New Delhi [India], July 20 (ANI): The Monsoon session of <keyword id="6354721" type="General" weightage="50" keywordseo="parliament" source="Orion">Parliament</keyword> begins on Thursday amidst outrage over the situation in <keyword id="6359754" type="General" weightage="50" keywordseo="manipur" source="Orion">Manipur</keyword> with the Opposition demanding a statement from the Prime Minister of India. Parliamentary Affairs Minister <keyword id="145705" type="General" weightage="50" keywordseo="prahlad-joshi" source="Orion">Prahlad Joshi</keyword> has said that 31 bills will be taken up in the monsoon session. Among these include the Digital Personal Data Protection Bill, 2023. Other important legislations that are expected to be taken up in the Session are the Bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, promulgated in May this year. The ordinance deals with the control of services in Delhi and was promulgated after the Supreme Court verdict on an appeal by the Delhi government. Parliamentary Affairs Minister yesterday said that 34 parties and 44 leaders participated in the all-party meeting convened by the government for smooth conduct of the monsoon session which will continue to till August 11 and will have 17 sittings. Other Bills on the agenda of the government include Cinematograph (Amendment) Bill, 2019; DNA Technology (Use and Application) Regulation Bill, 2019; Mediation Bill, 2021; Biological Diversity (Amendment) Bill, 2022 ; Multi-State Cooperative Societies (Amendment) Bill, 2022; Repealing and Amending Bill, 2022; Jan Vishwas (Amendment of Provisions) Bill, 2023; Forest (Conservation) Amendment Bill, 2023; Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022 (with respect to State of Himachal Pradesh); Constitution (Scheduled Tribes) Order (Fifth Amendment) Bill, 2022 (with respect to State of Chhattisgarh); Postal Services Bill, 2023; National Cooperative University Bill, 2023; and Ancient Monuments and Archaeological Sites and Remains (Amendment) Bill, 2023. Railways (Amendment) Bill, 2023; National Research Foundation Bill, 2023; Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2023; Constitution (Scheduled Castes) Order (Amendment) Bill, 2023 and the Constitution (Jammu and Kashmir) Scheduled Tribes Order (Amendment) Bill, 2023 are also among the 31 bills on the agenda of the government. Digital Personal Data Protection Bill, 2023, was approved by the Union Cabinet earlier this month. This government had withdrawn Personal Data Protection Bill from Parliament in August last and said that it will come up with a fresh bill. Supreme Court had ruled in 2017 that privacy is a fundamental right and the Digital Personal Data Protection Bill, 2023, is a crucial pillar of the overarching framework of technology regulations being framed by the Centre. The previous version of the bill had come after an extensive consultation process with a Joint Parliamentary Committee also examining it. The government has held another round of consultations to frame the new bill. The Bill to replace the Government of the National Capital Territory of Delhi (Amendment) Ordinance, 2023, seeks to establish the National Capital Civil Services Authority, which consists of the Chief Minister, Chief Secretary of Delhi, Principal Home Secretary of Delhi. The Authority will make recommendations to the Lieutenant Governor (LG) regarding transfers and postings of officials and disciplinary matters. While the government is expected to give push to its legislative agenda, the Opposition parties have planned to raise several issues including Manipur violence, railway safety, unemployment, inflation, India-China border standoff and trade imbalance between the two countries. Pralhad Joshi said the government has sought the Opposition's support in the smooth functioning of the Parliament during the Monsoon Session. "The government is ready to discuss all issues in the Monsoon Session. We have appealed to the Opposition parties to support in the smooth functioning of the Parliament," Joshi said after the all-party meeting yesterday. Some of the parties have planned to move an adjournment motion over Manipur violence among other issues on day one of the Parliament's Monsoon Session today. The opposition insisted that the discussion should take place in the presence of Prime Minister Narendra Modi. Congress on Wednesday said that the party will raise Manipur violence during the session. "Today, in the beginning (of the meeting), I kept my point. Our first issue is the violence in Manipur. Prime Minister should come and answer in Parliament. We will bring adjourment motion over the matter tomorrow," Congress leader Adhir Ranjan Choudhary said after attending the all-party meeting. <keyword id="6355187" type="General" weightage="50" keywordseo="lok-sabha" source="Orion">Lok Sabha</keyword> Speaker Om Birla also chaired a meeting of the Business Advisory Committee ahead of the session. In a move deemed as a very significant one in the face of Indian democratic governance, the Rajya Sabha approved the Jammu and Kashmir <keyword id="7821367" type="UNKNOWN" weightage="20" keywordseo="reservation-bill-2019">Reservation Bill 2019</keyword> after the amendments were approved by the Lok Sabha two days earlier. Here are the highlights of what we must know about the Jammu Kashmir Reservation Bill 2019. What has changed now The present bill replaces the Jammu and Kashmir Amendment Ordinance 2019 which was issued earlier on March 1, 2019. This bill gives room for some amendments in the Jammu and Kashmir Reservation Act passed in 2004 that aims to get the