The Department of Social Justice and Empowerment has been allocated Rs 13,539 crore in the 2024-2025 budget, an increase of 37 per cent from the 2023-2024 revised estimates of Rs 9,853.32 crore. This increase is primarily focused on enhancing <keyword id="20312810" type="General" weightage="20" keywordseo="welfare-programmes" source="keywords">welfare programmes</keyword> for <keyword id="21384605" type="General" weightage="20" keywordseo="marginalised-communities" source="keywords">marginalised communities</keyword> and improving infrastructure for social services. The key areas of funding include Rs 9,549.98 crore for the 'Umbrella Scheme for Development of Scheduled Castes', a significant increase from the Rs 6,780 crore in the previous financial year. For achieving social justice comprehensively, the saturation approach of covering all eligible people through various programmes, including those for education and health, will be adopted, Finance Minister <keyword id="19916618" type="General" weightage="20" keywordseo="Nirmala-Sitharaman" source="keywords">Nirmala Sitharaman</keyword> said on Tuesday while presenting the 2024-25 Union Budget in Parliament. She said to ensure <keyword id="22517725" type="General" weightage="20" keywordseo="inclusive-human-resource-development" source="keywords">inclusive human resource development</keyword>, a social justice saturation approach will be adopted. Social justice through the saturation approach refers to a strategy where the government aims to ensure that all eligible individuals are covered by various programmes and initiatives. The department has been allocated Rs 2,150 crore for the 'Umbrella Programme for Development of Other Vulnerable Groups' and Rs 314 crore for the National Action Plan for Drug Demand Reduction. The establishment expenditure of Rs 145.80 crore for the central administration includes allocations for the secretariat and national commissions. The amount is a slight decrease from the previous year's Rs 152.60 crore. The National Commission for Scheduled Castes has been allocated Rs 38 crore and the National Commission for Backward Classes Rs 21 crore. The budget of the Development and Welfare Board for Denotified, Nomadic and Semi-Nomadic Communities remains at Rs 5 crore. Central sector schemes and projects are among the focus areas of this budget, with the <keyword id="22517726" type="General" weightage="20" keywordseo="scholarships-for-higher-education" source="keywords">Scholarships for Higher Education</keyword> for Young Achievers Scheme for Scheduled Castes being allocated Rs 428 crore. This scheme encompasses various sub-schemes, including the National Fellowship for SCs, Free Coaching for SCs and OBCs, Top Class Education for SCs and the National Overseas Scholarship for SCs. The Scheme of Residential Education for Students in High School in Targeted Areas for SCs has been allocated Rs 133.07 crore. The department also prioritises <keyword id="22024434" type="General" weightage="20" keywordseo="economic-assistance" source="keywords">economic assistance</keyword> and <keyword id="20068989" type="General" weightage="20" keywordseo="skill-development" source="keywords">skill development</keyword> through initiatives like the Pradhan Mantri Dakshta Aur Kushalta Sampann Hitgrahi Yojana -- that has been allocated Rs 130 crore -- and the <keyword id="20245482" type="General" weightage="20" keywordseo="venture-capital-fund" source="keywords">Venture Capital Fund</keyword> for SCs and OBCs -- that has bee allocated Rs 50 crore. Additionally, the Self Employment Scheme for Rehabilitation of Manual Scavengers, which previously had allocations, does not feature in the current budget, indicating a possible reallocation of funds or a change in strategy. Support for marginalised individuals, particularly through the Support for Marginalized Individuals for Livelihood and Enterprise programme, which includes comprehensive rehabilitation for persons engaged in begging and welfare of transgender persons, has been allocated Rs 98.46 crore. Many companies, like life sciences behemoths Bayers and Novartis, have recently hopped onto this un-bossing trend. Closer home, Wipro reportedly laid off many of its middle <keyword id="20235360" type="General" weightage="20" keywordseo="management" source="keywords">management</keyword> employees recently. The IT major is said to have undergone a major un-bossing, even though the main purpose of the exercise was to improve efficiency. So, what is this un-bossing trend all about, and how are Indian companies taking up to it? And most importantly, will it do anyone good? They are not lured into simply jumping the corporate ranks. As more companies make way for younger blood in offices, millennials are confronted with a unique, almost existential challenge. With Gen-Z embracing newer tech, remote working and prioritising flexibility and respect at work, corporations are increasingly doing away with <keyword id="22056604" type="General" weightage="20" keywordseo="mid-level-managers" source="keywords">mid-level managers</keyword>, mostly millennials. Un-bossing will be nearly impossible in certain industries like education, where one will always need a certain degree of experience