The counting of votes for <keyword id="65591" type="General" weightage="100" keywordseo="mizoram" source="Orion">Mizoram</keyword> Assembly polls began on Monday morning amid elaborate security arrangements in all 11 districts of the state. Additional Chief Electoral Officer H. Lianzela said that initially, postal ballots are being counted and then, the counting of votes polled through the Electronic Voting Machines (EVMs) would be taken up. Over 4,000 officials including women are engaged in the counting process. These officials are posted at 40 counting halls under 13 centres in 11 districts to count the votes, the official told IANS. Director General of Police, Anil Shukla said that adequate security measures have been taken for the smooth conduct of the counting process. Adequate contingents of Central Armed Police Forces and Mizoram Armed Police have been deployed across the state to maintain law and order. More than 80% of the 8.57 lakh voters exercised their franchise to decide the electoral fate of 174 candidates, including 16 women. The ruling <keyword id="297846" type="General" weightage="50" keywordseo="mizo-national-front" source="Orion">Mizo National Front</keyword> (MNF), the main Opposition Zoram People's Movement (<keyword id="746547" type="General" weightage="50" keywordseo="zpm" source="Orion">ZPM</keyword>) and the Congress have fielded candidates from all 40 seats while the Aam Aadmi Party (AAP) is contesting on four seats. The BJP has fielded candidates on 23 seats with a special focus on linguistic minority inhabited areas, especially where the Reang and Chakma tribal communities are in reasonable numbers in the voters' list. Besides them, 27 independent candidates are also in the fray. The counting of votes was earlier scheduled on Sunday in the Christian-majority state (87%) but after repeated appeals by all political parties, NGOs, Civil Society Organisations, churches, youth and student bodies including the influential Young Mizo Association (<keyword id="549549" type="General" weightage="50" keywordseo="yma" source="Orion">YMA</keyword>), the Election Commission of India (ECI) rescheduled the counting to Monday. Polling for the 40-member Mizoram assembly was held on November 7.

Counting of votes begins for Mizoram Assembly elections

Nearly 16 crore voters would be eligible to cast their votes in these elections, Chief Election Commissioner (CEC) Rajiv Kumar said at a press conference while asserting that strong measures are being put in place to make these polls inducement-free. Voting for all 40 assembly seats in Mizoram will take place on November 7 along with the first phase of polling for 20 seats in Chhattisgarh. The remaining 70 seats in Chhattisgarh will go to polls on November 17 alongside all 230 seats in Madhya Pradesh. Voting for all 200 assembly seats in Rajasthan will take place on November 23, while the 119-member Telangana Assembly will be the last to go to polls on November 30. Counting of votes for all five states will take place on December 3, CEC Kumar said. This will be the last set of assembly elections ahead of the Lok Sabha polls next year. While Congress is in power in Rajasthan and Chhattisgarh, Madhya Pradesh is ruled by BJP, Telangana by Bharat Rashtra Samithi and Mizoram by Mizo National Front (MNF). Kumar said these five states will have 1.77 lakh polling stations, of which 1.01 lakh will have webcasting facility. More than 8,000 polling stations will be managed by women, he said. "We have gathered here after a gap of six months. These elections are significant for the country and after this, we will meet for the announcement of the Lok Sabha elections," Kumar said. "We have met all stakeholders, including political parties and enforcement agencies, while preparing for the assembly elections in Mizoram, Chhattisgarh, Rajasthan, Madhya Pradesh and Telangana," he said. The CEC said the Election Commission (EC) has given a special emphasis on making electoral rolls inclusive and the focus will also be on "roll-to-poll", or ensuring that all voters come to vote. Chhattisgarh, Rajasthan, Madhya Pradesh, Telangana and Mizoram will have 8.2 crore male and 7.8 crore female voters, while there will be 60.2 lakh first-time voters, he said. For the first time, Kumar said, a new Election Seizure Management System is being introduced for the <keyword id="6372725" type="General" weightage="80" keywordseo="assembly-polls" source="Orion">assembly polls</keyword> to enhance oversight to ensure inducement-free elections. A total of 940 checkposts have been put in place for a strict vigil along interstate borders and to dry up inflow of illicit liquor, cash, freebies and drugs, he said. There will be zero tolerance for the use of money power and there will be a strict vigil over suspicious online cash transfers through wallets as well, the CEC said.

