The <keyword id="324324" type="General" weightage="20" keywordseo="Nagaland-government" source="Orion">Nagaland government</keyword> on Sunday announced an <keyword id="74892" type="General" weightage="20" keywordseo="ex-gratia" source="Orion">ex-gratia</keyword> of ₹5 lakh each to the families of the 13 people killed in firing by security forces in Mon district where Chief Minister <keyword id="337210" type="General" weightage="20" keywordseo="neiphiu-rio" source="Orion">Neiphiu Rio</keyword> will make a visit on December 6. The state government also decided to set up a High Level <keyword id="6367920" type="General" weightage="20" keywordseo="Special-Investigation-Team" source="Orion">Special Investigation Team</keyword> (SIT) led by an IGP level officer to probe the incident that took place on Saturday evening, according to an official statement. The state government has condemned the incident in Oting village area of Mon district that resulted in the death of 13 civilians, <keyword id="50015" type="General" weightage="20" keywordseo="nagaland" source="Orion">Nagaland</keyword> Chief Secretary J Alam said in the statement. He said an ex-gratia of ₹5 lakh will be paid to the next of kin of the 13 deceased while the state government will bear the cost of medical treatment of the injured persons. Thirteen civilians were killed and 11 others injured by security forces in two consecutive incidents of firing, the first of which was possibly a case of mistaken identity. Senior minister <keyword id="2933251" type="General" weightage="20" keywordseo="p-paiwang-konyak" source="Orion">P Paiwang Konyak</keyword> led a team of officers including the director general of police reached Oting village to monitor the situation, Alam said. He said two state government helicopters were pressed into service for emergency relief operations and four injured persons were airlifted from Mon to Dimapur for further medical treatment. Health and Family Welfare Minister S Pangyu Phom also visited the injured at the Referral Hospital, Dimapur. Deputy Chief Minister Y Patton who was in New Delhi rushed back and went to Mon directly from Guwahati, Alam said. Chief Minister Neiphiu Rio will be visiting Mon on Monday morning accompanied by his cabinet colleagues and senior government officers to take an on the spot assessment of the situation and pay respect to the deceased, he said. Rio will interact with state government functionaries and civil society organisation leaders in Mon. The state government once again assures people that no stone will be left unturned to ensure that justice prevails and appropriate actions as per the law of the land are taken, said Alam. Meanwhile, The NSCN(IM) which is holding peace talks with the Centre on the Naga political issue, condemned the killing of civilians by security forces and said it is a 'Black day' for the Naga people. "Such a barbaric act of killing innocent people is against humanity and those responsible for such heinous acts should be brought to justice," it said. The <keyword id="50015" type="COMPANY" weightage="20" keywordseo="nagaland">Nagaland</keyword> government on Tuesday decided to clamp <keyword id="8939317" type="UNKNOWN" weightage="20" keywordseo="total-lockdown">total lockdown</keyword> in the state for seven days from May 14 amid the surge in COVID-19 cases. State government spokesperson on COVID-19 and Minister Neiba Kronu said that the <keyword id="133813" type="COMPANY" weightage="20" keywordseo="high-powered-committee">High Powered Committee</keyword> (<keyword id="300506" type="COMPANY" weightage="20" keywordseo="HPC">HPC</keyword>) on COVID-19 decided to impose a state-wide total lockdown for one week starting from 6 pm on May 14 till May 21. The decision was taken during the HPC meeting held under the chairmanship of Chief Minister Neiphiu Rio on Tuesday, he said. The HPC decided that the week-long total lockdown will be enforced with a view to break the chain of COVID-19 transmission, said Kronu. He also said that existing restrictions will continue till total lockdown is in place while New SOPs would also be issued. However, Kronu said that essential services including agricultural activities will be exempted from the purview of the lockdown. Nagaland government on May 3 announced containment zones in some areas of the state capital <keyword id="172359" type="LOCATION" weightage="20" keywordseo="Kohima">Kohima</keyword> and commercial hub <keyword id="6367212" type="PERSON" weightage="20" keywordseo="dimapur">Dimapur</keyword> for seven days from 7 pm of May 5 following surge in COVID-19 cases, which will end at 7 pm on Wednesday. However, there has not been any respite in the positivity rate as there has been an increase of 1,279 COVID-19 cases in five days. As on May 5, the state had 15,004 positive cases with 2,038 active cases but the positive cases have gone up to 16,283 and active cases to 2,884 till May 10. In the five days 32 COVID-19 positive patients also died increasing the death toll in the state from 118 on May 5 to 150 on May 10. State government departments will continue to function with a core team formed by the Heads of Department, he said. Construction activities may be permitted by contractors or firms adhering to all the SOPs for the workers, the HPC decided. During the total lockdown period, the HPC decided that the <keyword id="132784" type="COMPANY" weightage="20" keywordseo="health-and-family-welfare-department">Health and Family Welfare department</keyword> would pursue aggressive testing by utilising the testing capacity of the COVID-19 labs, Kronu added. New Delhi, Mar 16 () There were