The Centre's flagship scheme <keyword id="3332779" type="PERSON" weightage="20" keywordseo="Pradhan-Mantri-Ujjwala-Yojana">Pradhan Mantri Ujjwala Yojana</keyword> (PMUY) has not only provided clean fuel to poor households, but also entailed an investment of over Rs 3,000 crore in the northeast, a senior official has said. It has created more than 3,000 jobs in the region during the last two-and-half years as well, he said. The ambitious programme, being implemented by the three PSU oil marketing companies IOCL, HPCL and BPCL, has increased the LPG customer base to over 94 lakh in October 2019 from 48.3 lakh on April 30, 2017, the official said. The PMUY was rolled out on May 1, 2017 in the northeast, a year after the scheme was set in motion first in Uttar Pradesh. The State Level Coordinator for Assam (Petroleum Products) Uttiya Bhattacharyya said that the LPG penetration in the region has gone up to nearly 90 per cent from 48 per cent two years ago. "The social objective of the PMUY to make the cleaner fuel available to households was achieved. But beyond that, it has made a tremendous impact in the region in terms of investment, job creation, women empowerment and boosting the rural sector," Bhattacharyya told in an interview here. The PSU major <keyword id="6356834" type="COMPANY" weightage="20" keywordseo="indian-oil-corporation">Indian Oil Corporation</keyword> has already ramped up its capacity at six bottling plants at a cost of Rs 149 crore while it is investing over Rs 290 crore to set up two greenfield plants at Agartala in Tripura and Barapani in Meghalaya by 2020, he said. Bhattacharyya, who is also the Indian Oil Corporation Chief General Manager (IndianOil-AOD), said that the company has invested more than Rs 2,500 crore to upgrade the technology at its Bongaigaon refinery in Assam to meet the rise in demand. "There is also a plan to invest nearly Rs 100 crore in coming years to further upgrade the technologies at IOC's LPG bottling plants. In other words, total investment of over Rs 3,000 crore are being invested to cater to the additional demand due to PMUY," he said. The focus on strengthening productivity has resulted in an increase of the storage capacity by 65 per cent to 9,469 MT and bottling capacity by 98 per cent to 2,060 MT every day. The public sector undertaking Indian Oil Corporation currently has 10 LPG bottling plants across the northeast and these are functioning at 100 per cent utilisation. On job creation, Bhattacharyya said the entire LPG business engages huge manpower at various levels such as production in bottling plants, sales offices, distribution network, delivery of cylinders at households, distributor mechanics and transportation among others. "All put together, there are over 22,500 people engaged in the LPG business in the northeast as of today. The number has grown from 19,500 during May 2017, when we had launched the PMUY," he said. Besides, a large number of social groups, students and health workers were engaged in identification and enrolment of the beneficiaries, and the programme helped the people for more income generation, Bhattacharyya said. Highlighting another important aspect, the senior IOC official said that the future of the company's LPG business lies in the rural market only as the cities will be connected by piped gas in the next few years. "As the cities will move towards piped gas services, our future in LPG lies in rural areas. PMUY forced us to focus more in rural market. So, the scheme was important for our sustenance of the LPG business. The strategic shift of focus on the rural market, where the future growth lies, was driven by the PMUY," Bhattacharyya said. IOC currently has 430 rural distributors out of its total 818 dealers across the region, he said adding that out of its total distributors, 150 are women. Two years ago, there were 80 women distributors. "The engagement of new women distributors under PMUY has increased by 70 per cent compared to April 2017. The decision on the extension was taken by <keyword id="3466084" type="COMPANY" weightage="20" keywordseo="the-union-cabinet">the Union Cabinet</keyword> which also approved a host of measures aimed at helping the poor and vulnerable sections of the society overcome the pangs of the Covid-19 crisis. Under the Ujjwala Yojana, the government gives <keyword id="7575050" type="UNKNOWN" weightage="20" keywordseo="free-cooking-gas">free cooking gas</keyword> connection to women members of BPL families. There are about 7.49 crore Ujjwala beneficiaries as of now. Under the Pradhan Mantri Garib Kalyan Yojana announced earlier to provide a safety net to the poor and vulnerable who had been hit the hardest by the Covid-19 pandemic, the government announced three free cylinders for Ujjwala beneficiaries for three months between April and June. But since several beneficiaries could not take the benefit of the entire scheme, the government has extended the deadline. Under the scheme, Rs 9,709.86 crore was transferred directly into the bank accounts of Ujjwala beneficiaries during April-June 2020 and 11.97 crore cylinders were delivered to the PMUY beneficiaries. The scheme went a long way to ameliorate the suffering and disruption caused by the coronavirus pandemic. On review of the scheme, it was observed that a section of PMUY beneficiaries were yet to utilise the advance credited into their account to purchase the cylinder refill within the scheme period. Hence, the Cabinet has approved the proposal of <keyword id="9269994" type="COMPANY" weightage="20" keywordseo="the-ministry-of-petroleum-natural-gas">the Ministry of Petroleum &amp; Natural Gas</keyword> to extend the time limit for availing the advance by three more months, a government statement said. This will benefit those PMUY beneficiaries who have been credited with the advance for buying cylinders, but have not been able to purchase the refill. Thus, the beneficiaries who already have the advance transferred to their accounts can now take the free refill delivery till September 30.

