Fuelling this hope is the fact that the newly-appointed Finance Minister Nirmala Sitharaman was in charge of the defence ministry in her last role and therefore, she would be well aware of the challenges and requirements of the forces. The defence budget has increased nearly doubled in the last five years, the first term of the Narendra Modi government. But the money was still not enough to upgrade the weapons because the lion’s share of the allocation for the ministry of defence (MoD) goes into paying salaries and pensions.

 INDIA’S GLOBAL RANK In 2018, India became the fourth largest military spender in the world, with the United States of America, China and Saudi Arabia ahead in the list and France at the fifth spot. Global military expenditure also grew 2.6 % to $1.8 trillion in 2018 compared to a year earlier, according to the Stockholm International Peace Research Institute (SIPRI). India’s defence allocation grew 6.5% in the year ending March 2019.  Vintage weapons In 2018, the then Vice Chief of Army Lt Gen Sarath Chand said that 68% of the Army’s equipment is in the ‘<a href="https://www.rediff.com/news/report/sixty-eight-per-cent-of-armys-equipment-is-in-vintage-category/20180313.htm">vintage category</a>’, adding fund crunch will also impact the serviceability of the existing equipment and may even affect payment of instalments for past purchases. It had set up of the Special Forces Division, Defence Cyber Agency, the Defence Space Agency and the Defence Space Research Agency (DSRA). India’s defence budget has nearly doubled in 5 years but the money is not enough to upgrade the weapons

In the recent past, <keyword id="6354416" type="ORGANIZATION" weightage="100" keywordseo="Indian-Army">Indian Army</keyword> has successfully conducted two cross-border <a href="http://www.businessinsider.in/Manohar-Parrikar-says-major-credit-for-surgical-strikes-goes-to-Modi/articleshow/54810750.cms">surgical strikes</a>, one in Myanmar in June 2015 and then in <a href="http://www.businessinsider.in/BREAKING-NEWS-India-conducts-surgical-strikes-on-terror-hubs-in-Pakistan/articleshow/54580499.cms">Pakistan-occupied Kashmir</a> in September 2016. It’s high time now that Indian <keyword id="15350" type="ORGANIZATION" weightage="100" keywordseo="Army">army</keyword> takes the long-delayed route to modernise its <keyword id="6466913" type="UNKNOWN" weightage="100" keywordseo="Special-Forces">Special Forces</keyword>, and looks like it’s about to happen.

Sources told <a href="http://economictimes.indiatimes.com/news/defence/army-on-shopping-spree-commandos-to-get-deadlier/articleshow/57402280.cms">ET</a> that <keyword id="43909" type="ORGANIZATION" weightage="100" keywordseo="Defence-ministry">Defence ministry</keyword> has issued "restricted" tenders to select foreign arms companies so that it can acquire new assault rifles, sniper rifles, general purpose machine guns, light-weight rocket-launchers, tactical shotguns, pistols, night-vision devices and <keyword id="66787" type="UNKNOWN" weightage="100" keywordseo="ammunition">ammunition</keyword>. 
 
"Seven tenders or RFPs (request for proposals) were issued last week to American, Israeli, Swedish and other companies for acquisition of the specialised weaponry on a fast-track basis. Separately in a different capital acquisition project, trials are in progress to acquire over 120 light strike vehicles, which can be carried by helicopters, for the Special Forces," claimed a source.

It was only recently that India had inked a few rushed deals for ammunition and spares, costing around <a href="http://www.businessinsider.in/indian-government-seals-rs-20000-crore-urgent-arms-deal-to-make-forces-battle-ready/articleshow/56997094.cms">Rs 20,000 crore</a>, for all three branches viz. the Army, Navy and Air Force. This was done to make sure that the forces were ready to go to battle at short notice, and sustain the high-tempo operations for at least 10 days. 
 
Talking of the elite Special Forces, out of the 1.3-million strong Indian Army, there are only nine Para-Special Forces and five Para (Airborne) battalions. Each of these has 620 soldiers, selected after rigorous training. 
 
The small count of these forces mean that the costs involved in these new acquisitions is lesser as compared to the ones meant for army on the whole. Moreover, the Special Forces already have specialised weaponry, ranging from Israeli 5.56mm TAR-21 Tavor assault rifles and 7.62mm Galil sniper rifles to American M4A1 carbines and Swedish Carl Gustav rocket launchers. 
 
However, it was during the cross-border raids in Myanmar that the need for lighter, new-generation weapons was felt. Even though the Indian commandos carried huge weapon loads and quietly crossed over six km of the thickly-forested terrain, the Army conveyed the need of lighter equipment to top political authorities.

