During the search and seizure operations conducted by the Bureau of Indian Standards (BIS), a quantity of 9,565 and 30,229 was seized during the years 2021-22 and 2022-23 (up to January 25, 2023), respectively. According to a written reply by the Ministry of Consumer Affairs in Rajya Sabha on Friday, safety of toys is under compulsory BIS certification from January 1, 2021 as per the Toys (Quality Control) Order, 2020 issued by the Department for Promotion of Industry and Internal Trade (DPIIT) under Section 16 of the BIS Act, 2016. Accordingly, it has been compulsory for toys to conform to the corresponding <keyword id="16463872" type="General" weightage="20" keywordseo="indian-standards-for-safety-of-toys" source="Orion">Indian Standards for Safety of Toys</keyword> and to bear <keyword id="148437" type="General" weightage="50" keywordseo="bureau-of-indian-standard" source="Orion">Bureau of Indian Standard</keyword> (BIS) Standard Mark under a licence from BIS as per Scheme-I of Schedule -II of BIS (Conformity Assessment) Regulations, 2018. As per this Quality Control Order, read with Section 17 of the BIS Act, 2016, no person shall manufacture, import, distribute, sell, hire, lease, store or exhibit for sale any toys without the ISI mark, said the reply. Under the BIS Product Certification scheme, a licence is granted to manufacturing units to use the Standard Mark on the product as per the relevant Indian Standards. Accordingly, toy manufacturing units including foreign manufacturing units exporting toys to India are required to obtain a BIS licence for the safety of toys, said the Ministry's reply. The Ministry said that BIS has granted 1,037 licences to domestic units and 30 licences to foreign toy manufacturing units. As part of its product certification, BIS also conducts factory and market surveillance under which samples of ISI marked toys are drawn from the factories and market and tested in labs according to the Indian Standard, to ensure that ISI marked toys available to consumers are safe and conforming to prescribed standards.

QCO norms for footwear are slated to be enforced from July 1 in the country. Retailers have urged the government to give them 8-10 months of additional time from the effective date of the QCO for footwear manufacturers. This request is meant to allow retailers to place orders and procure stocks of Bureau of Indian Standards (BIS)-compliant footwear from manufacturers, the retailers said in their request. The Department for Promotion of Industry and Internal Trade (DPIIT) issued QCO for footwear made from leather, rubber or polymer. Once implemented, it will make it compulsory to conform with the Indian Standards and footwear products will also be required to bear a Standard Mark under a licence. Saurabh Sanyal, CEO and Secretary, PHD Chamber of Commerce and Industry (PHDCCI), said that the implementation of QCO at this crucial juncture without much time for transition for the retail industry has created a precarious situation and will be an impediment to the operation, growth and sustenance of the footwear retail sector. "While the industry is gearing up for readiness of QCO compliance for new manufacturing, as of now there has been no clarity for applicability of QCO on the inventory manufactured or procured prior to June 30, 2023 (before QCO effective date), for which large capital has been deployed by pan-India retailers while incurring a huge amount of taxes, duties and levies," Sanyal said. The retailers said that most of the manufacturing plants still do not have internal testing facilities within their premises. They will require further investments and time for setting up such facilities before applying for the BIS registration and certification process. According to the PHDCCI statement, only a miniscule of manufacturers or suppliers have been able to receive the BIS licences till date with 30 licences issued across 10 leather footwear categories, and 18 licences for 13 categories of non-leather footwear. At the current pace, the certification process for most manufacturers will not be completed even after the QCO's effective date, it added. Moreover, the retail industry players said that they were determined to adopt the QCO and are aligned with Prime Minister's clarion call for "Zero-Defect-Zero Effect" manufacturing. They said that while the manufacturers have already commenced the process for getting BIS registration and licences to comply with QCO requirements, the existing infrastructure and testing facilities are not sufficient to cater to the current requirements of stringent BIS testing and certification for all the manufacturers and products being manufactured. BIS had still not come up with product manuals for some standards, testing equipment required, testing methodologies and procedures, they added. Footwear retailers seek 8-10 month extension to implement BIS quality control order

Boeing's quality control process and company culture are being heavily scrutinized after the 737 Max Flight 1282 blowout

