In contrast to its earlier prediction, private weather forecaster Skymet stated it might revise its forecast as rains across country stood 32% below average. 
 
Vice-president, meteorology at Skymet, GP Sharma said that by July-end, they might come with a revised forecast for the season and the months of August and September. 
 The forecaster had earlier forecast above normal monsoon rains this year while most other forecasters, including the official <keyword id="6355166" type="ORGANIZATION" weightage="100" keywordseo="India-Meteorological-Department">India Meteorological Department</keyword> (IMD), predicted less than normal rains. 
 
However, he said that Skymet would not bring its forecast down, adding that he didn't expect July rains to be 104% of normal as forecasted earlier. 
 
"It will surely be in the minus side. But considering there is a margin error of ± 9 per cent in the monthly forecast, we are not wrong in our forecast," Sharma told Economic Times. 
 
The financial daily reported that as of July 15, the monthly monsoon rains across the country were 32% below average while the deficit for the whole season stood at 6%. 
 
Skymet says that monsoon rains will be 102% of its Long Period Average (LPA) this year, whereas IMD predicted only 88% of the average. 
 
"Northwestern India is the only region which has a cumulative rain surplus till now. We expect some improvement in the second half of July, but the deficit will prevail,” DS Pai, head of long-range forecasting at IMD, told ET. 
 
IMD is expected to release its next forecast on July 31. It has forecast July rainfall over the country to be 92% of its LPA. 
 
"Rainfall deficit for the country in July is 44 mm. We should get 12-13 mm rain daily to catch up with the normal," Skymet's Sharma told ET. 
 
He added that monsoons could spring a surprise anytime. "Heavy widespread monsoon showers for a few days can wipe out the deficit as happened in the previous year. Monsoon rains were 40% below normal across India till July 15 in 2014 and with spell of heavy rains the deficit came down to 22% by the month end," Sharma told the financial daily. 
 
Meanwhile, Skymet expects August rains to be 99% of the average with good rainfall in the first ten days of the month.

Bad news! Skymet may revise forecast, expects to rain less in July

Even as Finance Minister <keyword id="42575" type="PERSON" weightage="80" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> played down the concerns over <keyword id="1146394" type="UNKNOWN" weightage="80" keywordseo="deficient-monsoon">deficient monsoon</keyword> this year saying the forecast was misplaced and distress was far-fetched, the <keyword id="151047" type="ORGANIZATION" weightage="80" keywordseo="Rural-Development-Ministry">Rural Development Ministry</keyword> went on war footing to ramp up flagship rural jobs scheme to generate income for affected families. 
 
Jaitley said that the timing and spread of the June-September rainy season suggested the effect won't be as dire, adding that the distribution pattern of rain forecast was such that any impact on farm output will be limited. 
 
The Finance Minister also said that there was "abundance of foodgrain" and in any case, the forecast signalled less pain than last year. 
 
India's Meteorological Department (IMD) revised its forecast of average rainfall in the June-September monsoon to 88% from 93%, fuelling fears of a drought. 
Farmers in Madhya Pradesh, Rajasthan, Uttar Pradesh, West Bengal, etc are already distressed due to unseasonal rainfall. 
 
Meanwhile, the Rural Development Ministry is revamping the Mahatma Gandhi Rural Employment Guarantee Scheme (MNREGS) and checking de-silting of water bodies, building check dams, percolation tanks and farm ponds to brace against a possible drought and build assets for future. 
 
"We will use satellite mapping to identify areas where the work needs to be taken up. Once the regular monsoon sets in, such construction cannot be done so we have to get into action immediately," a senior rural development ministry official told Economic Times. 
As per the data for 22 states, 93,000 water-harvesting structures have been built to provide irrigation to 1.2 lakh hectares of land. 
 
"Most of the work in rural areas in permitted under (the jobs programme) and since it is an open-ended scheme with no financial limitation, it is advantageous to take up work under this scheme," the official told ET. 
 
The ministry is also going to expedite its watershed management programmes. 
 
