The Central Bureau of Investigation (<keyword id="6354572" type="General" weightage="80" keywordseo="cbi" source="Orion">CBI</keyword>) has lodged a fresh loan fraud case of Rs 1688 crore against <keyword id="44525" type="General" weightage="100" keywordseo="abg-shipyard" source="Orion">ABG Shipyard</keyword> owner <keyword id="13160809" type="General" weightage="80" keywordseo="rishi-kamlesh-agarwal" source="Orion">Rishi Kamlesh Agarwal</keyword> and others. The CBI had last year booked Agarwal for a loan fraud of Rs 22000 crore which was said to be the biggest bank loan fraud. A senior CBI official said that a written complaint was received from <keyword id="321124" type="General" weightage="80" keywordseo="karambir-singh" source="Orion">Karambir Singh</keyword>, Chief Manager, Punjab National Bank (PNB) Mumbai on behalf of other banks (e-OBC, UCO Bank, <keyword id="6355303" type="General" weightage="80" keywordseo="bank-of-india" source="Orion">Bank of India</keyword>, Bank of Baroda (e-Dena Bank) and e-United Bank of India) against Vadraj Cement Ltd, Rishi Kamlesh Agarwal (Promoter-Director), <keyword id="15057157" type="General" weightage="80" keywordseo="krishna-gopal-toshniwal" source="Orion">Krishna Gopal Toshniwal</keyword> (Director), <keyword id="2392548" type="General" weightage="80" keywordseo="vijay-prakash-sharma" source="Orion">Vijay Prakash Sharma</keyword> (Professional Director) and others for causing wrongful loss of Rs 1107.62 crore to the consortium of lending banks led by the PNB. The PNB received a letter of consent from the Central Bank of India (part of the consortium) for fraud committed by the said company to the tune of Rs 580.79 crore. "The total amount of fraud and wrongful loss committed by the company towards the consortium of lending banks comes to the tune of Rs 1688.41 crore. After receiving the complaint we lodged a case under sections 120-8, 420 IPC and 13(2) read with 13(1)(d) of PC Act against the accused," said the official. In the coming days, the CBI can now issue summons to all the accused to join the probe in the matter. Further investigation in the matter is on. Various multipliers have been added to incentivise discharge of offsets. Here are some other big changes that will come into effect starting October 1 as the DAP 2020 comes into effect: <ul><li>Time-bound defence procurement process and faster decision making: A Project Management Unit (PMU) has been mandated to support contract management. It will facilitate obtaining advisory and consultancy support in specified areas to streamline the acquisition process. </li><li>Request For Information (RFI): RFI stage will explore the willingness of the prospective foreign vendors to progressively undertake [the] manufacture and set up an indigenous ecosystem at the spares/sub-component level.</li><li>Co-production through Intergovernmental Agreements (IGAs): This enables the establishment of co-production facilities through IGA achieving import substitution and reducing life cycle cost.</li><li>Simplification of Trial Procedures: Emphasis on the need to conduct trials to nurture competition based on the principles of transparency, fairness, and equal opportunities to all and not as a process of elimination.</li><li>A separate dedicated chapter has been incorporated in the DAP 2020 for the acquisition of systems designed and developed by DRDO/DPSUs/OFB: A simplified procedure with Integrated Single Stage Trials to reduce timelines and lay greater emphasis on evaluation through certification and simulation. </li></ul> India’s three service chiefs, General MM Naravane, Admiral Karambir Singh and Air Chief Marshal RKS Bhaduria, along with Chief of Defence Staff (CDS) Bipin Rawat, were present at the event. Rajnath Singh releases India's new Defence Acquisition Procedure amid India-China border dispute

