In the wake of scathing attacks by the opposition parties over <keyword id="142957" type="UNKNOWN" weightage="100" keywordseo="Lalit-Modi-controversy">Lalit Modi controversy</keyword>, Finance Minister <keyword id="42575" type="PERSON" weightage="100" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> said the government has done nothing wrong and will play by the rulebook. 
 
Speaking to news agency PTI, Jaitley added there is "no question at all" about the government going on the back foot on this issue. 
 
"The government will play by the rule book and we will make sure that the absolute standards of probity are maintained," Jaitley told PTI. 
 
He also rejected any impression that few leaders of the ruling Bharatiya Janata Party and the government were siding with corrupt people. "There is no question at all,” he said. 
 
Meanwhile, the opposition parties are planning to disrupt the Monsoon Session of Parliament on the Lalit Modi issue. However, Jaitley said Parliament was meant to discuss and not to disrupt business. 
 
"We are willing to have a discussion on any subject that the Opposition wants," he told the news agency. 
 
The Monsoon Session will begin on July 21.

Jaitley rules out going on back foot on Lalit Modi issue, defends government

The fight between scam vs sham has hit the roof. The most ambitious ‘<a href="http://www.businessinsider.in/How-Modi-Government-Used-India-Economic-Summit-To-Showcase-Its-Reforms-Agenda/articleshow/45146210.cms">reforms</a>’ agenda as promised by Modi government looks like a rose tinted picture of a land that does not exist anywhere yet. Reason, the country’s opposition has been continuing to block the government from functioning, by way of stalling the parliament—something and the same thing that BJP did for years when former PM Manmohan Singh government was in control of the country’s fate. 
 <keyword id="6354721" type="ORGANIZATION" weightage="80" keywordseo="parliament">Parliament</keyword>’s monsoon session is heading towards a complete ‘washout’ if the terms are to be used precisely. It has been more than two weeks since the government decided to bring some crucial bills to be tabled, and the opposition is holding the government to ransom over things that have ranged from <a href="http://www.businessinsider.in/Apologise-to-Sushma-Swaraj-or-face-defamation-suit-Gadkari-warns-Rahul-Gandhi/articleshow/48201128.cms">Sushma Swaraj</a> and Vasundhara Raje’s efforts to get the ‘fugitive’ Lalit Modi a visa to travel abroad. This was just the tip of the iceberg. What followed was the suspension of 25 <keyword id="1575" type="ORGANIZATION" weightage="100" keywordseo="Congress">Congress</keyword> MPs by the speaker and all hell has broken loose. 
 The logjam in the parliament has almost put a huge spoke into government’s plans of furthering the <keyword id="6447217" type="UNKNOWN" weightage="100" keywordseo="reforms">reforms</keyword> agenda, a year later it assumed office. In the meantime, the most controversial bill of <a href="http://www.businessinsider.in/Land-BillVictory-for-the-time-being/articleshow/48357574.cms">land acquisition</a>, and the legislation relating to tax reforms have been in a quandary. 
 
While the government has completely done a U turn on land acquisition bill, there is more to come in the future. The bill that was amended by the BJP government with nine points that had landed it in the soup, has now returned to the original draft as prepared by the Congress led UPA II. 
 
This has not gone down well with the corporate sector which was waiting for its share of acche din, as promised by Modi to the corporates who were keen on setting up businesses in India. Even the in-house ones, are viewing this U turn as a major setback to their plans of expanding businesses. 
 
With respect to both the bills, there is a delay and hence the dilution in the content. This is worrisome for the corporate sector since any dilution in the bills is bound to cost them time, resources and enormous amounts of financial investment to make things work. 
 
The land bill that could have made it easier for the government to acquire lands and give it away for industrial and development purposes, is now a fairy tale that has been laid to rest. The amateurishness of the government in this is showing, and how! Much to the dismay of the people who vested their faith in it, Modi’s government is somehow crumbling the cookie. 
 