As per Economic Times, only 40% of agriculture area receives assured irrigation in the country. 
 
Jaitley said only the North-West is forecast to get slightly inadequate rainfall. “A large part of the northwest has substantial irrigation facility", Jaitley said. 
 
Sufficient foodgrain 
 
The Food Corporation of India (FCI), in the beginning, had more than 51 million tonnes of rice and wheat in the central pool itself. 
 
"The rainfall was less last year than what is predicted now and it came even later. Even then we did not let prices rise. We have more than sufficient food stock. Taking them to the market is one of the tools the government has,” said Jaitley.

Above-normal rainfall is expected during the 2024 southwest <keyword id="6358301" type="General" weightage="20" keywordseo="monsoon" source="Orion">monsoon</keyword> season over most parts of <keyword id="19897710" type="General" weightage="20" keywordseo="south-Asia" source="keywords">south Asia</keyword>, the South Asian <keyword id="21481676" type="General" weightage="20" keywordseo="climate-outlook" source="keywords">Climate Outlook</keyword> Forum said on Tuesday. The forecast follows the prediction of above-normal rain in the monsoon season in <keyword id="19895063" type="General" weightage="20" keywordseo="India" source="keywords">India</keyword> on the back of favourable <keyword id="20146476" type="General" weightage="20" keywordseo="La-Nina" source="keywords">La Nina</keyword> conditions, expected to set in by August-September. "Above normal rainfall is most likely during the 2024 southwest monsoon season (June-September) over most parts of south Asia, except some areas over northern, eastern, and northeastern parts of the region, where below-normal rainfall is most likely," the South Asian Climate Outlook Forum (SASCOF) said. Above-normal maximum and minimum temperatures are predicted over most parts of south Asia during the season, except a few areas over the southeastern part of the region where normal temperatures are most likely. This regional climate outlook for the 2024 southwest monsoon season has been developed by all nine National Meteorological and Hydrological Services (NMHSs) of south Asia with support from international experts at the 28th session of SASCOF-28, conducted online. SASCOF said moderate <keyword id="19949878" type="General" weightage="20" keywordseo="El-Nino" source="keywords">El Nino</keyword> conditions are prevailing at present. ENSO (El Nino-Southern Oscillation) neutral conditions are expected in the first half of the monsoon season. Thereafter, La Nina conditions may set in by the second half. El Nino conditions -- periodic warming of surface waters in the central Pacific Ocean -- are associated with weaker monsoon winds and drier conditions in India. La Nina conditions -- the antithesis of El Nino -- are the dominant factor in the likelihood of "above-normal" rainfall during the monsoon season, DS Pai, a senior scientist at the India Meteorological Department (IMD), told PTI.  Mumbai, India's financial capital, witnessed over above 200 mm rainfall in 24 hours on Friday. While the rest of the country is reeling through dry spell, the average rainfall in Mumbai in June was above its long-term average, according to Skymet. Heavy rains on Sunday night caused water logging and traffic snarls, slowing down one the metropolis on Monday (July 1). "A monsoon depression movement will be approaching near Maharashtra and the Konkan coast so we could get a little heavier spells, little respite in between before we have the next one again," GP Sharma, vice president of meteorology, <a href="https://economictimes.indiatimes.com/markets/expert-view/monsoon-gains-second-wind-after-driest-june-expect-heavy-downpour-in-july-gp-sharma/articleshow/70025756.cms" data-type="tilCustomLink" target="_blank">Skymet told a television channel</a> on Monday. Mumbai must brace for floods this week, says a private weather forecaster

The <keyword id="55209" type="ORGANIZATION" weightage="80" keywordseo="Indian-Meteorological-Department">Indian Meteorological Department</keyword> (IMD) said the southwest monsoon had arrived in Kerala against the normal date of June 1. 
 
"The rainfall over Kerala has been fairly widespread to widespread for the last 48 hours. Out of the 14 rainfall monitoring stations for monsoon onset over Kerala, more than 70% of stations have reported rainfall higher than 2.5 mm for last consecutive two days," IMD said in its statement. 
 