Finally! Indian Army is going modern with its ammo

<ul><li>Four strategic studies are being carried out by the government to pinpoint ways to optimise the size of the <keyword id="6359526" type="UNKNOWN" weightage="20" keywordseo="military">military</keyword> forces. </li><li>As part of the restructuring of the <keyword id="15350" type="ORGANIZATION" weightage="20" keywordseo="Army">army</keyword>, overlapping divisions will be cut down while a host of new positions will be created. </li><li>In August last year, the government approved the <keyword id="6473198" type="UNKNOWN" weightage="20" keywordseo="reform">reform</keyword> programme - which involves the redeployment of 57,000 officers, merger of garrisons and the shutdown of redundant military support units and farms. </li><li>Personnel costs are a significant drain on the army’s operating budget, accounting for 63% of costs while the modernisation of equipment accounts for only 14%.</li></ul>At the end of last month, the Indian government continued work on one of the largest reform programmes of its <keyword id="32723" type="COMPANY" weightage="20" keywordseo="Defence">defence</keyword> forces in its history as a independent country. In fact, four separate assessments - which were given by a greenlight by <a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=184039">the Army Commanders’ Conference</a> in the second week of October - are being carried out by the government to pinpoint ways to “right-size” its military, with reforms being implemented gradually over the next couple of years. The individual studies will each focus on separate issues — reducing the size and organisational structure of the Army Headquarters and optimising the number of junior commissioned officers and other ranks of officers. As part of the restructuring of the army, overlapping divisions will be cut down while a host of new positions will be created, according to <a href="https://www.thehindu.com/news/national/army-set-to-create-new-positions-as-part-of-overhaul/article25326814.ece">a Hindu report</a> citing sources. These include a new Deputy Chief of Army Staff, in addition to two existing deputy chiefs that handle planning and intelligence systems, and a new Director for Strategic Communications, which will report the third Deputy Chief. The goal is to increase the army’s teeth-to-tail ratio, which refers to the amount of combat-ready soldiers that can be supported by one military support officer. The government approved the reform exercise <a href="https://www.business-standard.com/article/news-ians/57-000-army-personnel-to-be-redeployed-to-increase-tooth-to-tail-ratio-117083001383_1.html">in August last year. </a> At the time, it was reported that 57,000 junior officers would be redeployed to functions where their skill sets were better suited. In addition to this, the reform exercise involves the merger of military units and the closure of redundant logistics units like signal operators as well as the military farm service and postal departments. Military farms, which were established during colonial times, are tasked with supplying milk to military units across the country. Once all 39 military farms are shut, the land will be given back to the defence ministry, which will then re-allocate them to military units. The reform exercise is part of a larger plan to optimise defence <keyword id="31669" type="PERSON" weightage="20" keywordseo="spending">spending</keyword> by redirecting it from personnel expenses to equipment procurement. This has been evident in the slew of big-ticket military deals closed this year so far. In May this year, it was reported that India had broken into the ranks of the world’s <a href="https://www.bloomberg.com/news/articles/2018-05-01/china-tensions-push-india-into-world-s-top-five-defense-spenders">top five countries by military expenditure</a>, overtaking France. The country’s defence costs rose by nearly 6% to $63.9 billion in 2017 owing to higher salaries and pensions for army personnel and weapon imports. Personnel costs are a significant drain on the army’s operating budget, accounting for <a href="http://164.100.47.193/lsscommittee/Defence/16_Defence_42.pdf">63%</a> of costs while the modernisation of equipment accounts for only 14%. This is why the reorganisation and “right-sizing” of the military forces has become an urgent priority. Separately, in recognition of the high cost of importing weapons, India’s Prime Minister Narendra Modi has also encouraged the domestic production of military equipment under the “Make in India” programme. However, the foreign investment in the defence industry <a href="https://www.economist.com/asia/2018/03/28/india-spends-a-fortune-on-defence-and-gets-poor-value-for-money">has been meagre</a> in recent years.

India is 'right-sizing' its military as part of a plan to make defence spending more efficient

The Comptroller and Auditor General of India has slammed defence public sector units (PSUs) for performing poorly because of which the objective of self-reliance could not be met. The reason, <keyword id="6356851" type="CITY" weightage="100" keywordseo="CAG">CAG</keyword> said, was that a majority of contracts that were entrusted to these PSUs were delayed, which adversely affected Indian Army’s plans for capability enhancement. 
 
