The companies will have to hire a minimum of 60% permanent staff, Hindustan Times <a href="https://www.hindustantimes.com/india-news/goa-to-reserve-80-private-jobs-for-locals/story-uu1yxrg0Hm0qZaaG5mje4L.html">reported</a>. <br /><br />Goa does not have an employment or labour policy at present. However, this recent change will require them to have one. It will take at least six months of the policy to come in place. <br /><br />“In the interest of the state’s youth, who mainly are employed on a contractual basis in various industries, if we are to ensure 80% jobs are given to Goans and to secure their jobs, then the policy will have to be finalised at the earliest,” Sawant said. <br /><br />However, the state government also noted that the initiative can only be implemented if the companies also benefit from it. <br /><br />As job crisis looms across the country, more states are taking protectionist measures. The Andhra Pradesh government too reserved <a href="https://www.news18.com/news/politics/andhra-pradesh-becomes-first-state-to-reserve-75-private-jobs-for-local-youths-2241653.html">75% jobs</a> for its local citizens. The bill also seeks 100% reservation for locals in "C&amp;D" grade government jobs.<br /><br />On Wednesday, several industry leaders in the state objected to the move saying that it is "discriminatory" and raised apprehensions that the tech industry may suffer.<br /><br />

Bloomberg <a href="http://www.bloomberg.com/news/articles/2016-02-29/about-100-workers-walk-out-at-tesla-battery-plant-building-site">later reported only 100 took to the protest</a>.</p><p>The protest came from a local labor union that is against Tesla outsourcing some of its jobs to a third-party nonunion contractor, <a href="http://www.brycon.com/contact.php">Brycon Construction</a>.</p><p>Given the <a href="http://fortune.com/inside-elon-musks-billion-dollar-gigafactory/">$1.4 billion in tax incentives</a> that the car company received to build its factory, union workers feel the jobs should be kept for local construction workers in Nevada.</p><p>"Today's activity stems from the local Carpenters Union protesting against one of the third party construction contractors that Tesla is using at the Gigafactory," a Tesla representative told Business Insider.</p><p>"Their issue is not with how Tesla treats its workers. Their issue is that of the many third party contractors that are involved in the construction of the Gigafactory, many are union but the one at issue is not."</p><p>Nevada requires that at least 50% of employees to be from the state; Tesla argues it well exceeds that number.</p><p>"The union is also claiming that this contractor is somehow favoring out of state workers," the Tesla representative added. Tesla Gigafactory construction workers in Nevada have walked off the job in protest

