The <keyword id="499463" type="General" weightage="20" keywordseo="Union-Ministry-of-Road-Transport-and-Highways" source="Orion">Union Ministry of Road Transport and Highways</keyword> (<keyword id="375113" type="General" weightage="20" keywordseo="morth" source="Orion">MoRTH</keyword>) is all set to roll out a new ₹7,270 crore <keyword id="12179033" type="General" weightage="20" keywordseo="State-Support-Programme" source="Orion">State Support Programme</keyword> for Strengthening <keyword id="87280" type="General" weightage="20" keywordseo="Road-Safety" source="Orion">Road Safety</keyword> to help realise the vision of 'Zero road fatalities on Indian roads.' The centrally-sponsored six-year programme will be implemented in 14 states that are now contributing to 85 per cent of the total road fatalities in the country. While MoRTH will lend a budgetary support of Rs 3,635 crore, an amount of Rs 1,818 crore will be secured as loan each from the World Bank and the <keyword id="50190" type="General" weightage="20" keywordseo="Asian-Development-Bank" source="Orion">Asian Development Bank</keyword>. Of the total cost, Rs 6,725 crore will be disbursed to the 14 states based on their performance while MoRTH will use Rs 545 crore for capacity building activities. The scheme will incentivise state governments to drive road safety interventions at the grassroots level with the main objective of curbing road accidents and achieving a reduction in fatalities, the MoRTH said in a concept note circulated to the target states. The target states under the scheme are Uttar Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Rajasthan, Tamil Nadu, Andhra Pradesh, Gujarat, Bihar, Telangana, West Bengal, Odisha, Haryana and Assam. "This is an output and outcome-driven scheme wherein the performance of the states will be assessed on 11 mandatory and three elective indicators (road safety interventions). The grants will be distributed to the states based on the Key Performance Indicators," top official sources told PTI. The preliminary project report prepared by MoRTH says the Motor Vehicle Amendment Act (2019) was brought in as an important intervention to achieve the fatality reduction target. "To leverage the strengthened law, it is necessary to have focused interventions in the related areas of road safety like road engineering, enforcement, road safety advocacy and media campaigns and efficient emergency response systems. The states need to be supported to act on result-oriented strategies. Hence the new scheme," the sources said. India reported about 1.51 lakh road deaths in 4.49 lakh accidents in the year 2019. Of the total deaths, the 14 identified states accounted for 1,27,379. The number of fatalities remained consistent over the last five years. In 2020, 1.32 lakh road deaths were recorded across the country, with the Covid-19-induced lockdown resulting in the reduction in number. The new scheme targets to reduce the fatality rate by 30 per cent by March 2027. Cyclists, two and three-wheeler riders and pedestrians have been identified as 'vulnerable road users' who comprised about 54 per cent of road traffic deaths in India. Under the new scheme, performance-based indicators have been proposed with the aim of reducing the impact of road accidents on these vulnerable users. An Integrated Road Accident Database (IRAD) will be rolled out in all states by 2022-23 and applied for identifying and rectifying all black spots on state highways and major district roads. Road safety audit will be made mandatory on state highways and urban roads by the end of the scheme period. From 2022-23, MoRTH will launch a 'Challenge Round' every year to provide incentives to states on additional road safety interventions and also to promote competition among states. "The grant of Rs 7,270 crore will only meet partial fund requirement for the scheme. States are expected to make their own budgetary allocations and also implement projects in Public-Private Partnership mode," MoRTH told the states. Independent Verification Agencies will scrutinise the states' achievements, based on which the Central grant will be released. Some of the other major interventions mooted under the scheme are: Installation of speed management devices on urban roads in cities with a population of over four lakh, state highways and national highways for increased enforcement, a unique number for reporting accidents, development of dedicated lanes for two-wheelers on state highways and urban roads and identification of priority corridors. State Education Boards will be required to introduce a chapter on road safety for classes 6-9 in 2022-23 and up to class-12 the next year on. Deployment of Advance Traffic Management System, campaigns on vehicle safety and driver training, establishment of a Command and Control (Data) Centre for ambulances, establishment of automated vehicle fitness centres are some of the other initiatives planned under the scheme. Union Ministry of Road Transport and Highways to roll out ₹7,270 crore support programme for 14 states