The company has also been directed to pay a penalty of Rs 1,00,000 for allowing sale of such pressure cookers on its e-commerce platform and violating rights of consumers. The <keyword id="6378065" type="General" weightage="50" keywordseo="central" source="Orion">Central</keyword> government, from time to time, notifies the <keyword id="10524664" type="General" weightage="50" keywordseo="quality-control-orders" source="Orion">Quality Control Orders</keyword> specifying compulsory conformity to a standard and use of standard mark for a product to protect consumers from risk of suffering injury and harm and in the interest of people at large. The <keyword id="13478363" type="General" weightage="50" keywordseo="domestic-pressure-cooker" source="Orion">Domestic Pressure Cooker</keyword> (Quality Control) order, which came into effect from February 1, 2021, mandates conformity to IS 2347:2017 for all domestic pressure cookers. Therefore, since February 1, 2021, all pressure cookers are required to conform to IS 2347:2017 and due diligence is required to be done whether the pressure cookers are offered for sale online or offline. The CCPA observed that provisions in the 'Flipkart terms of use' such as mandatory use of the words 'Powered by Flipkart' on every invoice of the product and distinguishing sellers as gold, silver and bronze for distribution of various benefits indicates the role played by Flipkart in sale of the pressure cookers on its e-commerce platform. Flipkart admittedly earned a total fee of Rs 1,84,263 through sale of such pressure cookers on its e-commerce platform. It was observed by CCPA that when Flipkart has gained commercially from the sale of such pressure cookers, it cannot alienate itself from the role and responsibility arising out of their sale to consumers. A <a target="_blank" href="https://www.businessinsider.com/rudy-giuliani-accuser-noelle-dunphy-a-cycle-of-abuse-lawsuits-2023-5">sexual abuse lawsuit</a> was creeping forward in court. And <a target="_blank" href="https://www.businessinsider.com/rudy-giuliani-more-counts-smartmatic-defamation-lawsuit-2023-2">Smartmatic and Dominion Voting Systems</a> — two election technology companies he falsely claimed rigged the 2020 election — were still going after him in court.Declaring bankruptcy hit the pause button on all of <a target="_blank" href="https://www.businessinsider.com/rudy-giuliani-court-cases-criminal-civil-ranked-screwed">those civil lawsuits</a>. They all flowed into a federal bankruptcy court, where creditors could negotiate for whatever funds the aging former New York City mayor had left.That relief may be about to run out. Sean H. Lane, the bankruptcy judge has <a target="_blank" href="https://www.nytimes.com/2024/06/17/us/politics/giuliani-bankruptcy-court.html">expressed exasperation</a> that Giuliani still hasn't managed to hire an accountant or bookkeeper to work for him. Lawyers for creditors seeking money from Giuliani have accused him of mismanaging his own finances, asking the judge to appoint a trustee to take over his assets."Throughout the bankruptcy case, the Debtor has made, at best, half-baked financial disclosures and prioritized delay over progress in his chapter 11 case," lawyers for creditors wrote in<a target="_blank" href="https://storage.courtlistener.com/recap/gov.uscourts.nysb.319064/gov.uscourts.nysb.319064.233.0.pdf"> a recent court filing</a>. "He files delinquent, inaccurate and incomplete monthly operating reports. He delayed for months the filing of an application to retain a broker to sell his New York City apartment. He continues to resist selling his Florida condominium, instead preferring to spend tens of thousands of dollars on maintenance fees."A decision from Lane to appoint a trustee could come at any time.Right now, the bankruptcy process allows the judge, a Justice Department trustee, and creditors to monitor Giuliani's finances closely.But if the judge were to agree with the creditors and appoint a Chapter 11 bankruptcy trustee, Giuliani would lose control of his own financial life.A bankruptcy trustee would control all of Giuliani's assets and would be able to sell his two homes unimpeded. His Upper East Side apartment is <a target="_blank" href="https://www.sothebysrealty.com/eng/sales/detail/180-l-1182-s4lfjd/45-east-66th-street-10w-lenox-hill-new-york-ny-10065">listed at $5.7 million</a> and creditors value the Florida condo at $3.5 million.The trustee would also be able to peer into Giuliani's phone and email records and may even waive attorney-client privilege between him and any of his lawyers, potentially exposing him to more criminal and civil cases."The trustee might conceivably try to waive the attorney-client privilege to see his interactions with his lawyers," Eric Snyder, the bankruptcy chair of Wilk Auslander LLP, told Business Insider. "To the extent that there's any concerns about fraud, that would make him very nervous as well."Creditors have expressed frustration because, after months, they say they still don't have a full picture of Giuliani's finances.They've accused him of "incompetence, at best, and fraud, at worst."In recent weeks, court filings show, they were surprised to discover he struck a promotion deal with a coffee company and that a firm he owns has been receiving thousands of dollars a month from a 9/11 charity.Giuliani's creditors have formed a supergroup to try to dig into his finances. Ruby Freeman and Shaye Moss, the two Georgia election workers to whom he owes $148 million in a defamation judgment; Noelle Dunphy, his sexual abuse accuser; and Dominion, the election technology company he falsely accused of rigging the election, all joined forces to scrape as much money as they can in the bankruptcy court.Their lawyers, at the pricey firm Akin Gump, say Giuliani is being deceptive. He is funneling money to his business entities, they say, where the funds then go to his girlfriend and other supporters, as opposed to creditors who are owed.