The bill also seeks to transfer of unclaimed dividends, shares, and interest or redemption of bonds to the Investor Education and Protection Fund (IEPF), allowing individuals to claim transfers or refunds from the fund, and thus safeguarding investors' interests. As the banking sector has evolved over the years, and with a view to improving bank governance and investor protection, it has become necessary to make certain amendments to five Acts, according to Statement of Objects and Reasons of the Bill. The Bill, which was approved by the <keyword id="19916620" type="General" weightage="20" keywordseo="Union-Cabinet" source="keywords" meta.keywordsubtype="org" meta.entityname="Union Cabinet" meta.hostid="153" meta.entityid="Union Cabinet">Union Cabinet</keyword> last week, proposes to amend the <keyword id="20824389" type="General" weightage="20" keywordseo="Reserve-Bank-of-India-Act" source="keywords">Reserve Bank of India Act</keyword>, 1934, the Banking Regulation Act, 1949, the State Bank of India Act, 1955, the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1970, and the Banking Companies (Acquisition and Transfer of Undertakings) Act, 1980. The proposed bill seeks to improve governance standards, provide consistency in reporting by banks to the Reserve Bank of India, ensure better protection for depositors and investors, improve audit quality in public sector banks, bring customer convenience in respect of nominations, and to provide for increase in the tenure of the directors in co-operative banks. Another proposed change relates to redefining 'substantial interest' for directorships, which could increase to Rs 2 crore instead of the current limit of Rs 5 lakh, which was fixed almost six decades ago. Congress member Manish Tewari opposed the introduction of the bill, saying the power to legislate with regard to cooperatives vests with state governments. RSP member N K Premachandran opposed amending five legislations through one bill, while TMC member Saugata Roy termed the bill "superfluous", saying the the amendments proposed in the bill could have been done through administrative decisions. The bill also seeks to give greater freedom to banks in deciding the remuneration to be paid to statutory auditors. It also seeks to redefine the reporting dates for banks for regulatory compliance to the 15th and last day of every month, instead of the second and fourth Fridays. "What's the rationale behind it? The current reporting Friday system has several limitations that impact the accuracy and effectiveness of the reporting of data. "These limitations are incomplete coverage of monthly data, seasonal fluctuations in banking activity which lead to inconsistent reporting, and the need for adjustment every 11th year which introduces complications and inconsistencies. That is why, in order to address the issue, it is proposed to amend the legislation," she said. The announcement about amendments to the Banking Regulation Act was made by the Finance Minister in the 2023-24 Budget speech. "To improve bank governance and enhance <keyword id="22728161" type="General" weightage="20" keywordseo="investors-protection" source="keywords">investors' protection</keyword>, certain amendments to the Banking Regulation Act, the Banking Companies Act and the Reserve Bank of India Act are proposed," she had said.

"The rise of e-commerce is constrained by inadequate skills required for online selling, such as cataloguing. <keyword id="22505774" type="General" weightage="20" keywordseo="data-privacy-issues" source="keywords">Data privacy issues</keyword> and increasing online fraud have turned out to be the most significant hurdle in the growth of e-commerce in India. It becomes imperative to educate users on the safe use of e-commerce platforms," the survey said. While dismissing the complaint, the fair trade regulator said, "The Commission finds that no prima facie case of contravention of the provisions of Section 4 of the Act is made out against <keyword id="6355629" type="General" weightage="20" keywordseo="Google" source="Orion">Google</keyword> in the instant matter". Section 4 of the Competition Act, deals with the abuse of dominant position. The ruling came on a complaint filed by Rachna Khaira (informant) accusing Google of granting exclusive access to Truecaller to share private contact information while prohibiting other apps from doing the same. Further, she alleged that this practice has distorted the market and created a monopoly for Truecaller. The informant also alleged that Google's developer policy prohibits unauthorised disclosure of non-public contacts, and Truecaller's privacy policy, to which she argued allowed the sharing of such information. Further, Khaira alleged that Google favoured Truecaller due to commercial arrangements involving Google's cloud storage and advertising services. The regulator after reviewing submissions from both Google and Khaira, found that the informant's claims were unsubstantiated. "...the allegation of the informant remains unsubstantiated and despite sufficient opportunity, the informant has not provided any evidence to prima facie establish that Google is according either preferential treatment to Truecaller or resorting to discriminatory practises by allowing access to user's contact data to Truecaller while denying the same to the competing applications," CCI said in an order on June 24. The competition watchdog also addressed the commercial relationship allegations against the tech major, stating that mere commercial relationships do not imply preferential treatment unless proven. However, the regulator found no evidence suggesting that these changes granted Truecaller a competitive advantage over its rivals. The request for interim relief by the informant to temporarily block Truecaller from operating on the Play Store was also rejected by the competition watchdog."The Commission finds that no prima facie case of contravention of the provisions of Section 4 of the Act is made out against Google in the instant matter. Accordingly, the Information is ordered to be closed," the fair trade regulator said.

