More officers from neighbouring counties will be trained at India's prestigious strategic leadership institution - <keyword id="66533" type="ORGANIZATION" weightage="20" keywordseo="National-Defence-College">National Defence College</keyword> (NDC) - as New Delhi increases its engagement with neighbours to counter the growing influence of China. Five more friendly countries -- <keyword id="169344" type="COUNTRY" weightage="20" keywordseo="Tajikistan">Tajikistan</keyword>, <keyword id="8692" type="COUNTRY" weightage="20" keywordseo="Indonesia">Indonesia</keyword>, <keyword id="6354908" type="LOCATION" weightage="20" keywordseo="maldives">Maldives</keyword>, Uzbekistan and <keyword id="3750" type="COUNTRY" weightage="20" keywordseo="Philippines">Philippines</keyword> -- will now be able to send their officers to India for annual training in national and international security-related fields. "In the next two years, NDC is going to increase intake of 20 participants from its current capacity of 100," Defence Secretary Ajay Kumar said during opening statement of the diamond jubilee of the institution. NDC was inaugurated in 1960 with 21 participants. Kumar said that the seats have been increased keeping in view of huge demand India is getting from friendly foreign nations. Out of existing 100 capacity, 75 are reserved for Indian senior defence and civil services officers and 25 are for officers from foreign nations across the continents. It is learnt that out of 20 increased seats almost half of them would be reserved for friendly foreign nations. The seats are also reserved for officers coming from Nepal, Myanmar and Bangladesh. The officer said that 10 seats would be increased in 2021 and another 10 in 2022. The NDC also functions as an important instrument of the state towards fostering and enhancing strong relationships with friendly countries, not only in the neighbourhood but also globally. Further, Kumar said, from next session 'President Chair of Excellence' has been planned to be established in the institution. The aim of NDC is to equip future policymakers with the background necessary for a broad understanding of the varied social, economic, political, military, scientific and organisational aspects involved in the planning of national strategy. The recent changes in the geopolitical environment and reshaping of the world order accompanied by the heightened security scenario in the Indo-Pacific and the Indian sub-continent has a direct impact on the development of India. Hence, it was only apt for the NDC to discuss the various issues affecting India. The institution has also planned Diamond Jubilee international webinar from November 5 to November 6 with the main theme on 'India's National Security - The Decade Ahead'. The two-day webinar will commence with a keynote address by Defence Minister Rajnath Singh when he addresses the graduating members of the 60th NDC course. The webinar will witness discussion on important topics relevant to the present geopolitical situation in the world and the relevance of emerging international order to India during and the post-Covid period. The sub themes include talks by various speakers on the geopolitics in 21st century followed by a discussion on transformation of India and its security horizon over the next decade. Further, a total 30 chiefs of services, 74 chiefs of services of foreign nations, 20 ambassadors, two election commissioners and two governors are alumni of the institution. India enlists five more countries to send their officers to train at the National Defence College

Following the inauguration of a National Data Centre (NDC) in Bhubaneswar this May, Prasad announced the government’s plans of establishing the largest National Data Centre in Bhopal. Prasad also announced that the NDC will have a capacity of five lakh servers. Throwing in some more announcements at the occasion, the minister mentioned that the rural BPO promotion scheme will be increased to 1 lakh seats from the current 48,000. So, what will the National Data Centre do? A National Data Centre’s primary aim is to provide ‘the citizens with online services and the e-Governance projects launched by the government’, according to the<a href="https://datacentres.nic.in/"> official website</a> of <keyword id="6373306" type="COMPANY" weightage="20" keywordseo="national-informatics-centre">National Informatics Centre</keyword> (NIC), the organisation under the government’s IT Department that is responsible for the establishment of the NDCs. As <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword> becomes the largest data consumer, there is a pressing need to increase data storage for apps and websites of these services. And this is exactly what the new NDC will cater to. However, this is not the first in the country, there are four other NDCs in Delhi, Bhubaneswar, Hyderabad and Pune; but this is expected to be the largest. NIC has announced that the Madhya Pradesh Government has already made the land available for the project and the centre should come up within the next two years. Rural BPO promotion scheme Prasad, who wants to make India the ‘hub for BPO movement’, said that the expansion of the rural BPO promotion scheme would bring about several benefits. The scheme is aimed at increasing employment in India, both directly and indirectly - employment related to creating the BPOs and working for them once they are created. An added perk would be finding this sort of employment near your home, in small towns. Currently, people from small towns have to relocate to bigger cities to work in these BPOs. With this being the election year, the government is also making sure it makes the right statements about policies that have already been implemented. In his speech, Prasad mentioned that Aadhar, world’s largest biometric identification with 121 crore unique IDs, is already benefiting the public. According to the minister, Aadhar has helped in the direct benefit transfer of <a href="https://www.business-standard.com/article/economy-policy/india-s-largest-national-data-centre-to-come-up-in-bhopal-118061900020_1.html">₹4 trillion</a> to the poor. Furthermore, ₹900 billion have been saved by removing the fictitious beneficiaries from this list, said Prasad. Jim Himes of Connecticut, a former chairman of the New Democrat Coalition, pushed back on what he characterized as a media narrative that the party has shifted left in recent years."We got a rockstar or two who represent deep deep blue districts and who are putting forward ideas that are very very progressive. And that's great. We embrace that and accept that. We embrace the intellectual diversity within the Democratic Caucus," he said in an obvious reference to firebrand Democrats like Ocasio-Cortez. Progressives like Alexandria Ocasio-Cortez may be the 'rock stars' of the Democratic House majority - but another group of freshman Democrats is reshaping Congress