The Rs 10,900 crore scheme will support 2,479,000 electric 2-wheelers, 316,000 electric 3-wheelers and 14,028 electric buses, along with 88,500 <keyword id="186291" type="General" weightage="100" keywordseo="ev" source="Orion">EV</keyword> charging sites. The Union Cabinet, on Wednesday, cleared the 'PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM e-DRIVE) Scheme,' with a total outlay of Rs 10,900 crore over two years. It includes Rs 3,679 crore in subsidies and demand incentives for e-2Ws, e-3Ws, e-ambulances, e-trucks, and other emerging electric vehicles. It is expected to support the deployment of 24.79 lakh e-2Ws, 3.16 lakh e-3Ws, and 14,028 e-buses, providing a significant push to India's EV ecosystem. A critical aspect of the scheme is the introduction of e-vouchers for EV buyers. At the time of purchase, an Aadhaar-authenticated e-voucher will be generated, which will enable buyers to avail of demand incentives. Additionally, the scheme allocates Rs 500 crore for the deployment of e-ambulances, marking a new initiative to integrate electric vehicles into essential public services. Another Rs 4,391 crore has been earmarked for the procurement of 14,028 e-buses, with a demand aggregation process led by CESL in nine major cities, including Delhi, Mumbai, and Bangalore. Intercity and interstate e-buses will also be supported in consultation with states. Furthermore, Rs 500 crore has been set aside to incentivize the adoption of e-trucks, a critical move given that trucks are one of the largest contributors to air pollution. The scheme encourages those with a scrapping certificate from <keyword id="19897457" type="General" weightage="20" keywordseo="ministry-of-road-transport" source="keywords">Ministry of Road Transport</keyword> and Highways-approved (MoRTH) vehicle scrapping centres to participate in this transition. With an allocation of Rs 2,000 crore, the scheme will support the installation of 22,100 fast chargers for four-wheelers, 1,800 fast chargers for e-buses, and 48,400 fast chargers for two- and three-wheelers. These chargers will be installed in cities with high EV penetration and along selected highways, making long-distance EV travel more viable.

Automobile industry hails PM e-DRIVE scheme to promote EVs

The company is recalling Smartstream G1.5 Petrol Seltos with IVT transmission, manufactured between February 28 and July 13, 2023, the South Korean automaker said in a statement. The recall has been prompted by a potential error in the electronic oil pump controller, which may impact the performance of the electronic oil pump in the specified transmission variant, it added. The company said it has informed the Ministry of Road Transport &amp; Highways (MoRTH) about the voluntary recall initiative. Since the safety of car owners is a top priority, the company is proactively replacing the electronic oil pump controller in the affected units for a seamless ownership experience, the statement said. The automaker will directly reach out to the owners of the vehicles concerned to update them about the voluntary recall. Kia sells models, including Seltos, Sonet and Carens, in the Indian market. Kia recalls 4,358 units of Seltos to replace electronic oil pump controller

Addressing a press conference, <keyword id="19950697" type="General" weightage="20" keywordseo="jain" source="keywords">Jain</keyword> further said the total length of national highways in <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword> increased 60 per cent to 1,46,145 km till December 2023, from 91,287 km in 2014, since the <keyword id="19895781" type="General" weightage="20" keywordseo="narendra-modi" source="keywords">Narendra Modi</keyword> government came into power. "The pace of highway construction in 2023-24 so far has been better than last year, and we are confident of achieving the 13,814-km highway construction target during the current fiscal," he said. Up to December 31, 2023, the ministry has built 6,217 km of national highway, higher than last year's 5,774 km for the same period. According to him, the government is planning to award 10,000 km of national highway projects in 2023-24. Jain also said that the government has asked companies to prepare detailed project reports (DPR) for unawarded identified projects to increase the pace of awarding in 2023-24. He said the total length of four-lanes and above national highways (NHs) increased by 2.5 times to 46,179 km in December 2023 from 18,387 km in 2014. While the total length of high-speed corridors in 2014 was 353 km, which increased to 3,913 km in 2023, the total length of less than 2-lane national highways decreased from 30 per cent (2014) to 10 per cent of national highway network in 2023. Jain also said the road ministry has constructed 6,217 km of national highways up to December in 2023-24. He noted that expenditure on the ministry's highways construction expenditure is expected to increase by 9.4 times to Rs 3.17 lakh crore in 2023 from 2014. Jain said under the <keyword id="20078657" type="General" weightage="20" keywordseo="vehicle-scrapping-policy" source="keywords">Vehicle Scrapping Policy</keyword>, 44 registered vehicle scrapping facilities (RVSFs) are operational in India, while concession and motor vehicle tax was announced by 19 states/ Union Territories. New motor vehicle rules effective from October 1— Here’s everything you need to know

