New Delhi, Apr 13 () State-run Coal India has engaged its retired doctors to meet the shortage of medical staff at its hospitals to fight COVID-19 pandemic. Coal India arm Central Coalfields Ltd has engaged seven retired doctors while Northern Coalfields Ltd and Western Coalfields Ltd have engaged two physicians each, an official told . Eastern Coalfields Ltd and Bharat Coking Coal Ltd have hired one retired doctor each, the official added. Coal India had recently issued guidelines to engage retired doctors and paramedical staff on temporary contract basis in its fight against the pandemic, which has spread to almost every state in the country. "Keeping in view of the shortage of doctors and paramedical staff in the hospitals/ dispensaries of CIL/subsidiaries and need to prepare well to prevent/address the outbreak of coronavirus (Covid-19), the PSU had recently issues guidelines for engagement of retired doctors and paramedical staff of CIL/ Subsidiaries on temporary contract basis," the official said. These guidelines will be effective for three months only, the official said. Presently, 839 doctors are working in Coal India which accounts for over 80 per cent of domestic coal output. Coal India subsidiaries have set up 1,509 isolation beds in eight states. The eight coal bearing states are Jharkhand, West Bengal, Odisha, Madhya Pradesh, Uttar Pradesh, Chhattisgarh, Maharashtra and Assam. Besides, Coal India arm MCL will also fund a COVID-19 hospital, having 500 beds and 25 intensive care units, in the capital city of Odisha. The hospital was recently inaugurated by Odisha Chief Minister Naveen Patnaik. CIL subsidiaries have also distributed more than 3.3 lakh face masks to the people in and around coal mines. The PSU has developed a sanitising chamber for disinfecting its mine workers. First responders from the Rialto Fire Department responded to the scene, including Rialto Police Officer Ralph Ballew, who filed the report.Body camera footage obtained by <a href="https://www.foxla.com/news/paramedics-allegedly-refused-to-enter-care-facility-to-help-man-who-wasnt-breathing">KTTV</a> showed paramedics wearing masks and standing outside the premises of the care facility. The officer went into the facility to explain to nurses that paramedics couldn't enter due to some "state COVID guideline."Though the paramedics did not specifically state the restriction they were referring to, KTTV reported that a guideline could be included in an outdated April 2020 memo, in which "personnel responding to long-term care facilities" should request "the facilities to move patients to the door or outside the location."The memo, however, goes on to say: ""If [the] patient cannot be transferred to exit for or outside prior to arrival, one member of Fire/EMS personnel should initially interact with the patient" and goes on to explain the type of Personal Protective Gear (PPE) that is advisable," according to the KTTV report.According to The Post report, one paramedic told facility staff that they would have to bring out the patient in order for him to receive care, to which the nurse said "could not move the patient and disrupt the rescue effort," Ballew wrote in his report."You are doing the same thing we would have to do if we went in," one of the first responders said, according to Ballew. "So, hurry up and bring him out so we can help."In the video, a nurse is seen administering CPR on the patient with other medical staff alongside the bed. Ballew proceeded to help the nurses to push the bed, which had no wheels, out the front door to the waiting first responders, who took over from the nurse to administer care. The patient was transported to a local hospital, where he was later pronounced dead."It is difficult to watch the tape," Ed Scott, a city councilor in Rialto, said, according to KTTV.Rialto Mayor Deborah Robertson called for a "thorough investigation" at a <a href="http://rialto.granicus.com/ViewPublisher.php?view_id=2" target="_blank" rel="noopener">city council meeting</a> last week."We want to have a thorough investigation, and the actions [of the paramedics], if they were not in any way in keeping with policy, or even if it was, it will be addressed," Robertson said, according to The Post.Representatives from the Rialto Fire Department did not immediately return Insider's request for comment.Acting Fire Chief Brian Park said in a statement to The Post that the paramedics involved were placed on leave pending a third-party investigation.Park went on to say the department aims to provide "compassionate service" to the public and that he would "ensure the independence of the outside investigation."

Paramedics are under fire for their handling of a dying woman on an American Airlines flight

(AP) - Detectives are investigating an assisted living facility that closed Thursday and left behind 14 sick and elderly patients, a spokesman for the Alameda County Sheriff's Office said Saturday.
Paramedics called to the Valley Manor Residential Care center in Castro Valley found a notice on the door from the state Department of Social Services ordering the site to be closed.
The San Francisco Chronicle and other media outlets report (<a href="http://bit.ly/1dyvplR">http://bit.ly/1dyvplR</a> ) that paramedics also found bedridden patients attended by a handful of staff members who stayed to help them, despite not being paid.
Sheriff's Sgt. J.D. Nelson said the staff members who stayed included a cook, janitor and a single caretaker who felt bad for the patients.
Nelson said an investigation could potentially result in elder abuse charges.
The patients were transported to other homes Saturday for temporary care while new places are found for them.
The facility came to the attention of law enforcement Saturday after paramedics responding to an emergency call found a small staff struggling to care for the residents, Nelson said.
Michael Weston, a spokesman for the California Department of Social Services, told KPIX-TV that social service officials had checked on the facility Saturday and were told the patients would be cared for over the weekend.
"I can tell you that the department has been engaged with this facility for quite a while and there is a history of concerns," Weston said. "Apparently, what happened is that the facility staff felt that they were starting to lose the capability to care for these individuals, so they called for help."

He emphasized that everyone knows the 'Services' Department falls directly under the LG of Delhi, making it the responsibility of the Lieutenant Governor to fill these vacancies. The Health Minister presented letters he had written earlier to the LG informing him about these vacancies. He stated that after taking over as the Health Minister of Delhi in March 2023, he wrote his first letter to the LG on April 19, 2023, informing him of a shortage of 292 General Medical Duty Officers (GDMOs) and 234 Specialists in Delhi Government hospitals, and appealed for these vacancies to be filled as soon as possible. No action was taken to fill these vacancies. Instead, doctors holding high positions in Delhi Government hospitals through <keyword id="22672127" type="General" weightage="20" keywordseo="Central-Health-Services" source="keywords" meta.keywordsubtype="org" meta.entityname="Central Health Services" meta.hostid="261" meta.entityid="Central Health Services">Central Health Services</keyword> (CHS) were also recalled by the Central Government, removing them from Delhi Government hospitals.
