Google Meet introduces live captions in Spanish, French, German and Portuguese

New Delhi, At least <keyword id="10443934" type="UNKNOWN" weightage="20" keywordseo="46-indians">46% Indians</keyword> still prefer to connect to their <keyword id="25205" type="PERSON" weightage="20" keywordseo="doctors">doctors</keyword> over call for <keyword id="3877732" type="PERSON" weightage="20" keywordseo="medical-consultation">medical consultation</keyword> instead of physical visits to the doctors, a new survey has revealed on Wednesday.<br /><br />The survey conducted by online doctor consultation platform -- <keyword id="10443933" type="COMPANY" weightage="20" keywordseo="mount-virtual-hospital">Mount Virtual Hospital</keyword> -- was done across metros covering Delhi-NCR, Mumbai, Kolkata, Chennai, Uttar Pradesh and Bihar.<br /><br />The data was collected from age group of 20 to 85 years. The <keyword id="10443932" type="UNKNOWN" weightage="20" keywordseo="total-respondents">total respondents</keyword> in the survey were 2,406 which included 1,455 males and around 951 females.<br /><br />The findings showed that about 70% of the respondents who had diabetes, heart problems, blood pressure issues, cancer or kidney diseases, who are at increased risk of severe illness from the Covid-19, still want to get the consultation done with their doctors over call be it for follow up consultation or new consultation. <br /><br />"With people using digital mediums to connect to doctors, we are observing behavioural change and it will impact the health care sector positively in times to come," Sanjay Singh, Founder of Mount Virtual Hospital, said in a statement.<br /><br />According to the report, 60% of the women surveyed in age group of 18-45 years, wanted to connect digitally with their doctors for getting consultation related to dermatology, nutrition and diet and mental health issues.<br /><br />The data also showed that 80% of the men in the age group of 45-85 years of age still prefer to have online consultation due to fear of Covid infection keeping their age in mind. <br /><br />"We have observed almost 200% jump in demand for online consultation. Canada has signed an agreement with the US to send a Canadian astronaut around the moon in 2023, Navdeep Bains, Canada's minister of innovation, science and industry, has said.<br /><br />At a video news conference on Wednesday, Bains unveiled the Gateway Treaty, which formalises Canada's involvement in the US-led effort to build a new international space station above the moon surface to allow for exploration and future missions to Mars, Xinhua reported.<br /><br />The treaty includes a commitment to having a Canadian on board when the US conducts a flyby of the moon in 2023, as well as a second flight to the future station. It will not include a moon landing.<br /><br />"Launching in 2023, a Canadian Space Agency astronaut will be part of <keyword id="244551" type="COMPANY" weightage="20" keywordseo="Artemis">Artemis</keyword> 2, the first mission to carry humans to lunar orbit in over 50 years. This will make Canada only the second country after the US to have an astronaut in deep space," Bains told the news conference with a few Canadian Space Agency astronauts.<br /><br />Under the treaty, Canada will contribute a new robotic arm to help with the construction of the Lunar Gateway, which will orbit the moon and allow for exploration of the lunar surface and assist future missions to Mars.<br /><br />Bains did not say how much it will cost Canada to participate in the Artemis 2 flight, which will follow an unmanned flyby of the moon that the United States has scheduled for next year.<br /><br />Earlier this month, Canada committed 22.8 million Canadian dollars to the first phase of developing Canadarm 3, a new robotic arm that will be used on the moon station.<br /><br />"It's important to note that we're a spacefaring nation, and very proud of our space history," the Canadian minister said. Evolving from simply cooking <keyword id="52511" type="ORGANIZATION" weightage="60" keywordseo="Meat">meat</keyword> over a fire, cultures have created various techniques to grill, roast, and cook their meat to perfection. Let's take a look at how barbecue is done around the world.</p><p>A popular dish in Chinese cuisine is char siu, or Chinese barbecue pork. Char siu translates to "fork-roasted." The meat is placed on an elongated fork and roasted over an open fire. It has a slightly charred and reddish-brown color, finished with a sweet but savory flavor.