<p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"><p class="source"><span>Jasper Juinen/Getty Images</span></p></div><p></p></div></div>Online shopping now accounts for over 10% of all <keyword id="6354851" type="ORGANIZATION" weightage="60" keywordseo="Retail">retail</keyword> sales in the US, and it's no secret that it's <a href="http://www.businessinsider.com/state-of-retail-jobs-chart-2017-8">affecting retail jobs across the country</a>.</p><p>Department stores, which have been declaring bankruptcy at an alarming rate, have been one of the hardest-hit segments.</p><p><a href="http://libertystreeteconomics.newyorkfed.org/2017/10/how-is-online-shopping-affecting-retail-employment.html">According to a new report on the Federal Reserve of New York's Liberty Street Economics blog</a>, jobs at department stores - such as salespeople and cashiers - have fallen to their lowest levels in decades.</p><p>At the same time, non-store retail jobs -like back-office functions and warehouse employees for companies like Amazon - are at record levels.</p><p><div class="KonaFilter image-container display-table click-to-enlarge"><div><div class="image on-image"><a title_source="Federal Reserve Bank of New York" title_caption="" class="zoomin" href="https://static-ssl.businessinsider.com/image/59d63c36351ccfd9008b871c-960/screen shot 2017-10-05 at 94112 am.png"><span class="sprites click-to-enlarge-icon" title="Click to enlarge"></span></a><p class="source"><span><a href="http://libertystreeteconomics.newyorkfed.org/2017/10/how-is-online-shopping-affecting-retail-employment.html">Federal Reserve Bank of New York</a></span></p></div><p></p></div></div></p><p>While the overall jobs situation in the US is doing relatively okay - the <a href="http://www.businessinsider.com/us-jobs-report-nonfarm-payrolls-august-2017-9">unemployment rate was 4.4% in August</a> - this seismic shift in retail isn't exactly equitable, the Fed says.</p><p>"Why should this be a concern? One reason is that the geographic distribution of jobs is very different for online retailers versus brick-and-mortar outfits," New York Fed researchers Jason Bram and Nicole Gorton <a href="http://libertystreeteconomics.newyorkfed.org/2017/10/how-is-online-shopping-affecting-retail-employment.html">wrote</a>. "In other words, areas that are losing a lot of department store jobs may not be the ones gaining online retail jobs."</p><p>Department stores are almost universal. They have incentive to be located wherever their customers are. E-commerce companies, like Amazon, tend to be much more concentrated in a few hubs, rather than spread out across the country. As a result, places losing department stores may not be replacing those jobs. </p><p>There is hope, though. Pennsylvania has not raised minimum wages above the federal $7.25. Businesses on this border "share a lot of features that are important determinants of wages and employment, but differ in terms of wage policies as they are located in different states," the Fed argued.</p><p>Earnings rose in both retail and hospitality as a result of minimum wage hikes. New York hospitality workers earned 33% more in 2018 than they did in 2013, while Pennsylvania hospitality workers earned just 15% more. Congressional economists said a federal hike would <a href="https://www.vox.com/2019/7/8/20686392/federal-15-minimum-wage-raise-the-wage-act">cut 1 million jobs</a>, for instance, and some New York businesses <a href="https://www.wsj.com/articles/new-york-city-businesses-struggle-to-keep-up-after-minimum-wage-increase-11565035475">recently told The Wall Street Journal</a> that they struggled to keep up after the wage increase.</p><p>Similar research hasn't yet found an immediate adverse effect on jobs.</p><p>After New York City raised its minimum wage to $7.25 in 2013 and $15 this year, the restaurant industry - which employs high numbers of low-wage workers - <a href="https://www.businessinsider.com/nyc-restaurant-industry-thriving-after-15-dollar-minimum-wage-2019-8">outperformed the rest of the US</a> in job growth and expansion. The study, by researchers from the New School and the New York think tank National Employment Law Project, found no negative employment effects from the city increasing its minimum wage to $15.</p><p>Seattle, too, voted to <a href="https://www.businessinsider.com/restaurant-industries-impacted-by-wage-increases-in-5-cities-2019-8#new-york-citys-restaurant-industry-outperformed-the-rest-of-the-us-in-job-growth-and-expansion-since-it-began-raising-wages-in-2013-1">raise wages to $15</a> back in 2015. Since then, restaurant jobs in the city have been steadily rising, according to the Federal Reserve.</p><p>The Fed warned that in the coming years, businesses might not move to places where the minimum wage has been increased. This could result in possible job losses, though it's still too early to determine long-term effects.</p><p>"As currently scheduled, the phasing in of the higher minimum wage across upstate New York still has a long way to go," the report states. The Fed just confirmed raising the minimum wage doesn't immediately kill jobs

Madhya Pradesh chief minister announces that all state jobs will only be for locals

<ul class="summary-list"><li>A Montana builder finds it so hard to hire locally that it's flying in workers on a private jet instead.</li><li>It's more economical to rent the jet, it told the Federal Reserve's Beige Book survey.</li></ul><p>A Montana building company is finding it so hard to hire locally that it's flying in workers on a private jet instead.</p><p>That's what it told the <a href="https://www.federalreserve.gov/monetarypolicy/beigebook202303.htm" target="_blank" rel="noopener">latest Beige Book survey</a>, which gathered information on economic activity from the Federal Reserve's regional branches up to late February.</p><p>"A Montana construction firm has found it economical to rent a jet to fly workers into one of its plants to fill operational needs," the report published Wednesday read.</p><p>The firm said hiring locals "would be our first choice, but we had to adjust when we could not staff that way."</p><p>It's yet another sign of a tight labor market, where openings outstrip the number of workers available to fill them. It won't please the Fed, which wants to see the market ease so that wage pressures won't drive inflation.</p><p>At the same time, though, the Beige Book showed a large drop of construction projects in Montana, likely the fallout from the Fed's aggressive interest-rate hikes, which have helped drive up borrowing costs.</p><p>Some companies could be "hoarding" workers — hiring them even though they don't have a current need for them, as the market is so tight, analysts have said.</p><p>Official figures showed the US added <a href="https://www.businessinsider.com/job-growth-unemployment-rate-recession-outlook-january-jobs-report-2023-2">far more jobs than expected</a> in January, coming in at 517,000 compared with predictions for 185,000. </p><p>The Fed has raised interest rates at a historically fast pace over the past year to try to cool high rates of inflation. </p><p>Friday will bring the February reading on jobs growth, and investors will watch for it for clues on what the Fed will do next in interest rates. A hot labor market tends to fuel inflation, as it puts upward pressure on wage growth. </p><p>Investors now expect the Fed to keep hiking for longer following Chair Jerome Powell's hawkish testimony before Congress this week. Expectations for a 50-basis-point increase in March <a href="https://markets.businessinsider.com/news/stocks/stock-market-news-today-dow-sinks-sp500-powell-bigger-hikes-2023-3?utm_medium=ingest&amp;utm_source=markets">helped drive a selloff in stocks</a> in the wake of his comments.</p>

Hiring is so hard for a Montana builder that it's flying in construction workers on a private jet