Assembly elections: Voting in five states from Nov 7-30, counting of votes on Dec 3

Oppn ZPM strides ahead, ruling MNF trails in Mizoram

New Delhi, The <keyword id="40807" type="General" weightage="80" keywordseo="election-commission" source="Orion">Election Commission</keyword> on Wednesday changed the date of polling for the Rajasthan assembly elections from November 23 to November 25 citing "large-scale" weddings and social engagements. In a statement, the EC said the decision was taken following representations made by various parties and social organisations for a change of the date of poll "considering large-scale wedding/social engagements on that day (November 23) which may cause inconvenience to large number of people, various logistic issues and may lead to reduced voters participation during poll". "The Commission, having considered these factors and representations, has decided to change the date of poll from 23rd November, 2023 (Thursday) to 25th November, 2023 (Saturday)," it added. The counting of votes will take place as scheduled on December 3, along with the same for four other state assembly polls. The poll panel announced the assembly poll schedule for <keyword id="13051407" type="General" weightage="20" keywordseo="rajasthan-madhya-pradesh" source="Orion">Rajasthan, Madhya Pradesh</keyword>, Chhattisgarh, Telangana and Mizoram on Monday.

The main objectives behind the Article 371 granting special provisions to some states are to meet the unique needs of the backward regions of these states, protect the economic and cultural interests of these regions, combat the local challenges and protect the customary laws in these regions. Article 371 – Provision for Gujarat and Maharashtra This article provides special powers to the governors of Gujarat and Maharashtra to create independent development boards for Vidarbha, Marathwada and the rest of Maharashtra and Saurashtra, Kutch and the rest of Gujarat. It gives room to provide more facilities for employment opportunities, vocational and technical education in the state. Article 371-B – Special provisions for Assam This article empowers the President to include a committee of the elected tribal representatives of the Assam Legislative Assembly for the constitution. Article 371-C – Special provisions for Manipur It provides for creating a committee for the constitution and functions of the legislative assembly with the members elected from the hilly regions of the state. The governor will have the responsibility to secure the powers of this committee and the central government can instruct the state government on the administration of the hilly areas. Article 371-D – Special Provisions for Andhra Pradesh The President can provide equal opportunities for the local populace in public education and employment. The President can ask the state to create an administrative tribunal to solve all the disputes with regard to appointments and promotions to civil posts in the state. Via Article 371-E, a Central University was established in Andhra Pradesh. Article 371–G – Provisions for Mizoram This article says without the consent of the State Legislative Assembly, the Parliament cannot decide on the matters of the religious and social practices of the Mizos, civil and criminal law of the land, land ownership transfer, and customary law procedures. Article 371-H – Special provisions for Arunachal Pradesh This article gives special powers to the Governor of Arunachal Pradesh, on the directions from the President with regard to the law and order in the state. Though the Governor will consult the Council of Ministers, the governor’s decision will be final. Only when the President directs, the special powers of the Governor can cease. Article 371-I – Special provision for Goa As per this article, the State Legislative Assembly of Goa will consist of not less than 30 members. Article 371-J – Special provisions for Karnataka This Article gives room for some special provisions to the Hyderabad-Karnataka region. The President gives special responsibilities to the Governor of Karnataka to create a separate board to develop the Hyderabad-Karnataka regions. Every year, a report regarding the working of this board will be presented before the State Legislative Assembly. Equitable funds must be allotted for developing these regions. There will be reservation of seats for the education and vocational training of the students from this region besides reservation in the jobs with the state government for persons hailing from this region.

