India's $3 billion defence deal with the US — everything we know so far

Trump said he spoke to Prime Minister Modi on Saturday morning and made a request to release Hydroxycholoroquine - an old and inexpensive drug used to treat malaria - for the US. "I called Prime Minister Modi of India this morning. They make large amounts of Hydroxychloroquine. India is giving it a serious consideration," Trump said at his daily news conference at the White House on Saturday. India's Directorate General of Foreign Trade on March 25 banned the export of Hydroxychloroquine but said that certain shipments on humanitarian grounds may be allowed on a case-by-case basis. With more than three lakh confirmed cases of coronavirus infection and over 8,000 fatalities, the US has emerged as the global epicentre of the deadly coronavirus disease to which there has been no cure. Trump said he would appreciate if India releases the amount of Hydroxychloroquine that the US has ordered. "And I said I would appreciate if they (India) would release the amounts that we ordered," he said, without mentioning that quantity of Hydroxychloroquine that has been ordered by US companies from India. Scientists across the world are racing against time to find either a vaccine or a therapeutic cure to the virus that has so far killed more than 64,000 people and infected 1.2 million in more than 150 countries. Based on some initial results, the Trump administration is banking heavily on using Hydroxychloroquine for the successful treatment of coronavirus. Following a quick provisional approval from the US Food and Drug Administration last Saturday, the malaria drug along with a combination of some other drug is being used in the treatment of about 1,500 COVID-19 patients in New York, the epicentre in the US. According to Trump, the drug is yielding positive results. If successful, he told reporters that it would be a gift from heaven. In the next several weeks, health experts in the US have projected between 100,000 to 200,000 deaths due to the coronavirus, which due to human-to-human transmission is spreading like a wildfire in the country. In anticipation of it being a successful drug in the treatment of coronavirus, the US has already stockpiled some 29 million doses of Hydroxychloroquine. It is in this context Trump requested Modi to help US get millions of doses of Hydroxychloroquine, a malaria drug that can be produced at mass scale in India. Prime Minister Modi on Saturday said he held a detailed discussion on the coronavirus crisis with President Trump and resolved to deploy the full strength of the Indo-US partnership to fight the global pandemic."We had a good discussion and agreed to deploy the full strength of the India-US partnership to fight COVID-19," Modi wrote on Twitter on his "extensive" telephonic conversation with Trump.The prime minister and the US president exchanged views on the pandemic and its impact on the global well-being and economy, a statement issued by the Prime Minister's Office (PMO) said.Stressing on the special relationship between the two countries, Modi reiterated India's solidarity with the US in overcoming this global crisis together. Now, a new threshold may be within reach after US President Donald Trump indicated that there may be a joint space programme on the books between America and India. “America is looking forward to expanding space exploration with India as you are pushing the limits, including in the realm of human spaceflight. That is a great thing,” he said at the Namaste Trump rally in Ahmedabad yesterday. What does India get out of the deal? India is currently in the midst of preparing its first human spaceflight mission Gaganyaan. Last year, former NASA administrator Charles Frank Bolden Junior said something similar during the India-US space dialogue. He suggested forming another working group to focus on a human space flight to undertake missions, train and share expertise. The US has already succeeded in putting multiple men and women in space and on the Moon. Collaborating with them brings valuable experience to the table. Bolden suggested sending Indian astronauts to train on the International Space Station (ISS), which helps them experience what it feels like to live in space. It should also be noted that space diplomacy has been an integral part of international relations and security in recent years. A successful space sector puts a country in the elite group of ‘space superpowers’. What does the US hope to achieve? For the US, India offers economically feasible satellite launches which will include the small satellite launch vehicles (SSLV) in the near future. Many American companies use the Indian Space Research Organisation’s (ISRO) launch facilities to launch satellites into space. Supporting India’s space programme is also a way to counter China’s growing dominance in the Indo-Pacific region. One word: coal.India has been unabashedly shutting down its coal plants. Indian economic coal imports are falling, and <a href="https://www.bloomberg.com/news/articles/2016-04-25/india-s-energy-minister-wants-to-cut-coal-imports-to-nothing">Bloomberg reported</a> the India's energy minister announced the government wants to do-away with coal imports entirely.Dropping coal isn't a new phenomenon in India. From July 2015 to July 2016, India's "coal plant pipeline" fell by 40 gigawatts, according to <a href="http://coalswarm.org/trackers/a-shrinking-coal-plant-pipeline-mide-2016-results-from-the-global-coal-plant-tracker/">Coal Swarm</a>. Prime minister Modi could lecture Trump on climate change - India is leapfrogging the US on renewables