<h2 id="02634a76-f451-4002-a801-ef39c458d6ff">A history of lying</h2>There remains an enormous amount of mistrust from the creditors.Despite losing a lawsuit and getting hit with a $148 million defamation judgment that forced him into bankruptcy in the first place, Giuliani continues to lie about Freeman and Moss. The two Georgia election workers have been the subjects of conspiracy theories that they manipulated ballots in the 2020 election, which now-President Joe Biden won.Making things worse is that <a target="_blank" href="https://www.businessinsider.com/rudy-giuliani-says-no-money-court-hide-financial-documents-2023-9">Giuliani has a history of hiding his finances</a>. During the discovery phases for Freeman and Moss's defamation lawsuit, and in another defamation case from Smartmatic, Giuliani pleaded poverty. He claimed he didn't have the money to pay TrustPoint, his electronic discovery vendor, to search his own documents — an excuse that his legal opponents found difficult to believe."So far, Giuliani's financial position tends to be whatever is most convenient for Giuliani," Smartmatic's lawyers wrote in a scathing filing at the time. "Whenever he is ordered to do something, he lacks the money to pay for it. But, when told he must submit a declaration showing he lacks funds, somehow the previously unavailable money appears. After Trump's Saving America PAC disbursed hundreds of thousands to Trustpoint, Giuliani's lawyers told courts that a "third party" had helped pay some of the bills.Giuliani's bankruptcy disputes reached a tipping point in recent weeks when he struck a deal to sell Rudy's Coffee.The creditors said they learned about the deal from social media — a month after it was signed — rather than learning about the new income stream directly from Giuliani or his lawyers.On top of that, creditors have expressed frustration that the Tunnel to Towers Foundation, a charity that supports 9/11 first responders, has sponsored Giuliani's social media videos by giving money to his communications company, rather than to Giuliani himself.Both of those deals are structured so that money goes to Giuliani's businesses rather than to Giuliani himself, which allows the funds to flow to his girlfriend and undeserving employees rather than creditors, the lawyers say."At a minimum, if you enter into an agreement that brings money into the estate, and it's property of his estate — which it is — then the creditor should have been made aware of it," Snyder told Business Insider.Maria Ryan, an employee of Giuliani who is <a target="_blank" href="https://www.businessinsider.com/rudy-giuliani-sex-abuse-lawsuit-transcripts-slurs-sexual-comments-2023-8">widely reported to have been his romantic partner</a>, recently jumped into the bankruptcy dispute herself.In <a target="_blank" href="https://storage.courtlistener.com/recap/gov.uscourts.nysb.319064/gov.uscourts.nysb.319064.250.0_1.pdf">a court document earlier this month</a>, she wrote she was filing a "motion" to have the creditors' lawyers "stop lying in their filings to the court."She claimed payments to her often came in the form of reimbursements from Giuliani's retirement account, which he used as seed money for his media ventures and which is protected from the bankruptcy process. And she said she "personally coordinated" the Rudy's Coffee deal."Giuliani Communications, LLC is very proud of this quality coffee," she wrote. The numbers in them don't add up, the creditors' lawyers say. Account balances are inconsistent from month to month, and some statements from financial institutions appear to show the wrong dates.A spokesperson for Giuliani directed Business Insider to his YouTube videos, where the former mayor rarely directly addresses the bankruptcy proceedings. In a recent episode of "America's Mayor Live," he said he is being targeted by President Biden."They want to destroy me, they want to bankrupt me, they want to take away everything I have, and they want to put me in jail for the rest of my life," <a target="_blank" href="https://www.youtube.com/watch?v=X2nvz-KYWh4&amp;t=1535s">Giuliani said the a recent video</a>.In his court filings, Giuliani has sought to lay the blame elsewhere. New Delhi, <keyword id="6356303" type="LOCATION" weightage="20" keywordseo="Centre">Centre</keyword> has exempted '<keyword id="6502685" type="COMPANY" weightage="20" keywordseo="handicraft">Handicraft</keyword>, GI Toys' from <keyword id="2910758" type="PERSON" weightage="20" keywordseo="Quality-Control-Order">quality control order</keyword>. The development comes after the Department for Promotion of Industry and Internal Trade (DPI) released the Toys (Quality Control) Second Amendment Order, 2020. Subsequently, the order exempts goods manufactured and sold by artisans registered with "Development Commissioner' (Handicrafts), from use of 'Standard Mark under license from <keyword id="59330" type="COMPANY" weightage="20" keywordseo="Bureau-of-Indian-Standards">Bureau of Indian Standards</keyword>, as per Scheme1 of Schedule-II of BIS (Conformity Assessment) Regulations, 2018". "The 'Amendment Order 2020', also exempts products registered as 'Geographical Indications' from following 'Indian Toy Standards' and compulsory use of Standard Mark licence from Bureau as per Scheme 1 of Schedule-II of BIS(CA) Regulations, 2018," the Ministry of Commerce and Industry said in a statement on Saturday. "The Gazette notification issued by the department says that "nothing in this Order shall apply to goods or articles manufactured and sold by Registered proprietor and Authorised user of a product registered as Geographical Indication by the Registrar of Geographical Indications, <keyword id="10420722" type="COMPANY" weightage="20" keywordseo="office-of-controller-general-of-patents">Office of Controller General of Patents</keyword>, Designs and Trademarks (CGPDTM)." The DPIIT has devised a comprehensive action plan with steps being taken to boost production and sale of indigenous toys across the country. The 'Quality Control' order was issued by the Department for standardisation and quality adherence of Toys. It will come into effect from January 1st, 2021. "This order aims to bring forward the synergized efforts of the GoI, states and the stakeholders to promote 'Team up for toys' vision keeping quality standards of the indigenous toys as the priority."