New Delhi, Jan 31 () India is on track to achieve its Nationally Determined Contributions under the Paris Agreement, the Economic Survey said.
 India has strived to ensure that it follows a growth path that delivers sustainable development and protects the environment by investing in various schemes aligned with its Nationally Determined Contributions (NDC) under the Paris Agreement in accordance with principles of equity and common but differentiated responsibilities, the survey has stated.
"India is on track to achieve its NDCs (goals). The survey further highlights the significant leap in India's renewable energy sector i.e. 83 GW targets being achieved out of aimed target of 175 GW Renewable Energy under one of the world's largest renewable energy expansion programs," the Survey said.
Swachh Bharat Mission (Urban) was launched in 2014 with twin objectives of ensuring 100 per cent scientific solid waste management and making urban India open defecation free (ODF) to achieve total environmental improvement, the Finance Ministry said in a release. 
 All Urban areas of 35 States/UTs have become ODF and percentage of waste processing rose from around 18 per cent to 60 per cent.
India's decision to revise the National Action Plan on Climate Change (NAPCC) is in line with NDCs to make it more comprehensive. Schemes like UJALA for LED bulb distribution have crossed 360 million mark, while street lighting programme under which 10 million conventional street lights were replaced by LED street lights resulting in saving 43 million tons of CO2 emission.
"In the solar sector, the International Solar Alliance (ISA) has taken up the role of enabler by institutionalizing 30 fellowships from the member countries; of facilitator by getting the lines of credit worth USD 2 billion from EXIM Bank of India and USD 1.5 billion from Agence Francaise de Development (AFD), France; of an incubator by nurturing initiatives like the solar risk mitigation initiative and of an accelerator by developing tools to aggregate demand for 1000 MW solar and 2,70,000 solar pumps," the ministry said.
Recently, India also launched the coalition for disaster resilient infrastructure (CDRI) on sidelines of UN Secretary General's Climate Action Summit in September 2019.
 CDRI aims to promote resilience of new and existing infrastructure systems to climate and Disaster Risks to reduce the infrastructure losses from Disasters.
India has the second largest emerging green bond market after China.
"The Survey also expressed concern over crunch issue in climate finance .Green Climate Funds' first replenishment (2020-2023) so far witnessed 28 countries pledging resources to replenish the fund for an amount of USD 9.7 billion which is quantitatively lower than the Initial Resource Mobilization (IRM) period.
 "The Survey further expressed a hope that India will continue to do its fair share of responsibilities while strongly calling for developed countries to take the lead," the statement said. ABI MR

