New Delhi, Feb 24 () Prime Minister Narendra Modi on February 29 will celebrate one year of implementation of the government's ambitious PM-Kisan scheme in Chitrakoot district of Uttar Pradesh, Agriculture Minister Narendra Singh Tomar said on Monday. Just before the general elections, Modi had launched the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) on February 24, 2019 in Gorakhpur. Under the scheme, the central government aims to provide Rs 6,000 per year in three equal instalments to 14 crore farmers. At present, all states except West Bengal are implementing the scheme. So far, 9.74 crore farmers are registered under the scheme, of which 8.45 crore farmers have received the payment so far after the data verification by state governments, according to the official data. "The one year completion of the implementation of the PM-Kisan will be celebrated at Chitrakoot in Uttar Pradesh on February 29. The Prime Minister on the occasion will distribute Kisan Credit Cards (KCC) to the beneficiaries of the PM-Kisan," Tomar said at the launch of a mobile app on PM-Kisan. Banks at district level will distribute the credit cards to PM-Kisan beneficiaries on that day, he said, adding that farmers can avail short term loan using these cards. The Prime Minister will also unveil setting up of 10,000 farmers producers companies (FPOs) announced in the budget. The Centre will provide fund of Rs 15 lakh to each FPO, he added. The minister said the government has taken several steps for achieving the target of doubling farmers income by 2022. The launch of PM-Kisan, ensuring credit and empowering farmers to pool together to form a company for better realisation - all these are step towards increasing farmers income. LUX MRMR

New Delhi, Feb 11 () The Centre has rejected Andhra Pradesh government's proposal to release the payment under PM-KISAN scheme as a lumpsum amount instead of installments, Agriculture Minister Narendra Singh Tomar informed Parliament on Tuesday. Under PM-KISAN, the central government provides a payment of Rs 6,000 per year in three equal installments of Rs 2,000 to 14.5 crore farmers across the country. In a written reply to the Lok Sabha, Tomar said the Andhra Pradesh government under its Rythu Bharosa scheme proposed to give Rs 12,500 per year to each farmer family inclusive of a benefit of Rs 6,000 given under PM-KISAN. The state government scheme also aimed to cover the tenant farmers. "State government had requested to release the payments under PM-KISAN scheme as a lumpsum amount instead of payments in installments. The request of Government of Andhra Pradesh was not accepted...," he said. The state's proposal was "not accepted" because PM-KISAN was meant to provide income support to all land holding farmers' families in the country, subject to certain exclusions. An amount of Rs 2,000 was paid in three equal installments to enable farmers take care of expenses related to agriculture and allied activities as well as domestic needs so as to protect them from falling in the clutches of moneylenders for meeting such expenses and ensure their continuance in farming activities, he added. The eligibility of farmers to join PM-KISAN is determined by the respective state governments on the basis of Operational Guidelines of the Scheme. As per the 2015-16 agriculture census, there are about 83.90 lakh landholdings in Andhra Pradesh. So far, 54.45 lakh farmers have registered under PM-KISAN, the Union Minister said in a separate reply. To those registered between December 2018 and March 31, 2019 in Andhra Pradesh, the centre has paid the first installment to 36.40 lakh beneficiaries, second installment to 34.11 lakh beneficiaries, third installment to 33.78 lakh beneficiaries and fourth installment to 31.35 lakh beneficiaries, he added. To those registered between April and July 2019 in the state, the centre has released first installment to 7.92 lakh beneficiaries, second installment to 7.64 lakh beneficiaries and third installment to 7.35 lakh beneficiaries. To those registered between August and November 2019, the centre has released the first and second installment to only one beneficiary but to those registered between December 2019 and March 2020, the centre has paid the first installment to 6.84 lakh beneficiaries of Andhra Pradesh, the minister added. Sharing all India figures, Tomar said a total of 9.60 crore farmer families across India have been successfully registered under PM-KISAN as on February 6. Of this, 8.44 crore beneficiaries have received benefits. Against the budgetary allocation of Rs 75,000 crore for this fiscal, funds amounting to Rs 44,516.7 crore have been transferred in the bank accounts of beneficiaries across the country, he added. Tomar said PM-KISAN is a continuous and ongoing scheme in which the financial benefits are transferred to the bank accounts of the identified beneficiaries as and when their correct and verified data is uploaded by the concerned states on PM-Kisan web-portal. The data of beneficiaries so uploaded by the concerned states/union territories undergoes a multi-level verification and validation by various agencies concerned before making payment to the beneficiaries. Hence, merely registration on the portal does not ensure benefit transfer to the beneficiaries, he said. From December 2019 onwards, Aadhaar authentication of beneficiaries data is also made mandatory. In case, any mismatch of provided details are noticed by the above mentioned agencies, details related to beneficiaries are required to be corrected or amended by the concerned states, he added. To a query if the government has a mechanism to check whether the scheme has brought changes in lives of farmers, the minister said the scheme was launched on December 2, 2019 and the same is in "nascent state." "As such, no formal study of the scheme has been done yet," he said, adding agriculture is a state subject and the prime responsibility of development of agriculture rests with states and the Centre through its various schemes supplements their efforts. Centre rejects AP govt's proposal to release lumpsum payment under PM-KISAN