"Strong growth, lower fiscal deficit opens up room for ratings upgrade," the note said. "A faster-than-anticipated pace of fiscal consolidation could pave the way for a sooner-rather-than-later sovereign rating upgrade for India," the analysts said. It can be noted that global rating agency <keyword id="20043943" type="General" weightage="20" keywordseo="SP" source="keywords" meta.keywordsubtype="org" meta.entityname="S&amp;P" meta.hostid="261" meta.entityid="S&amp;P">S&amp;P</keyword> had last week revised up the outlook on its sovereign rating for India to "positive" from "stable" earlier. On Friday, official data suggested that the economy grew at a faster clip of 8.2 per cent in the March quarter, which takes the FY24 real <keyword id="19972825" type="General" weightage="100" keywordseo="GDP-growth" source="keywords">GDP growth</keyword> to 7.6 per cent. The note said the Indian economy has exhibited "remarkable resilience" despite higher rates for longer, the Russia-Ukraine war and Covid prior to that, though a strong pickup in real GDP growth during FY24 can be also attributed materially to a very low <keyword id="21922336" type="General" weightage="20" keywordseo="GDP-deflator" source="keywords">GDP deflator</keyword>. It explained that nominal GDP growth slowed to 9.6 per cent in FY24, from 14.2 per cent in FY23 and 19 per cent in FY22. But in real terms, GDP growth accelerated to 8.2 per cent in FY24 from 7 per cent in FY23, thanks to a collapse in the GDP deflator to 1.4 per cent in FY24 from 7.6 per cent year-on-year in FY23 and 9.4 per cent in FY22. Deutsche Bank also advised caution on reading the headline GDP numbers, pointing out that while the real GDP grew 8.2 per cent, real GVA (gross value added) growth was 1 percentage point lower at 7.2 per cent.

In a break up, exports of merchandise goods declined 3.1 per cent to USD 437.06 billion, and exports of services rose 4.4 per cent to USD 339.62 billion. Coming to exports in March 2024, merchandise exports declined 0.7 per cent to USD 41.68 billion, and services exports declined 6.3 per cent to USD 28.54 billion. India's overall exports 2022-23 were worth USD 775.87 billion, a growth of over 14 per cent and almost USD 100 billion on a yearly basis. Coming to <keyword id="19933566" type="General" weightage="20" keywordseo="imports" source="keywords">imports</keyword>, India's overall imports in 2023-24 declined 4.8 per cent to USD 854.80 billion. In March 2024, merchandise and services exports declined 5.41 per cent and 2.46 per cent, respectively. Among various steps the government took was to launch a Production Linked Incentive (PLI) scheme in varied sectors, including electronic goods, to make Indian manufacturers globally competitive, attract investments, enhance exports, integrate India into the global supply chain and reduce dependency on imports. Further, the company dismissed Ola Electric’s claim of developing the map data for Ola Maps from Open Map. “Your assertion that you have developed API and map data/Ola Maps solely through open map is factually incorrect and not tenable,” the company added. The company has said that the agreement signed between the two companies prohibits co-mingling and reverse engineering under the Intellectual Property laws. “By indulging in such unscrupulous and illegal activities, you have acted in blatant defiance of the terms and conditions of the agreement and have further infringed the copyright vested exclusively in our client pertaining to the source code,” the notice reads. Ola Electric in a statement to Business Insider India has denied the allegations. “Ola Electric wishes to address the recent claims made by CE Info Systems Limited (“CE Info”) in relation to the alleged issues with Ola Maps vis-à-vis MapMyIndia and reported in news media. We would like to state unequivocally that these allegations are false, malicious and misleading. Ola Electric stands by the integrity of its business practices. We will suitably respond to the notice shortly," an Ola Electric spokesperson said in a statement to Business Insider India. The Delhi-based Geotech startup has said that it will initiate appropriate civil and criminal legal action against Ola Electric. Foreign financial assets — including accounts receivables — increased nearly $45 billion in the first seven months of this year., according to a Tuesday report from the <a target="_blank" class="" href="https://www.cbr.ru/statistics/macro_itm/svs/bop-eval/">Central Bank of Russia.</a>The data only shows the increase in assets stuck overseas, not the total amount.Russia's foreign financial assets rose $44.6 billion from January to July — more than double the increase of $21.4 billion over the same period a year ago, according to the central bank's report.It didn't provide a breakdown of the assets but said the increase was due to longer lag times and "increasing complexity" required for foreign settlements. There was also an increase in unspecified other investments.This money being stuck overseas has a knock-on impact on the liquidity of firms, said Alex Isakov, a Russia economist at <a target="_blank" class="" href="https://www.bloomberg.com/news/articles/2024-08-14/russian-businesses-see-billions-stuck-abroad-on-payment-delays">Bloomberg Economics.