The report from CAG repeats what the private sector feels about getting more orders from the government, since a majority of contracts in the last two years have gone to PSUs. As per the report, 63% of the contracts given to PSUs from 2007 to 2012 were delayed for various reasons. 
 "Besides impacting defence preparedness, the delay had financial implications towards loss of interest on payments made to <keyword id="3516494" type="UNKNOWN" weightage="100" keywordseo="DPSUs">DPSUs</keyword>. The objective of self-reliance in defence production had also not been achieved," said the CAG report which was presented in the parliament yesterday.

The<a href="http://www.businessinsider.in/Anil-Ambani-reliance-defence/articleshow/52500626.cms"> private sector</a> in defence manufacturing has already complained to the Prime Minister's Office (PMO) that the defence ministry is favouring PSUs despite their delays, because of which they don’t received orders as per their capabilities. 
 
The <a href="http://www.businessinsider.in/CAG-No-record-available-for-Rs-44000-cr-spending-by-ministries/articleshow/48237252.cms">CAG </a>report was prepared after a thorough study of at least nine<a href="http://www.businessinsider.in/Indias-defence-manufacturing-deals-will-take-place-under-these-5-categories/articleshow/52432285.cms"> major army projects</a> and assessing all contracts placed on PSUs. As per the report, the "inordinate delay in supply of critical weapons and equipment" had "hampered the modernisation and capability enhancement plan of Indian Army". 
 
The delays also led to the government facing a loss of Rs 1,931 crore because of accrued interest on advances that were paid to these DPSUs.

CAG slams defence PSUs for miserably failing self-reliance goals

<keyword id="19908736" type="General" weightage="20" keywordseo="Indian-Army" source="keywords" meta.keywordsubtype="org" meta.entityname="Indian Army" meta.hostid="153" meta.entityid="Indian Army">Indian army</keyword> has inducted the first-ever <keyword id="20068291" type="General" weightage="20" keywordseo="indigenous" source="keywords">indigenous</keyword> <keyword id="22234520" type="General" weightage="20" keywordseo="chip-based" source="keywords">chip-based</keyword> 4G mobile base station, which it procured from Bangalore-based firm <keyword id="22234519" type="General" weightage="20" keywordseo="Signaltron" source="keywords" meta.keywordsubtype="org" meta.entityname="Signaltron" meta.hostid="153" meta.entityid="Signaltron">Signaltron</keyword> through the government e-marketplace portal, a top company official said. Signaltron founder Himamshu Khasnis told PTI that the chip used in the Sahyadri LTE base stations has been developed by Signalchip. Earlier in 2010, Khasnis and his team founded a fabless semiconductor company Signalchip to make chips for 4G and 5G networks. "Signaltron has built the entire system indigenously using India's first chips for 4G and 5G networks developed by Signalchip. This is the first time an Indian system running on an Indian chip for complex communication technology has been inducted into the army. Using indigenous chips gives a high degree of control on the security of the system in its operation," Khasnis said. He said the Indian Army had posted a bid on GeM (Government e-Marketplace) for the supply of 4G LTE NIB (Network In a Box) solution last year. "Signaltron proposed the Sahyadri NIB solution and came out successful in stringent technical trials. Subsequently, Signaltron also won the competitive bid to supply the equipment. Weighing just 7 kgs, Sahyadri Network In a Box (NIB) systems provide high-quality secure wireless communication for audio, video and data applications," Khasnis said. He said the Sahyadri NIB is capable of working in both standalone and cellular modes and capable of seamless inter-operation with legacy analogue and IP telephony systems. The majority of the base stations deployed in India are not made in India. Even the few that are made in India do not have indigenous chips inside, which is the most strategic and important component of modern electronic devices and equipment. Signaltron has supplied 20 units to the army and the deployment of the base stations depends on their strategic requirement, Khasnis said. "We have supplied 20 units to the army. The Army takes its own call on when and where to deploy base station. Since they are light and mobile units, it gives them the flexibility to change the location as per their requirement," he added. At present, there is no fabrication facility in India for modern semiconductor chips. Signalchip has designed the chip indigenously and owns the entire technology that the chips deliver. In a model similar to leading semiconductor companies like Nvidia, Qualcomm, Mediatek etc, Signalchip also gets its chips fabricated through third-party wafer fabs. Khasnis said the Indian base station market is expected to be about USD 24 billion by 2029. "With the use of indigenous systems, there could be significant savings to forex and also boost GDP. There are sizeable market volumes available in India and worldwide. Modernisation targets of different sectors like defence, railways etc. are excellent opportunities for indigenous solutions," he said. Khasnis said that the CNPN (Captive Network-Private Network) 4G/5G market worldwide is expected to cross USD 30 billion by 2030, which will enable large possibilities for the local chip-based base stations, thereby providing economies of scale. Indian Army inducts first-ever indigenous chip-based made in India 4G base station from Signaltron

Defence ministry was granted funds for several projects and overhaul of the armed forces has not been able to utilise it fully. 
 
