<ul><li>The Indian Space Research Organisation (<keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword>) completed its design for India’s first manned submersible to boost deep sea exploration. </li><li>Currently, only five other countries around the world have the capability to dive 6,000 meters under the sea with humans onboard. </li><li>The design is yet to be certified but India expects the submersible vehicle to be ready by 2022. </li></ul>The Indian Space Research Organisation (<a href="https://www.businessinsider.in/isro-wants-moon-stories-after-chandrayaan-2-launch/articleshow/70548181.cms">ISRO</a>) is already exploring the <a href="https://www.businessinsider.in/science/space/news/isro-shares-first-discovery-from-chandrayaan-2-orbiter/articleshow/71435228.cms">depths of space</a> and now it wants to dive down into the oceans. The agency is developing a design for a crew module that can take humans upto 6,000 meters under the sea. The project is a part of India’s ₹6,500 crore Deep Ocean Mission. By 2022, India plans to join the elite list of nations that have their own underwater manned submersibles. Right now, only China, the US, Russia, France and Japan have the technology to conduct <a href="https://www.businessinsider.in/12-photos-show-how-humans-explored-earths-oceans-from-the-1600s-to-now/articleshow/63835487.cms">manned deep-sea exploration</a>.

They can be controlled using a cable that attaches to the main ship on the surface but they don’t have any humans on board. India’s submersible vehicle, on the other hand, will be able to carry three people — two scientists and one operator. "The design for the manned submersible's sphere has been successfully developed by ISRO. Now it has to be certified and then we will go ahead with the fabrication," said Madhavan Nair, from the Ministry of Earth Sciences during a press conference at the National Institute of Ocean Technology (<a href="https://www.niot.res.in/niot1/dst_intro.php">NIOT</a>). How India’s deep sea submersible works The submersible is going to be a titanium sphere with a diameter of 3.2 meters. The craft will be lowered from the main ship and can remain underwater for eight to ten hours. Once underwater, the onboard pilot or operator can steer the vehicle underwater. The base of the sphere will be a glass pane so that crew members can view the seafloor. Using a robotic arm, the crew will be able to collect samples. Building the manned submersible Designing the titanium crew module is a challenge. While the material is ideal to withstand high water pressure, it’s also difficult to mold. The design will take another month to get certified by an agency in Germany. After which, it will take another year to physically put it together. While ISRO is in-charge of the crew module, other agencies in India are going to be pitching in as well. NIOT, for instance, will be developing electronics and navigation for the manned submersible. The National Center for Polar and Ocean Research in Goa, Center for Marine Living Resources and Ecology in Kochi and the Indian National Centre for Ocean Information Services in Hyderabad are also working on the project. The Centre has proposed Rs 33.3 crore for ISRO's 'Project Netra' for securing Indian satellites from space debris and other dangers, according to documents related to supplementary demand for grants. Finance Minister Nirmala Sitharaman had moved a resolution for the grants for which the Lok Sabha granted approval last week. In Sep, India launched the early warning system Netra (Network for Space Objects, Tracking, and Analysis) to secure its satellites and other assets in space at an estimated to cost Rs 400 crore. Scientists say 50 years of human space exploration has led to the creation of junk around Earth's orbit, posing serious traffic risks to man-made satellites. India has 15 communication satellites active in the geostationary orbit, 13 remote-sensing satellites active in low-earth orbit (2,000 km radius) and eight navigation satellites in medium-earth orbit. Apart from these, there are a number of smaller satellites present in the space. Former director of Satish Dhawan Space Centre M Y S Prasad said India is a responsible space power and monitoring capability is necessary for protection of space assets. "The NETRA project would provide India with the same capability as the US and Russia to assess threats from space debris and other hazards," he told -Bhasha. According to a report, about 17,000 man-made objects are monitored in space of which 7 per cent are active objects. After a time, these objects become inactive and collide with each other while revolving in space. Every year, there are many incidents of objects colliding in space. As a result, small pieces of debris rotate at extremely fast speeds. Dead satellites and other debris present in space exist in the Earth's orbit for many years and these debris can damage any active satellite. DR HDA ABH

India forms a new space company to sell ISRO’s space technology products

