A special court here on Tuesday remanded former JD(S) MP <keyword id="20313055" type="General" weightage="100" keywordseo="Prajwal-Revanna" source="keywords">Prajwal Revanna</keyword>, who is facing charges of <keyword id="19907938" type="General" weightage="20" keywordseo="rape" source="keywords">rape</keyword> and <keyword id="20027232" type="General" weightage="20" keywordseo="sexual-abuse" source="keywords">sexual abuse</keyword>, to <keyword id="19911103" type="General" weightage="20" keywordseo="judicial-custody" source="keywords">judicial custody</keyword> till June 24. The 42nd Additional Chief Metropolitan Magistrate court had on June 12 remanded him to the custody of the <keyword id="20085377" type="General" weightage="20" keywordseo="Special-Investigation-Team" source="keywords">Special Investigation Team</keyword> (<keyword id="19925651" type="General" weightage="20" keywordseo="SIT" source="keywords">SIT</keyword>), which is probing the cases against him, till June 18. The 33-year-old had failed in his bid to retain the <keyword id="22095822" type="General" weightage="20" keywordseo="Hassan-parliamentary-constituency" source="keywords">Hassan parliamentary constituency</keyword> in the recent polls. SIT officials arrested Revanna soon after he landed at Bengaluru airport from Germany on May 31. He had left for Germany on April 27, a day after Hassan went to the polls. A '<keyword id="21526463" type="General" weightage="20" keywordseo="Blue-Corner-Notice" source="keywords">Blue Corner Notice</keyword>' seeking information on his whereabouts had earlier been issued by the Interpol, following a request by the SIT via the Central Bureau of Investigation. Revanna was arrested in a case registered against him in Holenarasipura in Hassan district on April 28. He was accused of sexually harassing a 47-year-old former maid. He has been booked in three cases of sexual assault. There are also charges of rape against him. The cases of sexual abuse came to light after pen-drives containing explicit videos allegedly involving Revanna were reportedly circulated in Hassan, ahead of Lok Sabha polls there on April 26. JD(S) suspended him from the party after cases were filed against him.

Municipal commissioners from major cities and select district election officers from Bihar and Uttar Pradesh discussed enhancing voter engagement and participation in identified urban and rural Lok Sabha seats. At its conference on low <keyword id="20108198" type="General" weightage="20" keywordseo="voter-turnout" source="keywords">voter turnout</keyword> here, the EC said 266 parliamentary constituencies -- 215 rural and 51 urban -- with low voter turnout have been identified. Eleven states and Union territories - Bihar, Uttar Pradesh, Delhi, Maharashtra, Uttarakhand, Telangana, Gujarat, Punjab, Rajasthan, Jammu and Kashmir and Jharkhand - had a voter turnout lower than the national average of 67.40 per cent in the 2019 Lok Sabha polls. Addressing the participants, <keyword id="19998985" type="General" weightage="20" keywordseo="Chief-Election-Commissioner" source="keywords">Chief Election Commissioner</keyword> Rajiv Kumar stressed that 'one size fits all' approach will not work and different strategies have to be worked out for different areas and segments. Polling for the seven-phased Lok Sabha polls begins on April 19. Kumar emphasised on a three-pronged strategy of providing facilitation at polling stations, such as queue management, sheltered parking in congested areas; targeted outreach and communication; and involvement of critical stakeholders including RWAs, local icons and youth influencers to persuade people to come to polling stations on voting day. He told officials to prepare a booth-wise action plan for enhanced participation and behaviour change. He asked the participants to prepare different strategies for urban and rural areas and plan interventions accordingly for different target audiences. Discussions were centred on critical issues such as optimising queue management at polling stations and facilitating voting in high-rise buildings. Urban specific hurdles to increased voter turnout were identified and targeted city-specific interventions were planned. The officers were encouraged to develop tailored, region-specific outreach programs that resonate with the unique needs and demographics of their constituencies. The Commission recalled that nearly 29.7 crore eligible voters did not vote in the 2019 Lok Sabha elections "underscoring the scale of the problem which calls for proactive measures". In the last Lok Sabha elections, of the 50 seats with the lowest voter turnout, 17 were in metropolitans or major cities. It said recent elections across various states have highlighted trends of urban apathy towards the electoral process, warranting targeted interventions and collaborative endeavours.