</p><p>In India, grilling is done inside a clay oven called a tandoor. A tandoor is a cylindrical clay oven that's been used in India for centuries. It burns at a very high heat, exposing the <keyword id="6181" type="COMPANY" weightage="100" keywordseo="Food">food</keyword> inside to open flames and hot air, resulting in confection cooking. Some excavation sites have found tandoor clay ovens with chicken bones and char marks dating back to 3000 BC. Tandoori chicken is known to be one of India's most popular dishes and comes with sides like naan, cucumber raita, and basmati rice.</p><p>Ikan bakar is a technique of cooking fish over a bed of charcoal. The procedure varies, but fish is normally split in half, flavored with spices, and placed between two grates that go directly on the grill. Depending on the region, spices may differ but can range from sweet to spicy.</p><p>Yakitori are bite-sized pieces of chicken derived from various parts of the bird, including thigh meat, neck meat, skin, heart, and tails, that are all placed on skewers and grilled over a charcoal fire.</p><p>For generations, Mongolians have cooked khorkhog, which consists of potatoes, carrots, onions, and meat. Khorkhog is made by placing meat with hot stones in an enclosed container and cooking it on an open fire. The meat can be either goat or mutton, but since mutton is considered a daily staple and goat is more of a delicacy, it's typically goat that's cooked since khorkhog is traditionally reserved for festivals or family events with many guests. Depending on the number of people, sometimes even a whole sheep is used.</p><p>Gui refers to grilled-meat dishes found in Korean cuisine. Grilling is a key cooking component and method in Korea. Traditionally, most tables in a Korean barbecue have a gas or charcoal grill in the middle. Some ingredients come to the table raw, sliced, and prepared to grill. The meat can either be marinated, like the famous bulgogi and galbi beef, or it can be plain and unseasoned. Customers then cook the food according to personal preferences. When cooking, use kitchen scissors to cut the meat into smaller pieces, and don't flip the meat more than once.</p><p>Pierrade is a flat stone laid on top of a heat source. Pierrade meat needs to be sliced very thin, because the only part of the meat that will cook is what is in contact with the hot stone. Potatoes and vegetables can also be placed on a pierrade, along with a variety of dips. Aioli is a popular condiment that's served with pierrade. Some German cooks use a grill called a schwenker, which hangs from a tripod. Typically the schwenkermeister keeps it moving by swinging and rotating it from its chains, making it easier to cook large pieces of meat. It results in a smoky, juicy meat.</p><p>Souvlaki is a popular Greek dish consisting of pieces of meat and vegetables on a skewer. Souvlaki was a popular food among the ancient Greeks. It was even eaten by characters in Homer's writings. Souvlaki can be served on a skewer, in a pita sandwich, or on a dinner plate with fried potatoes.</p><p>Lechón originated in Spain but is popular in the Philippines, the Dominican Republic, Puerto Rico, and Cuba. It's considered to be the national dish of the Philippines and Puerto Rico. Lechón is the Spanish word for suckling pig. The meat is very tender and is usually roasted until the skin turns crispy.</p><p>Jerk is common across the Caribbean, but Jamaica is the heart of jerk culture, and it's considered to be the country's national dish. The smokiness and spiciness of jerk come from scotch bonnet chilies, island thyme, and allspice. All of those seasonings cover the meat that's been butterflied in order to expose more of the surface to heat.</p><p>Mexican barbacoa is traditionally made with goat, sheep, or lamb, but beef and pork can be used as well. The meat is buried in a pit, covered in agave leaves, and slow cooked until it's soft enough to fall off the bone. It can be served in a broth and eaten as a soup, or with tortillas, which make for some of the most tender tacos.</p><p>There are numerous styles of barbecue in the US, and everyone has an opinion on which is best. Ribs, brisket, and pulled pork are some of the favorites. Popular side dishes include salads, baked beans, corn bread, and fruit. The big holidays for barbecuing in the United States are Memorial Day weekend, the start of the summer season, and the Fourth of July Independence Day celebration.