New Delhi, Feb 24 () The Union Agriculture Minister Narendra Singh Tomar on Monday asked the West Bengal government to join the ambitious central scheme, PM-Kisan, which completed one year of operation without the state on board. Barring West Bengal, all other states and union territories are implementing the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) which has benefited 8.45 crore farmers so far in the country, against the target of 14 crore farmers. The minister also launched PM-Kisan mobile App on completion of one year of the implementation of the scheme. Tomar said: "West Bengal has not yet joined the scheme. There are 70 lakh farmers in the state. Benefits worth about Rs 4,000 crore will reach to these farmers if implemented." Of the 70 lakh farmers from the state, about 10 lakh farmers have already self-registered for the scheme via the online portal of PM-Kisan, he said and added the cash benefit to these farmers will reach once the state government verifies the data. Stating that the cash benefit under the scheme will not only help farmers but also boost the state economy, Tomar said: "Our officials have approached the state government in this regard many times. I have also written twice to the chief minister urging to join the scheme. But no reply has come yet from the CM." Tomar said some states like Andhra Pradesh, Bihar and Sikkim are slow in authenticating their farmers' data and the central government is pursuing with them seriously. The aim is to achieve the target of 14 crore farmers by next year. On PM-Kisan portal, the centre has received data of total 9.74 crore farmers. Already, payment has been made to 8.45 crore farmers, he said. About 85 per cent of the farmers data registered under the scheme has been Aadhar verified, the rest will be completed soon, he added. New Delhi, Mar 26 () To provide relief to farmers affected due to the lockdown, the Centre on Thursday said it will transfer in the first week of April the first installment of Rs 2,000 to each of 8.69 crore beneficiaries under the PM-KISAN scheme.Announcing the relief measures within 36 hours of nationwide lockdown, Finance Minister Nirmala Sithraman said: "Farmers receive Rs 6,000 annual from PM-KISAN. Govt to transfer Rs 2,000 under PM-KISAN scheme to 8.69 cr farmers in April 1st week

New Delhi, Feb 1 () The government has proposed a lower allocation of Rs 54,370.15 crore for PM-Kisan scheme this fiscal, as against the budget projection of Rs 75,000 crore because of implementation hurdles in some states, according to the Budget document.
 Despite lower outgo on the PM-Kisan scheme -- under which Rs 6,000 is being provided to eligible farmers per year in three equal instalments, the government has kept the budget estimate for the next fiscal at the same level of Rs 75,000 crore.
 The government has disbursed over Rs 43,000 crore to more than 8 crore farmers under the Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) scheme so far.
 According to sources, the allocation has been reduced in the Revised Estimate (RE) for the current fiscal as some states, including West Bengal, have not rolled out this scheme and many others do not have proper data of the farmers.
 The projection of the number of beneficiary farmers has also been lowered to 14 crore from the earlier 14.5 crore. LUX MJH DRR

