According to Section 43B(h) of the <keyword id="19936187" type="General" weightage="20" keywordseo="Income-Tax-Act" source="keywords">Income Tax Act</keyword>, introduced through the <keyword id="19955404" type="General" weightage="20" keywordseo="finance" source="keywords">Finance</keyword> Act 2023, if a larger company does not pay an MSME on time -- within 45 days in case of written agreements -- it cannot deduct that expense from its taxable income, leading to potentially higher taxes. <br /><br />The government in last year's Budget added a new clause under Section 43B of the Income Tax Act to address the challenge of delayed payments faced by MSMEs in the country. <br /><br />"We are pursuing not to change the 45-day MSME payment rules imposed by the Department under the pressure of corporates or multinational companies to save the life span of the MSME sector. Section 43B(h) of the Income Tax Act reinforces the importance of timely payments by mandating that companies settle payments to MSME vendors within 45 days to qualify for deductions," SME Chamber said in a statement addressed to Sitharaman. <br /><br />The industry body argued that this provision serves as a powerful incentive for companies to adhere to payment timelines, thereby supporting the financial health of MSMEs. <br /><br />"Many MSMEs are NPA victims of corporates, who are buying from them and not dealing through the TReDs platform. Most of the corporates and multinational companies are forcefully insisting to deregister from the Udyam Portal and insisting not to deal through the TReDs platform," SME Chamber stated. <br /><br />The industry body also urged the finance minister to consider providing Rs 5 crore loans under the "Differential Rate of Interest" scheme for micro and <keyword id="20569966" type="General" weightage="20" keywordseo="small-enterprises" source="keywords">small enterprises</keyword>. <br /><br />It suggested changing the NPA definition from 90 days to 180 days for the MSME sector. <br /><br />The chamber also sought the setting up of a task force to review various issues, hurdles, grievances and difficulties faced by MSMEs for availing credit facilities and the lack of approach by the financial institutions towards enhancement of credit flow to the MSME sector.

Nearly 50% of micro, small and medium enterprises (<keyword id="6358354" type="UNKNOWN" weightage="20" keywordseo="MSME">MSME</keyword>s) have witnessed a 20-50% impact on their earnings due to the disruptions caused by the COVID-19 pandemic, according to a survey. Even within the MSME sector, smaller-sized firms' earnings were more affected by the pandemic, according to a joint survey conducted by non-banking financial company Magma Fincorp, and business school Bhavan's SPJIMR. <br /><br /> The findings are based on responses from 14,444 MSMEs. The survey, conducted in the second half of May 2020, focussed on the financial impact of the pandemic on MSMEs and their outlook towards the earnings. <br /><br /> "Almost half of the micro and small firms stated that the impact of COVID-19 on earnings was between 20-50%," the survey said. <br /><br /> Both essentials and non-essential manufacturers and suppliers stated a similar impact on earnings, which is less than 50%, it said. <br /><br /> However, close to half the respondents in the non-essential sector were negative in outlook, compared to the 25% for those in the essential businesses. <br /><br /> More than two-thirds of the businesses surveyed were in the non-essentials business, and were from the southern and western part of the country. <br /><br /> Northern and eastern part of the country reported greater negative outlook among the geographical regions, it said. <br /><br /> The survey showed that the respondents seem to be far more positive about their own financial health, with 76% rating themselves average or above average. <br /><br /> "Nearly 53% of the respondents had availed of the government's moratorium either from Magma or from other lenders. Around 51% stated that they did not need to borrow," it showed. <br /><br /> Of the industries, health care, telecom, oil &amp; gas, pharmaceuticals and fast-moving consumer goods (FMCG) displayed the highest positive outlook, while tourism and hospitality, gems and jewellery, power and utilities, and textiles and electronics displayed the highest negative sentiments, the findings showed. <br /><br /> The tourism and hospitality sector appears to be the worst affected in terms of impact on earnings, while the pharma sector is the least affected. <br /><br /> Magma Housing Finance and SME Business MD and CEO Manish Jaiswal said, "The report is the revelation of the deep transformation that will be required in the underwriting standards, which will need to deploy a plethora of data trails and data emerging from multiple variables arising out of structured and unstructured transactions which have been ignored hitherto." <br /><br /> Conventional underwriting models will undergo a quiet requiem after the COVID-19 pandemic, teaching us a few lessons along the way, he said.