The government which enjoys the majority of only 31% people who voted it to power, did not pay attention to the fact that it had to take opposition into confidence to make things work. Analysts say this is costing the government very dear, in terms of agendas and bills being stalled and sessions in <a href="http://www.businessinsider.in/India-to-boycott-Commonwealth-Parliamentary-Union-meeting-in-Islamabad-next-month-Lok-Sabha-Speaker/articleshow/48393808.cms">parliament</a> being disrupted. 
 
The monsoon session is turning the government into a desperate situation where the political impasse is hurting very badly. The promise of restoring momentum seems like a far cry, what with the government not treading the right path with the reforms agenda. 
 
The opposition too, is referring the disruption back to BJP where the latter did the same with UPA II. The chickens have come home to roost and it is hurting the overall image of the government very badly. Opposition says this was something they learnt from the party that is in power now. Having said that, Congress’ ways and means of disrupting the session aren’t well appreciated either. Doing it for the heck of it, may not be the right way to echo people’s emotions. 
 
For its side, <a href="http://www.businessinsider.in/RaGa-hibernates-Congress-waits/articleshow/46783239.cms">Congress</a> felt people need to have a say in land acquisition process and hence, they took the fight to the streets and were greeted with great enthusiasm. This was the comeback moment for the party that suffered a serious drubbing last year. 
 
But, disrupting the parliament over issues that have no serious political implications is doing injustice to the people of India. For the monsoon session, though the BJP had also come prepared with some serious allegations against states where Congress was in power, the session has turned into a huge blame game that sees no respite at the end of it. 
 
People who voted for acche din, weren’t staggering numbers. The beauty of democracy is unraveling in the parliament. And this is not presenting a pretty picture at all. 
 
Some concrete steps have to be initiated to break the impasse and get the monsoon session to deliver some goods to the people of this nation. After all, people cannot move from non-functionality to the days when nothing gets done because of corruption or ulterior motives.

session: ‘Washout’ is hurting

Post <keyword id="3315394" type="UNKNOWN" weightage="100" keywordseo="demonetisation">demonetisation</keyword>, this <keyword id="61449" type="UNKNOWN" weightage="100" keywordseo="Winter-session">Winter Session</keyword> has been the worst in terms of disruptions witnessed in recent times as the <keyword id="6354721" type="ORGANIZATION" weightage="100" keywordseo="parliament">Parliament</keyword> was all caught up while struggling to find a balance that will enable transaction of work. 
 
The ruling and the opposition acted like they were on a war and now both of them are waiting for the General Budget on February 1st. 
 <keyword id="5268" type="PERSON" weightage="100" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword> recently attacked the Prime Minister <keyword id="6354477" type="PERSON" weightage="100" keywordseo="Narendra-Modi">Narendra Modi</keyword>, accusing him of personal corruption. This is likely to add fuel to the fire which turned the Winter Session as one of the least productive period in Parliament's recent history. 
 
The working between Modi and the opposition wasn’t ever proper, but demonetisation widened the gap. 
 Continued disruptions saw the Prime Minister not speaking a single word on the issue either in the Lok Sabha or the <keyword id="48510" type="ORGANIZATION" weightage="100" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> amid conflicting claims from rival sides. Modi and BJP time and again complained that the Prime Minister was not being allowed to speak while the Opposition hit back charging him with running away from debate in order to avoid inconvenient questions. 
 
The refrain of the Prime Minister's detractors was that he had all the time to address a pop concert but no time for Parliament. Opposition also alleged that the ruling side deliberately created an uproar on days when Rahul Gandhi planned to target the government, especially Modi. 
 
Now plans are afoot to advance the Budget Session and present the Union Budget 2017-18 on February 1, dispensing with the age-old practice of carrying out the exercise on February 28. 
 
With the chill setting in government-Opposition ties, the last session of Parliament in the year hardly saw any legislative action except for the passage of the Rights of Persons with Disability Bill by both the Houses. 
 
Significantly, this legislation was cleared after a brief debate with a rare bonhomie, which was missing from the entire Winter Session. 
 
