<ul><li><keyword id="399907" type="General" weightage="20" keywordseo="meta" source="Orion">Meta</keyword>’s plans to fully encrypt Messenger and Instagram have been delayed until 2023.</li><li>The company was supposed to release the feature early next year.</li><li>End-to-end encryption for Messenger and Instagram was announced along with the merger of the two apps.</li></ul>Meta (formerly Facebook) had announced back in 2019 its plans to offer a unified messaging system with privacy in mind. The first part of the plan is in action but the second part might take more time. Facebook Messenger and Instagram as part of this plan were supposed to get end-to-end encryption by default but it won’t happen at least until 2023, according to a <a href="https://www.theguardian.com/technology/2021/nov/21/meta-delays-encrypted-messages-on-facebook-and-instagram-to-2023">report</a> by The Guardian. End-to-end encryption for Facebook Messenger and Instagram was earlier planned for “sometime in 2022 at the earliest”, according to a blog post by Meta. But the company is now delaying this feature to 2023. “We’re taking our time to get this right and we don’t plan to finish the global rollout of end-to-end encryption by default across all our messaging services until sometime in 2023,” Antigone Davis, Meta’s head of safety was quoted as saying in The Telegraph. The reason behind the delay is due to user safety concerns as Meta wants to make sure end-to-end encryption doesn’t prevent it from helping track criminal activity on its platforms. Under its new encryption plans, Meta would be able to use non-encrypted data, account information and reports from users to detect abuse on its platforms, a system already in place for WhatsApp. Since end-to-encryption means that messages are only seen by the sender and recipient, this might make it difficult to detect any sort of abuse or criminal activity on the platform. WhatsApp already has end-to-end encryption enabled by default, and Messenger video and voice calls as well. The plan is now to enable end-to-end encryption by default on Messenger and Instagram. The two platforms <a href="https://www.businessinsider.in/tech/news/facebook-is-merging-its-messenger-and-instagram-direct-message-features-allowing-users-on-instagram-to-send-chats-to-people-on-facebook-and-vice-versa/articleshow/78412073.cms">merged last year</a> with Meta giving Instagram and Messenger users the ability to send messages across platforms. As part of this unification, Zuckerberg had also announced encryption on both these platforms. However, it looks like Meta still has work to do on its encryption plans for Instagram and Messenger by making it more robust against any form of abuse users might face on the platforms. The change would mean that users of one app would be able to message users of another, and it would tie the currently disparate Facebook-owned products far more closely together.The change comes as Facebook attempts to move on from months of bruising scandals and intense scrutiny over its handling of users' data, from Cambridge Analytica's misappropriation of more than 80 million users' info to Facebook's role spreading hate speech that fueled genocide in Myanmar.Against that backdrop, Facebook's latest messaging plans quickly raised fears that the controversy-plagued social network could become ever more powerful, and potentially dangerous. But with a growing call for tech regulation, and with several <a href="https://www.npr.org/2018/09/25/651472693/attorneys-general-zoom-in-on-tech-privacy-and-power">state attorney generals currently looking into practices</a> of social media companies, Facebook can ill afford to give lawmakers another reason to scrutinize the company.<h2>The encryption wildcard</h2>According to The New York Times' report, Facebook plans to use end-to-end encryption across all three apps once the merger has taken place. It's not clear how it will work in practice, and spokesperson Jennifer Hakes declined to provide any information beyond a short statement. "We want to build the best messaging experiences we can; and people want messaging to be fast, simple, reliable and private," the statement reads. "We're working on making more of our messaging products end-to-end encrypted and considering ways to make it easier to reach friends and family across networks. As you would expect, there is a lot of discussion and debate as we begin the long process of figuring out all the details of how this will work."The criticisms are indicative of the immense skepticism Facebook now faces from many lawmakers and members of the general public, and the uphill struggle it will face to convince people that any changes it makes going forward have its users' best interests at heart.That said, not everyone is as pessimistic about the potential consequences of the move. Alex Stamos, the outspoken former head of Facebook's security, <a href="https://twitter.com/alexstamos/status/1088901679984955393">hailed it as having the potential to be</a> "the most impactful uplift of communications privacy in human history," if Facebook does implement end-to-end encryption. She also would undo mergers like Facebook's of Instagram and Google's with DoubleClick."Amazon Marketplace, Google's ad exchange, and Google Search would be platform utilities under this law," she wrote. "Therefore, Amazon Marketplace and Basics, and Google's ad exchange and businesses on the exchange would be split apart. "More innovation, more competition, more marketer choice and more diverse consumer experiences. No comment on the probability of such a change to the antitrust laws that would be required to manifest such a break up (nor the political will required), but the effect should be positive. We've seen it with the breakup of Ma Bell (AT&amp;T) in the 1980s."Jason Kint is CEO of Digital Content Next, a trade association for digital publishers, and an outspoken critic of Google and Facebook. He said