Nearly half of MSMEs witness up to 50% fall in revenues, says a new report

Jaipur (Rajasthan) [India], July 19 (ANI): The <keyword id="6375844" type="General" weightage="20" keywordseo="ministry-of-micro" source="Orion">Ministry of Micro</keyword>, <keyword id="6375845" type="General" weightage="20" keywordseo="small-and-medium-enterprises" source="Orion">Small and Medium Enterprises</keyword> launched a new initiative called the 'Yashaswini' initiative under the '<keyword id="22467687" type="General" weightage="20" keywordseo="Empower-Her-Udan" source="Orion">Empower Her Udan</keyword>' campaign on Thursday, July 18, to encourage and support women entrepreneurs across the country.<br /><br />Under this campaign, the first phase is set to start on Friday, July 19, in Jaipur.<br /><br />According to the Director of <keyword id="6358354" type="General" weightage="20" keywordseo="MSME" source="Orion">MSME</keyword>, <keyword id="657556" type="General" weightage="20" keywordseo="Ankita-Pandey" source="Orion">Ankita Pandey</keyword>, around 600 women entrepreneurs in the state will be participating in the event, which will start at the <keyword id="14599491" type="General" weightage="20" keywordseo="Rajasthan-International-Centre" source="Orion">Rajasthan International Centre</keyword> today.<br /><br />Pandey said that the initiative is being introduced to provide a formal education for women operating commercial enterprises, along with creating awareness among them of all the <keyword id="7776964" type="General" weightage="20" keywordseo="MSME-schemes" source="Orion">MSME schemes</keyword> they can utilise.<br /><br />"The initiative is to introduce formal education for the women who operate commercial enterprises, along with creating awareness among them to utilise all the MSME schemes,' she said.<br /><br />Pandey further mentioned that women can register at different stalls at the centre based on the skills they require to develop to run an enterprise, including training, capacity building, how to make full use of their capital, how to get market access, how to develop their product, and also how to do digital marketing.<br /><br />She also mentioned that this will not be a one-day event and that workshops will be organised at local MSMEs for further development.<br /><br />"This is not a one-day event; it will be a continuous process and training workshops will also be organised at local MSME organisations for further development in this matter," she said.<br /><br /><keyword id="22467688" type="General" weightage="20" keywordseo="Union-Minister-for-MSME" source="Orion">Union Minister for MSME</keyword> Jitan Ram Manjhi, Union Minister of State for MSME Sobha Karandlaje, Chief Minister of Rajasthan Bhajan Lal Sharma and State Cabinet Minister Colonel Rajyavardhan Singh Rathore will be participating at the event today. <br />

MSME launches Yashaswini Initiative to support women entrepreneurs; First phase to start on July 19 in Jaipur

<keyword id="175632" type="UNKNOWN" weightage="20" keywordseo="MSME-sector">MSME sector</keyword> is one of the most neglected sectors with respect to public policy but has immense potential. It is because MSMEs are the backbone of any industrial economy. Across the world, most transformations have happened on the back of robust industrial sector, and MSMEs have played a critical role in these transformations.<br />
 <br /> In India, the <keyword id="6395867" type="UNKNOWN" weightage="20" keywordseo="manufacturing-sector">manufacturing sector</keyword> has been lagged behind and the government has envisaged an ambitious '<keyword id="6354869" type="UNKNOWN" weightage="20" keywordseo="make-in-India">Make in India</keyword>' program to give the sector a boost. The 'Make in India' program cannot do well without the MSME sector overall doing well because the sector, at present, provides employment roughly to one in 15 people in India and is responsible for roughly 45 per cent of India's exports. Despite all this, the sector remains highly troubled.<br />
 <br />
It is because there are several unique problems that the sector faces in India. Most of these emanate from the fact that roughly 95 percent of enterprises in the sector are still unregistered. It means these enterprises are outside the ambit of formal schemes and programs of the government.<br />
 <br />
For this, the government recently launched the Udyog Aadhar Scheme, which aims to register unregistered enterprises and bring them with the ambit of schemes and policies of the government. It is a major initiative and may help enterprises become part of the formal system.<br />
 <br />
The second issue is that the unorganized nature of the sector results in the lack of marketing support at the national and international level and lack of integration in the global value chains. It has resulted in restriction of goods and services to only local markets that results in loss of revenue to the people employed in the value chain of the overall network. A collaborative approach between the stakeholders of the MSME ecosystem can help in improving quality as well as give an access to markets for a large number of MSME enterprises.<br />
 <br />
The third major issue is the feeling of trust between an agglomeration of firms/enterprises and even between a firm and the government.<br />
 <br />
Firms feel that the government is taking information from them to get taxes or harass them rather than to build a database for helping the enterprises achieve their true potential. It is even seen in the last year's national innovation survey that saw a large amount of enterprises talking about government as a major barrier to innovation.<br />
 <br />
Also, another major problem is with respect to labour laws in the sector, which makes the firms perceive the government as a problem rather than as a helper/collaborator. The inhibition of trust has hampered and continues to hamper the growth of the MSME sector and the Indian economy.<br />
 <br />
Fourth is the issue of credit flow to the sector. The RBI has adopted the recommendations of the PM's task force on MSMEs in 2010 and continues to use it for schemes to benefit MSME sector, but the implementation of these by banks and benefits to the individual firms are seen as major challenges that are seen on the ground.<br />
 <br />
Fifth issue is innovation in the MSME sector. India's overall approach to innovation in MSMEs has been built around the idea that technology and R&amp;D are innovation. While technology and R&amp;D can be used to support or result in innovation, they are not innovation. Similarly, some government institutions and MSME sector are misaligned. It is because government CSIR labs produce technologies and R&amp;D that is very rarely taken up by the MSME sector. It makes R&amp;D and innovation in MSME's quite antithetical.<br />
 <br />
Finally, there are several institutions at the innovation level in the country that are simply defunct. These include institutions like the National Innovation Council and the National Manufacturing Competitiveness Council (NMCC) that are without the head of institutions at present. These should see appointments at the earliest or should be completely dismantled.<br />
 <br />
Over the next few decades a critical factor in making India competitive will be making MSMEs competitive. It will happen only when the government and firms resolve some of the issues mentioned here. A process driven and systematic approach to bridging the trust deficit will help MSME become more competitive.<br />