to handle higher-order roles. "Gen Zers are new to the world of work, and they do really need managers to help them find the ropes. In fact, many organisations are increasingly engaging industry professionals to take up training and mentoring sessions for their young, incoming talent. They are the generation that coined the term "<a href="https://www.businessinsider.com/lazy-girl-job-trend-tiktok-explained-defending-low-stress-work-2023-7">lazy-girl jobs</a>" and strongly believe in the benefits of "<a href="https://www.businessinsider.com/gen-z-quiet-quitting-work-ethic-millennials-money-struggles-2023-10">quiet quitting</a>." And at the end of the day, solid managers will always be in demand. As per a 2022 report by ThoughtExchange, around 79% of Indian youngsters prioritise having a supportive manager, who is equally invested in their personal growth and professional development while working. For most parts, Gen-Z merely wants to boot out micromanagement and workplace toxicity, something that has come to be deeply associated with mid-level management. According to a 2022 study led by Stanford University cryptography professor Dan Boneh, people who use an AI assistant write <a target="_blank" href="https://ee.stanford.edu/dan-boneh-and-team-find-relying-ai-more-likely-make-your-code-buggier">significantly less secure code</a> than those without access to those tools. Other language learning models (LLMs) require <a target="_blank" class="" href="https://www.businessinsider.com/ai-prompt-engineer-jobs-pay-salary-requirements-no-tech-background-2023-3">prompt engineering</a>, where the user can then apply the AI's suggested code as a starting point for their idea, depending on the complexity of the problem they want to solve.Before the advent of coding assistants, DeepAI founder Kevin Baragona always had a Google search engine window pulled up in case he needed help solving a problem. Programmers often did research from resources like Stack Overflow, an online community forum where coders would share their solutions. <a target="_blank" class="" href="https://www.businessinsider.com/stack-overflow-crisis-future-of-online-data-ai-world-2023-7">Stack Overflow's traffic</a> has fallen since the rise of coding assistants."Every few minutes when you're programming, that was sort of like the cheat code back then, and that just became normalized as what you do when you're coding: you Google a lot," said Baragona.Knowing more than one coding language, such as <a target="_blank" class="" href="https://www.businessinsider.com/guides/tech/what-is-javascript">JavaScript</a>, <a target="_blank" class="" href="https://www.businessinsider.com/guides/tech/what-is-python">Python</a>, or <a target="_blank" class="" href="https://www.businessinsider.com/best-programming-language-github-developers-rate-javascript-python-2021-11">Ruby</a>, gives a programmer more flexibility in the job market when companies shift their priorities. Baragona said these tools make him feel like he knows "every programming language, even though I don't, because AI will help me get over the hump really quickly."Gauvreau said AI coding assistants have empowered him because he feels less afraid to take on more clients even when he may not know the solution yet. He said he's doubled the number of languages he learned in the last year, more than his entire career.<h2 id="25083395-c66d-453a-b91a-7284034d278b">AI can help computer science students</h2>Instead of shying away from coding assistants, some universities developed their own versions that would help steer students toward asking the right questions – another way AI tools can close the skills gap.David Malan, a professor who oversees the popular <a target="_blank" class="" href="https://www.businessinsider.com/why-students-love-harvards-cs50-2014-10">CS50</a> Introduction to Computer Science course at Harvard University and <a target="_blank" class="" href="https://www.businessinsider.com/guides/learning/harvard-cs50-online-computer-science-classes">online on edX</a>, helped spearhead the creation of the <a target="_blank" href="http://cs50.ai">cs50.ai</a> chatbot for the course. Malan said that AI programs are "all too willing to answer any and all of your questions, but not in a way that is probably consistent with what a good teacher or tutor would prefer that you do.""The goal is to really teach students how to think and how to solve problems with the tools we currently have and will eventually have when it comes to the real world and application of software," Malan told Business Insider.AI coding assistants can especially help the class's online students, who may not necessarily have the luxury of a teacher's assistant, have a "virtual tutor by their side," Malan said.