In the absence of either a vaccine or a drug, the novel coronavirus has claimed more than 88,500 lives and has infected nearly 1.5 million people globally. The United States alone accounts for 4.3 lakh infections and 14,700 fatalities."As American industry steps up to help, so are America's doctors and scientists. Ten drugs are now in clinical trials and my administration is taking unprecedented actions to make new therapies and treatments available without delay," Trump told reporters during his daily coronavirus news conference on Wednesday."The doctors, the lab technicians, the companies are coming up with things that I hope in the very near future are going to be very, very special, very important," he said. Responding to questions, Vice President Mike Pence said the US was having four separate clinical trials on the anti-malarial drug hydroxychloroquine. Hydroxychloroquine has been identified by the US Food and Drug Administration as a possible treatment for the COVID-19. "I believe we will have roughly four separate clinical trials underway studying hydroxychloroquine," Pence said with a note of caution. "But it is important to remember that, as the president has made the point many times, the FDA has approved what is called off-label use and so in consulting with your physician, if your physician determines it is appropriate to write a prescription for hydroxychloroquine we are working today to make that available across the country," he said. India, the largest producer of hydroxychloroquine, agreed to lift the ban on the export of the medicine to the US after Trump spoke to Prime Minister Narendra Modi on phone last week."It is broadly available today as an anti-malarial medication but we are working around the country and internationally to increase that supply but we are studying it in at least four different clinical trials," the Vice President said.The Henry Ford Hospital is conducting a clinical trial for hydroxychloroquine. The hospital has had a rather overwhelming response to the initial trial, which is beginning this week with 3000 people taking the hydroxychloroquine or a placebo, Pence said. Dr Anthony Fauci, Director of the National Institute of Allergy and Infectious Diseases from the National Institute of Health, said a number of different clinical trials were going on.Some of which are randomised controlled trials which is the optimal way to determine ultimately if something is safe and effective and works. But there are a lot of different ways that that is being looked at, he added. "It is being looked at against the placebo, it is being part of a multi-arm trial comparing it with others. There is a trial that was recently started actually in prophylactics among healthcare workers so there are several of these," Fauci said."In addition to that, there is what was just mentioned now that any physician in consultation with their patient and back and forth can make the decision to use the drug on an off-label. <ul><li>India and China have five treaties between them to address border disputes like the current tension along the <keyword id="49399" type="PERSON" weightage="20" keywordseo="Line-of-Actual-Control">Line of Actual Control</keyword> in Ladakh. </li><li>Experts believe that Chinese aggression along the border may only be masking other issues that the country is facing on the home front. </li><li>Spokesperson for India’s Ministry of External Affairs, Anurag Srivastava, clarified said that India is ‘firm’ in its resolve to maintain national security along the border.</li></ul>The standoff between China and India along the Line of Actual Control (LAC) has reportedly been intensifying with both sides sending in more troops to defend their respective sides. “We remain firm in our resolve to ensure India’s sovereignty and national security,” said Anurag Srivastava, the spokesperson for the Ministry of External Affairs addressing a press conference last night. <div type="javascript" title="Custom" contenttype="Video"><cdata><![CDATA[]]></cdata></div> "Our troops have taken a very responsible approach towards border management and strictly followed the procedures laid out in different bilateral agreements and protocols with China to resolve any issue that may arise in the border areas,” said Srivastava. He outlined five treaties between the two nations that their disposal to address border disputes: <ol><li>1993 agreement of maintenance of peace and tranquility along the LAC</li><li>1996 agreement of confidence-building measures in the military field along the LAC</li><li>2005 protocol on the modalities of confidence-building measures in the military field along the LAC</li><li>2012 agreement on the establishment of a working mechanism for consultation and coordination on India-China border affairs</li><li>2013 border defence cooperation agreement</li></ol>Experts opine that the reason that border issues continue to reemerge between India and China is because the claim line has not been explicitly demarcated. China’s version of the claim line is different from India’s version of the Line of Actual Control (LAC). Decoding China’s aggression Even though the above treaties are in place for both sides to negotiate, “It is hoped that miraculously China may change, but for now, unless Xi Jinping