India on track to meet NDC goals under Paris Agreement: Survey

In a fiery statement on Saturday, North Korea compared President Barack Obama to a "monkey" and accused the United States on Saturday of being responsible for Internet outages it experienced in recent days.&#xa0;
"Obama always goes reckless in words and deeds like a monkey in a tropical forest," a spokesman for North Korea's National <keyword id="6354810" type="ORGANIZATION" weightage="60" keywordseo="Defense">Defense</keyword> Commission said in the statement, <a href="http://www.businessinsider.com/afp-n.-korea-blasts-obama-as-monkey-in-threat-over-movie-2014-12">according to Agence France-Presse</a>.
The statement was published by North Korea's official news agency, KCNA.&#xa0;
North Korea's main internet sites <a href="http://www.businessinsider.com/north-koreas-internet-is-down-again-2014-12">experienced intermittent disruptions </a>early in the week. US tech companies said the outages could have been caused by a number of factors including technological glitches or hacking. The outages came amid tensions between Washington and Pyongyang over the cyberattack on the movie studio Sony Pictures.
In the statement, the NDC spokesman criticized the internet outages as a "laughable" and cowardly attack.
"The United States, with its large physical size and oblivious to the shame of playing hide and seek as children with runny noses would, has begun disrupting the Internet operations of the main media outlets of our republic," the North's National Defense Commission said in a statement.
North Korea's internet experience problems last weekend and a complete outage of nearly nine hours before links were largely restored on Tuesday. Only a small number of people in North Korea have internet access including government officials and the country's elite.&#xa0;
US officials have said Washington was not involved in the outages.
According to AFP, North Korea warned the US <a href="http://www.businessinsider.com/afp-n.-korea-blasts-obama-as-monkey-in-threat-over-movie-2014-12">could face "deadly" retaliation</a>.
"If the US persists in American-style arrogant, high-handed and gangster-like arbitrary practices despite (North Korea's) repeated warnings, the US should bear in mind that its failed political affairs will face inescapable deadly blows," the statement said.
The NDC spokesman also reiterated North Korea's repeated denials of American claims it was behind &#xa0;the hack&#xa0;on Sony Pictures. They accused the US of blaming Pyongyang "without clear evidence" and demanded Washington present the proof behind its accusations.
"Obama had better thrust himself to cleaning up all the evil doings that the U.S. has committed out of its hostile policy against (North Korea) if he seeks peace on U.S. soil. Then all will be well," the statement said.
The Sony hackers, who identified themselves as the "Guardians of Peace" released statements objecting to the portrayal of North Korean leader Kim Jong Un in the Sony movie "The Interview." In addition to lampooning kimg Jong Un, the comedy includes a graphic depiction of him being assassinated.&#xa0;
Following the cyberattack, which included violent threats and the release of internal emails and leaked versions of unreleased films, the studio canceled the "The Interview's" planned Dec. 25 release.&#xa0;
After criticism from President Barack Obama that it was caving into pressure from North Korea, Sony reversed its decision and decided on a limited release.
The movie took in more than $1 million in a Christmas Day release in 331 mostly independent theaters after large movie theater chains refused to screen the comedy following threats of violence from hackers.

Even as Kejriwal was readying for a ‘farmer’ rally, sans its ‘face of the farmers’ Yogendra Yadav, Prashant Bhushan was dropping one scandalous bomb after another. 
 Sample this: Prashant Bhushan alleged that AAP leader <keyword id="1127624" type="PERSON" weightage="80" keywordseo="Ashish-Khetan">Ashish Khetan</keyword> wrote ‘paid news’ in 2011 in favour of a company accused in the infamous 2G scam for Rs 2 cr. He alleged that Khetan was rewarded for his crony-capitalist behaviour by being appointed as the chairperson of the Delhi Dialogue Commission and a member of the NDC. Bhushan also accused AAP secretary and NDC member Pankaj Gupta of accepting ‘donation’ worth Rs 2 cr from shell companies without the required approval of the PAC. 
 Then there are allegations by Gajendra Singh’s brother yesterday that the farmer went to the rally only after speaking to <keyword id="6356176" type="POSITION" weightage="80" keywordseo="deputy-chief-minister">deputy chief minister</keyword> Manish Sisodia. Vijendra Singh, Gajendra’s brother spoke to the media, post Gajendra’s last rites and said, “Gajendra had gone to meet Manish Sisodia after they won the elections. Even yesterday, when I spoke to him, he said that he is going to a rally. Manish Sisodia knew him. Manish Sisodia has called him for the rally.” He even went onto say that thought they have suffered crop damages this year due to untimely rains, it wasn't bad enough for his brother to have taken his own life. Gajendra's sister in a different interview told channels and showed the difference in Gajendra's 'actual' handwriting and the one that appeared on the 'suicide note' that Gajendra apparently had written. 
 So, even as allegations flow thick and fast, could this just be a propaganda push gone wrong, a tragic incident or a deliberate, nevertheless extremely shocking stunt planned to take the attention off AAP’s internal ‘mess’? This, even as Kejriwal gave ‘soundbytes’ to most television channels this morning apologising and saying ‘sorry’ for the thousandth time for a political miss-step that he so often seems to have committed. He said, “I admit it was a mistake continuing with the rally and my speech even as Gajendra committed suicide.” Really Mr Kejriwal! You mean to say this realization dawned on you a full three days after the incident, while you ignited fire upon fire against the central government and the <keyword id="6358992" type="ORGANIZATION" weightage="80" keywordseo="Delhi-Police">Delhi Police</keyword>, showcasing their inept attitude towards a <keyword id="166238" type="POSITION" weightage="80" keywordseo="poor-farmer">poor farmer</keyword> who was trying to commit suicide in the full glare of several thousand people, which included you! 
 Well played indeed, because two things have happened in the political sphere as a result of Kejriwal’s actions. One, <keyword id="6354477" type="PERSON" weightage="80" keywordseo="Narendra-Modi">Narendra Modi</keyword> and his government for the time being will have to put its ambitious land bill in the back burner (though it doesn’t make the slightest difference to AAP and its political mantras, and I am not even getting into the debate of whether the land bill is pro or against farmers). Modi, in fact has already sought suggestions from all political parties to better the ‘farmer’s lives’. Second, the entire nation’s media and its citizens are now focusing their energies away from ‘AAP’s internal ‘dramatics’ and actually getting down to discussing the serious issues of the plight of the farmers and their future in a nation where they form over 67% of the population. 
 