<h2 id="9b9f87e3-a9e0-45a5-8e9b-85fa3faf0206">AI has shortcomings</h2>While Baragona said AI coding will become a day-to-day reality for the next generation of coders, he thinks that it's training programmers to be lazier, which could create problems that they won't know how to solve."You quickly get to a point where the AI did all the work, but it still has bugs, and you don't understand the code at all because you didn't write it," he said.Once the code reaches a certain level of complexity, he finds that the AI has dug a hole deep enough that it can't get out."And at that point, you're actually really screwed because you can't understand the code, you can't fix it, and neither can the AI," he said.Programmers for studios under Microsoft have been encouraged to adopt <a target="_blank" href="https://www.businessinsider.com/microsoft-ai-copilot-future-openai-2024-3">Microsoft Copilot</a> as a coding assistant, according to one Activision Blizzard contractor, whose identity BI has confirmed and who asked to remain anonymous because he's not authorized to speak to the press. Still, he said he needs to be very specific when working with Copilot."AI doesn't have a vision of what you're trying to build because coding is really like building a building. AI can build you one little piece," he told BI. "We actively tried to use Copilot in our trials, but it just was not good."While many developers have chosen to delegate specific coding tasks to AI to reduce their workloads, they say establishing strong fundamentals in computer science and software engineering will continue to be relevant.Software engineers don't just code; they also solve problems and design systems. In this case, humans still have some edge."The AI tools today, they don't create thoughtful architectures the way a human would. They kind of code with short-term thinking," Baragona said.

"Globally Alphafold is being used in research that could help make crops more resistant to disease, discover new drugs in areas like malaria vaccines, and cancer treatments, and much more."<h2 id="881ef818-624e-4c07-818d-796a71b37c61">Mitigating climate disaster</h2>Pichai said Google's Flood Hub system provides early warnings on climate disasters up to seven days in advance and protects over 460 million people in 80 countries. Google's boundary tracking systems for wildfires are also already in 22 countries. Researchers at the Indian Institute of Science (<keyword id="41780" type="General" weightage="20" keywordseo="iisc" source="Orion">IISc</keyword>) have developed a brain-inspired analog computing platform capable of storing and processing <keyword id="6355729" type="General" weightage="20" keywordseo="data" source="Orion">data</keyword> in an astonishing 16,500 conductance states within a molecular film. Published on September 11 in the journal Nature, this breakthrough represents a huge step forward over traditional digital computers in which data storage and processing are limited to just two states, the IISc s<keyword id="6355999" type="General" weightage="20" keywordseo="ai" source="Orion">ai</keyword>d. In a press release, the institute said that such a platform could potentially bring complex AI tasks, like training Large Language Models (LLMs), to personal devices like laptops and smartphones, thus taking us closer to democratising the development of AI tools. These developments are currently restricted to resource-heavy data centres, due to a lack of energy-efficient hardware. With silicon electronics nearing saturation, designing brain-inspired accelerators that can work alongside silicon chips to deliver faster, more efficient AI is also becoming crucial. "Neuromorphic computing has had its fair share of unsolved challenges for over a decade," explained <keyword id="23122611" type="General" weightage="20" keywordseo="sreetosh-goswami" source="keywords">Sreetosh Goswami</keyword>, Assistant Professor at the Centre for Nano Science and Engineering (CeNSE), IISc, who led the research team. "With this discovery, we have almost nailed the perfect system - a rare feat," he said. According to IISc, the fundamental operation underlying most AI algorithms is quite basic - matrix multiplication, a concept taught in high school maths. But in digital computers, these calculations hog a lot of energy. The platform developed by the IISc team drastically cuts down both the time and energy involved, making these calculations a lot faster and easier. The molecular system at the heart of the platform was designed by <keyword id="23122609" type="General" weightage="20" keywordseo="sreebrata-goswami" source="keywords">Sreebrata Goswami</keyword>, Visiting Professor at CeNSE. As molecules and ions wiggle and move within a material film, they create countless unique memory states, many of which have been inaccessible so far. Most digital devices are only able to access two states (high and low conductance), without being able to tap into the infinite number of intermediate states possible. By using precisely timed voltage pulses, the IISc team found a way to effectively trace a much larger number of molecular movements, and map each of these to a distinct electrical signal, forming an extensive "molecular diary" of different states. "This project brought together the precision of electrical engineering with the creativity of chemistry, letting us control molecular kinetics very precisely inside an electronic circuit powered by nanosecond voltage pulses," explained Goswami. "Tapping into these tiny molecular changes allowed the team to create a highly precise and efficient neuromorphic accelerator, which can store and process data within the same location, similar to the human brain. Such accelerators can be