</a>It's not the first time Russia — a commodity giant — is having issues with trade proceeds stuck overseas.Last year, Russia acknowledged there were <a target="_blank" class="" href="https://markets.businessinsider.com/news/currencies/russia-india-ruble-rupee-sanctions-trade-imbalance-yuan-weapons-deficit-2023-5">problems with billions of Indian rupees</a> it had made from exports to India. <ul class="summary-list"><li>Vladimir Putin has ordered the Russian army to increase its troop size by 180,000.</li><li>The increase would make Russia's army the second largest in the world, behind only China's.</li></ul>Russian President <a target="_blank" class="" href="https://www.businessinsider.com/putin-russia-plans-to-comprehensively-upgrade-its-navy-2024-6">Vladimir Putin</a> wants to grow his country's armed forces, but experts say his ambitions could come at the expense of Russia's economy.On Monday, Putin ordered the army to increase its troops by 180,000, per a decree published by the Kremlin.This will raise the overall number of Russian military personnel to 2.38 million people, with 1.5 million of them being active soldiers.The expansion, which will take effect in December, would give Russia the world's second-largest army, behind only China and ahead of the US and India, <a target="_blank" class="" href="https://www.reuters.com/world/europe/putin-orders-russian-army-grow-by-180000-soldiers-become-15-million-strong-2024-09-16/">per Reuters</a>, which cited data from the International Institute for Strategic Studies.This isn't the first time Putin has sought to expand the army since Russia invaded Ukraine in February 2022. The Russian leader ordered an increase of 137,000 troops in August 2022, followed by an increase of 170,000 in December 2023.Nick Reynolds, a land warfare research fellow at the Royal United Services Institute, said the increase is consistent with Russia's ongoing war planning.In February, Reynolds coauthored a <a target="_blank" class="" href="https://www.rusi.org/explore-our-research/publications/commentary/russian-military-objectives-and-capacity-ukraine-through-2024">commentary</a> that suggested that 2025 would be a make-or-break year for Russia. But after 2026, Russia will begin to run out of existing stocks of tanks and armored fighting vehicles and will have to rely on producing new ones.The gear coming off the production line "will still be substantial," Reynolds told BI in an interview on Wednesday. "Just significantly less than they are now."That raises the question of how Russia can resource its even bigger army when it is already stretched."Where are the resources going to come from? How is the recruitment going to work?" Reynolds said, adding: "There are still some serious questions about how they will be equipped."It's also hard to see how the current training pipeline could support the expansion, he said.The increase in the army comes at a perilous time for Russia, which has to balance its <a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-ukraine-war-moscow-military-spending-inflation-worker-shortage-2024-2">military objectives in Ukraine</a> against the <a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-growth-recession-labor-worker-shortage-inflation-sanctions-west-2024-9">toll the war is taking on its economy</a>.Russia has "adapted much better than predicted to some of the pressures it's been put under," Reynolds told BI. But despite this, he said, "inflation is through the roof. The cost of living is through the roof."Other experts BI spoke to said that while Putin might still be able to grow Russia's army, it may only add more strain to the <a target="_blank" class="" href="https://www.businessinsider.com/russia-lacks-workers-ukraine-war-labor-crisis-worker-shortage-2023-12">already-stretched Russian labor force</a>.Artem Kochev, an economist at the Vienna Institute for International Economic Studies, told BI that Russia's labor market would be less affected if military recruitment is done in a targeted fashion."Currently, new recruits can be split into two groups: indebted people with low socio-economic status, and prison convicts," Kochev said. "They either participate in the less productive branches of the economy or are not part of the labor market at all."Russia has recruited so many inmates that it has started to <a target="_blank" class="" href="https://www.businessinsider.com/russia-shutter-prisons-inmates-ukraine-war-2024-3">shut down some of its prisons</a>, with one local official telling lawmakers in March that some prisons had to be shuttered because of "a one-time large reduction in the number of convicts," per Russian newspaper Kommersant."As long as recruitment stays within those two groups, the impact on the labor market will be limited," Kochev said, but noted that, even then, enlisting new recruits would still pose a <a target="_blank" class="" href="https://www.businessinsider.com/russia-economy-defense-military-war-spending-drains-resources-other-sectors-2024-1">sizable fiscal