As per the data from the defence ministry, it has not been able to use funds for development of military systems by the private sector and research by the Defence Research and Development Organisation. 
 
As per reports, not a single penny was spent till October on prototype development and assistance to Small and Medium Enterprises for Technology Development. For these, around Rs 144 crore were allocated. 
 However, <keyword id="6354954" type="ORGANIZATION" weightage="20" keywordseo="Air-Force">Air Force</keyword> has still a better job as it used around 54% of the capital budget of Rs 33,657 crore allocated for purchasing equipment and weapon systems. 
 Meanwhile, the <keyword id="42407" type="ORGANIZATION" weightage="20" keywordseo="Navy">Navy</keyword> and Army have spent one-third of their modernisation funds. 
 
As per the defence ministry data, till October, the Army has spent only 35% of its Rs 27,227 cr budget and the Navy has utilised only 31% of its Rs 25,000 crore capital budget. 
 
The DRDO has spent 24% of the Rs 869 crore budget on R&amp;D.

Defence Ministry is under-utilising funds in modernisation projects for Armed Forces

Finally, <a href="http://www.businessinsider.in/searchresult.cms?query=Indian+government&amp;sortorder=effectivedate">Indian government</a> is making efforts to have its armed forces prepared for battles. Recently, the country has inked a flurry of emergency deals for ammunition and spares worth around Rs 20,000 crore over the last two to three months to ensure its fighters and tanks, infantry and warships, are all ready to go to battle at short notice. 
 
According to the sources in <a href="http://www.businessinsider.in/searchresult.cms?query=defence+ministry&amp;sortorder=effectivedate">defence ministry</a>, the aim is to guarantee the armed forces can undertake at least 10 days of "intense fighting" without worrying about ammunition, spares and other reserves. 
 
Reportedly, the pace for concluding the new contracts, primarily with <a href="http://www.businessinsider.in/searchresult.cms?query=Russia&amp;sortorder=effectivedate">Russia</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Israel&amp;sortorder=effectivedate">Israel</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=France&amp;sortorder=effectivedate">France</a>, was set in motion after the terror attack in <keyword id="71431" type="UNKNOWN" weightage="20" keywordseo="Uri">Uri</keyword> on September 18. 
 The <keyword id="6360189" type="COMPANY" weightage="20" keywordseo="Union-Budget">Union Budget</keyword> 2017 might not have helped the soldiers and new military modernisation projects, with the bulk of the Rs 86,488 crore capital outlay earmarked for "committed liabilities", but the armed forces are gung-ho about the fast-track procedures now in place to ensure "serviceability and availability" of existing weapon systems and platforms. 
 For instance, the <keyword id="15350" type="ORGANIZATION" weightage="20" keywordseo="Army">Army</keyword> has inked around 10 contracts worth over Rs 5,800 crore with Russian companies alone. These range from engines and 125mm APFSDS (armour-piercing fin-stabilised discarding sabot) ammunition for its T-90S and T-72 tanks to Konkurs anti-tank guided missiles and Smerch rockets. 
 
"The emergency purchases will obviate the need for armed forces to present long shopping lists to the government after every major terror strike. They can now maintain operational readiness for different contingencies," a source told TOI. 
 
As per operational norms, the WWR should be sufficient for 30 days of "intense" and 30 days of "normal" fighting. But the Army simply does not have such reserves. The CAG, incidentally, had also taken note of this alarming state of affairs in a report tabled in Parliament.