Lok Sabha Election 2019 First Phase Notification

Exit polls on Thursday gave varied predictions in the poll-bound states, giving advantage to BJP in Madhya Pradesh and Rajasthan, a clear edge to Congress in Chhattisgarh and Telangana and that the ruling MNF was ahead in power sweepstakes in Mizoram. While the <keyword id="609507" type="General" weightage="70" keywordseo="exit-poll" source="Orion">exit poll</keyword>s were almost unanimous in giving an edge to Congress in Telangana, where polling concluded on Thursday, a few predicted a close call in Rajasthan with Congress too in the lead and an exit poll gave a little edge to the party in Madhya Pradesh too. A poll predicted that Zoram People's Movement will win decisively in Mizoram. The outcome of exit polls was released after the conclusion of polls in Telangana. If Congress is able to retain Rajasthan along with Chhattisgarh and oust the ruling BRS from Telangana, it will be a major morale-booster for the party. Five states went to the polls this month with counting slated for December 3. The polling in five states that are in northern, eastern and southern parts of the country, came months before the next Lok Sabha polls. Exit polls predicted that Congress is poised to form government in Telangana and that the ruling Bharat Rashtra Samithi (BRS) would fall short of the majority after its 10-year rule in India's youngest state. The polling for the 119-member Telangana assembly was held on Thursday. The Times Now-ETG exit poll gave 38 per cent vote share to BRS, 43 per cent to Congress and 13 per cent to others in Telangana. It said the ruling party in the state is poised to win 37-45 seats, Congress 60-70 seats, BJP 6-8 and others 5-7 seats. Republic TV exit poll gave Congress 58-69 seats and the BRS 46-56 seats. It said BJP could win 4 to 9 seats and others 5 to 8 seats. The poll predicted a 41.60 per cent vote share for BRS, 43.30 per cent for Congress, 10.80 per cent for BJP and 4.30 for others. The India TV-CNX exit poll predicted 63-79 seats for the Congress, 31-47 for the BRS, 0-2 for the BJP and 5-7 for others. According to Jan ki Baat poll, Congress is poised to win 48 to 64 seats in Telangana. It said BRS could win 40 to 55 seats and BJP 7 to 13 seats. Telangana recorded a voter turnout of 70.28 per cent. The exit polls said that two regional players in Mizoram - MNF and ZPM - are in the race to form government in Mizoram with most predictions stating that the ruling party led by Chief Minister Zoramthanga has an advantage in the northeastern state while there is also a possibility of a hung assembly. Mizoram went to the polls on November 7 for its 40-member assembly. The ruling Mizo National Front (MNF) faced a challenge from the Zoram People's Movement (ZPM), Congress and BJP. According to India Today-Axis My India poll predictions for Mizoram, the Zoram People's Movement is poised for a massive victory in Mizoram and could win 28-35 seats. It said the ruling MNF is expected to win 3 to 7 seats. MNF, the poll said, will get 27 per cent votes and ZPM 49 per cent votes. Congress is poised to get 20 per cent votes, the exit poll said. Times Now-ETG poll gave 14-18 seats to MNF with 32.20 per cent vote share, 10-14 to ZPM with 29.30 per cent votes and said that Congress is expected to get 9-13 seats with 27.80 per cent vote share. Jan Ki Baat poll gave 10-14 seats to MNF with a vote share of 22 per cent, 15-25 seats to ZPM with a vote share of 40 per cent and predicted that Congress will get 30 per cent votes and 5-9 seats. India TV-CNX poll predicted 14-18 seats for MNF and 12-16 seats for ZPM. It said Congress is expected to get 7-10 seats.' Republic TV gave a 32.60 per cent vote share to the MNF, 14.60 per cent to ZPM and 31.20 per cent to Congress. It gave 17-22 seats to MNF, 7-12 to ZPM, Congress to get 7-10 seats and one seat to BJP. P-Marq poll said that MNF will win 14-20 seats, ZPM 9-15 seats, Congress 7-13 seats and others 0-2 seats. In Madhya Pradesh, most exit polls said that BJP has a clear advantage as they predicted Congress falling short in its poll effort in the state where it was expecting to gain from "anti-incumbency" against the government. Most exit polls predicted that the BJP, which has ruled the state for almost 18 of the past 20 years, is set for another term in office with a huge majority. An exit poll gave advantage to the Congress and another predicted that the two parties were on an equal footing. Madhya Pradesh went to the polls on November 17 for its 230 seats and the counting of votes along