seamlessly integrated with silicon circuits to boost their performance and energy efficiency," the IISc said. IISc researchers said the key challenge that the team faced was characterising the various conductance states, which proved impossible using existing equipment. The team designed a custom circuit board that could measure voltages as tiny as a millionth of a volt, to pinpoint these individual states with unprecedented accuracy. It also turned this scientific discovery into a technological feat. The team was able to recreate NASA's iconic "Pillars of Creation" image from the James Webb Space Telescope data - originally created by a <keyword id="6537818" type="General" weightage="20" keywordseo="supercomputer" source="Orion">supercomputer</keyword> - using just a tabletop computer. They were also able to do this at a fraction of the time and energy that traditional computers would need. Using their AI accelerator, the team recreated NASA's iconic "Pillars of Creation" image from the James Webb Space Telescope data on a tabletop computer - achieving this in a fraction of the time and energy required by traditional systems, it said. The team includes several students and research fellows at IISc. They also collaborated with Stanley Williams, Professor at Texas A&amp;M University and Damien Thompson, Professor at the University of Limerick, it added. The researchers believe that this breakthrough could be one of India's biggest leaps in AI hardware, putting the country on the map of global technology innovation. Navakanta Bhat, Professor at CeNSE and an expert in silicon electronics led the circuit and system design in this project. "What stands out is how we have transformed complex physics and chemistry understanding into groundbreaking technology for AI hardware," Goswami explained. "In the context of the India Semiconductor Mission, this development could be a game-changer, revolutionising industrial, consumer and strategic applications. The national importance of such research cannot be overstated," he said. With support from the Ministry of Electronics and Information Technology, the IISc team is now focused on developing a fully indigenous integrated neuromorphic chip. "This is a completely home-grown effort, from materials to circuits and systems," he emphasised. "We are well on our way to translating this technology into a system-on-a-chip," he added.

So using ChatGPT to say, "Can you give me some creative prompts to start the meeting?" has been a super fun way to bring energy into these conversations.John Roese: I renovated a 1780 house a couple of years ago, and I embedded a home AI system called <a target="_blank" href="https://www.josh.ai/">Josh</a>, which runs on a server in my basement.It's very privacy-oriented. I have a house that I just talk to or ask a question. I could ask it to close the shades, turn up the air conditioning, or tell me what the weather is. Or, I can say, "Could you explain something about the historical house down the street?"We all know that intrusive and difficult technology is never successful until it becomes invisible. That's what's happening in my world, where I forgot that I have an LLM in my house.Faisal Masud: For me on the personal front, it's been medical issues. A friend of our son recently had an issue. We just took a picture of it, and <a target="_blank" class="" href="https://www.businessinsider.com/anthropic-claude-chatbot-google-chatgpt-2023-3">Claude</a> gave an unbelievable diagnosis. Turns out the doctor's review was 100% identical to that diagnosis as well.I was at an outdoor event, got a rash, and did the same thing, just took a picture of it. It's literally having access to the world's encyclopedia at your fingertips.La'Naia Jones: I typically ask general questions and summarizations. I also look at how the LLMs are formulated to include topics such as bias, and how the underlying technology is used, which largely consists of data from the internet.Elaine Zhou: The thing I find most exciting about AI usage is my mom. She's turning 80. She's using it to plan for her Spain trip in November. She asked ChatGPT in Chinese, "How do you spend your time in Spain?" and it spit out all the recommendations for what you should do in Madrid.Cosgrove: How has the role of the CTO and CIO changed in the past 18 months?DeCesare: Historically, we thought of the CTO as leading engineering and the CIO as leading all the technology, the business uses. But we've had all these dynamics coming together, like cloud-based AI, where that line is completely blurred.My team realized this past year how things operate very differently. <a target="_blank" class="" href="https://www.businessinsider.com/microsoft-strategy-low-code-development-market-cloud-wars-2021-6">Low code</a> was a promise a few years back, but now it's a necessity. And we are in the phase where we want to move away from costly engineering and toward more automated practices.Things like Retool or Nintex are platforms that allow us to move what would be a software-engineering concern over to an IT-like business-operated capability.These distinctions are going away, and having the whole organization partner and cocreate is really testing people's identities. It's a