Govt cuts allocation for PM-Kisan by 27.5 pc for this fiscal

New Delhi, Jan 30 () The government may reduce allocation for the PM-KISAN scheme by 20 per cent to around Rs 60,000 crore in the upcoming Budget due to implementation hurdles in some states, according to sources.
 The Centre had allocated Rs 75,000 crore in the Budget Estimate (BE) for 2019-20 to implement the PM-KISAN scheme, under which Rs 6,000 is being provided to farmers per year in three equal instalments.
 However, sources said the allocation is estimated to have come down to Rs 61,000 crore in the Revised Estimate (RE) for the current fiscal as some states, including West Bengal, have not rolled out this scheme and many others do not have proper data of the farmers.
 The projection of the number of beneficiary farmers has also been pegged lower at 14 crore from the earlier 14.5 crore.
 "The government is expected to allocate around Rs 61,000 crore for 2020-21 fiscal, almost same amount that was provided in the revised estimate for the 2019-20 fiscal," a source said.
 The allocation in revised budget estimate has been lowered as the Central government has so far distributed funds under the PM-KISAN scheme to 8.35 crore farmers, sources added.
 In the interim Budget presented in February 2019, the government had launched the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN).
 That apart, the government may increase farm credit target by 10 per cent from Rs 13.5 lakh crore targeted for this fiscal, sources said.
 The target for agriculture credit for this fiscal has already been achieved.
 Sources also said the government may allocate Rs 15,000 crore for farm insurance scheme, up from Rs 14,000 crore in the current year. Already, the government has disbursed Rs 12,135 crore towards premium till December 2019. LUX MJH ABM

New Delhi, Feb 24 () On the first anniversary of launch of the government's ambitious PM-Kisan scheme, Agriculture Minister Narendra Singh Tomar on Monday launched a mobile app to broaden the reach of the programme that aims to provide annually Rs 6,000 to each eligible farmer. The Pradhan Mantri Kisan Samman Nidhi (PM-Kisan) was launched on February 24, 2019 in Uttar Pradesh and all states are implementing the scheme, except for West Bengal. So far, 9.74 crore farmers are registered under the scheme against the target of 14 crore farmers. Of which, the payment has been made to 8.45 crore farmers so far after the data has been verified by the state governments, as per the official data. Launching the mobile app, the Minister said this has been developed to broaden the reach of the scheme, which is playing an important role in achieving the target of doubling farmers income by 2022. Using the mobile app, farmers can know the payment status, correct name as per Aadhaar, know registration status and scheme eligibility besides helpline numbers and self registration features, he said. The mobile app has been developed and designed by the National Informatics Centre, Ministry of Electronics and Information Technology. Already, a portal on PM-Kisan is in place for registration under the scheme. It provided end-to-end technology solution for transferring the benefits directly into the accounts of registered farmers. There is a farmers' corner on the portal where they can themselves or with the help of common service centres can file their request online and check the status of their application or make correction in name as per Aadhaar etc. LUX DRR

Govt launches mobile app to broaden reach of PM-Kisan

New Delhi, Apr 13 () The government has disbursed Rs 16,621 crore to about 8.31 crore beneficiary farmers under the PM-KISAN scheme since March 24, the day lockdown was announced to curb COVID-19.The total amount released during the lockdown period also includes last year's due payment of Rs 1,674.43 crore which has been disbursed to 83.77 lakh beneficiary farmers, an official statement said.The rest Rs 14,945 crore has been released to 7.47 crore farmers as the first installment under the PM-KISAN for the 2020-21 fiscal which started from April 1.Under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme, the Centre transfers an amount of Rs 6,000 per year, in three equal instalments, directly into the bank accounts of farmers, subject to certain exclusion criteria relating to higher income status.To give immediate relief to farmers affected by the nationwide lockdown, the government had on March 27 promised to transfer the first installment of Rs 2,000 to each of 8.69 crore beneficiaries under the scheme, in the first week of April.Besides, the Centre said it has dispatched 3,985 tonnes of pulses for free delivery to PDS beneficiaries under the Pradhan Mantri Garib Kalyan Yojana (PM-GKY).The Union Agriculture Ministry has also decided to allow 'Truthful Label seeds' for subsidy components for the North East, Hilly regions and the UTs of Jammu &amp; Kashmir only, for all crops under National Food Security Mission.The ministry further said organic products are being delivered in Punjab at doorstep in the specially designed electric van under Paramparagat Krishi Vikas Yojana (PKVY).In Maharashtra, 21,11,171 quintals of fruits and vegetables have been sold by 27,797 Farmer Producers Organisations (FPOs) in 34 districts by online/direct sale method, it added. Govt disburses Rs 16,621cr under PM-KISAN since lockdown