The affidavit submitted with her nomination reveals that she has total assets of Rs 1,23,61,26,601 and liabilities of Rs 1,42,21,695 making her net worth Rs 1,22,19,04,906. Her actor husband <keyword id="19914931" type="General" weightage="20" keywordseo="Dharmendra" source="keywords">Dharmendra</keyword> has total assets of Rs 26,52,32,266 but liability of Rs 6,49,67,402 thus making his assets worth Rs 20,02,64,864. As per the affidavit, Hema Malini, 75, has no criminal cases pending against her. She has declared acting as her profession like her husband <keyword id="20792548" type="General" weightage="20" keywordseo="dharmendra-deol" source="keywords">Dharmendra Deol</keyword>. Hema Malini presently owns total wealth, including bungalows, cars, jewellery, cash, shares and term deposits worth over Rs 141 crore, while five years ago, her total assets had been valued at around Rs 114 crore. She has disclosed acting as her profession, rent and income through interest as sources of income while acting, pension and interest are detailed as source of her husband's income. As per the affidavit, she has an honorary Ph.D from Sir Padampat Singhania University at Udaipur in 2012. She has Rs 13,52,865 cash while her husband Dharmendra Deol has Rs 43,19,016 cash in hand. Besides, a bank account in her name has Rs 99,93,177 and her husband has Rs 3,52,99,371 in his bank account. According to the Conduct of Election Rules, postal ballots were taken up for counting first and the process of counting of votes recorded in electronic voting machines (EVMs) began 30 minutes later. Elections to the assemblies of Arunachal Pradesh and Sikkim were also held alongside the Lok Sabha polls. The results of these elections were declared on June 2. <ul class="summary-list"><li>The House of Commons <keyword id="14020618" type="UNKNOWN" weightage="60" keywordseo="standards-committee" source="Orion">Standards Committee</keyword> has published a report proposing updates to MPs rules.</li><li>MPs who hold ministerial posts will have to declare gifts and hospitality given to them in a ministerial capacity to <keyword id="11893698" type="UNKNOWN" weightage="60" keywordseo="parliament" source="Orion">Parliament</keyword>.</li></ul>Campaigners have cautiously welcomed proposals from a Parliamentary committee to tighten rules for MPs on declaring freebies and bans on lobbying, while urging more action on second jobs and the necessity to uphold ethical standards in public life.The cross-party Standards Committee's recommendations, which must be approved by the House of Commons, include:<ul><li>The end of the exemption for MPs who are ministers, where if they were given a gift or received hospitality, they could argue it was in their ministerial capacity. As a result, they would not have to declare it to Parliament but it would be published on a slower time scale by the government. The new rule would require ministers to declare all gifts and hospitality to Parliament within 28 days.</li><li>An update to the Seven Nolan Principles of Public Life to make them more specific to the work of MPs, including making explicit in the revised principles that MPs should "exemplify anti-discriminatory attitudes in their own behaviour".</li><li>A ban on MPs providing any form of parliamentary advice, consultancy, or strategy services, while also firming up rules banning MPs from lobbying the government on behalf of an outside interest who is rewarding the MP in some way.</li><li>Requiring MPs to provide the sleaze watchdog, the Parliamentary Commissioner for Standards, with a copy of a contract for any outside work they have, on request.</li></ul>These reforms were broadly welcomed by think tanks and campaigners Insider spoke to ahead of the report's release.The change to the Nolan Principles was not met with universal support on the committee, however, with four of the non-elected lay members of the committee noting their dissent.Instead of just noting the requirement for MPs to exemplify "anti-discriminatory attitudes", the lay members say MPs should demonstrate "anti-racism, anti-misogynistic attitudes, inclusion and diversity".Dr Hannah White, deputy director at the Institute for Government, says the committee's proposal is an important first step in official Parliamentary recognition of a tailored version of the Nolan principles."It's welcome that the committee has stuck with its proposal to include specific reference to the importance of MPs exemplifying anti-discriminatory attitudes – in the face of government opposition to this change. However, in light of recent concerns about harassment and misogyny in Parliament it's notable that four of the Committee's lay members argued that it should have gone further and also required MPs to demonstrate anti-misogynistic attitudes," she told Insider."The Committee's repeated emphasis on the fact that the principles are not an investigable aspect of the code is accurate but may have the unfortunate effect of weakening MPs' perceptions of their importance. The proposal to change the rules on how ministers declare gifts is likely to cause friction with the government.But the committee sided with witnesses, including this reporter, who argued having one rule for backbench MPs and another for ministers did not make sense, with campaigners at Transparency International UK saying it was a "perverse situation".Rose Whiffen is a research officer at Transparency International UK. She welcomed the proposals in the report."It's heartening to see so many of our recommendations featured in the Committee's final report, which is the first review of the Commons rule book for years. Revising the rules on gifts and hospitality will improve transparency and end the current oddity whereby backbenchers are subject to stricter reporting requirements than ministers," she said. "To help restore confidence in the probity of our politicians, these much-needed changes to Parliament's rules should be introduced without delay."The question of an explicit ban or limitations on second jobs, however, remains unaddressed by the committee. While the report does introduce a ban on MPs from giving advice on Parliamentary proceedings, such as preparing witnesses for select committee appearances, it concludes it should be down to the electorate to decide if an MP's second job is acceptable.Tom Brake, a former Liberal Democrat MP, now runs the campaign group Unlock Democracy. He said while changes to the lobbying rules were welcome, the committee had missed an opportunity to take strong action on second jobs."Scrapping the arbitrary distinction between initiating and participating in proceedings, which provided cover for covert lobbying is welcome. Less welcome is the committee's unwillingness to tackle MPs second jobs", Brake told Insider. "Recognising people expect MPs to focus on their constituency roles, without willing the means to ensure that they do, is a cop out."The committee also concluded that it would keep the requirement for MPs to have to declare if any close family members are involved in lobbying. In the report, the committee cited this reporter's evidence as a reason they u-turned on their original proposal to scrap the requirement.

