On Sunday, the National Disaster Management Authority (NDMA), the nodal department, announced lockdown 4.0 till May 31 to check the spread of the novel coronavirus. The lockdown was first announced by Prime Minister Narendra Modi on March 24 for 21 days in a bid to combat the COVID-19 pandemic. It was first extended till May 3 and again till May 17. In March, RBI had allowed a three-month moratorium on payment of all term loans due between March 1, 2020 and May 31, 2020. "With the lockdown now extended up to May 31, we expect RBI to extend the moratorium by three months more," SBI's research report- Ecowrap said. The report said the moratorium for three more months will imply that companies need not pay till August 31, 2020, and this means that there is almost minimal possibility of companies being able to service their interest liabilities then in September. Failing to repay the interest liabilities will mean the account might be classified as non-performing loans as per the RBI norms. "Thus, the RBI needs to give operational flexibility to banks for a comprehensive restructuring of the existing loans and also a reclassification of 90 day norm," the report said. The RBI's June 7 circular is stringent and gives little flexibility to banks. "The revised restructuring norms should give banks to restructure like say converting interest liabilities up to March 2021 into term loans, repayable in 3-5 years for working capital and at the end of the tenor in case of term loans," the report said. RBI also needs to also clarify whether working capital expansions classify as COVID-19 debt, it said.

New Delhi, May 17 () The Indian equity market's movement this week will hinge on coronavirus-related developments such as lockdown 4.0 specifics and new infections trend, besides quarterly earnings, analysts said. In addition, experts said, domestic bourses will take cues from global peers which have been reeling from fears of a second wave of COVID-19 in some countries. The market will also assess the effectiveness of the government's mega Rs 20-lakh crore stimulus package that, analysts believe, would be critical for the revival of the economy. The first of the five tranches of the mega stimulus, unveiled by Finance Minister Nirmala Sitharaman last Wednesday, had failed to enthuse the market on Thursday. "Government has made it clear that it will introduce the measures in tranches, but execution is key and that will be followed by the markets. Markets will also be driven by the rate of infections, lockdown 4.0 norms and any stock specific earnings commentary in the ongoing results season," said Vinod Nair, Head of Research at Geojit Financial Services. Ajit Mishra, VP - Research, Religare Broking Ltd, said, "It seems like markets are awaiting further details (of stimulus package) before making any reaction and we may see the possible response on Monday i.e. May 18." The government in its first four tranches of the stimulus package focussed on credit line to small businesses and new fund creations to be shouldered by banks and financial institutions with very little extra budget spending. In the last set of measures, the finance minister on Sunday announced plans to privatise PSUs in non-strategic sectors and suspend loan default-triggered bankruptcy filings for one year, and also gave a Rs 40,000 crore hike in allocation for the rural employment guarantee scheme to provide jobs to migrant workers. "Now the market would again focus on global cues and may continue to remain under pressure. There is also fear of a second wave of pandemic spread and extended period of economic slowdown. Further, the earnings season so far suggest more volatility and disruption," Siddhartha Khemka, Head - Retail Research, Motilal Oswal Financial Services Ltd, said. Markets would now await for the new norms of lockdown 4.0, he said. Last week, the Sensex fell 544.97 points or 1.72 per cent. On the earnings front, Bharti Airtel Limited, Apollo Tyres, Bajaj Finance, Tata Power Company, Bajaj Auto, Dr. Reddy's Laboratories and Hindustan Zinc are some of the major companies to announce their results this week. Lockdown 4.0 tops Google’s search trends as people look for containment zones and ways to survive the coronavirus pandemic