burden</a>.In July, Russian media reported that new recruits in Moscow would <a target="_blank" class="" href="https://www.businessinsider.com/russia-military-troops-new-recruits-ukraine-bonus-high-death-rate-2024-7">receive a bonus of 1.9 million rubles, or about $22,000</a>, if they signed a contract with the Russian defense ministry.That package is <a target="_blank" class="" href="https://www.businessinsider.com/russia-sign-up-bonuses-reaching-on-par-with-us-military-2024-7">on par with the bonuses offered by the US military</a> to their recruits, which range from $20,000 to $50,000.And even if money weren't a problem, Russia would still find it difficult to achieve its recruitment goals without hobbling its own economy."Taking another 180,000 people out of the labor force would have a serious impact on the economy," said Benjamin Hilgenstock, a senior economist at the Kyiv School of Economics Institute.He added: "The labor market is already extremely tight with the unemployment rate dropping to 2.4% in June, which is basically full employment, and nominal wage growth now above 15% year-over-year."The hunger for more troops has seen Russia turn to an unlikely source — <a target="_blank" class="" href="https://www.businessinsider.com/russia-forcing-african-migrants-and-students-to-fight-in-ukraine-2024-6">African migrants and students</a>.In June, Bloomberg reported that Russian officials had threatened not to renew the visas of African migrant workers and students if they didn't join the Russian Armed Forces.Jeremy Morris, a global studies professor at Aarhus University, told BI that Russia's economic problems could overshadow its military challenges if left unattended."Authoritarian societies like Russia seem calm and controlled, but destabilization can happen quite abruptly," he said.

With Indians rushing to file their ITRs ahead of the July 31st deadline that's coming up tomorrow, did you know that residents of just one Indian state are exempt from filing <keyword id="19901478" type="General" weightage="20" keywordseo="income-tax" source="keywords">income tax</keyword> returns, or paying taxes at all? Yes, <keyword id="19903425" type="General" weightage="20" keywordseo="Sikkim" source="keywords">Sikkim</keyword> is the only state in the country where the residents do not have to pay income tax. But why is that the case? Let's delve into it. An erstwhile princely kingdom for almost 333 years prior to its amalgamation, Sikkim merged into independent India in 1975, thereby becoming the country's 22nd state. But this happened on one condition- that it will be allowed to continue with its old <keyword id="21152786" type="General" weightage="20" keywordseo="tax-laws" source="keywords">tax laws</keyword> post the merger. Sikkim has its own income tax manual, which stipulated that no resident of Sikkim was to pay taxes to the center. Hence, honoring the merger agreement, the Indian government granted a special tax exemption to Sikkimese residents from Indian income tax regulations. This changed in 2008, when the <keyword id="19908389" type="General" weightage="20" keywordseo="Union-Budget" source="keywords">Union budget</keyword> repealed the state's tax laws. However, to maintain the exemption status enjoyed by the state's residents, it inserted section 10 (26AAA). Under this section, any income generated by a Sikkimese, be it from a source within the state, or by way of dividend or interest on securities, would be tax-exempt. At present, any individual who has been domiciled (noted as having fixed, principal and permanent residence) in Sikkim as of April 26, 1975 would be considered a Sikkimese, and hence, exempt from paying income tax. As per data from PRS Legislative Research, the state's estimated own tax revenue for 2023-24 stood at Rs 1,727 crore. However, if a Sikkimese has rental income from properties situated outside of the state, or has an income from source that is not located in Sikkim, it will be subject to relevant taxes. Nevertheless, the provisions of tax exemptions would not apply to any Sikkimese woman, who marries a non-Sikkimese or an outsider, on or after April 1, 2008. Market regulator SEBI has also exempted residents of Sikkim from mandatorily having a PAN card for investing in Indian stock markets, equities, cash market and even mutual funds. <h2>Decoding Section 10 (26) of the IT Act</h2>All these income-tax exemptions also extend to a few other regions in the country, but only if you are a member of the scheduled tribes. Section 10(26) of the Income Tax Act applies to Ladakh, Arunachal Pradesh, Manipur, Mizoram, Nagaland and <keyword id="19919396" type="General" weightage="20" keywordseo="tripura" source="keywords">Tripura</keyword>, along with the North Cashar hills district, Karbi Anglang district, Chakma district, Mara district, and Lai District. Simply put, it stipulates that if you belong to the scheduled tribes and generate any income, the source of which lies in the above mentioned regions, or by way of dividend or interest on securities, your income would be tax-exempt. But any income generated outside of these regions would be taxable.