New Delhi, Mar 26 () Over 8 crore Pradhan Mantri Ujjwala Yojana beneficiaries will be entitled to a total of three 14.2-kg LPG cylinders for free between April to June, a move that will cost the government an estimated Rs 13,000 crore.The free cooking gas cylinders was part of the package announced by the Finance Minister to deal with the economic impact of the lockdown imposed to curb spread of coronavirus.Welcoming the relief package, Oil Minister Dharmendra Pradhan said the move was an example of responsive governance in challenging times."The relief package of Rs 1.7 lakh crore will help the nation deal with disruptions from the Covid-19 outbreak," he said in a statement. "Comprehensive measures announced today, will mitigate the economic impact of the Covid-19 outbreak on the rural and urban poor, farmers, health workers, migrant workers, divyangs, senior citizens and other vulnerable sections of the society."Pradhan said that measures such as cash transfer, insurance cover, ensuring food security and the decision to provide free LPG cylinders for 3 months to all the beneficiaries of Pradhan Mantri Ujjwala Yojana will give relief to millions of poor and ensure that no one in the country goes hungry."We are in this together, we will fight this invisible enemy and emerge victorious. The flip side While this move from the government has been lauded by many as a transformational step, it has also been criticised as just half a step. Poor people may have received a free connection and escaped the deadly pollution from the coal used for cooking earlier, the subsequent refills of LPG cylinders have proven too costly. And that may be the focus in the next phase of this programme-- ensuring that people do get a refill and do not go back to coal. The government is also toying with the idea of providing smaller LPG gas cylinders weighing about five kilogrmas (kg) compared to the current one which is 14.2 kg, according to a news agency. This may bring down the cost of refill as well as the burden on the exchequer if the government decides to cover the cost and transfer the money under the direct benefit transfer scheme. Currently, every LPG cylinder costs anywhere between ₹600 and ₹650 in the metro cities of Delhi, Mumbai, Chennai, and Kolkata. After the subsidy under Ujjwala scheme, the cost comes down to a little less than ₹500 per cylinder. The subsidy is transfered directly to the eligible beneficiaries' bank accounts. The money Under the Pradhan Mantri Ujjwala Yojana (PMUY), gas connections are provided to BPL families with a support of ₹1,600 for each connection. The LPG connection is provided in the name of the female member of the family. A sum of ₹8,000 crore was allocated for the scheme to start with but was later expanded to ₹4,800 crore as the target homes increased from 50 million to 80 million. In December, the Union Cabinet also decided to cover all poor households under the scheme that would further increase the number of new connections by 10-20 million. Narendra Modi aims to offer 8 million more cooking gas connections in the first 100 days of his second term-- and follow it up with smaller cylinders to encourage refills

New Delhi, Jan 22 () Ghana wants to replicate the highly successful Ujjwala model of giving out cooking gas (LPG) connections to the need and has signed an agreement with state-owned Indian Oil Corp (IOC) seeking its assistance and technical expertise in implementation of the African nation's national LPG promotion policy.