Indian Government seals Rs 20,000 crore urgent arms deal to make forces battle- ready

San Francisco, After <keyword id="6357456" type="COMPANY" weightage="20" keywordseo="huawei">Huawei</keyword> and <keyword id="6359151" type="COMPANY" weightage="20" keywordseo="ZTE">ZTE</keyword>, the US government has now taken on the Chinese conglomerate <keyword id="874458" type="PERSON" weightage="20" keywordseo="Xiaomi">Xiaomi</keyword>, blacklisting it as a "Communist Chinese military company". <keyword id="10598435" type="UNKNOWN" weightage="20" keywordseo="xiaomis-stock">Xiaomis stock</keyword> nosedived more than 10 per cent in early Friday trading after the news broke. In a fresh list, the US Department of Defense has targeted Xiaomi, which means that the company is also vulnerable to the outgoing President <keyword id="6354484" type="PERSON" weightage="20" keywordseo="Donald-Trump">Donald Trump</keyword>'s executive order that bans the US firms from investing in such companies. The move may force US companies and other investors to divest in Xiaomi this year. According to Counterpoint Research, Xiaomi was the third largest smartphone maker globally in the third quarter of 2020, and India is its biggest market. "The Department is determined to highlight and counter the People's Republic of <keyword id="1334" type="LOCATION" weightage="20" keywordseo="China">China</keyword>'s (PRC) Military-Civil Fusion development strategy, which supports the modernisation goals of the People's Liberation Army (PLA) by ensuring its access to advanced technologies and expertise acquired and developed by even those PRC companies, universities, and research programmes that appear to be civilian entities," the Department said in a statement late Thursday. The Department released its initial list of companies to Congress in June 2020 and has now included Xiaomi. Xiaomi, which for the first time surpassed Apple to capture the third spot in the global smartphone market in Q3 2020, was yet to react to the US move. Most of the other companies on the list are more industrially oriented, specialising in aviation, aerospace, shipbuilding, chemicals, telecommunications, construction, and other forms of infrastructure. In July 2020, the US Federal Communications Commission (FCC) designated Chinese telecom companies, Huawei and ZTE, as national security risks to America's communications networks. "Both companies have close ties to the Chinese Communist Party and China's military apparatus, and both companies are broadly subject to Chinese law obligating them to cooperate with the country's intelligence services. "The Bureau also took into account the findings and actions of Congress, the Executive Branch, the intelligence community, our allies, and communications service providers in other countries," the FCC said. India will be picking up AI-enabled military tech from South Korea at the DefExpo 2020

The Forthcoming meeting of the <a href="http://www.businessinsider.in/searchresult.cms?query=Defence+Acquisition+Council&amp;sortorder=effectivedate">Defence Acquisition Council</a> (DAC), if sources are to be believed, on Saturday will be a mark different from those so far. 
 
Bureaucrats and senior brass of Army, Navy and Air Force have been busy preparing in-depth agendas and giving detailed briefings to the Defence Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Manohar+Parrikar&amp;sortorder=effectivedate">Manohar Parrikar</a> before this meeting of the DAC on June 25. 
 Purchase of M777 ultra-light howitzers under a foreign military sales deal with the US will figure in the meeting for sure, said a senior official of the <keyword id="43909" type="ORGANIZATION" weightage="40" keywordseo="Defence-ministry">defence ministry</keyword>. Other critical purchases for the defence forces such as the UAVs (or the unarmed aerial vehicles), new fleet of modern drones besides range of vessels for the <keyword id="6355100" type="ORGANIZATION" weightage="20" keywordseo="Indian-Navy">Indian Navy</keyword> will figure in in the meeting. 
 The <keyword id="754702" type="ORGANIZATION" weightage="80" keywordseo="Defence-Acquisition-Council">Defence Acquisition Council</keyword> (DAC), headed by the Defence Minister <a href="http://www.businessinsider.in/searchresult.cms?query=Manohar+Parrikar&amp;sortorder=effectivedate">Manohar Parrikar</a> and comprising officials from tri-services and from the Defence Ministry, is the key body that gives nods to acquisitions and modernisation plans. 
 
The June 25 meeting comes after a gap of several weeks. Asked why the delays in the meetings of DAC as the body meets at least once a month under normal circumstances, and more if required, a senior MoD official said, “I agree that the last consequential meeting of DAC was the one held in December 2015 and thereafter after the couple of meetings focussed on streamlining and finalising the new DPP, and review of long languishing cases in the acquisition pipeline, and no substantial meetings have taken place thereafter…we understand the anxiousness of the industry but we must understand that any major policy change like the DPP needs time to adapt.” 
 
“We expect some indepth discussions on projects involving critical purchases for the defence sector. Many projects that are stuck due to procedural delays will be looked into following directions at the top most level,” officials said. 
 
On the acquisition of a new fleet of drones for the air Force, presentations have been prepared on purchasing drones from the US and Israel. Acquiring the Heron TP drones from Israel will be discussed as also on the US-made Predator armed drones. 
 Purchases of <keyword id="863142" type="ORGANIZATION" weightage="60" keywordseo="Air-Defence-Systems">Air Defence Systems</keyword> from Russia is also on the agenda, sources said.