The recently announced <keyword id="9460361" type="UNKNOWN" weightage="20" keywordseo="space-sector-reforms">space sector reforms</keyword> are not aimed at privatisation of Indian Space Research Organisation (<keyword id="6358064" type="UNKNOWN" weightage="20" keywordseo="isro">ISRO</keyword>), its Chairman and Secretary in the Department of Space, K Sivan asserted on Thursday. The space agency also stated that the draft on the proposed space activity bill is almost final and it will soon be placed before the Union Cabinet for approval. "When space sector reforms were announced by the government there were many misconceptions like it would lead to privatisation of ISRO. It is not. Again and again I'm repeating it is not the privatisation of ISRO," Sivan said. Addressing a webinar on "Unlocking of India's Potential <keyword id="7412163" type="UNKNOWN" weightage="20" keywordseo="in-space">in Space</keyword> Sector," he said the whole aim of reforms is enabling the private players to carry out the space activities which is otherwise being done by ISRO. "In fact, the activities of ISRO are going to increase and ISRO will be able to better utilise its resources in taking up developmental as well as capacity building activities of the government, rather than the routine production activity," he added. The Union Cabinet on June 24 approved participation of the private sector in the entire range of space activities, including planetary exploration missions. It had said, the newly-created Indian National Space Promotion and Authorisation Centre (IN-SPACe) will provide a level playing field for private companies to use Indian space infrastructure, by hand-holding industries in space activities through encouraging policies and a friendly regulatory environment. Also, the New Space India Limited (NSIL), a PSU under the Department of Space, will endeavour to re-orient space activities from a "supply driven" model to a "demand driven" model, thereby ensuring optimum utilisation of our space assets, it had said. Noting that the space sector reform introduced by the government is going to be a "real game changer", Sivan said private sector participation in the space sector has been increasing worldwide and it is a healthy trend, as it increases diversity. In India too space sector startups are taking developmental activities in both launch vehicles as well as in satellites, he said. However, there was no mechanism available in the country to extend technology and infrastructure support to them. Also there was no regulatory mechanism to control the private sector activities, so an institutional mechanism has been created as part of reform. The webinar was attended by Principal Scientific Advisor to government of India K Vijay Raghavan, Mahindra Group Chairman Anand Mahindra, Bharti Enterprises Chairman Sunil B Mittal among others. Further observing that with the opening of the space sector, ISRO can focus on technology development and capacity building Sivan said in addition to that it will also facilitate private sector participation in major national missions through announcement of opportunity. However, the private sector will have to do their own research and development activities, business viability studies, funding as well as finding customers for their services, he said. Pointing out that import of communication satellites is now in the embargo list under 'Aatma Nirbhar Bharat Abhiyan', the ISRO Chief said there will be a need for large number of communication satellites to be launched in the immediate future and this could be a huge opportunity for ISRO and also for the private sector. Launching a small satellite is another area where there is a huge projected demand and some startups are interacting with ISRO at an advanced stage and may launch very soon. According to ISRO officials, more than 500 industries are currently involved in activities such as production of components and more than 80 per cent of the launch vehicle and 60 per cent of the spacecraft budget is spent on industry. Scientific Secretary to ISRO, R Uma Maheshwaran said participation of the private sector in end-end space activities is definitely a strategy to expand the space economy. Noting that the private sector is much eager now, he said a lot of people are coming forward to make launch vehicles, and satellites and providing space based services. Uma Maheshwaran also said a mechanism is required regarding the indulgence of the private sector and for this, enactment of the space activity bill is a primary requisite. "It (bill) is almost in its final shape now, we have presented it to the Ministry (PMO) for inter-ministerial consultation and we feel that very soon it will be approved by the Cabinet and presented to the Parliament for making it an act. This is mandatory as India is signatory to the outer space treaty," he added. Vijay Raghavan, noting a lack of risk capital for industry to sufficiently invest in R&amp;D, said risk needs to be mitigated and for this the combination of talent and material resources, partnering with industry is needed. The opening of the space sector in India will have its impact globally, and also all sectors in India, he said adding that ".. this is an opportunity to increase volume and quality in extraordinary ways." Suggesting that space may well become the new "gold rush", Anand Mahindra said though India has an established and credible space programme, its share of the market is miniscule and he was sure that beginning now it will change with the entry of the private sector. "... it is our opportunity to level the playing field, by leveraging our competitive advantages and we have to seize it now," he said, while admitting that industry and private sector are often "uneasy bedfellows", but we have to make these reforms work as it is the best way forward". Sunil Mittal stressed on the need for the policy on participation of private sector in space programme to be "light-touch" but said it should be very strong on security, foreign policy aspects and some of the guidelines need to be very clear so that industry participants know how to operate within the policy framework. The funds are meant to provide a boost to the Polar Satellite Launch Vehicle (PSLV) and Geosynchronous Satellite Launch Vehicle Mark-III (GSLV Mk-III) programmes. It’s not that ISRO’s reputation is coming into question but the launch failure of the GSAT-11 and its recall along with the GSAT-6A going incommunicado has cast a shadow on matters nonetheless. Analysts have <a href="https://www.hindustantimes.com/india-news/spate-of-setbacks-leaves-space-agency-isro-on-edge/story-PZZD1X19GdbVdiclNk76YP.html">surmised</a> that