</p><p>Argentina devours the third-most amount of meat in the world. The asado tradition originated from the gauchos of the early 1800s. Most of the time, the asado is made from beef, but lamb, pork, and mutton are other options. The tradition involves eating the whole animal, with the best pieces of the meat saved for last.</p><p>Churrasco also started in the 1800s when gauchos would get together and grill large portions of meat on skewers. Brazilians often serve churrasco with chimichurri, a simple garlicky green sauce that balances the smokiness of the meat. Churrasco can be made at home and at festivals, but can also be ordered at Brazilian steakhouses. At the steakhouses, waiters walk around with the skewers to show off the variety of meats to diners. As customers choose their meat, it's sliced off the skewers. Typically, this barbecue experience is all you can eat, so diners should bring their appetite.</p><p>Pachamanca involves digging out an earth oven and lining the inside of the pit with hot stones to cook the food. Potatoes, corn, and marinated meats are enclosed in leaves and placed into the oven for a few hours. Pachamanca is normally served with guests sitting on the ground, and typically takes place on special occasions and during the harvest time every February and March.</p><p>Many foods at Australian barbies can be linked to the country's proximity to Asia. Lamb chops, beef steak, sausages, prawns, and lobster are all popular meats you can find at a barbie. Barbies are recognized as a common method of fundraising for schools and local communities.</p><p>The earth oven is used in traditional South Pacific cooking, especially on the islands of Fiji, New Zealand, Samoa, and Tahiti. While the cooking method and names differ between islands, cultures throughout the South Pacific commonly use this below-ground barbecue style. It's used in traditional feasts and family dinners alike, and the food is usually cooked in baskets woven from banana leaves. Meals might include breadfruit, yams, fish, pork and shellfish. The meat is generally marinated, finished with a savory glaze, and topped with tropical fruit.</p><p>Braais are important in South African culture. It's like a potluck, where family and friends bring their own meats or side dishes. Favorite meats found in a braai are steak, sausages, sosaties, pork, chicken, and lamb chops. Fish and crayfish are more popular in the coastal regions. Braais are so beloved in South Africa that September 24 is considered National Braai Day in the country.</p><p>The ancient Persian tradition of barbecuing meat kebabs continues today in Iran. Kabab koobideh is made from ground lamb or beef or a combination of the two, and is blended with spices and grated onions. In English, koobideh means slamming, referring to the method in which meat is prepared. The kabab koobideh can be found in both restaurants and among street vendors.</p><p>Shish kebabs are thought to have emerged when soldiers in Turkey skewered and grilled pieces of animals on their swords. It means that the extension can track every time you click on a new link and alert the hacker. The hacker then has the option to redirect you to a new URL of his choosing, rather than sending you to your real destination.<br /><br />And, as with most crimes, there’s a monetary motive at play. Redirecting user traffic to ads and phishing sites by the millions can yield a pretty steady income stream. "For every redirection to a third party domain, the cybercriminals would receive a payment," said the report by Avast Threat Intelligence.<br /><br /><strong>Malware extensions are tracking everything you do online<br /></strong>Even though the end goal is getting more revenue off of ads, the malicious extensions on Google Chrome and Edge are capable of collecting data as well. <br /><br />According to Avast, these extensions can collect personal data like birth dates, email addresses, and device information. This includes even the most minute details like first sign-in time, last login time, name of the device, operating system, used browser and its version, and even IP addresses.<br /><br />Stealing an IP address or knowing your login time may not seem like a big deal. Fake Instagram, Facebook, and Vimeo extensions on Google Chrome can ‘hijack’ your URL, steal personal information and track your location