(Eds: Adds details) New Delhi, May 17 () The Centre on Sunday allowed inter- and intra-state movement of public vehicles with conditions and reopening of all shops except those in malls and COVID-19 containment zones as it extended the nationwide lockdown till may 31, during which flight and Metro services and all kinds of public gatherings will be barred. Immediately after the National Disaster Management Authority (NDMA), the nodal department, announced lockdown 4.0 to check the spread of the novel coronavirus, the Ministry of Home Affairs (MHA) issued fresh guidelines to allow further resumption of economic activities. It allowed e-commerce platforms to deliver all goods, including those considered non-essential, in all areas except containment zones. All shops, except those in containment zones and malls, will be allowed to open from Monday with staggered timings during lockdown 4.0 which includes barber shops and parlour except in containment zones. It allowed inter-state and intra-state movements of passenger vehicles and buses from areas other than the containment zones. However, the guidelines made it clear that bus services will be allowed with mutual consent of states and union territories involved. All necessary standard operating procedures which includes social distancing, wearing of masks, availability of sanitiser need to be ensured. The government also decentralised delination of Red, Green and Orange zones -- marking of areas based on COVID-19 case load -- to state and union territories but said that the same should be done after taking into consideration of parameters shared by the Ministry of Health and Family Welfare.Night curfew shall continues to remain in place from 7 PM to 7 AM and local authorities shall ensure strict compliance with it, the order said. The government directed persons above the age of 65 years, persons with co-mobbities, pregnant women and children below the age of 10 years to stay at home as they are more vulnerable to the deadly virus. Domestic air travel of passengers, metro rail, schools and other educational institutions, hotels, restaurants, gyms shall remain closed and all social, political and religious gatherings will be barred. Religious places shall be closed to public and there shall be no congregation allowed. The Centre has, however, opened sports complexes and stadia but banned entry of spectators. Taking a view of limited air services opened for bringing stranded Indians home and taking people through trains, the centre allowed running of canteens at bus depots, railway stations and canteens.Restaurants shall be allowed to operate their kitchen for home delivery of food items.Issuing a nine-page guidelines, the Union home ministry listed the dos and don'ts during the lockdown 4.0 that has been clamped in the country to break the chain of coronavirus infection.Local authorities should ensure that shops in markets, except in containment zones, open with staggered timings so as to ensure social distancing.All shops shall have to ensure 6 feet distance (2 gaz ki doori) among customers; not allow more than 5 persons at one time.Allowing the states and union territories to decide of coding of various zones, the home ministry said that inside the red and orange zones, containment and buffer zones will be identified by the district administration or local urban bodies. Within the containment zones, strict perimeter control shall be maintained, and no movement of persons would be allowed, except for medical emergencies and for maintaining supply of essential goods and services. Buffer zones are areas around each containment zone, where new cases are more likely to appear. In the buffer zones, more caution needs to be exercised."The Lockdown measures in place since March 25, 2020 have helped considerably in containing the spread of COVID-19. It has therefore been decided to further extend the lockdown till May 31, 2020," the home ministry said.The death toll due to COVID-19 rose to 2,872 and the number of total positive cases climbed to 90,927 Sunday morning, according to the Union Health Ministry.In order to facilitate the movement of persons, various modes of transport have already been opened up which includes limited train services since May 11.Further, evacuation of foreign nationals from India, return of stranded Indian nationals from abroad, sign-on and sign-off of Indian seafarers, and intra-State and inter-State movement of stranded persons by bus and train, will continue to be allowed.Under these guidelines, wearing of face covers is compulsory, spitting will be punishable with fine, and social distancing is to be followed by all persons in public places and in transport. Rules barring not more than 50 persons for marriage and 20 for funeral will continue to remain in force.The practice of work from home (WFH) should be followed to the extent possible and staggering of work hours should be adopted in respect of all offices and other establishments. With a view to ensure safety in offices and work places, employers should ensure that Aarogya Setu app is installed by all employees having compatible mobile phones, it said. These are the edited excerpts from the chat. Can you detail us more about your company? You cater to enterprises, (OTT) and mobile network operators (MNO); what are the big brands or companies that are associated with you? We are an enterprise that provides digital communication channels to the enterprises. Our customer base is from retails, banks to cab operators, and e-commerce. And whichever company wants to communicate with its customers, we provide