mends fences, New Delhi must continue to frame policies assuming the worst about Beijing’s intentions,” said <a href="https://www.orfonline.org/expert-speak/the-ladakh-lesson-india-must-guard-against-chinese-tech-intrusion-66974/?amp">Gautam Chikermane</a>, the Vice President of the Observer Research Foundation (ORF). “This time around, China’s incursions may be another episodic distraction for its territorial ambitions in Hong Kong and Taiwan,” he added. Retired Lieutenant General HS Panag believes that China is under the impression that India wants Aksai Chin back — and area of eastern Ladakh that was the central issue of the 1962 War. “My assessment is that the PLA has deployed maximum one brigade each in Galwan River valley and along the north bank of Pangong Tso,” he wrote in <a href="https://theprint.in/opinion/china-believes-india-wants-aksai-chin-back-thats-why-it-has-crossed-lac-in-ladakh/430899/">The Print.</a> Other experts like <a href="https://www.orfonline.org/research/the-domestic-motivations-of-beijings-lac-aggression-66928/?amp">Harsh V. Pant</a>, the director of studies and head strategic studies programme at ORF, and Kartik Bommakanti, an associate fellow also with ORF, believe that China may be trying to gain India’s support in the global investigation of the origins of the coronavirus — or may just be rooted in nationalism. “China is picking fights with multiple actors simultaneously amid an ongoing health pandemic precisely because of what it sees as a nationalist imperative,” they said. Media reports claim that the People’s Liberation Army has crossed over to India’s side of LAC and physically secured <a href="https://www.outlookindia.com/website/story/india-news-all-you-need-to-know-about-india-china-stand-off-in-ladakh/353519">three to four kilometres</a> along the Galwan Valley in addition to the entire area between Finger 5 and Finger 8 along the northern bank of Pangong Tso Lake — which is around <a href="https://indianexpress.com/article/explained/india-china-conflict-in-ladakh-the-importance-of-the-pangong-tso-lake-6419377/">eight to ten kilometres</a>. “The two sides have established mechanisms, both at military and diplomatic levels, to resolve situations which may arise in border areas peacefully through dialogue. We continue to remain engaged through these channels,” Srivastava explained. He said "difficult issues involving governance in India" will "all raise the stakes here" for Trump."He has a direct financial interest in India treating his businesses well," he said. "That's a problem for us."Richard Painter, a University of Minnesota law professor and former top ethics adviser to President George W. Bush, said Trump is "dependent on certain powerful individuals in India" as it relates to his business, which is "a less than ideal situation to be in."Painter, who is considering a bid for the Senate in Minnesota, said the situation could prove problematic if tensions between India and neighboring Pakistan were to flare up. Even if Trump moved to help India, which "might be the right thing" dependent on the scenario, Painter said whatever moves Trump makes will have a cloud hanging over them as a result of his business interests in the country."You're never going to avoid the fact that people will say that whatever we do to help India is going to be dictated by Trump's financial interests," he said.Painter also pointed to Trump targeting his trade actions toward China, but not India, as something that could come under the microscope."It complicates everything from trade, to international diplomacy, to how to handle a national security council crisis," he said, adding that "China is going to point to that, and say he's got all this money invested in India, and that's why he's picking on us instead of India. "The takeaway for foreign countries "is pretty clear," Painter continued. The White House said it didn't know about the call until after it occurred."Trump is just taking all sorts of calls of congratulations and has ignored both protocol and intel briefings," Bremmer told Business Insider in an email last week. "This is his first serious misstep accordingly. We'll surely see more."He continued: "Inconceivable the Chinese won't react harshly to this. This is a red line for them. And hard to imagine Trump saying 'no big deal' and not talking to the Taiwanese going forward. He also threatened to draw closer to Russia, a country Trump has also cozied up to.Trump and Duterte spoke earlier this month by phone. At a UN Convention Against Corruption conference in Manila this week, <a href="https://youtu.be/nhz6M0bnpZ0?t=51m8s" target="_blank">Duterte shared</a> a profanity-laced version of their <a href="http://www.businessinsider.com/r-us-wants-to-repair-bad-relations-with-the-philippines-duterte-2016-12" target="_blank">seven-minute conversation</a>, quoting Trump as saying the US and the Philippines "should fix our bad relations.""It needs a lot of ... you know, you just said something good here, and you're doing great," Duterte quoted Trump as saying. "I know what you're ... you worry about Americans criticizing you. You're doing good, go ahead. I had this problem in the border of Mexico and America."Duterte has a reputation for human-rights abuses and extrajudicial killings.He also said Trump invited him to visit the US."Oh yes, when you come to Washington, DC, or New York City, look me up and I will have coffee," Deterte quoted Trump as saying.