creative, fun way to challenge people to think differently and out of their comfort zones.Roese: Every industry has technology disruptions that show up every few years. When you think about the speed at which we have to take advantage of these, that's not a typical IT cycle; that is a research and development cycle. So, obviously, we're blurring the lines, not just in terms of who does what work but how that work is done.We have to be able to interface in ways that we didn't before. The question is, how do you get the internal part of a giant company to move faster and behave more like an R&amp;D organization?We've been focused on understanding how our processes are evolving before we AI them. We don't waste a lot of time AI-ing bad processes, which was our biggest strategic risk at our scale. So there's lots of discipline and prioritization, but most importantly, a dramatic blurring of advanced software-development culture and the rest of the company. In the long term, those two have to come closer together to achieve the speed necessary for an AI cycle.Masud: To me, a lot of CIOs, specifically, as the lines blur, are looking at AI for all the purposes that we mentioned earlier but also to have fewer people because AI will solve XYZ problems.I feel like it's the opposite. It's about doing more with what you have versus what you potentially can get rid of. There has been a massive shift in consumer expectations and end-user expectations. If you look at Gen Z, they don't expect to wait five minutes for the computer to boot up. That's just not acceptable. They were born and raised in this generation, they use all the LLMs, and they're expecting a seamless experience.The challenge is going to come in where a lot of orgs are not going to allow you to use publicly available, cloud-sourced LLMs on corporate devices because they want to protect their data. Of course, they need to, but policing that is not going to be anywhere near easy. It's probably never going to happen because people have their own devices. So the quality of what you produce in your organization as a CTO — if you're going to provide models built in-house — better be superstar quality, or no one's using it.Another challenge is that the adoption of things like <a target="_blank" href="https://www.businessinsider.com/microsoft-copilot-everyday-ai-companion-paid-subscription-2024-1">Copilot</a> is <a target="_blank" class="" href="https://www.businessinsider.com/pharma-cio-cancelled-microsoft-copilot-ai-tool-2024-7">not as rapid</a> as one would have expected because the end users are used to a lot more, so the corporate user is still behind.Jones: Many of our colleagues have backgrounds in the IT or the defense community. There is nothing that we do singularly within the intelligence community because it's a team effort and a team sport.When talking about the question of the CTO and the CIO and about how it's changed in the last 18 months, I do think that government and public sector have a little bit of a different perspective versus the private sector, partially because within the public sector and more directly within government, the role of the chief information officers is actually listed or written in policy and statute.I think the role of the CIO has become, at least in government, a little more ingrained. We meet with lawyers, civil liberty and privacy experts, policy SMEs, and many others since data is foundational to the intelligence mission.We also do a lot of large-scale procurements and acquisitions with technology companies. We want to ensure that the contracts and the business relationships are fair and equitable as they may serve a government organization or even the nation from a broader national security perspective.Cosgrove: What's the most important North Star priority that you're looking at?DeCesare: It is trying to make something that's either benefiting the customer or driving productivity internally. You've got to have every function thinking of themselves as customers and seeking the solution because it's changing by the month — and unless you're having them actively test and try out new AI products, you're unlikely to find that value.I'll give a recent example: Our whole product team, we've been trying to encourage them to leverage AI to move faster on getting ideas to market and to test in our software product and having them pay attention to the GPT store. The recent <a target="_blank" href="https://www.chatprd.ai/">ChatPRD</a> is a way to automate creating the product-requirements documents. It's sort of fascinating how great it can actually get an initial baseline and just having the product manager create some edits, and that is enabling our speed to market for our own features out into the product. Everyone's got to be looking for the solutions and then understanding if it is actually helping them do their job better.Roese: The first and most important questions you have to answer as a company to figure out where to apply this technology are pretty simple: What makes you special? What is the core of your company?At Dell, it's four things: We have a giant at-scale engineering capability, the largest secure supply chain in the world, a global services capability, and the largest