Bengaluru, The <keyword id="6355100" type="COMPANY" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> has received three "made in <keyword id="3658" type="LOCATION" weightage="20" keywordseo="India">India</keyword>" <keyword id="6706498" type="ORGANIZATION" weightage="20" keywordseo="Advanced-Light-Helicopters">advanced light helicopters</keyword>, customised for coastal security, from the <keyword id="86569" type="COMPANY" weightage="20" keywordseo="Hindustan-Aeronautics-Limited">Hindustan Aeronautics Limited</keyword> (HAL) on Friday. The Mark-III Advanced Light Helicopter (ALH) is meant for coastal security. Out of the 16 Mk-III helicopters, HAL delivered three to Indian <keyword id="42407" type="COMPANY" weightage="20" keywordseo="Navy">Navy</keyword> Chief Admiral Karambir Singh at Aero India. The helicopters are fully loaded multi mission helicopter is fitted with an array of advanced sensors. This will augment the Navy's responsibility for coastal security placed on it by the government after 26/11 Mumbai terror attacks that claimed the lives of 166 people and left 300 others injured. The helicopter features a full glass cockpit with HAL's Integrated Architecture Display System (IADS), more powerful "Shakti" (Safran Ardiden 1H1) <keyword id="240487" type="DOMAIN" weightage="20" keywordseo="engines">engines</keyword>, and a host of new systems. The Indian Navy had ordered 16 Mk-III to supplement its ageing and depleting fleet of Alouettes (Chetaks) - from HAL. These helicopters have come up with latest-generation avionics and role equipment. It is primarily meant for use in a shore-based role. The Mk-III ALH are also equipped with an indigenous low frequency dunking sonar (LFDS) developed by Kochi-based Naval Physical and Oceanographic Laboratory. The sonar's units are being produced by state-owned <keyword id="91484" type="COMPANY" weightage="20" keywordseo="Bharat-Electronics-Limited">Bharat Electronics Limited</keyword> with a host of sub-vendors downstream. The aircraft has also a nose-mounted surveillance radar with 270-degree coverage that can detect, classify and track multiple marine targets. Indian Navy receives three Advanced Light Helicopters from Hindustan Aeronautics Limited

<ul class="summary-list"><li>Indian and Chinese troops came to blows last month in a disputed area along their mutual border in what was the deadliest such clash in more than 40 years.</li><li>The disputed northern border has been a source of tension for decades and will remain so, but growing rifts between <keyword id="3658" type="COUNTRY" weightage="60" keywordseo="India">India</keyword> and <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword> mean the <keyword id="12350" type="ENTERTAINMENT" weightage="60" keywordseo="Indian-Ocean">Indian Ocean</keyword> will likely grow as an area of competition as well.</li></ul>Clashes in June between India and China high in the western Himalayas saw <a href="https://www.businessinsider.com/amid-border-dispute-tensions-how-china-and-india-militaries-compare-2020-6" target="_blank" rel="noopener">the first deadly encounter</a> between their forces there in four decades. Both sides appear to be disengaging, and India's northern border, parts of which are in dispute with Pakistan and China, will remain a point of focus for its military.But India's southern maritime approaches, where increasing Chinese naval activity was already a concern, may gain even more attention from New Delhi in the wake of those clashes."On the military side, I think we have to stay on guard. "We know that, and all these [facilities] have clear military potential. So we need to leverage our assets, in the Indian Ocean region particularly, better."<h2>Wary of China's active navy</h2><div type="image" title="India navy ship vessel Philippines" height="3262" width="4919" msid="76902499" hostid="261"></div>Like other countries, India has watched Chinese activity in the Indian Ocean warily, especially since a 2014 visit by Chinese submarines to Sri Lanka, where <a href="https://www.businessinsider.com/indias-concern-with-beijing-expansion-grows-with-sri-lanka-port-deal-2017-8" target="_blank" rel="noopener">Beijing's growing influence</a> has concerned India and others.India's navy said in 2015 that it overlooks "strategic sea lanes" that link the country's "security and prosperity inextricably to the seas." Much of it is for the army and air force, reflecting continued emphasis on the land border, but navy projects include spare parts for Kilo-class submarines and other