New Delhi, Mar 18 () DMK parliamentarian T K S Elangovan on Wednesday expressed concern over the decline in the share of MSME sector in the country's GDP to 28 per cent from 45 per cent in 2011 and said smaller industries were suffering due to lack of bank financing.<p> Initiating the discussion on working of the Ministry of Micro, Small and Medium Enterprises (MSME), he said the allocation to the sector was lowered in the revised estimate during 2018-19.</p><p> Elangovan said micro, small and medium enterprises need funds for technology upgradation and infrastructure, but banks were not proving funds.</p><p> The government should support small industries and banks should lend, he added.</p><p> Stating that the MSME sector provide huge employment opportunities to people, the DMK leader said the government should re-evaluate its strategy and provide support to this sector for economic development of the country.</p><p> Countering his charges, Arun Singh of the BJP highlighted various initiatives by the central government to strengthen the MSME sector.</p><p> He said there was no development in the MSME sector in the last 70 years because of piecemeal approach by previous governments. </p><p> Participating in the discussion, Amee Yajnik of the Congress said demonetisation has finished this sector and "we have to face it". </p><p> "You cannot run away, you cannot remain in denial mode," she said, requesting the minister to look into the budgetary allocation and consider simplification of schemes so that it can reach the last person. </p><p> A Vijayakumar of the AIADMK said Tamil Nadu continues to be a vibrant industrial state with a large base of big factories and small units, with the state having an estimated seven lakh registered MSMEs or 15.1 percent of all such units in the country. </p><p> "I urge the government to allocate Rs 5,000 crore as one-time special package to support the MSME sector in Tamil Nadu," he said, adding that because of the coronavirus outbreak, the production has been suffering for two months.</p><p> Ravi Prakash Verma of the Samajwadi Party said MSME units are the backbone of the economy but the sector is facing distress due to various factors.</p><p> He urged the Centre to raise the budgetary allocation for the MSME ministry.</p><p> As per Budget estimates, an outlay of Rs 7,572 crore has been earmarked for the MSME Ministry for 2020-21.</p><p> Sasmit Patra of the BJD said the coronavirus outbreak is going to negatively impact the MSME sector.</p><p> Elamaram Kareem of the CPIM said MSMEs play a crucial role in providing large-scale job opportunities with the sector employing over 11 crore people.</p><p> He said the MSME sector has suffered the most due to demonetisation and "unscientific implementation" of the Goods and Services Tax (GST). </p><p> Anil Desai of the Shiv Sena said consumption slowdown and liquidity constraints have severely impacted the MSME sector.</p><p> Manoj Kumar Jha of the RJD said the government and Opposition parties can collectively draw a blueprint to help the MSME sector.</p><p> He said signals are "worrisome" and the sector is going to "bleed" particularly in view of the economic slowdown.</p><p> Binoy Viswam of the CPI said if the government is serious about MSMEs, first of all it should undertake a study on the impact of demonetisation on the sector.</p> Praful Patel of the NCP said the MSME sector needs to be supported as crores of livelihoods are dependent on it.