Washington, Nearly a quarter of the world's population may not have access to a <keyword id="8904563" type="UNKNOWN" weightage="20" keywordseo="covid-19-vaccine">COVID-19 vaccine</keyword> until at least 2022, according to a study published in The BMJ on Wednesday which warns that vaccines will be as challenging to deliver as they were to develop. Another study in the same journal estimates that 3.7 billion adults worldwide are willing to have a COVID-19 vaccine, highlighting the importance of designing fair and equitable strategies to ensure that supply can meet demand, especially in low and <keyword id="1226877" type="PERSON" weightage="20" keywordseo="middle-income-countries">middle income countries</keyword>. <br /><br /> These findings together suggest that the operational challenges of the global COVID-19 vaccination programme will be at least as difficult as the scientific challenges associated with their development. <br /><br /> In the first study, researchers from the Johns Hopkins Bloomberg School of Public Health in the US analysed pre-orders for COVID-19 vaccines ahead of their regulatory approval that had been publicly announced by countries around the world. <br /><br /> "This study provides an overview of how high income countries have secured future supplies of COVID-19 vaccines, but that access for the rest of the world is uncertain," the researchers said. <br /><br /> "Governments and <keyword id="59868" type="ORGANIZATION" weightage="20" keywordseo="Manufacturers">manufacturers</keyword> might provide much needed assurances for equitable allocation of COVID-19 vaccines through greater transparency and accountability over these arrangements," they said. <br /><br /> The researchers noted that by November 15, 2020, several countries had reserved a total of 7.48 billion doses, or 3.76 billion courses from 13 manufacturers, out of 48 COVID-19 vaccine candidates in clinical trials. <br /><br /> They said over half (51%) of these doses will go to high income countries, which represent 14% of the world's population, while low and middle income countries will potentially have the remainder, despite these comprising more than 85% of the world's population. <br /><br /> If all of these vaccine candidates were successfully scaled, the total projected manufacturing capacity would be 5.96 billion courses by the end of 2021, with prices ranging from USD 6 per course to as high as USD 74 per course. <br /><br /> Up to 40% of the vaccine courses from these manufacturers might potentially remain for low- and middle-income countries, the researchers said. <br /><br /> However, this will depend, in part, on how high-income countries share what they procure and whether the US and Russia participate in globally coordinated efforts, they said. <br /><br /> The researchers noted that even if all of these vaccine manufacturers were to succeed in reaching their <keyword id="10441850" type="UNKNOWN" weightage="20" keywordseo="maximum-production-capacity">maximum production capacity</keyword>, at least a fifth of the world's population would not have access to vaccines until 2022. <br /><br /> In the second study, researchers in China and the US estimated target populations for whom vaccines would be required, to help guide development of fair and equitable allocation strategies across the globe. <br /><br /> They found that target population sizes for COVID-19 vaccination vary widely by <keyword id="10441849" type="UNKNOWN" weightage="20" keywordseo="geographical-region">geographical region</keyword>, vaccine objectives, such as maintaining essential core services, reducing severe COVID-19, and stopping virus transmission, and the impact of vaccine hesitancy in reducing demand. <br /><br /> The researchers point to evidence suggesting that around 68% of the global population (3.7 billion adults) is willing to receive a COVID-19 vaccine, and say their findings "provide an evidence base for global, regional, and national vaccine prioritisation and allocation." <br /><br /> "Variations in the size of the target populations within and between regions emphasise the tenuous balance between vaccine demand and supply, especially in low and middle income countries without sufficient capacity to meet domestic demand for COVID-19 vaccine" they said. <br /><br /> Both studies are observational, and the researchers acknowledge the implications of uncertainty and incomplete information for their analyses. <br /><br /> The findings illustrate the considerable scale and complexity of manufacturing, purchasing, distributing, and administering COVID-19 vaccines in a way that meets global needs, and does so equitably among nations and populations, the researchers said. <br /><br /> Jason Schwartz at Yale School of Public Health noted in a linked editorial that many countries have already shown a commitment to equitable global access to COVID-19 vaccines by purchasing through <keyword id="9582643" type="COMPANY" weightage="20" keywordseo="the-covax-facility">the COVAX Facility</keyword> -- an initiative Nearly a quarter of the world's population may not have access to the COVID-19 vaccine until 2022, BMJ study shows