since ISRO operates on a ‘shoestring’ budget, direct monetary losses is where failures will have the most impact. Hedging against risk One has to understand that agency launches aren’t the same as commercial launches. Normally, the objective behind a commercial launch is to place the satellite in orbit, and then they’re done. On the other hand, when an agency launches a satellite not only do have to ensure the launch is a success but they also have to put measures in place to manage the pre-launch and post-launch operations. So, monetary losses occur across the board whenever there’s a failed launch because delays and re-testing are resource intensive. Considering that none of the satellites launched from India by the agency are <a href="http://www.rediff.com/money/2006/jul/14mspec.htm">insured</a>, it’s all the more reason to double check everything before sending the satellite into space. Because, once it’s lost, it’s a sunk cost for the agency. In order to hedge against that risk, it makes sense that ISRO is providing a boost to its launch vehicles. Operating through its commercial partner, Antrix, India is a <a href="https://www.thehindubusinessline.com/news/science/with-100-successful-satellite-launches-isro-in-new-orbit/article10029737.ece">dominant</a> player in the market that’s currently growing exponentially. Thus, it’s possible for more launch vehicles to increase the number of commercial launches that India can cater to. That being said, competition has been on the rise with the entry of new firms like SpaceX and Blue Origin. Their reusable technology <a href="https://futurism.com/elon-musk-with-new-spacex-tech-rocket-costs-will-drop-by-a-factor-of-100/">drastically</a> reduces the cost of launching rockets. There have been <a href="https://www.geospatialworld.net/blogs/isros-resuable-rocket-in-pipeline-but-may-take-some-time/">reports</a> of ISRO’s own reusable rocket being developed, but that may take some time. Nonetheless, ISRO’s Chairman K Sivan has <a href="http://www.defencenews.in/article/Spate-of-setbacks-leaves-space-agency-ISRO-on-edge-558627">emphasised</a> that the agency, at the end of the day, is a research and development (R&amp;D) platform. He explained that commercial launches only serve the purpose of optimising the cost of access to space and keeping up with industry standards. PSLV, GSLV Mk-III Programs From the budget of ₹10 billion, ₹6 billion ($89 million) is allocated for 30 PSLV operational flights as a part of the PSLV Continuation Programme, which is currently in Phase 6. Not only does this include the purchase of 30 PSLV vehicles, but also covers the costs associated with the launch campaign, facility augmentation and programme management. These flights will serve the purpose of meeting the required amount of satellites needed for Earth Observation, navigation and space species. And, the government claims that all the flights will be completed between 2019 to 2024. At the same time, funding for the GSLV Mk-III Continuation Programme amounts to approximately ₹4 billion ($59 million) which will be directed towards the Phase 1. Inclusive of 10 flights, unlocking this weight category will enable India’s self-reliance for future launches of communication satellites in the four-tonne class. The PSLV, on the other hand, has already <a href="https://www.isro.gov.in/launchers/pslv">launched</a> 48 Indian satellites and 209 international payloads. Indian Government approves ₹10 billion budget for two of its space programs

Ahead of the launch of India's maiden human spaceflight venture '<keyword id="6797456" type="UNKNOWN" weightage="20" keywordseo="Gaganyaan">Gaganyaan</keyword>' in December 2021, the Indian Space Research Organisation will undertake two unmanned missions in December 2020 and June 2021, ISRO chairman K Sivan said on Wednesday. Addressing the inaugural session of a symposium on "Human Spaceflight and Exploration - Present Challenges and Future Trends," Sivan said the Gaganyaan mission not only aims at India's maiden human flight to the space but also setting up a new space station for 'continuous space human presence'. "We are doing all this (Gaganyaan) on three points - short term plan of two unmanned mission in December 2020 and June 2021, followed by human space flight demonstration in December 2021. We have the mid term goal of sustaining the human space programme and continuous space human presence in space on a new space station", he said. In this regard, the ISRO has initiated a full-fledged astronaut training facility in close proximity to Bengaluru for meeting its future requirements. The space agency is also in talks with NASA and other space agencies and industries on how it can collaborate on human space flight and learn from their experience. The Gaganyaan will also assist in ISRO's long term goal of inter-planetary mission. "Inter-planetary mission is also on the agenda in the long term," the ISRO Chief said. On Gaganyaan mission, Sivan said the space agency has already developed and demonstrated key technologies such as having an operational launcher with 10-tonne playload capability to lower orbit, demonstration ofmission design and management, and recovery system like space qualified parachutes. "The only missing element were human life science and life support system, which we are developing now," he said. ISRO, Sivan said, has taken onboard many national labs, academic institutions, DRDO labs, Indian Air Force, CSIR Labas well as many industries as stakeholders for Gaganyaanprogramme. Noting that the astronauts have been selected from a pool of Indian Air Force test pilots, Sivan said the generic space flight training will commence in India shortly. A mission specific training will be carried out in India using a host of simulators and other facilities, he added.
