Thiruvananthapuram, <keyword id="19896018" type="General" weightage="100" keywordseo="Kerala" source="keywords">Kerala</keyword>: In a move to empower school children, the <keyword id="22767948" type="General" weightage="20" keywordseo="Kerala-General-Education-Department" source="keywords" meta.keywordsubtype="org" meta.entityname="Kerala General Education Department" meta.hostid="83" meta.entityid="Kerala General Education Department">Kerala General Education Department</keyword> has added 'Fact-Checking' modules as part of new <keyword id="21870096" type="General" weightage="20" keywordseo="ICT-textbooks" source="keywords">ICT textbooks</keyword> for Classes 5 and 7, designed to help students recognize fake news and perform fact-checking on online platforms. The move by the Kerala government was implement even ahead of UK which reportedly is is planning to revise their primary curriculum by including this topic. Earlier in 2022, Kerala Infrastructure and Technology for Education (KITE), the technology arm of Kerala General <keyword id="19921999" type="General" weightage="20" keywordseo="education-department" source="keywords">Education Department</keyword>, had imparted Fake News prevention and awareness creation training for 19.72 lakh students of Grades 5 to 10, as part of the Digital Media Literacy programme. It was the first time in India that such a massive training was given to 9.48 Lakh Upper Primary students and 10.24 High school students with the help of 5920 trainers. The 2.5 hours of training which was titled 'Satyameve Jayathe' focused on four sections which included the 'Use of the Internet in day-to-day life', 'Social Media requires us', 'Rights and Wrongs in Social Media' and how to prevent the spread of fake news. The false information shared through digital media, the negative impact it creates on society and the verification of the authenticity of information were made part of the training through various 'Case Studies'. The training also focused on areas such as understanding the influence of digital media in information transactions, creating an urge towards knowing non-factual interference in digital media and how to react to them constructively, acquiring technical knowledge in understanding the truth behind transacted messages, developing skills to identify and react to glitches in information transaction through media literacy. It also includes specific areas such as the meaning and definition of Misinformation and Dis-Information and their impact on society, non-factual and misinterpreting information shared through digital media, the social impact of facts presented in an emotional language, authenticity of information etc. "The new ICT textbook includes chapters that equip students to identify fake news and malicious content, embodying the spirit of Satyameva Jayate", said K.AnvarSadath, CEO, of KITE. Next year, when the ICT textbooks for Classes 6, 8, and 9, and 10 are revised, they will incorporate the latest developments in this field. Not only does it teach students to identify fake news and verify its authenticity, but the chapter titled 'Let's Search the Internet' in the Class 5 ICT textbook also covers how to effectively manage screen time. Similarly, the Class 7 ICT textbook chapter titled 'Let's Search and Find' elaborates on the importance of verifying the authenticity of information and explains why spreading or sharing false information is a crime. Further, the ICT textbook also includes information about the precautions to be taken before sharing information with others, the need to educate those who provide such information about its potential consequences, and the concept of copyright. In the new (same) ICT textbook for Class 7, for the first time in the country, 4 lakh students have been given the opportunity to learn Artificial Intelligence (AI). Textbooks in Malayalam, English, Kannada and Tamil media are available at www.samagra.kite.kerala.gov.in.

Kerala government implements 'Fake News detection' in school textbooks

In the wake of shortage of funds, <keyword id="28504" type="General" weightage="100" keywordseo="kerala" source="Orion">Kerala</keyword>'s <keyword id="25455" type="General" weightage="80" keywordseo="finance" source="Orion">Finance</keyword> Department has capped <keyword id="6374832" type="General" weightage="80" keywordseo="treasury" source="Orion">Treasury</keyword> payments in the first month of the new fiscal. In its directive to the <keyword id="114127" type="General" weightage="50" keywordseo="treasuries" source="Orion">Treasuries</keyword> Director, the Department asked for the reduction of the ways and means limit from Rs 1 crore to Rs 25 lakhs with immediate effect. If there was a requirement for any payments to be made above Rs 25 lakhs, then special sanctions will have to come to effect. Till April 25, the Treasuries were allowed to pay bills up to Rs 1 crore. According to informed sources, the decision comes as the Kerala government is on a borrowing spree and is done to pay the salaries and pension to state government employees, besides paying of interests on earlier borrowed loans. Kerala appears to have gone 'broke' is on account of a delay in sourcing funds, they added. If borrowed funds do not return on time or if the GST compensation to the state does not come in time from the Centre, then the salaries and pensions to be paid in the first week of May might not happene. One thing which has to be noted is the present staggering figure of the outstanding debts of Kerala did not happen overnight and successive state governments to a certain extent can take credit for the achievements of the state in the fields of education and health, which leads the rest of the country and to reach here, investment is required, but looking deeper into it experts revealed the real situation. Kerala government caps treasury payments in the wake of fund shortage