with that in four other states will take place on December 3. According to India Today-Axis My India prediction, the BJP will retain power in Madhya Pradesh by bagging 47 per cent vote share and 140-162 seats. It said Congress is likely to get 60-90 seats with a 41 per cent vote share. Others are expected to get 12 per cent votes and 0-3 seats. According to the India TV-CNX poll, BJP is poised to get 48 per cent votes, Congress 38 per cent and others 16 per cent. The poll predicted 140-159 seats for BJP, 70-89 seats for Congress and 0-2 for others. The Times Now-ETG gave 43.83 per cent vote share to BJP, 42.23 per cent to Congress and 13.94 per cent to others. It said the ruling party in the state is poised to win 105-117 seats, Congress 109-125 seats and others 1-5 seats. Republic TV gave a 43.4 per cent vote share to the BJP, 41.7 per cent to Congress and 14.9 per cent to others. It gave 118-130 seats to BJP, 97-107 to Congress and 0-2 polls for others. The poll done by Today's Chanakya predicted Congress getting 74-86 seats in Madhya Pradesh with 38 per cent vote share and BJP getting 151-163 seats with 45 per cent vote share. It said others are likely to have 17 per cent vote share and 5-9 seats. In Rajsathan, exit polls reinforced the perception of a hard contest with differences in their prediction of the winner in the crucial Hindi heartland state that has a nearly three-decade tradition of not repeating an incumbent government. The exit poll predictions showed that "others" including smaller parties and independents could play a crucial role in the formation of the government when the results are announced on December 3. Rajasthan went to the polls on 199 of 200 assembly seats on November 25. The Congress government in the state led by Chief Minister Ashok Gehlot unleashed a series of populist schemes closer to the assembly election to ward off the challenge from the BJP. According to India Today-Axis My India poll, Congress is poised to get 86-106 seats in Rajasthan with 42 per cent votes and BJP 80-100 seats with 41 per cent vote support. Others are poised to seven per cent votes and 9-18 seats. India TV-CNX poll predicted 94-104 seats for Congress with 43 per cent votes and 80-90 seats for BJP with 42 per cent vote share. It said 'others' are expected to get 15 per cent votes and 14-18 seats. Times Now-ETG poll gave 56-72 seats to Congress with 38.98 per cent vote share, 108-128 to BJP with 41.88 per cent votes and others expected to get 13-21 seats with a sizeable 19.14 per cent vote share.' The Jan Ki Baat poll gave 100-122 seats to BJP with vote share of 44 per cent, 62-85 seats to Congress with a vote share of 41 per cent and predicted that others will get 15 per cent votes and 14-15 seats. The P-Marq poll said BJP will win 105-125 seats in Rajasthan with 42.2 per cent vote share and Congress 69-81 seats with 39.7 per cent votes. It said others are poised to get 5-15 seats with 18.1 per cent vote, it said. In Chhattisgarh, exit polls gave Congress a clear edge, showing that the ruling party in the state is poised to return to power with the BJP also expected to put up a good contest unlike in the 2018 polls. While three polls predicted a clear victory of Congress in the state, others said that the party was in the winning range. The Congress fought the election with Chief Minister Bhupesh Baghel at the helm. According to ABP C-Voter predictions, Congress is poised to win 41-53 seats in the state which has a 90-member assembly. The exit poll said BJP is poised to get 36-48 seats and others 0-4 seats. The India Today-Axis My India poll predicted Congress getting 40-50 seats, BJP 36-46 seats and others getting 1-5 seats. The Republic TV exit poll gave Congress 44-52 seats, BJP 34-42 seats and 0-2 polls for others. India TV-CNX poll predicted 46- 56 seats for Congress, 30-40 seats for BJP and 3-5 for others. The numbers for Congress and BJP in the Jan Ki Baat exit poll were 42-53 and 34-45 respectively and it predicted 0-3 seats for others. The P-Marq poll said Congress is poised to win 46-54 seats with 44.6 per cent vote, BJP 35-42 seats with 42.9 per cent vote and others will get 0-2 seats with 12.5 per cent votes. The poll done by Today's Chanakya predicted that Congress will get 57-66 seats in Chhattisgarh with BJP getting 33-42 seats with 0-3 seats going to the others. Counting in four other states that went to the polls this month will also take place on December 3. The polls, held months before the Lok Sabha polls, are crucial for BJP and Congress for various reasons.