The Budget Session also saw the Opposition and treasury benches giving credit to each other for introducing and piloting the Real Estate Bill. 
 The government changed its chief floor manager by bringing in Ananth Kumar as the Parliamentary Affairs Minister ahead of the Monsoon Session in place of M. <keyword id="74369" type="PERSON" weightage="100" keywordseo="Venkaiah-Naidu">Venkaiah Naidu</keyword>. 
 
2016 was, however, more productive than 2015 which had seen persistent disruptions during two sessions over a host of issues including Lalit Modi and Vyapam scam.

Winter Session was the most disrupted parliament session ever, thanks to demonetisation

New Delhi, The Modi government has called an all-party meeting on January 30 to hold discussions ahead of the presentation of the Union <keyword id="6358021" type="COMPANY" weightage="20" keywordseo="budget">Budget</keyword> in <keyword id="6354721" type="COMPANY" weightage="20" keywordseo="parliament">Parliament</keyword> on February 1. The Centre has invited leaders of all political parties in both the Houses to the proposed meeting slated to begin at 11.30 am through videoconference. Sources said the <keyword id="105903" type="COMPANY" weightage="20" keywordseo="National-Democratic-Alliance">National Democratic Alliance</keyword> parties too will meet on the same day. Parliament's Budget session will be held in two phseses amid all precautions against coronavirus -- from January 29 to February 15, and from March 8 to April 8. The all-party meeting will be chaired by Prime Minister <keyword id="6354477" type="PERSON" weightage="20" keywordseo="Narendra-Modi">Narendra Modi</keyword> and attended by Defence Minister Rajnath Singh, Home Minister <keyword id="6355521" type="PERSON" weightage="20" keywordseo="amit-shah">Amit Shah</keyword>, BJP's Rajya Sabha leader Thawarchand Gehlot, Deputy Leader Piyush Goyal, Parliamentary Affairs Minister Prahlad Joshi, Arjun Ram Meghwal and V Muralitharan. The one-hour Question Hour has been restored in the Budget session, which was suspended during the Monsoon session in September 2020 during corona pandemic. Lok Sabha Speaker Om Birla said on Tuesday that corona tests for members attending the Parliament session will be mandatory. Centre to hold an all-party meeting on January 30 ahead of Union Budget

Both the houses of the parliament, Lok Sabha and Rajya Sabha, saw stormy sessions and were adjourned on Day 2 of the Monsoon Session as opposition parties upped their ante against senior leaders of the Bharatiya Janata Party (BJP). 
 
<a href="http://www.businessinsider.in/searchresult.cms?query=Congress+">Congress party</a>-led opposition continued to stall <a href="http://www.businessinsider.in/searchresult.cms?query=parliament">parliament</a> proceedings, demanding resignation of External Affairs Minister Sushma Swaraj, Rajasthan Chief Minister <keyword id="6361795" type="PERSON" weightage="100" keywordseo="Vasundhara-Raje">Vasundhara Raje</keyword> and <keyword id="65086" type="POSITION" weightage="100" keywordseo="madhya-pradesh-chief-minister">Madhya Pradesh Chief Minister</keyword> Shivraj Singh Chouhan over <a href="http://www.businessinsider.in/searchresult.cms?query=Lalit+Modi">Lalit Modi row</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=Vyapam+">Vyapam scam</a>, respectively. 
 
However, the <a href="http://www.businessinsider.in/searchresult.cms?query=BJP">BJP</a> is firm on its stand and reiterated that the leaders had done no wrong and there will be no resignations. 
Party leaders were also asked to aggressively "expose" Congress over its "disinformation campaign". 
 
Reportedly, the assertions came at the BJP parliamentary party meeting where <a href="http://www.businessinsider.in/searchresult.cms?query=Narendra+Modi">Prime Minister Narendra Modi</a> asked MPs to be "proud" of the federal government’s work. 
 
Mukhtar Abbas Naqvi said that Swaraj told the parliamentarians that she offered no help to the former IPL boss. 
 