IMD said monsoon has further advanced into entire south Arabian Sea, some parts of Central Arabian Sea, entire Lakshadweep area and Kerala, some parts of Coastal &amp; South Interior Karnataka and Tamil Nadu, remaining parts of southeast Bay of Bengal and some parts of central &amp; northeast Bay of Bengal. 
 As IMD as predicted a deficient monsoon this year, private weather forecaster <keyword id="6376779" type="COMPANY" weightage="80" keywordseo="Skymet">Skymet</keyword> rejected IMD's forecast of likely drought. 
 
Skymet predicted that there would be a good monsoon season this year as the Indian Ocean Dipole (IOD) phenomenon counters an El Nino weather event. 
 
This should dismiss concerns of farmers who have already been hit hard by unseasonal rains earlier this year. 
 
Skymet, which claims its predictions have been correct for the past three years, forecast rains at 102% of the long-term average over the June-September monsoon season, as against IMD's 88%. 
 
Skymet’s chief meteorologist, G.P. Sharma, said the El Nino threat remains, but the positive IOD effect could prove beneficial. 
 
Skymet said positive IOD creates a barrier in the eastern Indian Ocean and all the southwesterly winds blow towards the Indian sub-continent, causing rains there but leading to droughts in parts of Indonesia and Australia. 
Even Finance Minister Arun Jaitley has downplayed fears of a drought. 
Meanwhile, the Indian Government prepared on war footing to implement the MNREGA plans so that livelihood of farmer is not affected.

 Temperature in Rajasthan’s Churu soared to 50 degree Celsius on June 1— the day when monsoon normally hits Southern parts of India. Many parts of the country are struggling with heat waves with the maximum temperature between 45 degrees to 50 degree Celsius. Monsoon to hit Kerala tomorrow, heatwave in Northern India to last another week

Despite predictions of an above normal <keyword id="6358301" type="COMPANY" weightage="100" keywordseo="Monsoon">monsoon</keyword> so far, Agriculture Ministry has been asked to take care of any situation if rains remain deficient, Minister of Science &amp; Technology Y S Chowdary said today. 

	"Government is ready with contingency plan in some states. We have already informed the Agriculture Ministry to take care (of that). And by and large is it very positive now," Chowdary said on the sidelines of an event organised by Yes Bank promoted Yes Institute that works towards attracting funds for social innovation. 

	"Monsoon definitely not only revived but it is very encouraging. In few pockets, there may have some issues but across the country it is going to be very good,” he added. 
 Meanwhile, <keyword id="6355166" type="ORGANIZATION" weightage="100" keywordseo="India-Meteorological-Department">India Meteorological Department</keyword> (IMD) has predicted deficient rains for the June-September season this year. However, private firm <keyword id="6376779" type="COMPANY" weightage="100" keywordseo="Skymet">Skymet</keyword> has predicted an above normal monsoon. 

	Chowdary said the Ministry has many areas under its ambit, including power saving, solar, structural design, green energy and landscape. 
 

	"In the Ministry, we have many areas, power saving, solar, structural design, all these areas are very crucial. We can participate in many areas from green energy to landscape. Our Ministry has a very broad spectrum,” he said. 
 

	The Minister also said that the government is thinking of connecting with various countries on a collaborative working model to work towards these goals. 
 

	He said the government wants to focus on green energy.

 Hotter with the wind The very same summer heat that warms up the Indian subcontinent also sends warm winds to sweep across the Indian ocean — up and over South Asia. As the winds head North, the water beneath pushes south. These waters, which flow south, transport heat, thereby cooling the ocean. This process creates a bigger difference between the temperature of land and the temperature of the ocean.

 The team of researchers was able to create a model of the Indian monsoon leaving the Himalayas out of the picture altogether — that too on a hunch. John Marshall and Nicholas Lutsko, co-authors of the study, initially suspected that adding oceans to a monsoon model would decrease its intensity but found the opposite to be true.