New Delhi, May 9 () Finance Minister Nirmala Sitharaman on Saturday said Rs 18,253 crore has been disbursed to 9.13 crore farmers under the PM-KISAN scheme during the ongoing nationwide lockdown. Under the PM-KISAN (Pradhan Mantri Kisan Samman Nidhi) scheme, each farmer gets Rs 6,000 in a year in three equal installments directly in bank account. Front-loading the release of the first installment under the PM-KISAN scheme was part of the Rs 1.70 lakh crore Pradhan Mantri Garib Kalyan Package (PMGKP) announced on March 26 to protect the poor from the impact of the coronavirus lockdown. The lockdown was imposed by Prime Minister Narendra Modi on March 25 to curb the spread of COVID-19, and since then it has been extended twice. With regard to further assistance to farmers, the finance minister said that 3 crore farm loan borrowers have opted for a three-month moratorium. "Since March 2020, 9.13 crore farmers have been paid Rs 18,253 crore under PM-KISAN during the #lockdown. About three crore farmers with agri loans totaling Rs 4,22,113 crore availed the benefit of the 3-month loan moratorium," Sitharaman said in a tweet. The Reserve Bank of India (RBI) on March 27 allowed banks to grant moratorium on installments of term loans, scheduled to be paid between March 1 and May 31. In order to ease burden on loan borrowers, she said, "PSBs contacted more than 95% of borrowers eligible for emergency credit lines &amp; working capital enhancements between March 20 - May 6. The amount sanctioned jumped to Rs 54,544 crore, more than double the amount 2 days ago. Number of cases covered more than tripled." In an effort to promote rural employment through infra projects, the government has rendered support to states under the Rural Infrastructure Development Fund (RIDF). "Support of Rs 4224 cr was provided to states under RIDF during Mar, 2020 for promoting rural employment through infra projects. Working capital limit of Rs 6700 cr has been sanctioned for procurement of agriculture commodities to State Govt entities since Mar, 2020," she said in another tweet. The RIDF is a pool created by shortfall of specified priority sector lending of banks. The fund is managed by National Bank for Agriculture and Rural Development (NABARD) is thus utilised for development of rural infrastructure in the country. Domestic commercial banks contribute to the fund to the extent of their shortfall in stipulated priority sector lending to agriculture. The main objective of the fund is to provide loans to state governments and state-owned corporations to enable them to complete ongoing rural infrastructure projects. DP MKJMKJ

New Delhi, Dec 12 () As many as 43.20 lakh farmers from Andhra Pradesh have received funds from the Pradhan Mantri Kisan Samman Nidhi Yojana (PM-Kisan) till November this year, under which the central government gives Rs 6,000 per annum in three equal installments.
 As per the agriculture ministry data, till November this year about 46.86 lakh farmers have been enrolled under the scheme in Andhra Pradesh, out of which the central government has released funds to 43.20 lakh farmers.
 Among districts, the funds were released to about 4.72 lakh farmers in Anantapur, 4.05 lakh in Kurnool, 4 lakh in East Godavari, 3.89 lakh in Guntur, 3.75 lakh in Chittoor, 3.48 lakh in Prakasam, 3.22 lakh in West Godavari and 3.04 lakh in Krishna so far.
 Besides, the funds were released to 2.83 lakh farmers in Visakhapatanam, 2.56 lakh in YSR district, 2.40 lakh in Vizianagaram and 2.28 lakh in Nellore, the data showed.
 The target is to cover 83.82 lakh farmers in Andhra Pradesh under the scheme.
 Under the PM-Kisan scheme, which was launched in February this year, the central government has transferred funds to 7.60 crore beneficiary across the country till November 30. About Rs 35,882.8 crore has so far been disbursed to beneficiaries.
 From December onwards, the Centre has decided to transfer funds under the PM-Kisan to only Aadhaar-authenticated bank accounts of eligible farmers.
 According to the ministry, the release of installments to beneficiary farmers are in various stages of progress. Some farmers have got all three installments, some only two and some only one, depending upon the four-monthly period in which they have been first registered by the concerned state governments.