Exit polls predict BJP advantage in MP, Rajasthan, Congress win in Chhattisgarh, Telangana and tight contest in Mizoram

NEW DELHI: The <keyword id="40807" type="ORGANIZATION" weightage="40" keywordseo="Election-Commission">Election Commission</keyword> on Wednesday sounded the poll bugle, announcing a nine-phase election to the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> and state assemblies of <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>, Odisha and <keyword id="48118" type="CITY" weightage="40" keywordseo="Sikkim">Sikkim</keyword> between April 7 and May 12. With polling to be stretched over nine rounds lasting 34 days, as against five phases spread over 28 days in 2009, this general election will be the most protracted so far.

Counting for both Lok Sabha and assembly polls has been scheduled for May 16. This will give the parties almost a fortnight for government formation, as the term of the current Lok Sabha expires only on May 31. 
 
"The model code has come into immediate effect with announcement of the dates," declared Sampath. 
 Among the states, UP and <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword> will vote over six phases; <keyword id="6357783" type="CITY" weightage="40" keywordseo="West-Bengal">West Bengal</keyword> and Jammu &amp; Kashmir over five phases; <keyword id="6354915" type="CITY" weightage="40" keywordseo="Assam">Assam</keyword>, <keyword id="43945" type="COMPANY" weightage="40" keywordseo="Chhattisgarh">Chhattisgarh</keyword>, <keyword id="6360371" type="COMPANY" weightage="40" keywordseo="Jharkhand">Jharkhand</keyword>, <keyword id="6355554" type="COMPANY" weightage="40" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword> and Maharashtra over three phases; and Andhra Pradesh, Manipur, Odisha, Rajasthan and Tripura over two phases. There will be a single-day poll in Gujarat, Haryana, Punjab, <keyword id="6358126" type="CITY" weightage="40" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword>, Karnataka, Kerala, <keyword id="20154" type="ORGANIZATION" weightage="40" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Uttarkhand and Goa, a majority of north-eastern states and Union territories including Delhi. 
 Accepting the Union home ministry's suggestion to hold polls to Naxal-hit and disturbance-prone areas of northeast in the first phase, the EC has scheduled polling in 13 Lok Sabha constituencies across Assam, Tripura, Mizoram, <keyword id="50015" type="COMPANY" weightage="40" keywordseo="nagaland">Nagaland</keyword> and Odisha in the initial two phases on April 7 and 9, followed by voting across Naxal-hit areas of Chhattisgarh, Jharkhand, Bihar and Maharashtra and Odisha over the next two phases on April 10 and 12. 
 
An 81.4 crore-strong electorate will elect the 16th Lok Sabha by voting across 9.3 lakh polling stations in the country. This is in contrast with 71.6 crore electorate and 8.3 lakh polling stations in the last Lok Sabha poll. Around 1.15 lakh Central paramilitary personnel will be deployed for poll duty. 
 Sampath said while the electoral rolls had been updated with January 1, 2014, as the reference date and published across all the states, the voters could enrol themselves up to the date of notification of poll. In fact, the EC will be holding special camps on March 9 across all the 9.3 lakh polling stations to enable eligible voters to verify their names in the electoral rolls and apply for registration if not enrolled already. The <keyword id="295526" type="POSITION" weightage="40" keywordseo="booth-level-officer">booth level officer</keyword> will be present at these camps to facilitate the voter to fill up Form 6 for enrolment. "We assure the voters that these applications will be disposed well in time to enable them to vote in the coming poll," said the CEC. 
 These polls are expected to be one of the most fiercely contested, with the BJP looking to wrest power from the <keyword id="26374" type="ORGANIZATION" weightage="40" keywordseo="UPA-government">UPA government</keyword> beleaguered with strong anti-incumbency. The EC on Wednesday appealed to all political parties and candidates to "uphold the peerless democratic traditions by maintaining high standards of political discourse and fair play in the course of their election campaigns". "We appeal to the leaders of all political parties, especially their star campaigners, to refrain from using language that is against decorum and decency," said <keyword id="6358437" type="POSITION" weightage="40" keywordseo="Election-Commissioner">election commissioner</keyword> Brahma.