<ul><li><keyword id="440631" type="COUNTRY" weightage="20" keywordseo="Niue">Niue</keyword>, a <keyword id="9841236" type="UNKNOWN" weightage="20" keywordseo="tiny-island-nation">tiny island nation</keyword> in the Pacific, is launching proceedings with <keyword id="10444052" type="UNKNOWN" weightage="20" keywordseo="internet-overseer-icann">internet overseer ICANN</keyword> to reclaim the .nu top-level domain.</li><li>The .nu domain has never been in the hands of the Niuean people, with control currently resting with <keyword id="10444053" type="COMPANY" weightage="20" keywordseo="the-internet-foundation-of-sweden">the Internet Foundation of Sweden</keyword> (IIS), the body in charge of that country’s .se space.</li><li>“This is the big one,” says Pär Brumark, the Swedish domains expert who is leading a delegation on behalf of Niue to claim its space.</li><li><a href="https://www.businessinsider.com.au/">Visit Business Insider Australia’s homepage for more stories</a>.</li></ul><em>This article was originally published in <a href="https://www.businessinsider.com.au/niue-nu-internet-domain-reclaim-2020-12">BI Australia</a> by Jack Kerr. <br /></em><br />A tiny island microstate has today launched proceedings that could have profound repercussions for who controls the internet.<br /><br />The Government of Niue, a tiny island 2,400 kilometres northeast of <keyword id="22501" type="COUNTRY" weightage="20" keywordseo="New-Zealand">New Zealand</keyword>, has demanded a “redelegation” of its national webspace, .nu, from the Internet Corporation for Assigned Names and Numbers (<keyword id="50359" type="COMPANY" weightage="20" keywordseo="ICANN">ICANN</keyword>), the supranational non-profit that coordinates top-level domains to ensure the stable operation of the internet.<br /><br />It’s a battle that’s almost as old as Hotmail – and if fights over internet governance had weight divisions, then this would be a heavyweight card.<br /><br />“This is the big one,” said Pär Brumark, the Swedish domains expert who is leading a delegation on behalf of the tiny Pacific island.<br /><br />His pro-bono team of professors and legal academics from major Scandinavian universities have, he says, constructed the most detailed analysis of problems with ICANN rules and their allegedly poor implementation ever to be undertaken.<br /><br />“We’ll lay it all out. It’s a proof of concept of how fucked up the system is.”<br /><br />Countries were each allocated a national webspace (or top-level domain) during the 1990s, in a relatively loose arrangement that was intended to ensure it was operated by that country’s internet community.<br /><br />In <keyword id="6355478" type="UNKNOWN" weightage="20" keywordseo="australia">Australia</keyword>, for example, the nation’s top-level domain is run by the .au <keyword id="10444055" type="COMPANY" weightage="20" keywordseo="domain-administration">Domain Administration</keyword> (auDA). It’s a member-based nonprofit based in Melbourne, and their custodianship of this significant national resource – which provides a trusted space for Australian e-commerce, and had a turnover of almost $14 million in the first six months of this year – is endorsed by the Commonwealth.<br /><br />Another Pacific nation, Tuvalu, receives $5 million per year from the registry that runs its popular .tv top-level domain.<br /><br />That’s roughly how it’s supposed to work – notwithstanding auDA’s <a href="https://www.afr.com/technology/infighting-continues-at-domain-name-authority-auda-20180427-h0zcng">own internal dramas over the years</a>.<br /><br />For microstates like Niue, however, it has been a totally different experience.<br /><br />“No one even made a phone call to the Government of Niue when [the initial delegation] happened,” Brumark said. “And they’ve basically been ignored ever since.”