enterprise sales force in the world. You take those four things, and anything I do to them that makes them more competitive materially impacts my business. What you'll notice isn't on that list: HR and finance facilities. I could do lots of <a target="_blank" class="" href="https://www.businessinsider.com/dell-workers-layoffs-reaction-ai-restructuring-jobs-tech-2024-8">AI projects</a> there.We are interested in other areas, but in terms of prioritization, where do we land on <a target="_blank" class="" href="https://www.businessinsider.com/chatgpt-openai-ai-dictionary-help-understand-nvidia-2023-12">our GPUs</a>? What do we run in our data center? Where do we put the resources today? They are in those four areas as a priority. Once you understand that those are high level, then you have to ask if you are actually on a path where if you apply AI, you're going to get to an outcome.Are your processes and people even oriented to be successful when you bring AI into the equation? Each of those needed to go through a level of process re-engineering consideration. If you can't get to a point where your vision of a process re-engineered to solve a strategic problem is executable, your path to production is questionable.Masud: I spent the early part of my career at Amazon, and we were always about the inputs and not the outputs. When you focus on the inputs, the single biggest import in your company is your customer. Everything else, honestly, has to take a back seat.The implementation of any gen-AI or AI capabilities is first a crawl. What are the thorniest issues that the company faces today? If you can't solve those in a rapid fashion with the most basic, easy use cases, then trying to go from crawling to walking is a bit of a mirage because you're assuming you'll have some capability when you haven't even solved the most basic issues.What we should be measuring is how to use AI to prevent those issues from happening. That's the focus area for us at HP, through all sorts of mechanisms that we deploy in anomaly detection and remediations that don't require humans to be out of the loop.Zhou: The hardest part is to determine what is the problem. The No. 1 thing for me is that once you determine that, then, based on the problem, you can have all kinds of metrics and figure out how to measure the successes. The bottom line is to actually solve the problem in a good way.Cosgrove: How do you keep up with the artificial-intelligence space?Jones: It's constant learning. I would say we all deal with that, but the beauty of technology is it's always changing and evolving, and so I think all of us should focus on continuously learning, evolving, and embracing new ideas and not getting stuck in the same way of dealing with the issues that we have.Masud: I have two older kids, 26 and 22. Both of them code, so they are immensely involved in everything from ChatPRD and <a target="_blank" href="https://www.nytimes.com/2024/02/15/arts/design/aaron-ai-whitney.html">Aaron</a>, and I get links every day from my son on what he is building next. I think this rapid transformation of what [<a target="_blank" class="" href="https://www.businessinsider.com/nvidia-taiwan-tsmc-jensen-huang-china-disruption-2024-9">Nvidia CEO</a>] <a target="_blank" class="" href="https://www.businessinsider.com/nvidia-ceo-jensen-huang-details-ai-infrastructure-roi-goldman-sachs-2024-9">Jensen [Huang]</a> <a target="_blank" href="https://www.tomshardware.com/tech-industry/artificial-intelligence/jensen-huang-advises-against-learning-to-code-leave-it-up-to-ai">said</a>: Not a single line of code is going to be written after next year by a developer. Well, let's see. <a target="_blank" class="" href="https://www.businessinsider.com/nvidia-swift-returns-on-ai-infrastructure-2024-8">Jensen</a> is somebody I follow. Jensen is somebody I have an unbelievable amount of respect for. This is the GOAT.Zhou: So I love the concept of mom tests. If I can explain to my mom or someone who has absolutely no background in tech and then, in the way that I can explain, she can understand, that means I truly get it. And second, I keep up with my developers and many youngsters and crazy ideas, and they help me keep up and then use AI to help me keep up to date for AI development.DeCesare: I've been most inspired to drive the leverage of AI through the company by finding out how people have applied it. So honestly, with anyone that I'm meeting, whether it's on my team or my colleagues at other companies, I'm asking, "Where have you been applying?" and, "What are you learning?" Because it's the use cases that spark most of the creativity, leading me to a new idea of how we could use it in our company.Roese: Your customers will tell you what the problem is. They don't know what the solution is, but you have to listen to them about what the problem and the pain point is to figure out the solution. I spend a great deal of time out with startups and Silicon Valley companies and anybody in academics, anybody I can talk to, not because any of them have the answer but because they expose patterns. So it's very important to talk to the industry and the innovators to see what they're thinking about, even if they don't know what problem they're solving.