 Alhassan Sulemana Tampuli, Chief Executive, National Petroleum Authority (NPA) of Ghana and L K S Chauhan, Chief General Manager (LPG Operations), IOC signed the MoU in presence of Oil Minister Dharmendra pradhan and Michael Aaron, High Commissioner of Ghana to India.
 "With India's emergence as a world leader in provision of clean energy to its citizens by the expansion of its LPG network, Ghana sought assistance from India in its own efforts to promote to safe, clean and environmentally friendly LPG for increased domestic, commercial and industrial usage," an IOC press statement said.
 LPG coverage in Ghana is just 23 per cent and customers have to queue up at petrol stations with cylinders to get a refill. It wants to replicate the Indian model of setting up bottling plants where LPG can be filled in cylinders which are then transported to dealers who deliver them at customer doorstep with a view to expand the coverage to cover at least 50 per cent of the population.
 Under the Memorandum of Understanding (MOU), IOC would support the NPA on the successful implementation of the Re-circulation Model (CRM) of LPG.
 IOC will support to NPA in development of health, safety, security and environment (HSSE) standards as well as design licensing, permit and legal framework. It will help NPA develop economics for LPG bottling plant, pricing structure, and communication strategy.
 The company "will also assist in areas of infrastructure development for the new LPG value chain, support for upgrading capacities of institutions along with policy development and review," the statement said.

Ujjwala inspires Ghana, India to assist Ghana in implementation of its LPG promotion policy

New Delhi, Mar 18 () The price of subsidised cooking gas (LPG) has been hiked by Rs 35.55 per cylinder in the last five months, Oil Minister Dharmendra Pradhan said on Wednesday.As per government policy, LPG all over the country is available only at market price. However, households are entitled to buying 12 cylinders of 14.2-kg each at a subsidised rate in a year. The government transfers the subsidy amount directly into the bank accounts which the beneficiaries use to buy LPG at the market price.The subsidised LPG price has gone up by Rs 35.55 per cylinder since October.In a written reply to a question in the Rajya Sabha, Pradhan said domestic subsidised LPG in Delhi was priced at Rs 538.95 per cylinder on October 1, 2019, and this month it costs Rs 574.50.He did not give any reason for the price increase.While non-subsidised or market priced LPG has varied from month to month based on benchmark international rates, subsidised LPG prices have been raised every month by Rs 4 per cylinder plus taxes.These rates, however, are no longer published by the oil market companies.To the question of whether state-owned oil marketing companies had stopped publishing subsidised gas prices, he said the price of non-subsidised domestic LPG is available at the websites of oil companies. In reply to another question, Pradhan said non-subsidised LPG cylinder costs Rs 805.50.Household consumers are getting a subsidy of Rs 231 per 14.2-kg cylinder, he said.So, a household buys LPG at Rs 805.50 per cylinder. After accounting for Rs 231 that he or she gets as government subsidy, the payout is Rs 574.50."The prices of petroleum products in the country are linked to the price of the respective products in the international market. However, the Government continues to modulate the effective price to consumers for subsidized domestic LPG and the consumers get the product at the subsidised rate. "The subsidy on subsidized domestic LPG increase/ decrease with the increase/ decrease in the product price in the international market and decision of Government on subsidy," he said.Pradhan had on July 31, 2017, stated in a written reply to a question in the Lok Sabha that the government had ordered state-run oil companies to raise subsidised cooking gas (LPG) prices by Rs 4 per cylinder every month to eliminate all the subsidies."Public sector oil marketing companies (OMCs) were authorised to increase the price of subsidised domestic LPG cylinder by Rs 2 per cylinder (14.2-kg) per month (excluding VAT) with effect from July 1, 2016," he had said.Oil companies had hiked LPG rates on 10 occasions since that go-ahead."The government vide its order dated May 30, 2017, has again authorised OMCs to continue to increase the effective price of subsidised domestic LPG by Rs 4 per cylinder effective June 1, 2017, per month (excluding VAT) till the reduction of government subsidy to 'nil'," he had stated.There are over 26 crore customers of subsidised LPG in the country. New Delhi, Apr 3 () PSU oil firms are delivering an average