New Delhi, Jan 23 () The new union territory of Dadra &amp; Nagar Haveli and Daman and Diu has been assigned new vehicle registration mark 'DD', the government said on Thursday.
 The Centre on Wednesday had designated Daman as the headquarters of the merged union territories of Daman and Diu, and Dadra and Nagar Haveli.
 "The Ministry of Road Transport and Highways (MoRTH) has assigned a new motor vehicle Registration Mark 'DD' to 'Dadra &amp; Nagar Haveli and Daman and Diu' for registration of vehicles," MoRTH said in a statement.
 The ministry has issued a notification to this effect, under the Motor Vehicles Act 1988.

New Delhi, Mar 26 () The government on Thursday sought suggestions from the stakeholders for amending the motor vehicle rules, with a view to bring more reforms in the transport sector which includes issuance of online driving licence and recall of defective vehicles. The Ministry of Road Transport and Highways (MoRTH) has issued notifications seeking comments on use of electronic forms and documents including medical certificate, learners licence and surrender of driving licences. The MoRTH "has invited suggestions and comments from all stakeholders including general public on the proposed amendment in the Motor Vehicle Rules regarding registration of new vehicles, driving licences, and recall of old vehicles", the road ministry ministry said in a statement. Draft notifications to this effect had been issued on March 18, it said. The statement said that "one of the draft notifications ... covers ...use of Electronic forms and documents (Medical Certificate, Learners License, Surrender of DL, Renewal of DL), online learner's license, national register, dealer point registration and renewal of registration." New Delhi, Mar 23 () The government is contemplating allowing those with colour blindness get driving licence after having consulted the matter with medical experts.Issuing a draft notification, the Ministry of Road Transport and Highways has sought suggestions and comments from various statkeholders for an amendment in Motor Vehicle Rules for enabling such individuals obtain driving licence. The Ministry of Road Transport and Highways (MoRTH) has invited suggestions and comments from all stakeholders including the general public on the proposed amendment in the Motor Vehicle Rules for enabling colour blind people procure driving licence, MoRTH said in a statement on Monday."It was brought to the notice of the ministry that the colour blind citizens were not being able to get the driving licence made although they are able to perform all functions properly except from identifying colours. The matter was sympathetically examined consulting the medical experts," the statement said. It had been reported that the citizens with certain degree of colour blindness can be provided with driving licence and this is being done in many countries of the world, it added.Being sensitive to the issues raised and considering the demand of such citizens, the ministry has issued a draft notification ... for amendment to Form 1 and 1A of Central Motor Vehicles Rules 1989 for soliciting comments and suggestions from all stake holders," it added.The suggestions or comments can be sent to the Joint Secretary (Transport), Ministry of Road Transport and Highways, Transport Bhavan, Parliament Street, New Delhi by April 15, it added. Govt mulls allowing partially colour blind obtain driving licence

New Delhi, Mar 26 () Amid the nationwide lockdown on account of coronavirus outbreak, the toll collection on national highways will see a dip of about 3 per cent in the current fiscal, rating agency ICRA said on Thursday. The National Highways Authority of India (NHAI) on Wednesday announced suspending toll collection pan-India to ease movement of emergency services and goods. The constrained vehicular movement in the run up to the lockdown due to COVID-19 (coronavirus) followed by suspension of tolling will further push toll collections into negative territory for 2019-20, ICRA said in a statement. "Overall, the annual toll collections for FY2020 are expected to witness a decline by around 2-3 per cent. For the month of March 2020, the decline in toll collections is estimated to be more than 40 per cent," the statement added. With the constrained vehicular movement likely to persist beyond April 2020, given the current situation, ICRA expects Q1 FY2021 toll collections also to get adversely affected, it said. "However, some succour is there for toll operators, as according to MORTH (Ministry of Road Transport and Highways) circular dated March 25, 2020, the 21-day toll suspension would be treated as force majeure event," it said. Elaborating on the issue, Rajeshwar Burla, Vice President, Corporate Ratings, ICRA said, "Under force majeure (political) event, 100 per cent of O&amp;M (operation and maintenance) and interest costs are reimbursed for the affected period. This would cover around 50-55 per cent of loss of revenue incurred by these projects." However, the quantum and timelines for release of compensation is uncertain as on date, he added. NAM RVK