Lok Sabha Polls To Start On April 7, Vote Count On May 16

New Delhi, More than 10 years after a Supreme Court judgement paved way for introduction of the <keyword id="20335981" type="General" weightage="20" keywordseo="nota" source="keywords">NOTA</keyword> button on EVM for polls, the number of voters choosing it still remains low, with the experts dubbing it as a "toothless tiger" with no implications on the results. NOTA (None of the Above) was introduced in India through the Supreme Court's judgement in September 2013. The need to introduce NOTA was felt to discourage the parties from fielding tainted candidates. The Supreme Court directed the Election Commission to make necessary provision in the ballot papers/EVMs so that the voters can decide not to vote for any of the candidates in the fray. Introduced in 2013, the NOTA option on electronic voting machines has its own symbol - a ballot paper with a black cross across it. After the Supreme Court order in September 2013, the Election Commission added the NOTA button on the EVMs as the last option on the voting panel. One ballot unit has 16 buttons. Before the apex court order, those not inclined to vote for any candidate had the option of filling what is popularly called form 49-O. But filling out the form at the polling station under Rule 49-O of the Conduct of Elections Rules, 1961, compromised the secrecy of the voter. However, even as NOTA has secured over 1.29 crore votes in the state assembly elections and the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections combined in the last five years, the number of candidates with criminal records has increased in both the general and the assembly elections. According to a report by Association for Democratic Reforms (ADR), the share of MPs with declared criminal cases against them has been increasing in the last decade. While 30 per cent elected MPs had criminal cases against them in 2009, which went up. Of the 543 winners analysed by the ADR in the 2009 Lok Sabha elections, 162 (30 per cent) had declared criminal cases against them, with 76 (14 per cent) had serious criminal cases against them. In 2019, the share of MPs with criminal and serious criminal cases increased to 43 per cent and 29 per cent. "NOTA has made no difference as far as criminality is concerned, in fact the number of candidates with criminal cases has increased," Major General (Retd) Anil Verma, Head of ADR, told PTI. "The concept of NOTA was that some pressure would be on the parties not to field tainted candidates. It has not happened," he said. Overall in different state and general elections, votes polled on NOTA have been between .5 per cent to 1.5per cent, according to data compiled by the ADR. It secured around 1.06 per cent votes in the 2019 Lok Sabha polls, and among states, highest was when it got 1.98 percent of the total votes in the 2018 Chhattisgarh Assembly polls. The lowest number of votes NOTA in the Lok Sabha was 100 votes in Lakshadweep, and among the state polls, it secured the lowest percentage of vote share - 0.46 percent in both the Delhi State Assembly Elections, 2020, and the Mizoram State Assembly Elections, 2018. "Unfortunately, it turned out to be a toothless tiger. It merely provided a platform to express dissent or one's anger for political parties to take note and nothing more," <keyword id="20887282" type="General" weightage="20" keywordseo="maj-gen-verma" source="keywords">Maj Gen Verma</keyword> (Retd) said. He, however, pointed out that overall, the percentage of NOTA votes in seats reserved for the Scheduled Castes and the Scheduled Tribe has been slightly higher, which may indicate there are more grievances among these groups. "In the reserved constituencies, we have seen the percentage of NOTA votes are higher. Perhaps the tribals and SCs have more grievances so they go in larger numbers for NOTA," he said. Constituency wise, NOTA has secured as high as 27,500 votes in Maharashtra's Latur Rural constituency, a seat reserved for the SC community, over 13 per cent of the total votes. NOTA got the second spot, with Congress' Dhiraj Deshmukh winning with over 67 per cent of the total votes. In 'Red Alert Constituencies', the seats with three or more candidates with criminal cases contesting the elections, NOTA secured 26, 77,616 votes (26.77 lakhs) in the state assembly elections since 2018. It ranges from 1.63 per cent in Bihar in 217 red alert constituencies to 0.43 per cent in Delhi. In the 2019 Lok Sabha polls, the highest number of NOTA votes (51,660) were polled in Bihar's Gopalganj, another reserved SC constituency, where it secured the third spot getting 5.03 per cent of the total votes. Axis India chairman <keyword id="20816878" type="General" weightage="20" keywordseo="pradeep-gupta" source="keywords">Pradeep Gupta</keyword> said there is a requirement to give more teeth to the NOTA option. "I believe that candidates, who have lost against NOTA should not get a chance to contest again. That is what the logic is all about. Since there is no such rule, many voters think what is the point of choosing NOTA," Gupta told PTI. "In 2014, 1.08 pc voters chose NOTA, the percentage was 1.06 pc in 2019. It is a sizeable number but I believe it is more due to error and less due to intention," Gupta said. "But if a rule is brought in barring the rejected candidates from contesting again, I believe the number will go up like anything. The political parties understand the sensitivity of this and that is why I believe no one will favour such a law and hence NOTA is a toothless option," he added. Calls have also been made for scrapping NOTA. Former Chhattisgarh chief minister Bhupesh Baghel had last year sought scrapping NOTA, stating that in certain cases it polled more votes than winning margin. In 2018, the Supreme Court had ruled that NOTA option should not be given in the <keyword id="19895369" type="General" weightage="20" keywordseo="rajya-sabha" source="keywords">Rajya Sabha</keyword> elections.