over 60 lakh LPG cylinders daily to consumers during the nationwide lockdown to feed household cooking needs, Petroleum Minister Dharmendra Pradhan said on Friday as he pushed companies to prepare to deliver three free cylinders to over 8 crore Ujjwala beneficiaries. Pradhan interacted with dozens of district nodal officers of Indian Oil Corp (IOC), Bharat Petroleum Corp Ltd (BPCL) and Hindustan Petroleum Corp Ltd (HPCL) over video-conferencing to access the distribution of LPG cylinders in districts following the coronavirus outbreak and the subsequent 21-day nationwide lockdown, an official statement said here. The district nodal officers (DNOs) of oil marketing companies are responsible for LPG deliveries in their assigned areas. "Appreciating the efforts of DNOs and their teams, Pradhan said that in this time of unprecedented crisis, the LPG teams of the companies have risen to the occasion and delivered the cylinders on time despite so many restrictions and health hazards," the statement said. He said that due to the COVID-19 crisis and the nationwide lockdown, the consumption and demand of cylinders have gone up. "The OMCs (oil marketing companies) are delivering on an average 50-60 lakh cylinders daily, and are playing an important role in the national fight against Covid-19," it said. Pradhan asked the three oil marketing companies to now gear up to provide 3 free cylinders to over 8 crore Pradhan Mantri Ujjwala Yojana (PMUY) beneficiaries over the next 3 months. He asserted that 15 port terminals, 195 LPG bottling plants and the transportation network are currently operating everyday despite lockdown, ensuring sufficient availability and uninterrupted supplies of LPG products in the country. The government had last month announced free cooking gas to PMUY beneficiaries, who are poor women who got free cooking gas connections since 2016, as part of the economic stimulus to deal with the lockdown. Three 14.2-kg LPG cylinders come together with free foodgrain and cash for the poor. Pradhan said advance funds are being provided to the LPG distributors for releasing the first free cylinder, and the scheme should be implemented efficiently so that poor sections of the society do not suffer in this time of difficulty. "The minister also called the OMCs to help the migrants and provide food to them," the statement said. "He called upon the DNOs to generate awareness among the masses and all the stakeholders about health precautions and social distancing." The DNOs reported that after the initial hiccups, things have settled down. The panic booking of cylinders, which was noticed in the initial few days of the lockdown, has stopped, the statement said adding that the waiting period of the cylinder delivery has come down. DNOs, according to the statement, said the announcement of the special ex-gratia of Rs 5 lakh for LPG delivery boys and others involved in the supply chain in case of a casualty due to COVID-19, has boosted the morale of the staff at the field level. "Cities contribute less than 20 per cent to the overall state emissions, wherever they have been assessed, but household emissions predominate, ranging between 20 per cent and 40 per cent. Across the country, we are seeing is that sometimes cities are cleaner than the surrounding villages where household air pollution predominates," she said at the summit organised by think-tank Center for Study of Science, Technology and Policy. This builds a strong case for expanding the scope of India's National Clean Air Programme (<keyword id="20133150" type="General" weightage="20" keywordseo="NCAP" source="keywords">NCAP</keyword>), which currently focuses on non-attainment cities. Air pollution is a major threat to public health and contributes to a significant amount of morbidity as well as mortality. Apart from PM2.5 and PM10, short-lived climate pollutants such as black carbon, methane, ozone, and hydrocarbons have the potential to harm the environment and warm the atmosphere even more than CO2. Black carbon can cause chronic respiratory illnesses, lung cancer, emphysema, pneumonia, asthma, heart disease, and low birthweight. "In terms of reducing our life expectancy, globally, PM2.5 is contributing to about 2.3 years of life lost. Just below that is tobacco. In fact, there's so much attention on tobacco and global frameworks for control, but not the same level of attention has been paid to PM2.5 and certainly not the same level of commitments," Swaminathan said. The impact of air pollution is not limited to public health but has a significant economic cost as well. Recently, the World Bank published a study highlighting that air pollution has resulted in a loss of around USD 8.1 trillion in 2019, which