However, what Kejriwal will need to do now is think very seriously over how many times he can ‘use’ the ‘sorry tactic’ to score a political point to his advantage. Because, Mr Kejriwal, it is this very public that you have been enticing with the shortcomings of the other governments that will turn around and ask you about where you fell short. Because if the public is ‘accepting’, it is also very ‘unforgiving’ if you take it for a ride! Now, you of all people would surely understand that very well, won’t you?

Since 1995, national governments from across the globe have come together at COP to negotiate deals that will provide a worldwide strategy for combatting climate change.<h2>What makes COP different from other climate summits? </h2>"Unlike other environmental summits, COP is both global and inclusive," explains Chris Venables, head of politics at environmental think-tank <a href="https://green-alliance.org.uk/index.php">Green Alliance.</a> The system is "one country, one vote," meaning everyone has their say, creating space for an equitable conversation.Overseen by the <a href="https://unfccc.int/">United Nations Framework Convention on Climate Change</a> (UNFCCC), it brings together delegates from around the world, including heads of state, policymakers, and climate scientists. She says reaching a consensus is crucial if we want to combat climate change. <h2>Why is this year's COP so important?</h2>The Paris Agreement was signed at COP in 2015. As a result of that agreement, each country attending this year will put forward a Nationally Determined Contribution (NDC) outlining their commitment to reducing emissions. "At COP26, countries have to upgrade their national climate plans for the first time since presenting them in Paris," explains Venables.These NDCs may prove contentious as different countries push for targets that suit their own agendas, and could make or break our chances of limiting global warming to between 1.5 to 2 degrees Celsius above pre-industrial levels (the number agreed upon in Paris).We're coming up against a global stock take, explains Raghav. "We will add up these contributions and assess their fairness." In 2023, a subsequent report will indicate whether we are on track to reduce emissions in time.<h2>What should I look out for at COP26?</h2>From nature-based solutions to COVID-related setbacks and how to mitigate our way to net-zero, there's a lot on the COP26 agenda.Article 6, the last section of the Paris Agreement to be finalized, will be a big one to watch. It includes a common framework for regulating international carbon markets that could bring additional public and private finance to emission reduction efforts. This would make mitigating the effects of climate change more cost effective.Coal will also make a big appearance in negotiations. But global commitments on phasing it out will prove contentious to countries dependent on it, such as China, India, and Russia, according to Venables.Countries will also discuss who should bear the greater financial burden in future efforts.Not only may developing countries, economically overburdened by the pandemic, ask for help financing their NDC requirements, but many countries feel the cost of addressing climate change should weigh heaviest on industrialized countries who are historically most responsible."Developing nations will ask for a flow of financing and tech to help meet their commitments," explains Raghav.With 36 days until the event kicks off, activists say the best- and worst-case scenarios hinge upon two things: delivering $100 billion in climate finance for developing countries and securing meaningful upgrades to countries' national emissions reductions plans. Without that, the prospects look bleak.