The Zoram People's Movement (<keyword id="746547" type="General" weightage="80" keywordseo="zpm" source="Orion">ZPM</keyword>) stormed to power in <keyword id="65591" type="General" weightage="90" keywordseo="mizoram" source="Orion">Mizoram</keyword> by dethroning the Mizo National Front (<keyword id="577715" type="General" weightage="80" keywordseo="mnf" source="Orion">MNF</keyword>) bagging 27 seats in the 40-member House on Monday. Prominent ZPM winners include the party's CM face Lalduhoma, who secured the Serchhip seat defeating his MNF rival J Malsawmzuala Vanchhawng by 2,982 votes. The ruling Mizo National Front won nine seats and was leading in one. The BJP won the Palak and Saiha seats. The Indian National Congress bagged the Lawngtlai West seat. Prominent losers include Deputy Chief Minister and MNF candidate Tawnluia who lost to ZPM candidate in Tuichang, Health Minister and MNF candidate R Lalthangliana who lost to ZPM's Jeje Lalpekhlua in South Tuipui and Rural Development Minister Laruatkima who lost to ZPM nominee Lalnghinglova Hmar in Aizawl West II, according to the Election Commission. Chief Minister and MNF chief Zoramthanga lost to ZPM's Lalthansanga by 2,101 votes, it said. ZPM emerged winners in Kolasib, Chalfilh, Tawi, Aizawl North-I, Aizawl North-II, Aizawl North-III, Aizawl East I, Aizawl East II, Aizawl West-I, Aizawl West-II, Aizawl West-III, Aizawl South-I, Aizawl South-II, Aizawl South-III, Lengteng, Tuichang, Champhai North, Champai South, Tuikum, Hrangturzo, South Tuipui, Lunglei North, Lunglei East, Lunglei West, Lunglei South, Lawngtlai East and Serchhip seats. The MNF won in Hachhek, Mamik, Tuirial, Serlui, Tuivawl, East Tuipui, West Tuipui, Thorang and Tuichawng seats and was leading in one. Counting of votes, which began at 8 am, was being held in 13 centres. Postal ballots were counted first, and from 8.30 am, the counting for votes polled in the EVMs began. In some of the seats that have a fewer number of voters, only two rounds of counting will be held, but in most of the constituencies, five rounds will be counted. More than 4,000 personnel are involved in the counting process. In all, there are 399 tables for the EVMs and 56 for the counting of postal ballots. Polling was held on November 7, and over 80 per cent of the state's 8.57 lakh voters exercised their franchise. A total of 174 candidates, including 18 women, were in the fray. The MNF, ZPM and Congress contested 40 seats each, while the BJP fielded candidates in 23 seats. Mizoram polls: ZPM dethrones MNF, bags 27 of 40 seats

VVPAT is a second line of independent verification via a printer machine, which is attached to electronic voting machines. When a voter presses the button against the party symbol of their choice on the electronic voting machine (EVM), a paper slip is printed through VVPAT. The slip would contain the poll symbol and name of the candidate and allows voters to verify if their vote has gone to the intended candidate. After the voter views the slip, that slip will be dropped inside a sealed box linked to the EVM. "The Model Code of Conduct comes into effect from today itself in the entire country.