breaking up Google and DoubleClick would cause ad dollars to be spread more evenly throughout the ad ecosystem. In the case of Facebook, he argued that if it didn't own Instagram, it would have dealt with fake news faster and been more transparent about its business practices."They'd actually have a competitor," he said.Breaking up the tech giants is one way to address their conflicts of interest, said an antitrust lawyer familiar with the ad industry."Obviously there would be disruption, but in long run, advertisers would be better off if they had tools and services devoted to giving them a higher return on investment, publishers had tools devoted to giving them better yield and an exchange that let them meet in the middle without conflicts of interest," the lawyer said.Others were more cautious about the prospect of breaking up the tech giants, even if they think they've gotten too big."Think twice before you break up utilities that are free to the end user and provide services that could not have been imagined 20 years ago," said Rob Norman, retired global chief digital officer at GroupM. "Alternatively, you could think about taxation for super-profit takers and re-distribution of narrow corporate wealth specifically to counter the social costs of their businesses."<h2>A breakup isn't necessarily what the news business needs the most</h2>David Chavern, president and CEO of the News Media Alliance, a trade association representing news outlets including The Wall Street Journal and The New York Times, was critical of Google's growth in the digital ad market and Facebook's expansion of its social network by acquisitions.But breaking apart the companies would be difficult, he said, noting <a href="https://www.nytimes.com/2019/01/25/technology/facebook-instagram-whatsapp-messenger.html">Facebook's new plan</a> to integrate the infrastructure behind its messenger services. Plus, it wouldn't necessarily help the publishing business, he added.Chavern proposed instead stronger regulation to boost people's rights to their personal data and put more limits on platforms' ability to use that data. Here's Facebook's announcement explaining why it made the deal:
Facebook today announced that it has reached a definitive agreement to acquire WhatsApp, a rapidly growing cross-platform mobile messaging company, for a total of approximately $16 billion, including $4 billion in cash and approximately $12 billion worth of Facebook shares. The agreement also provides for an additional $3 billion in restricted stock units to be granted to WhatsApp's founders and employees that will vest over four years subsequent to closing. WhatsApp has built a leading and rapidly growing real-time mobile messaging service, with:

<li style="padding-left: 30px;">Over 450 million people using the service each month;</li>
<li style="padding-left: 30px;">70% of those people active on a given day;</li>
<li style="padding-left: 30px;">Messaging volume approaching the entire global telecom SMS volume; and</li>
<li style="padding-left: 30px;">Continued strong growth, currently adding more than 1 million new registered users per day.</li>
</ul>
The acquisition supports Facebook and WhatsApp's shared mission to bring more connectivity and utility to the world by delivering core internet services efficiently and affordably. The combination will help accelerate growth and user engagement across both companies. "WhatsApp is on a path to connect 1 billion people. The services that reach that milestone are all incredibly valuable," said Mark Zuckerberg, Facebook founder and CEO. "I've known Jan for a long time and I'm excited to partner with him and his team to make the world more open and connected." Jan Koum, WhatsApp co-founder and CEO, said, "WhatsApp's extremely high user engagement and rapid growth are driven by the simple, powerful and instantaneous messaging capabilities we provide. We're excited and honored to partner with Mark and Facebook as we continue to bring our product to more people around the world." Facebook fosters an environment where independent-minded entrepreneurs can build companies, set their own direction and focus on growth while also benefiting from Facebook's expertise, resources and scale. This approach is working well with Instagram, and WhatsApp will operate in this manner. WhatsApp's brand will be maintained; its headquarters will remain in Mountain View, CA; Jan Koum will join Facebook's Board of Directors; and WhatsApp's core messaging product and Facebook's existing Messenger app will continue to operate as standalone applications. Upon closing of the deal, all outstanding shares of WhatsApp capital stock and options to purchase WhatsApp capital stock will be cancelled in exchange for $4 billion in cash and 183,865,778 shares of Facebook Class A common stock (worth $12 billion based on the average closing price of the six trading days preceding February 18, 2014 of $65.2650 per share). In addition, upon closing, Facebook will grant 45,966,444 restricted stock units to WhatsApp employees (worth $3 billion based on the average closing price of the six trading days preceding February 18, 2014 of $65.2650 per share). As of February 17, 2014, Facebook had 2,551,654,996 Class A and B shares outstanding plus approximately 139 million dilutive securities primarily consisting of unvested RSUs. The Class A common stock and RSUs issued to WhatsApp shareholders and employees upon closing will represent 7.9% of Facebook shares based on current shares and RSUs outstanding. In the event of termination of the Merger Agreement under certain circumstances principally related to a failure to obtain required regulatory approvals, the Merger Agreement provides for Facebook to pay WhatsApp a fee of $1 billion in cash and to issue to WhatsApp a number of shares of Facebook's Class A common stock equal to $1 billion based on the average closing price of the ten trading days preceding such termination date.
