In its first ever raids in the Union Territory of <keyword id="19905190" type="General" weightage="20" keywordseo="Ladakh" source="keywords">Ladakh</keyword>, the <keyword id="19895344" type="General" weightage="20" keywordseo="Enforcement-Directorate" source="keywords" meta.keywordsubtype="org" meta.entityname="Enforcement Directorate" meta.hostid="261" meta.entityid="Enforcement Directorate">Enforcement Directorate</keyword> on Friday conducted searches as part of its <keyword id="19899231" type="General" weightage="20" keywordseo="money-laundering" source="keywords">money laundering</keyword> probe linked to a cryptocurrency fraud case in which investors lost more than Rs 7 crore worth of deposits, officials said. The agency's zonal office here raided at least six premises in Leh town of Ladakh, Jammu in J-K and Sonipat in Haryana in the case against A R Mir and others. It is alleged that 2,508 investors deposited more than Rs 7.34 crore in a fake cryptocurrency business in the name of "<keyword id="22638371" type="General" weightage="20" keywordseo="Emollient-Coin-Limited" source="keywords" meta.keywordsubtype="org" meta.entityname="Emollient Coin Limited" meta.hostid="261" meta.entityid="Emollient Coin Limited">Emollient Coin Limited</keyword>". They, however, did not get any returns or currency back, and these funds were laundered by the business' promoters to purchase land assets in Jammu. The money laundering case stems from a March 2020 FIR registered in Leh and some other complaints filed in the Union Territory (UT) of Jammu and Kashmir (J-K) against Mir and Ajay Kumar Choudhary. Police in Leh in their FIR stated that an inquiry was conducted by a committee formed by the local district magistrate against Mir and his agents who were running the "fake" cryptocurrency business (Emollient Coin Limited) from a office located at the Anjuman Moin-Ul-complex, opposite SNM Hospital, in Leh. The committee sealed this office during inquiry on charges of "cheating many innocent individuals by assuring them to double their investment", according to the FIR. The accused lured people of the UT of Ladakh and some other places to purchase "Emollient Coin" using cash or transferring money into bank accounts, according to Enforcement Directorate (ED) officials. The depositors were also duped in the name of "Bitcoins" with the assurance of returns up to 40 per cent with a lock-in period of 10 months, the probe agency said. Investors were dished out a commission of up to seven per cent of the investment made by the people on their reference in the business, thereby forming a multi-level marketing chain, the ED found. A total of 2,508 people invested Rs 7,34,36,267 in the investment plan offered by Mir and the company (Emollient) floated by him that was incorporated in September 2017 and had its registered office in London. A man, Henry Maxwell, living in the UK capital, was its director. The company had two promoters in India -- Naresh Gullia and Channi Singh. The company was "deliberately" dissolved in March 2019, and Mir along with Choudhary launched a real estate business and acquired lands in Jammu from the funds generated by the fake cryptocurrency trade, according to the ED. ED undertakes first-ever searches in Ladakh in crypto fraud case

A parliamentary proposal on August 5, 2019 to bifurcate the State of Jammu and Kashmir into two Union Territories (UT) saw the total number of states and union territories in the country increase to 36. This figure consist of 29 states and 7 union territories. In terms of governance, structure and function, states and union territories are significantly different from each other. Article 1 of the Indian constitution defines India as a Union of States and not as a federation of states. The term union of states. The union territories have no separate representation in the Rajya Sabha except in cases of Delhi and Puducherry where the union territories have their own independent legislature. After the bifurcation, Jammu and Kashmir resemble the category of Delhi and Puducherry. The special provision granted for Jammu and Kashmir will mean that the administrative powers are distributed between the governor and the chief minister. The education and municipal operations of these union territories come under the purview of the legislative assembly while aspects like security and others are managed by the central government as per the advice of the Lieutenant Governor. Since they enjoy a partial statehood like status and they have their own legislative assemblies, union territories like Delhi, Puducherry and Jammu and Kashmir do not operate in the same way as the other four union territories in India do.  Union territories are governed directly by the central government, hence earning them the name. States, on the other hand are administrative units, and have their own governments. Article 370 made the provision for the state to have its own constitution. Article 35A, based on Article 370, allowed the state to choose its permanent residents, provisions to government posts and governing property rights.

New Delhi, Dec 8 () There is not a single gold assaying and hallmarking centre in six northeastern states and five Union Territories while the government aims to make hallmarking mandatory for gold and jewellery from 2021, according to official data.
 Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Ladakh, Andaman and Nicobar Islands, Dadra and Nagar Haveli, Daman and Diu, and Lakshadweep - do not have gold assaying and hallmark centres at present, the data showed.
 Gold hallmarking is a purity certification of the precious metal and is voluntary at present. The Bureau of Indian Standards (BIS) has formulated standards for hallmarking gold jewellery in three grades -- 14 carats, 18 carats and 22 carats.
 The government recently announced that it would make hallmarking for gold jewellery and artefacts mandatory across the country from January 15, 2021, to ensure the purity of the precious metal.
 On the absence of hallmarking centres in 11 states and UTs, a senior consumer affairs ministry official said that the Assaying and Hallmarking centres are set up by private entrepreneurs and is a market-driven activity where a decision to open a centre is taken by the entrepreneur based on commercial viability as assessed by the entrepreneur at that location.
 At present, there are 877 assaying and hallmarking centres in 234 district locations and 26,019 jewellers have taken the BIS registration, the official said.
 Maximum hallmarking centres are located in Maharashtra (123) followed by West Bengal (102), Tamil Nadu (100), Gujarat (74), Kerala (69), Karnataka (50), Andhra Pradesh (43), Rajasthan (42)and Delhi (41), the data showed.
 Since April 2000, the BIS is running a scheme to promote hallmarking of gold jewellery and as a result around 40 per cent of gold jewellery is being hallmarked currently.
 After announcing plans to make gold hallmarking mandatory, Consumer Affairs Minister Ram Vila's Paswan had said: "We are targeting to open hallmarking centres in all districts of the country and register all jewellers during this one year window."
 He had also said that a massive awareness campaign would be launched.
 India is the largest importer of gold, which mainly caters to the demand of the jewellery industry. In volume terms, the country imports 700-800 tonne of gold annually.
 According to the World Gold Council data, India's cumulative gold demand declined to 496.11 tonnes during the first nine months of 2019 from 523.9 tonnes in the year-ago period. The 2018 full-year gold demand stood at 760.4 tonnes.
 The cumulative gold import declined to 502.9 tonnes in the first nine months of 2019 from 587.3 tonnes in the corresponding period of the previous year. India's gold imports stood at 755.7 tonnes in 2018. LUX MR