"This puts pressure on government spending at the state and local level. <ul class="summary-list"><li>Garbage has piled up for years in spots around <keyword id="6361804" type="UNKNOWN" weightage="60" keywordseo="unesco">UNESCO</keyword> World Heritage site Hoh Xil, reported <a href="http://www.eeo.com.cn/2021/0621/492400.shtml">The Economic Observer.</a></li><li>Hundreds of herders were made to clean up a particularly bad stretch of trash.</li><li>The garbage could endanger the 230 animal species in the area.</li></ul><p>Huge piles of garbage threaten to destroy the Hoh Xil nature reserve, <a href="https://whc.unesco.org/en/list/1540/">a UNESCO World Heritage site</a> in northwestern <keyword id="1334" type="COUNTRY" weightage="60" keywordseo="China">China</keyword>, <a href="http://www.eeo.com.cn/2021/0621/492400.shtml">reported The Economic Observer</a> on Sunday. The site, sometimes dubbed "The Third Pole," is the <a href="https://whc.unesco.org/en/list/1540/">highest and largest plateau in the world.</a></p><p>One particularly ravaged spot is a 656-foot long and 65-ft wide 'garbage belt,' filled with anything from plastic, cans, and paint buckets to sheep and yak carcasses, said the Beijing-based newspaper.</p><p>The garbage belt runs along <a href="https://www.tibetdiscovery.com/road-to-tibet/qinghai-tibet-highway/">the Qinghai-Tibet Highway,</a> a national road used heavily by tourists and long-distance truckers.</p><p>Hundreds of local herders were called in by officials to aid with the clean-up, but are struggling to finish the job due to the sheer amount of trash, reported <a href="https://www.scmp.com/news/china/politics/article/3138219/garbage-dumped-tourists-truckers-turn-chinas-roof-world-eyesore">the South China Morning Post</a>.</p><p>A local herder who was enlisted to help, Tsering Kunbu, told the Post that only around 200 people live in the area near the garbage belt and that the <keyword id="48779" type="ORGANIZATION" weightage="60" keywordseo="waste">waste</keyword> there has accumulated for years because there are no landfill sites nearby.</p><p>He added that petrol stations, restaurants, and car repair shops in Hoh Xil are also plagued with immense amounts of litter.</p><p>Independent geologist and explorer Yang Yong told the Post that the garbage situation in the area "has not improved for many years."</p><p>The swells of trash have raised concerns for <keyword id="6360144" type="UNKNOWN" weightage="60" keywordseo="wildlife">wildlife</keyword> in the nature reserve - a 32,000 square-mile area that hosts over <a href="http://www.xinhuanet.com//english/2017-07/08/c_136426714.htm">230 animal species</a>, including the <a href="https://www.iucnredlist.org/species/15967/50192544">Tibetan antelope.</a></p><p>Li Junsheng, a deputy director of the Research Center for Eco-Environmental Science at the Chinese Research Academy of Environmental Sciences, told <a href="https://www.globaltimes.cn/page/202106/1226724.shtml">The Global Times</a> that the garbage could poison animals and humans and pollute water in the region.</p><p>He called for laws that regulate human activity in the region to be amended and published as soon as possible.</p><p>Hoh Xil's frigid climate sees sub-zero temperatures all year round, which can reach as low as -49°F (-45°C).</p><p>The reserve, which is mostly uninhabitable, was designated as a UNESCO World Heritage site in 2017.<br /><br />It's part of China's first national park, the <a href="https://www.globaltimes.cn/content/1189032.shtml">Sanjiangyuan National Nature Reserve</a>, which covers 47,500 square miles in total.</p>

It later touched 83.42 in initial trade, registering a rise of 3 paise from its previous close. <br /><br /> On Friday, the rupee inched up 1 paisa to settle at 83.45 against the US dollar. <br /><br /> Indian rupee has not been able to make a dent against the dollar as FPIs and oil companies continue to buy US dollars and ensure it remains range bound, as RBI protects it from depreciation beyond 83.50, said Anil Kumar Bhansali, Head of Treasury and Executive Director Finrex Treasury Advisors LLP. <br /><br /> Meanwhile, the dollar index, which gauges the greenback's strength against a basket of six currencies, was trading at 105.16, higher by 0.13 per cent. <br /><br /> "The dollar was broadly steady as a soft US jobs report boosted traders that the US may still cut rates twice in 2024," Bhansali said. <br /><br /> Brent crude futures, the global oil benchmark, rose 0.23 per cent to USD 83.15 per barrel. <br /><br /> On the domestic equity market front, the 30-share <keyword id="19950208" type="General" weightage="20" keywordseo="BSE-Sensex" source="keywords" meta.keywordsubtype="org" meta.entityname="BSE Sensex" meta.hostid="261" meta.entityid="BSE Sensex">BSE Sensex</keyword> climbed 434.04 points or 0.59 per cent to 74,312.19 in early trade.
