is on way to emerge as the <keyword id="1068625" type="PERSON" weightage="20" keywordseo="rice-bowl">rice bowl</keyword> of India with the <keyword id="13726" type="PERSON" weightage="20" keywordseo="rice">rice</keyword> production reaching 1.3 crore tonnes during 2019-20. With completion of new irrigation projects and increase in land under irrigation, the production increased by more than 20% over the previous year. Telangana, which grows rice in about 14.19 lakh hectares, saw huge improvement in production ever since it was carved out of <keyword id="37102" type="PERSON" weightage="20" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword> in 2014. The rice production, which stood at 29.6 <keyword id="9324380" type="COMPANY" weightage="20" keywordseo="lakh-tonnes">lakh tonnes</keyword> in 2015-16, rose to 51.7 lakh tonnes in 2016-17 and to 62.5 lakh tonnes in 2017-18. India's youngest state also accounted for about 63% of <keyword id="6354672" type="COMPANY" weightage="20" keywordseo="food-corporation-of-india">Food Corporation of India</keyword>'s (FCI) total paddy procurement across the country till date. According to a report by Federation of Telangana Chamber of Commerce and Industry (FTCCI), the state recorded a big jump in rice production, mainly due to the fact that more than 60 lakh acres of additional land were brought under irrigation. This was possible with the completion of many major and minor irrigation projects such as Kaleshwaram project, Devadula Project and revival of tanks under <keyword id="2697915" type="PERSON" weightage="20" keywordseo="Mission-Kakatiya">Mission Kakatiya</keyword>. In a report titled as 'Rice exports from Telangana: Opportunities and way forward' the industry body said availability of water coupled with 24X7 free power supply to farmers contributed to substantial improvement in productivity and production of food grains and pulses. Earlier, the Telangana State Civil Supplies Corporation had said that the state set new records with 47 lakh tonnes procurement in Vaanakalam (Kharif crop) and 65 lakh tonnes in Yasangi (Rabi crop) during 2019-20. "Within six years of the formation of the state, a record 367% increase was witnessed in the procurement of paddy. Compared to last Yasangi, procurement this year increased by 76%," the corporation said. Considering the record paddy production, Chief Minister K. Chandrasekhar Rao recently directed the officials to construct an additional 40 lakh tonnes capacity warehouses and form 2,500 farmer groups. He noted as the government has taken on top priority construction of irrigation projects, in the days to come about 1,300 TMC (thousand million cubic) feet of Godavari and <keyword id="6356845" type="PERSON" weightage="20" keywordseo="krishna">Krishna</keyword> waters would be utilised. Availability of water for irrigation improved due to revival of tanks under Mission Kakatiya and 24-hour free power supply. "Under projects, tanks and borewells, there is a possibility of having two crops in 1.45 crore acres and three crops in 10 lakh acres. Then Telangana state will become the rice bowl of India. The yield will be doubled in the years to come," he had said. The FTCCI report, however, flagged the issues in increasing rice exports from Telangana. It noted that despite the high level of rice production, when it comes to exports, the state's figures are negligible compared to other states. The report identified high transportation cost for exporters, high levels of pesticide residue in rice produced here, lack of proper warehousing facilities and the shift in cultivation of paddy variety from long grain to short grain as the main reasons for low exports from the state. Telangana, which exported 10,425 tonnes during 2019-20, accounted for just 0.21% of the total exports of 5.08 million tonnes at national level. Andhra Pradesh, during the same period, exported 16.9 lakh tonnes, which is 33.6% of the total exports. Telangana is encouraging cultivators to shift from long grain paddy variety to short grain paddy variety named as 'Telangana Sona' to increase the fine variety rice production. However, exporters feel that only long grain rice has demand in the international market and shifting to a short grain variety may affect the exports adversely, the report pointed out. It suggested developing export zones in the state for growing specific varieties of non-basmati and basmati varieties of crop. According to the industry body, Egypt, Mexico, Malaysia, Indonesia, and the Philippines are the potential markets. Pointing out that the state has about 2,000 rice mills, it called for modernising them by giving some incentives. It underlined the need to ensure modern milling capacity, better testing, storage and handling infrastructure to effectively market to other countries and also to provide better income to farmers. <keyword id="20934456" type="General" weightage="20" keywordseo="food-safety-regulator" source="keywords">Food safety regulator</keyword> <keyword id="20225209" type="General" weightage="20" keywordseo="FSSAI" source="keywords" meta.keywordsubtype="org" meta.entityname="FSSAI" meta.hostid="153" meta.entityid="FSSAI">FSSAI</keyword> on Thursday said it is in the process of collecting pan-India samples of Nestle's Cerelac <keyword id="21363372" type="General" weightage="20" keywordseo="baby-cereals" source="keywords">baby cereals</keyword>, amid a global report that claimed the company was adding higher <keyword id="21343237" type="General" weightage="20" keywordseo="sugar-content" source="keywords">sugar content</keyword> in the product. "We are collecting samples (of Nestle's Cerelac baby cereals) from across the country. It will take 15-20 days to complete the process," Food Safety and Standards Authority (FSSAI) CEO G Kamala Vardhana Rao told PTI on the sidelines of an Assocham event on food fortification. FSSAI is a statutory body under the administration of the Ministry of Health and Family Welfare. The move comes following concerns about alleged high sugar content in Nestle's baby food products expressed by both the consumer affairs ministry and the National Commission for Protection of Child Rights (NCPCR) after taking note of a global report published by Swiss NGO Public Eye. The global report has claimed that Nestle sold baby products with higher sugar content in less developed South Asian countries including India, Africa and Latin American nations as compared to markets in Europe. However, Nestle India has maintained that it never compromises on compliance and it has reduced added sugar in baby food products in India by up to 30 per cent depending on variants over the past five years. Earlier, addressing the Assocham event, the FSSAI CEO highlighted the importance of food fortification for human health and called for fortification beyond rice to include millets and other alternative foods. FMCG firms have introduced varieties of millet-based products in the last few years and they can further expand the basket of nutritional foods in the country, he added. The CEO also unveiled an Assocham's knowledge report 'Fortifying India's Future: Significance of Food Fortification and Nutrition' on the occasion.