Amid growing protest over the imposition of Goods and Services Tax (<keyword id="6354679" type="General" weightage="20" keywordseo="gst" source="Orion">GST</keyword>) on essential commodities, <keyword id="28504" type="General" weightage="80" keywordseo="kerala" source="Orion">Kerala</keyword> government on Tuesday said it does not intend to tax items sold by entities like <keyword id="783826" type="General" weightage="100" keywordseo="kudumbashree" source="Orion">Kudumbashree</keyword>, or small stores in 1 or 2kg packets. State Finance Minister K N <keyword id="255137" type="General" weightage="80" keywordseo="balagopal" source="Orion">Balagopal</keyword> told the Kerala Assembly that the decision might lead to issues with the central government but the state was not ready to compromise. "At any rate, in Kerala we don't intend to tax items which are sold by organisations like Kudumbashree or in small stores in 1 or 2 kg packets or in loose quantities. Even if this will lead to issues with the Centre," Balagopal told the Assembly. "We are not ready to compromise on this. We had already said this there." He said the state government has already written to the Centre regarding its stand. "Yesterday too, the CM wrote to them regarding these things. We don't intend to levy it on small-scale traders and small stores. There can be no argument on this," Balagopal added. Kerala government's Kudumbashree, a women self-help group, is considered one of the largest women empowerment projects in the country. It's engaged in ventures such as running of small-scale food processing units, and various others. Balagopal said the branded companies have to pay a tax of 5 per cent on packaged products, but if they mention in the packaging that they are not "claiming the brand" then it is not taxed. "So they (centre) have brought in the rule to catch such companies... but there is still some confusion prevailing over this," he added. Kerala Chief Minister Pinarayi <keyword id="6388414" type="General" weightage="80" keywordseo="vijayan" source="Orion">Vijayan</keyword> has sought an urgent intervention of Prime Minister Narendra Modi on the issue of the imposition of GST on essential commodities, arguing the move will severely affect the common people. Vijayan pointed out that many small shopkeepers and millers pre-pack and keep the items ready for sale so that the customers can readily purchase them off the shelf rather than spend time getting the items weighed and packed. In the letter, Vijayan said such pre-packing is a common practice in most of the retail shops in Kerala and the present change will have an adverse impact on the large number of ordinary customers who frequent these shops for their essential purchases. Kerala will not levy GST on items sold by cottage industries

New Delhi, Jan 23 () The Kerala government has failed to provide utilisation certificates for at least half of the over Rs 3,000 crore given to it a year ago as relief for the 2018 floods that claimed around 488 lives and caused major devastation, officials said on Thursday.
The state government has sought Rs 2,000 crore more from the Centre for flood damages in 2019, despite its inability to show spending in reconstruction works after the 2018 deluge, they said.
"Rs 3,048.39 crore was given to Kerala in December 2018 as relief for the floods in that year. As on April 2019, the state government could spend just Rs 900 crore and no utilisation certificates came for the remaining Rs 2,100 crore," a government official said.
From April to December last year, the Kerala government spent some more funds, which could be about half of the sanctioned amount of Rs 3,048.39 crore, the official said.
After 2018, Kerala had sought Rs 4,700 crore as compensation from the central government for the damage caused by the floods, which was termed as the worst in a century.
At least 488 people died in Kerala due to monsoon rains and floods, which hit 14 districts of the state, in 2018.
Since utilisation certificates for the first tranche of fund has not come fully yet, the Centre did not take any decision on the request for the 2019 flood damage compensation.
"The central government will be able to release more funds only after receiving the utilisation certificates for the funds already given to Kerala," another official said. ACB ACB ANB