over five lakh vacancies in <keyword id="11098" type="ORGANIZATION" weightage="20" keywordseo="police">police</keyword> departments across states and Union territories in the country, with the maximum posts lying vacant in <keyword id="413944" type="COMPANY" weightage="20" keywordseo="uttar">Uttar</keyword> Pradesh, <keyword id="6354721" type="COMPANY" weightage="20" keywordseo="parliament">Parliament</keyword> was informed on Tuesday. As per data compiled by the Bureau of Police Research &amp; Development (BPR&amp;D), the sanctioned strength of police was 26,23,225 while the actual strength was 20,91,488 and 5,31,737 vacancies were there as on January 1, 2020, Minister of State for Home Affairs G Kisha Reddy informed the Lok Sabha. Reddy tabled these figures in response to a query by DMK MP T R Paarivendhar, who had sought to know details of <keyword id="4179367" type="PERSON" weightage="20" keywordseo="police-posts">police posts</keyword> lying vacant across the country. While presenting the data, Reddy in his written response stated that "police" is a state subject and it is primarily the responsibility of the state governments to fill up the vacancies in the police force in the states. "The Centre also issues advisories to the states for filling up these vacancies in the states and to bring in the requisite reforms in the police administration to meet the expectations of the people," he added. Uttar Pradesh had the maximum 1,11,865 posts lying vacant in the state police against a sanctioned strength of 4,15,315 while its actual strength was 3,03,450, according to the BPR&amp;D data. West Bengal had 55,294 police posts lying vacant followed by Bihar (47,099), Madhya Pradesh (31,488), Telangana (29,492), <keyword id="13126" type="COMPANY" weightage="20" keywordseo="Maharashtra">Maharashtra</keyword> (28,550), Gujarat (27,349), it showed. Kohima, Feb 19 () The Nagaland Assembly on Friday passed a Rs 22,817-crore budget for the 2021-22 fiscal by voice vote. Chief Minister Neiphiu Rio, who also holds charge of the finance portfolio, had presented the Rs 2679.46-crore deficit budget in the House on Thursday. Following a day-long debate, it was passed after opposition NPF legislators Amenba Yaden, Moatoshi Jamir and Yitachu raised cut motions on the Fisheries and Health &amp; Family Welfare Department, citing alleged malpractices. Rio and Minister for Health, S Pangnyu Phom, however, assured that the state government would take up the matter with the concerned departments, following which the cut motions were withdrawn. The assembly also passed four other bills, including the Nagaland Fiscal Responsibility and Budget Management (Amendment) Bill 2021, and three other appropriation bills. Police in Nagaland have set up the north-eastern state's biggest quarantine facility managed by police personnel, a senior official said on Sunday. The 1027-bed centre at Ganeshpur was set up to augment the state government's efforts to check <keyword id="1754604" type="PERSON" weightage="20" keywordseo="coronavirus">coronavirus</keyword>, Nagaland DGP T John Longkumer said. A police team reached the Ganeshnagar Special Economic Zone under the Dhansiripar sub division in Dimapur on May 20 to assess, plan, organise and work out modalities to set up the facility, which was set up in a fortnight, he said. Work began to institutionally quarantine stranded returnees from other states, <keyword id="150191" type="ORGANIZATION" weightage="20" keywordseo="Nagaland-Police">Nagaland Police</keyword> ADGP (Admin) Sandeep Tamgadge told PTI. DIG (Training) Aotemsu headed the team of officers handling accommodation, power supply, sanitation, water supply, office and control room, security, logistics, catering and transport there, Tamgadge said. "Personal comfort and the risk of inevitable exposure to coronavirus took a back seat and all police personnel got the quarantine centre ready in record time," the IPS officer said. Altogether 640 police personnel, including officers, were on the ground when the process to build the centre began, Tamgadge said. The first batch of 509 returnees from Bengaluru, including 383 men and 126 women, arrived at the quarantine centre on June 5, followed by returnees from Punjab, Karnataka, Uttar Pradesh, West Bengal, Assam, Kerala, Tamil Nadu and Andhra Pradesh. The Ganeshnagar centre is the biggest one in Nagaland to be built and managed by police for people of the state through the Community Oriented Police Service (COPS) initiative, he said. A police medical team comprising doctors, nurses and other health Workers is stationed in the facility and attends to routine quarantine duties and other medical emergencies. The team has also been tasked with sample collection and swab testings and operates the TrueNat system, approved by the Indian Council of Medical Research to conduct coronavirus tests. "Nagaland police have always overcome challenges and during the unprecedented coronavirus situation also, we have performed our duties going beyond the task of normal policing and have not only enforced the lockdown but also secured the various quarantine centres in the state," John Longkumer said. "We resurrected an old disused industrial complex by clearing thick jungle, installing water lines, bathrooms, providing electricity and even digging a 1.25 lakh litre pond to replenish water supply," the Nagaland police chief said. Nagaland police are managing the quarantined persons, their testing, food, accommodation and medical facilities. "We thank the state government and civil society for helping us in this endeavour and imposing trust in our abilities," he said.