<br /><br />For reasons which are still unclear, but which likely stem from Niue’s isolation and small size, control of the .nu webspace was originally handed to a magazine editor from Massachusetts <a href="https://www.post-gazette.com/business/tech-news/2006/03/29/On-a-tiny-island-catchy-Web-name-sparks-a-battle/stories/200603290178">named Bill Semich</a>.<br /><br />He would soon boast that .nu was “the fastest growing top-level domain name on the Internet”, thanks largely to its popularity in northern European countries, where ‘nu’ translates as ‘now’.<br /><br />While Niue signed a Memorandum of Understanding with Semich around that time, it quickly backtracked, claiming it did not understand what it was agreeing to or the financial benefit control of the webspace could confer.<br /><br />Toke Talagi, the long-serving Premier of Niue who passed away earlier this year, deemed the situation a form of “neo-colonialism”, while Brumark has dubbed it “digital colonisation”.<br /><br />But Semich has denied any legal or moral wrongdoing. He said that part of the profit he gained from controlling the .nu top-level domain was used to get the remote island connected to the internet, and his IUS-N Foundation said it continues to make significant contributions to maintain the island’s internet and telecommunication needs, as well as funding community projects.<br /><br />But Niue tore up the original deal in 2000, and passed legislation calling for a formalised agreement, which did not eventuate.<br /><br />In 2013, the <keyword id="10444054" type="UNKNOWN" weightage="20" keywordseo="internet-foundation">Internet Foundation</keyword> of Sweden (IIS), the body in charge of that country’s .se space, became the technical manager of .nu.<br /><br />To Nieuans, this meant their national digital territory had essentially been placed under the control of another country.<br /><br />“It is unprecedented in the history of the internet that the appointed national ccTLD (country-code top-level domain) manager of one nation … takes over a foreign, by national law protected, ccTLD management of another,” the Niueans write in their redelegation request, which will be formally submitted to ICANN around midday Niuean time.<br /><br />It says the IIS has been operating the .nu space “in breach of its own founding charter and in absence of the Swedish-law-required permission from the applicable Swedish Governmental Authority.”<br /><br />The case will also argue the current arrangement is a breach of the Niue’s Digital Communication Amendment Act – as well as the IIS’s founding charter and the Accountability Framework agreed to between ICANN and IUS-N.<br /><br />“The business arrangement … constitutes a severe and present threat to the stability and the security of the local internet community as well as the global internet community.”<br /><br />Niue is currently also pursuing a case in the Swedish legal system to claim ten of millions of dollars generated by the sale of .nu web addresses.<br /><br />Redelegations – where control of a top-level domain is transferred to another, more appropriate body – have been actioned before by ICANN.<br /><br />But this is “by far the most long-lasting ongoing case and it will be the most thorough redelegation investigation in history,” said Brumark<br /><br />“We have needed 20 volunteers, including professors and academics, to make this happen. Niue could not afford to even investigate this issue, let alone run a redelegation. There are too many gatekeepers in ICANN that would try to keep them out.<br /><br />“If I had known this would take thousands of hours and twenty lawyers, would I have gone into this? Probably not. But the people of Niue have become my close friends. And I want to get justice for them.”<br /><br />If he loses, there is the option to go one step further and seek justice in the court system of California, where ICANN is based.<br /><br />But Brumark said that won’t be necessary.<br /><br />“No, because we will be successful. A tiny island nation is clashing with ICANN to own its space on the web