Russian-built warships.In the wake of Doklam, India also signed <a href="https://www.businessinsider.com/r-india-boosts-maritime-reach-with-seychelles-pact-to-build-naval-facilities-2018-1" target="_blank" rel="noopener">a 20-year pact</a> with the Seychelles to build naval infrastructure there. In late 2018, India and the US signed a communications agreement <a href="https://www.businessinsider.com/us-india-comcasa-deal-improves-ability-to-communicate-and-track-subs-2018-9" target="_blank" rel="noopener">allowing closer coordination</a> of military operations such as <a href="https://www.businessinsider.com/the-us-and-india-practiced-hunting-subs-in-the-indian-ocean-2019-4" target="_blank" rel="noopener">tracking subs</a>.India has been <a href="https://www.deccanherald.com/national/india-japan-to-ink-pact-to-share-military-logistics-781355.html" target="_blank" rel="noopener">in talks</a> with Japan on a military mutual logistics support deal, which New Delhi already <a href="https://www.aljazeera.com/news/2020/06/india-australia-sign-deal-military-bases-200604083007978.html" target="_blank" rel="noopener">agreed to</a> with Australia and <a href="https://www.thehindu.com/news/national/lemoa-already-fully-operational/article24904359.ece" target="_blank" rel="noopener">with the US</a>."India's maritime enthusiasm and the Indo-Pacific approach is fairly recent. Many of these partnerships and engagements are foundational, but due to the absence of an active maritime-focused policies in the last decades, these agreements/partnerships are important," Darshana​ Baruah, an expert on the Indian Ocean at the Carnegie Endowment for International Peace, said in an email.<h2>Using maritime leverage</h2><div type="image" title="India runway Port Blair Andaman Nicobar Islands" height="903" width="1400" msid="76902503" hostid="261"></div>The weeks since the clashes in Ladakh have seen more calls for India to put that navy to use.At the end of June, Sujan Chinoy, a former Indian diplomat, <a href="https://idsa.in/policybrief/strategic-potential-andaman-nicobar-sujanchinoy-260620" target="_blank" rel="noopener">recommended</a> "opening up" the <a href="https://www.businessinsider.com/r-india-navy-set-to-open-third-base-in-strategic-islands-to-counter-china-2019-1" target="_blank" rel="noopener">Andaman and Nicobar Islands</a> in the Bay of Bengal to "friendly navies," incluing the US, Japan, and Australia, "to promote greater naval cooperation."India's chief of naval staff, Adm. Karambir Singh, <a href="https://www.thequint.com/voices/opinion/india-china-geostrategy-indian-ocean-region-strait-of-malacca-indian-and-chinese-navy" target="_blank" rel="noopener">has said</a> the navy told the government it could act in the Malacca Straits, which connect the Indian and Pacific oceans, in response to tension on the northern border. And this month, a former chief of naval staff, retired Adm. Arun Prakash, <a href="https://www.thequint.com/voices/opinion/india-china-navy-maritime-strategy-conflict-indian-ocean-south-china-sea-trade-choke-points" target="_blank" rel="noopener">suggested</a> using that "maritime leverage" to add "weight to India's negotiating position."India has also engaged more with partners, which it has been historically cautious about doing. In June, India <a href="https://www.thehindu.com/news/national/india-to-take-a-call-on-australias-inclusion-in-malabar-exercises-with-japan-us/article32034664.ece" target="_blank" rel="noopener">said it was open</a> to Australia joining this year's Malabar naval exercises as an observer, something New Delhi has hesitated to do for years.Recent tensions "will likely underscore to strategists in New Delhi and Beijing that they should be prepared for sustained competition across domains, and that India cannot take for granted its partnerships in the region," Joshua White, a professor of South Asia Studies at Johns Hopkins University, said in an email.<div type="image" title="US Navy aircraft carrier Indian Ocean Malabar" height="714" width="1000" msid="76902505" hostid="261"></div>"The decision to use India's advantage at sea is completely political and will depend on Delhi's political appetite," Baruah said.