"I offered neither any financial benefit to him nor did I help him flee India. I never told the British government to give him travel documents. All I did was to tell them that their decision (on Lalit Modi's request) will not affect their ties with India," Naqvi said quoting Swaraj. 
Earlier, Congress party had planned to protest silently in parliament premises, but did not continue with the plan. 
 
Meanwhile, <a href="http://www.businessinsider.in/searchresult.cms?query=Amit+Shah">BJP Chief Amit Shah</a>, in the meeting, said that the party members would expose people who were trying to disrupt their journey on the path to progress over fabricated issues.

BJP stands ground as opposition ups ante against Swaraj, Raje, Chouhan

Modi was addressing the media before the Presidential address of the joint session of Parliament to kick start Budget Session, 2021, The session is being held in two parts this year due to Covid-19 pandemic. "This is the first session of this decade. It is a very important session. This is a golden opportunity to fulfill the dreams of our freedom fighters," Modi said. The Prime Minister said the government will take every step to fulfill people's expectations and all MPs will direct their energy to this goal. The Prime Minister said the government had to produce several mini budgets and that this budget will be in that series of three-four budgets presented by the government during pandemic period last year. The two Houses will meet later separately for tabling of the President's Address. The <keyword id="6354872" type="COMPANY" weightage="20" keywordseo="Economic-survey">Economic Survey</keyword> will also be tabled in both Houses in this 30-minute sitting after paying obituary references. The first part of the Budget Session is scheduled to conclude on February 15 while the second part will commence on March 8 and was expected to end on April 8. Given the Covid-19 outbreak, Parliament will sit in two shifts. Morning session is dedicated to <keyword id="48510" type="PERSON" weightage="20" keywordseo="Rajya-Sabha">Rajya Sabha</keyword> while Lok Sabha will sit in the evening. The Rajya Sabha will sit from 9 a.m. to 2 p.m. while the Lok Sabha will sit from 4 p.m. to 9 p.m. Zero Hour and Question Hour will be held. All Covid-19 protocols will be followed in this session in the same lines as the Monsoon session last year. The Advocates (Amendment) Bill, 2023 amends the Advocates Act, 1961, while the Press and Registration of Periodicals Bill, 2023 repeals the Press and Registration of Books Act, 1867. Besides, ‘The Post Office Bill, 2023’ has also been listed in the Lok Sabha business. The bill was earlier introduced in Rajya Sabha on 10 August 2023 and it repeals the Indian Post Office Act, 1898. PM Modi says Parliament's session may be short but 'big on occasion' — schedule and what's on the agenda