is 6.1 per cent of the global gross domestic product (GDP). "We are always talking about air pollution as a problem but studies also show a strong economic case for action on clean air. There are significant positive consequences to investing in cleaning up the air in terms of the return on investments. We know air pollution is not just bad for our health, but it's also bad for agriculture, because it reduces the sunlight that's reaching the crops and it's bad for our economy or any country's economy as it deters people from coming and living or visiting those places," Swaminathan added. Kalpana Balakrishnan, Director, WHO Collaborating Center for Occupational and Environmental Health, said that the main barrier to shifting to clean cooking fuels that can help reduce household air pollution levels is finance. "If we give free LPG to women for two years, they are unlikely to shift back to biomass cooking even if you remove the subsidies," she said. Through Pradhan Mantri Ujjwala Yojana (PMUY) launched in May 2016, more than 100 million households in India received LPG cylinders by the end of March 2023. Studies shows over 50 per cent of the households that received new LPG cylinders under PMUY did not choose to refill it even once. Around a third of the world's population - 2.4 billion people globally (including 500 million people in India) - still lack access to clean cooking solutions. Although the Ministry of Petroleum and Natural Gas (MOPNG) claims that the country's household LPG "coverage" stands at 99.8 per cent, the National Family Health Survey conducted in 2019-21 (NFHS-5) shows that 41 per cent of the population still cooks on biomass.

Indoor air pollution poses greater health risk than outdoor: Experts

New Delhi, Feb 12 () Cooking gas LPG price on Wednesday was hiked by a steep Rs 144.5 per cylinder due to spurt in benchmark global rates of the fuel.But to insulate domestic users, the government almost doubled the subsidy it provides on the fuel to keep per cylinder outgo almost unchanged. LPG price was increased to Rs 858.50 per 14.2 kg cylinder from Rs 714 previously, according to a price notification of state-owned oil firms. This is the steepest hike in rates since January 2014 when prices had gone up by Rs 220 per cylinder to Rs 1,241. Domestic LPG users, who are entitled to buy 12 bottles of 14.2-kg each at subsidised rates in a year, will get more subsidy. The government subsidy payout to domestic users has been increased from Rs 153.86 per cylinder to Rs 291.48, industry officials said. For Pradhan Mantri Ujjwala Yojana (PMUY) beneficiaries, the subsidy has increased from Rs 174.86 to Rs 312.48 per cylinder. After accounting for the subsidy that is paid directly into the bank accounts of LPG users, a 14.2-kg cylinder would cost Rs 567.02 for domestic users and Rs 546.02 for PMUY users. The government gave out 8 crore free LPG connections to poor women under PMUY to increase coverage of environment-friendly fuel in kitchens. Normally, LPG rates are revised on 1st of every month but this time it took almost two weeks for the revision to take place - a phenomenon which industry officials said was due to approvals needed for such a big jump in subsidy outgo. Kolkata, Mar 30 () The tea industry has sought afinancial package from the Centre to tide over the coronaviruscrisis as production in the gardens came to a halt in the wakeof the ongoing 21-day nationwide lockdown, an official said onMonday.The Consultative Committee of Plantation Associations(CCPA), the largest body of tea producers in the country,wrote a letter to the Union commerce ministry, seeking arelief package for the sector which is "passing through anacute financial crisis" in the last five years.In view of the production loss during peak season anddisruption in value chain due to the lockdown, the sector isfacing a severe cash flow problem, impeding its ability tocope with wage and other related obligations, CCPA chairmanVivek Goenka said in the letter on Sunday."We appeal for a financial package from the governmentto ride over the crisis and help secure employment of around1.2 million workers engaged in this sector," it said.The CCPA sought the government's intervention tosupport the wage payments through "direct transfer of Rs 1,000per week into the workers' accounts for three months".The financial requirement for tea workers of WestBengal and Assam will be around Rs 1,100 crore, the planters'body said, adding that it sought "subsidisation of employers'portion of PF contribution for three months, which will have afinancial impact of Rs 145 crore".Tea Board deputy Chairman Arun Kumar Ray said, "We arefully aware of the problems of the industry in this period ofcrisis.