<ul class="summary-list"><li><keyword id="13569544" type="UNKNOWN" weightage="60" keywordseo="steve-baker" source="Orion">Steve Baker</keyword> has advertised for three unpaid six-month interns to work in Parliament and his constituency office.</li><li>Baker received more than £23,000 in donations to pay for a part-time consultant since March 2021.</li></ul>Senior backbench Conservative MP Steve Baker has been accused of "exploiting young people" for advertising unpaid internships lasting six months in his Parliamentary and constituency offices.The unpaid positions come despite Baker declaring £23,400 in donations since March 1, 2021 to pay for the cost of a part-time media and strategic campaign consultant.Job listings on the Working for an MP site show Baker, a former Brexit minister, is currently offering a "constituency volunteer internship", lasting six months. Responsibilities include working on Baker's casework from his Wycombe constituents with issues they hope his office will be able to address. The role is unpaid and has no expenses attached.Earlier this year in March, Baker advertised a six-month "Parliamentary volunteer internship", with "reasonable expenses considered". Seven months earlier, in August 2021, he advertised another six-month unpaid internship in Parliament with the same expenses policy.Expenses for the Parliamentary role would only cover travel, food, and non-alcoholic drink, leaving interns to find their own support for the high cost of accommodation in London. Baker suggests for all three internships that they may like to do the role "around a part-time job".Despite the unpaid roles, Baker has received support worth £23,400 to pay for the part-time services of a media and strategic campaign consultant since <a href="https://publications.parliament.uk/pa/cm/cmregmem/220328/baker_steve.htm">March 2021</a>.Ed Barker, a former Conservative parliamentary candidate, is working to support Baker's Covid Recovery Group, a group of MPs critical of the government and coronavirus lockdown restrictions.The donations Baker has received is greater than the annual minimum salary of a paid Parliamentary intern of £17,901. One MP, who has recently tried to introduce legislation banning unpaid internships longer than four weeks, told Insider unpaid internships such as those offered by Baker were "exploiting young people".Alex Cunningham, a Labour MP, said: "Unless it's part of an education or training course, or short-term work shadowing and experience, then there's no good reason to advertise for unpaid internships lasting six months. If there's a need to increase staffing – as it appears is the case from Mr Baker's job adverts – then they should be paid the going rate."The days of exploiting young people by failing to pay them for the work they do during long internships must come to an end."Unpaid internships are increasingly rare in Parliament. The only other MP on the Working for an MP website recently advertising such a role is Conservative MP Daniel Kawczynski. Baker's office did not respond to a request for comment.

A still photograph of the screen view during the meeting was widely circulated on Twitter, showing William Amos with no clothes on but holding a black object.Although the above tweet described Amos as flashing "the nation," the video feed was an internal one available only within the Canadian parliament.Amos, a member of Canada's governing Liberal party, appeared onscreen unclothed and moving around his office on a House of Commons video feed visible to MPs and staff, <a href="https://www.cbc.ca/news/politics/william-amos-liberal-mp-naked-parliament-1.5988128">the Canadian Broadcasting Corporation (CBC) reported</a>. Amos represents the Quebec constituency of Pontiac. He said in a bilingual Twitter apology that the appearance was the result of "a really unfortunate mistake.""My camera was accidentally left on as I changed into work clothes after going for a jog," he added, apologizing to his colleagues.