New Delhi [India], July 20 (ANI): The Monsoon session of <keyword id="6354721" type="General" weightage="50" keywordseo="parliament" source="Orion">Parliament</keyword> begins on Thursday amidst outrage over the situation in <keyword id="6359754" type="General" weightage="50" keywordseo="manipur" source="Orion">Manipur</keyword> with the Opposition demanding a statement from the Prime Minister of India. Parliamentary Affairs Minister <keyword id="145705" type="General" weightage="50" keywordseo="prahlad-joshi" source="Orion">Prahlad Joshi</keyword> has said that 31 bills will be taken up in the monsoon session. Among these include the Digital Personal Data Protection Bill, 2023. Other important legislations that are expected to be taken up in the Session are the Bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, promulgated in May this year. The ordinance deals with the control of services in Delhi and was promulgated after the Supreme Court verdict on an appeal by the Delhi government. Parliamentary Affairs Minister yesterday said that 34 parties and 44 leaders participated in the all-party meeting convened by the government for smooth conduct of the monsoon session which will continue to till August 11 and will have 17 sittings. Other Bills on the agenda of the government include Cinematograph (Amendment) Bill, 2019; DNA Technology (Use and Application) Regulation Bill, 2019; Mediation Bill, 2021; Biological Diversity (Amendment) Bill, 2022 ; Multi-State Cooperative Societies (Amendment) Bill, 2022; Repealing and Amending Bill, 2022; Jan Vishwas (Amendment of Provisions) Bill, 2023; Forest (Conservation) Amendment Bill, 2023; Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022 (with respect to State of Himachal Pradesh); Constitution (Scheduled Tribes) Order (Fifth Amendment) Bill, 2022 (with respect to State of Chhattisgarh); Postal Services Bill, 2023; National Cooperative University Bill, 2023; and Ancient Monuments and Archaeological Sites and Remains (Amendment) Bill, 2023. Digital Personal Data Protection Bill, 2023, was approved by the Union Cabinet earlier this month. This government had withdrawn Personal Data Protection Bill from Parliament in August last and said that it will come up with a fresh bill. Supreme Court had ruled in 2017 that privacy is a fundamental right and the Digital Personal Data Protection Bill, 2023, is a crucial pillar of the overarching framework of technology regulations being framed by the Centre. The previous version of the bill had come after an extensive consultation process with a Joint Parliamentary Committee also examining it. The government has held another round of consultations to frame the new bill. The Bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, seeks to establish the National Capital Civil Services Authority, which consists of the Chief Minister, Chief Secretary of Delhi, Principal Home Secretary of Delhi. The Authority will make recommendations to the Lieutenant Governor (LG) regarding transfers and postings of officials and disciplinary matters. While the government is expected to give push to its legislative agenda, the Opposition parties have planned to raise several issues including Manipur violence, railway safety, unemployment, inflation, India-China border standoff and trade imbalance between the two countries. Pralhad Joshi said the government has sought the Opposition's support in the smooth functioning of the Parliament during the Monsoon Session. "The government is ready to discuss all issues in the Monsoon Session. We have appealed to the Opposition parties to support in the smooth functioning of the Parliament," Joshi said after the all-party meeting yesterday. Some of the parties have planned to move an adjournment motion over Manipur violence among other issues on day one of the Parliament's Monsoon Session today. The opposition insisted that the discussion should take place in the presence of Prime Minister Narendra Modi. Congress on Wednesday said that the party will raise Manipur violence during the session. "Today, in the beginning (of the meeting), I kept my point. Our first issue is the violence in Manipur. Prime Minister should come and answer in Parliament. We will bring adjourment motion over the matter tomorrow," Congress leader Adhir Ranjan Choudhary said after attending the all-party meeting. <keyword id="6355187" type="General" weightage="50" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> Speaker Om Birla also chaired a meeting of the Business Advisory Committee ahead of the session. This would mark Sitharaman's seventh consecutive budget and eclipses the late Moraji Desai's record of six consecutive budgets, which is likely to focus on changes in the income tax structure and improving the ease of doing business in India. Addressing the media, Minister of State for Finance Pankaj Chaudhary earlier said that the first Union Budget of the third Modi government will be based on his mantra of "Sabka Saath Sabka Vikas". Union Minister Pralhad Joshi said that this budget would accelerate the country's economic growth. "The economic growth that happened under the leadership of Prime Minister Narendra Modi, this budget and this Budget will further accelerate it. The budget that will be presented today by Nirmala ji will also help our country, which is the fastest-growing economy," Pralhad Joshi said while speaking to the media on the Parliament premises on Tuesday. The budget session of Parliament began on July 22 and, according to schedule, will end on August 12. On Monday, the economic survey presented in Parliament by finance minister Sithraman emphasized the resilience of the Indian economy and its stable post-Covid recovery. The Survey underscored the government's commitment to "Nari Shakti" through various legislative measures and provisions aimed at boosting women's participation in diverse professions. According to the Economic Survey, the budget for women's welfare and empowerment schemes has surged by 218.8 per cent, growing from Rs 97,134 crore (BE) in FY14 to Rs 3.10 lakh crore in FY25. Additionally, the Gender Budget Statement (GBS) has seen a 38.7 per cent increase compared to FY24 BE, with its share in the total Union Budget rising to 6.5 per cent in FY25, the highest since GBS was introduced in FY06.