people residing in the areas near the international border within the purview of reservation on par with the people residing in the areas adjacent to the Actual Line of Control (ALoC). Who the bill will benefit As per the earlier bill, 3% reservation was allowed for the youth residing within 6 kms of the line of control in Jammu and Kashmir. As per the new amendments, this provision will be extended to the people living near the international border too. This measure will come to benefit the people living in Jammu, Samba and Kathua regions. Notably, the people inhabiting these regions have been pressing the government for so long to give this concession as they are confronting the impacts of cross-border firing in the Jammu and Kashmir region. At the same time, the compulsory 7 year service provision will also be applicable for the people living near the international border. How is the change effected By virtue of the Presidential order, the cabinet implemented the 77th constitutional amendment of 1995 to Jammu and Kashmir in order to give the benefits of reservation in promotion in the government services to the scheduled castes and scheduled tribes. In addition, the cabinet applied the 103 constitutional amendment of 2019 to Jammu and Kashmir that sanctioned 10% reservation to the economically backward segments of people in the general category. The setting in J&amp;K When the BJP withdrew its support to the PDP in November 2018, the Governor <keyword id="2773123" type="PERSON" weightage="20" keywordseo="Satya-Pal-Malik">Satya Pal Malik</keyword> dissolved the Jammu and Kashmir Assembly. With this move, the state came under the president’s rule. Due to security reasons, elections were not conducted so far here. What is the controversy now While passing the Jammu and Kashmir Reservation Bill 2019, the central government claims that the given constitutional amendment was recommended by the State Administrative Council (SAC) under the leadership of Satya Pal Malik, the present governor for Jammu and Kashmir. None has questioned the decision of the government with regard to the latest amendment to favor the SCs, STs and EWS. However, there is an opposition to the way it has been accomplished. All you need to know about Jammu and Kashmir Reservation (Amendment) Bill, 2019

Delimitation stands for the defining of the boundaries of assembly or parliamentary constituencies in a country or province governed by a legislative set up. The process of delimitation actually redraws the size and scope of the constituencies and also decides the number of seats that have to be reserved for the Scheduled castes. Delimitation process is repeated in regular intervals to ensure that the different constituencies have a similar number of votes. The process of delimitation is entrusted to a commission specially set up for this purpose. The orders of the delimitation commission cannot be questioned by the state legislative assembly, parliament or any court of law. Delimitation in the past Usually delimitation commissions are set up after every census following the enactment of delimitation Act by the parliament under the Article 82 of the constitution. So far, 4 delimitation acts were passed in 1952, 1962, 1972, and 2002. The existing delimitation of constituencies are the result of the delimitation act, 2002 accomplished in the same year based on the data obtained from the 2001 census. Delimitation Act 2002 In the delimitation Act 2002, a special amendment was made to freeze the delimitation of states in the country till the census after 2026. This will mean that the status of the present constituencies will have to be maintained till the first census after 2026. This amendment was made on the following grounds. When delimitation was done according to the population, the states which achieved in population control found their number of seats reduce while the states reporting higher populations were benefited by more constituencies. Therefore only after 2026, changing the number of seats in the parliament can be considered. Delimitation in <keyword id="17605" type="LOCATION" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> Following the accession of Kashmir into India, Sheikh Abdulla’s government allotted 30 seats for the Jammu region, 43 seats for the Kashmir region and two seats for the Ladakh region. After this move, the regional disparity continued to exist with Jammu having 37 seats, Kashmir having 46 seats and Ladakh having 4 seats. Between 2005 and 2008, the Gulam Nabi Azad’s government recommended a 25% increase in the number of seats in all the three geographies. Though this process would have increased an additional of 22 constituencies in the assembly, the PDP – Congress alliance could not achieve this since it lacked majority in the assembly. Demands for Delimitation in J&amp;K In 2002, the Farooq Abdullah government amended the constitution of Jammu and Kashmir leading to the freezing of delimitation till 2026. This will mean that the status quo of the constituencies in Jammu and Kashmir will remain the same till 2026 on par with the other states of India. While the need for delimitation is felt increasingly in the region now more than ever in the past, the present moves by the BJP government seeks to fulfill the long-standing demands of the people of Jammu and Kashmir so that they will get an equal representation in the parliament. Legal experts say that the Delimitation Act of 2002 can be struck down by the Governor and the decision will have to get the concurrence of the parliament within a period of six months after passing the ordinance.