New Delhi, Nov 21 () National highway projects worth Rs 10,000 crore have been approved in the ongoing financial year under the hybrid annuity model (HAM), the Parliament was informed today.
 The objective is to maximise the quantum of implemented projects within the available financial resources of the government and to revive private sector participation in the sector, Road Transport and Highways Minister Nitin Gadkari said in a reply to Lok Sabha.
 "National highway projects worth approximately Rs 10,000 crore have been approved in this financial year (till October 31, 2019) under the hybrid annuity mode," he said.
 Toll fee collection from the highway projects developed under the hybrid annuity model is the responsibility of the government/authority.
 The government, he said, has approved the hybrid annuity model for building national highways to speed up construction of roads in the country by renewing interest of private developers in highway projects.
 While 40 per cent of the project cost is to be provided by the government as construction support during the construction period under the hybrid annuity model, the balance 60 per cent is to be given as annuity payments over the operation period, along with interest thereon to the concessionaire.
 "In order to tap the benefit of long term funds like pension fund, insurance fund, wealth fund etc into road construction sector, Ministry of Road Transport and Highways (MoRTH) has introduced models like HAM and TOT (Toll-Operate-Transfer)," Gadkari said. SID RVK

New Delhi, Nov 17 () The Centre is deputing officials across states for rollout of electronic toll collection at all NHAI toll plazas pan-India from December 1, 2019, according to a statement.
 December 1 onwards, toll payments will be only via FASTag under the National Electronic Toll Collection (NETC) programme, the flagship initiative of the Ministry of Road Transport and Highways (MoRTH).
 The programme is being implemented pan-India to remove bottlenecks and ensure seamless movement of traffic.
 However, the Centre has decided to keep one lane as hybrid lane which will accept FASTag as well as other modes of payment.
 Officials are being posted in states as Central Prabhari Officers (CPOs) for implementing the programme, the ministry said.
 These officials will "monitor the preparedness and ensure operation of 100 per cent e-tolling through FASTag" at toll plazas across states, it added.
 Under the NETC, toll collection at national highway toll plazas will done through RFID-based FASTags.
 "The implementation of 100 per cent ETC will start from December 1, 2019," the ministry said.
 Apart from monitoring the preparedness of the rollout, the officials will coordinate with the National Highways Authority of India (NHAI) in this connection, it added.
 Last month, Road Transport and Highways Minister Nitin Gadkari had said the country's toll revenue is likely to swell to Rs 1 lakh crore annually in the next five years on the back of initiatives like NETC.
 The minister said that of the total 1.4 lakh km highways under NHAI, 24,996 kms are currently under the toll ambit and this will increase to 27,000 kms by the year-end.
 Besides, the GST Council has accorded in-principle approval for integration of GST e-way bill system with FASTags and a pact has also been inked.
 As per the NHAI, in the existing system it has been observed that some transporters are doing multiple trips by generating a single e-way bill. Accordingly, an MoU was signed between the Indian Highways Management Committee Ltd and Goods and Services Tax Network.
 The integration of e-way bill system with FASTag is expected to help revenue authorities track the movement of vehicles and ensure that they are travelling to the same destination as the transporter/trader had specified while generating the e-way bill. The supplier/ transporter will also be able to track their vehicles through SMS alerts generated at each toll plaza.
 As far as FASTags are concerned, the National Payments Corporation of India (NPCI) is functioning as the Central Clearing House and 23 public and private sector banks are issuing these RFID-based tags for vehicles.
 A cashback of 2.5 per cent is being offered for 2019-20 in order to incentivise road users for usage of FASTag.
 According to the highways ministry, more than 6 million FASTags were issued till September, with overall cumulative ETC collection of over Rs 12,850 crore since inception. NAM ABM