them with a channel. And this channel can be SMS, voice call; it may email, it may be WhatsApp, it may be Viber, or can be a video. So these are the channels we provide to the enterprises so that they can efficiently communicate with the clients. For example, when you swipe your card, you get a debit alert, so that is done mostly by our SMS channels. Or you are on their OTT platform, and you need an OTP to download the content. So that OTP goes from our channel. We also provide a second layer in that. That is a voice channel when the client opts for an OTP via voice. How are you planning to use the IPO money? So we are looking at expanding both vertically and horizontally. Either entering into new geographies or consolidating into the existing one. We are also looking at expanding our product line. How has been the lockdown period for the company? So when you say lockdown, it has propelled our business more, as a lot of digital transactions happened during the period. So lockdown has given more value addition to our portfolio. So the overall lockdown period was better for us. What percent of your operation's revenue comes from foreign, and how much of it is from Indian companies? So in terms of revenue, 20% of our billing comes in Indian currency. The rest of the billing is in foreign currency. A large part of which is in USD and Euro. Total India revenue will be somewhere around 40% export and domestic business. As people mostly stayed home during the lockdown, and that led to the growth in your business, what are the forward-looking business strategies that you have in mind to keep the momentum going? During the COVID-19 (lockdown), digital transactions have grown. And at the same time, many businesses were shut too, like hospitality and tourism businesses. Now when the economy is opening up, digital transactions will be much more needed. So with more transactions, it will add more value to the business. Tate Reeves" height="2400" width="3600" msid="81314420" hostid="261"></div>Mississippi rescinded a state-wide mask order in September, but Gov. Tate Reeves of Mississippi <a href="https://governorreeves.ms.gov/covid-19/" target="_blank" rel="noopener">said Tuesday</a> that county-specific mandates would be lifted too. He also said that the only COVID-19 restrictions that would remain were a 50% cap on the number of people in indoor arenas, and that certain restrictions would remain in schools.<h2>North Carolina</h2>Gov. Roy Cooper of North Carolina eased restrictions <a href="https://governor.nc.gov/documents?field_document_type_tid=261&amp;field_document_type_tid_op=orp=or" target="_blank" rel="noopener">starting February 26,</a> lifting a curfew and allowing indoor venues to operate at limited capacity. There is still a mask mandate.<h2>Arkansas</h2>Gov. Asa Hutchinson <a href="https://apnews.com/article/public-health-arkansas-health-asa-hutchinson-coronavirus-pandemic-6dab3e7c5a1e9bd6604cff2800f3b1e0" target="_blank" rel="noopener">on February 26</a> lifted capacity limits for bars, restaurants, gyms, and large venues. He said that the state's mask mandate would remain in place until March, provided the number of cases and hospitalizations were low.<h2>Massachusetts</h2>Gov. Charlie Baker of Massachusetts <a href="https://www.mass.gov/news/baker-polito-administration-announces-plans-for-continued-reopening" target="_blank" rel="noopener">said February 25</a> that restaurants could open at full capacity - albeit with social distancing and table size and time restrictions - starting Monday.Other venues could open at 50% capacity, with no more than 500 people allowed inside. A state-wide <a href="https://www.mass.gov/news/baker-polito-administration-announces-plans-for-continued-reopening" target="_blank" rel="noopener">mask mandate </a>is still in place.<h2>Washington</h2>Gov. Jay Inslee lifted restrictions for five counties in the state <a href="https://www.governor.wa.gov/news-media/inslee-announces-five-regions-progress-phase-2" target="_blank" rel="noopener">on February 14</a>, and allowed restaurants to open up at 25% capacity.<h2>Montana</h2>Gov. Greg Gianforte of Montana <a href="https://www.forbes.com/sites/alisondurkee/2021/02/11/montana-becomes-latest-state-to-lift-mask-mandate-despite-threat-of-new-coronavirus-variants/?sh=2522372977f7" target="_blank" rel="noopener">terminated</a> the <a href="https://www.businessinsider.com/cdc-mask-mandates-iowa-montana-face-masks-compulsory-rochelle-walensky-2021-2" target="_blank" rel="noopener">state's mask mandate February 12</a>.<h2>Iowa</h2>Gov. Kim Reynolds of Iowa <a href="https://www.businessinsider.com/iowa-gov-lifts-health-restrictions-despite-new-coronavirus-variant-2021-2" target="_blank" rel="noopener">lifted restrictions February </a>5. Iowans no longer have to wear face coverings in public. Businesses can have as many people as they want inside and don't have to abide social-distance guidelines.