Need to step up quickly to install refining capacity: Anand Mahindra on lithium reserves discovery in Rajasthan

Two CRPF men were killed and three others injured after terrorists attacked a road opening party of the police and Central Reserve Police Force (CRPF) in South Kashmir's Pulwama district on Monday, officials said. The attack took place in the Kandzal area of Pampore. Sources said the road opening party (ROP) of the CRPF and <keyword id="17605" type="PERSON" weightage="20" keywordseo="Jammu-and-kashmir">Jammu and Kashmir</keyword> Police was fired upon by the terrorists. Five CRPF personnel sustained injuries and were evacuated to the district hospital, where two succumbed to their injuries. Additional security forces have reached the spot. The area has been cordoned off and a search operation is underway. The State of Jammu and Kashmir has 6 seats in total for the parliament. A troubled spot in the country due to the bad relations with Pakistan, Kashmir had been the principal focus during election campaign for all the parties during election campaigns. BJP has announced five candidates for Jammu and Kashmir. Ladakh candidate is expected to be announced soon. Jugal Kishore and Jitendra Singh, the present MPs contest from their own constituencies namely Jammu and Udhampur respectively. MM War will field from Baramulla and Kalid Jahangir will contest from Jammu. Anantanag constituency is reserved for the BJP candidate Sofi Youssaf. In order to pitch a tough fighting environment in the state, the Congress party has declared that Haji Farooq Mir, Raman Bhalla and Vikramaditya Singh will contest from Baramulla, Jammu and Udhampur The court will announce the quantam of sentence in the case against the six convicted at 2 pm today. The rest six accused in the Kathua rape case are convicted under three sections including <keyword id="7741461" type="UNKNOWN" weightage="20" keywordseo="Ranbir-Penal-Codes-Sections-201">Ranbir Penal Codes' Sections 201</keyword> (pertaining to the disappearance of evidence) and 120-B (pertaining to criminal conspiracy). One of the eight accused has been acquitted by the court. The horrific rape and murder case that shook India In January 2018, the brutal rape and murder of an eight-year-old girl in Kathua district of Jammu and Kashmir sent shivers across the nation, raising questions on the safety of women in India. According to the J&amp;K police, the girl was forced to take sleeping pills, dragged and locked inside a nearby temple. She was repeatedly raped for the next three days, said the Jammu and Kashmir police. The girl was strangled to death as one of the accused tried to rape her yet again. Her bloodied corpse was found in the forest. The Jammu and Kashmir police arrested eight men in connection with the crime. Reports of two police officers accepting bribes for covering up the crime also surfaced. One of the arrested suspects is juvenile. India toughned its juvenile law for serious crime including rape after the horrific December 2016 Delhi gangrape. The bill allows juveniles between 16 and 18 years of age to be treated as adults for serious crimes like rape or murder. The police officials said that they have DNA tests and physical evidence of the defendants connected with Asifa’s case. The officials also said that they interviewed over 130 witnesses who “unequivocally corroborated the facts that emerged’’.