<p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>AP Photo/Manish Swarup</span></p><p class="caption">Indian Prime Minister Narendra Modi with Chinese President Xi Jinping at the BRICS summit in Goa, India, October 16, 2016.</p></div><p></p></div></div></p><ul><li><strong>Indian and Chinese troops squared off high in the Himalayas during a 73-day standoff in summer 2017.</strong></li><li><strong>That border dispute never came to open blows, and the two countries have both tried to mend ties since.</strong></li><li><strong>But the border is still disputed, and both sides are still watching each other warily in an area that could easily flare up again.</strong></li></ul><p>At the end of August 2017, Indian and Chinese troops backed away from a 73-day standoff high in the eastern Himalayas, where their borders meet those of Bhutan.</p><p>The two countries, both nuclear-armed and among the <a href="https://www.businessinsider.com/most-powerful-militaries-in-the-world-ranked-2018-2" target="_blank" rel="noopener">most powerful militaries</a> on the planet, have tried to mend ties since then, but the rivalry remains, and the small swath of land they nearly came to blows over last summer remains a flash point.</p><p>The spat between began in mid-June, when Bhutan <a href="https://www.nytimes.com/2017/07/26/world/asia/dolam-plateau-china-india-bhutan.html" target="_blank" rel="noopener">noticed</a> Chinese personnel trying to extend an unpaved road on the Doklam Plateau, which China calls Donglang, <a href="https://www.businessinsider.com/china-and-india-and-doklam-2017-8" target="_blank" rel="noopener">a mountainous area</a> reaching as high as 14,000 feet.</p><p>China <a href="https://www.nytimes.com/2017/07/26/world/asia/dolam-plateau-china-india-bhutan.html" target="_blank" rel="noopener">said</a> the construction was an internal affair, as it took place on its own territory, but Bhutan alerted India, which sent troops to halt the work.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Reuters</span></p><p class="caption">A map of Donglang, or Doklam, a disputed area between China, India, and Bhutan.</p></div><p></p></div></div></p><p>While India <a href="https://www.nytimes.com/2017/08/28/world/asia/china-india-standoff-withdrawal.html" target="_blank" rel="noopener">does not claim</a> the disputed territory, a 34-square-mile chunk of the plateau, it sees it as a buffer zone for a narrow strip of land called the "chicken neck," a valuable link between its northeast and the rest of the country.</p><p>Chinese and Indian troops squared off just a few hundred feet apart.</p><p>A few hundred troops from each side were believed to be arrayed around the construction site. About <a href="https://www.businessinsider.com/china-and-india-and-doklam-2017-8" target="_blank" rel="noopener">3,000 troops</a> from each country were thought to be in the general area around Doklam. Other military units were thought to be in the area, though exact numbers were not clear, especially for Chinese forces.</p><p>India said it was <a href="https://www.scmp.com/week-asia/geopolitics/article/2103881/dispatch-doklam-indians-dig-long-haul-standoff-china" target="_blank" rel="noopener">acting on behalf</a> of its ally, Bhutan, which does not have formal ties with China, but the showdown reminded many of the 1962 Sino-Indian war, which started over a border dispute.</p><p>"China has been active in trying to build roads and infrastructure in this strip of territory disputed by Bhutan and China, but what happened last year was they tried to extend a road they had built further south," said Jeff Smith, a research fellow at the Heritage Foundation's Asian Studies Center.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>REUTERS/Desmond Boylan</span></p><p class="caption">Chinese and Indian border guards at the Nathu La mountain pass, between Tibet and the tiny northeastern Indian state of Sikkim, July 6, 2006.</p></div><p></p></div></div></p><p>"That prompted the Indian military to intervene, because it was starting to draw the Chinese down further south, into territory they claimed but even closer to an area that would give them a strategic advantage in any sort of conflict," Smith said.</p><p>That position would "give them the high ground in an area near the ... Bhutan-India-China border," Smith added. "And India sort of drew a red line and said 'no.'"</p><p>The standoff intensified day by day. Beijing carried out military exercises in Tibet shortly after it began. Indian troops reinforced their positions, <a href="https://www.scmp.com/week-asia/geopolitics/article/2103881/dispatch-doklam-indians-dig-long-haul-standoff-china" target="_blank" rel="noopener">reportedly</a> building bunkers, bringing in artillery and light tanks, and laying land mines to counter a potential Chinese attack.</p><p>But both sides <a href="https://www.nytimes.com/2017/08/28/world/asia/china-india-standoff-withdrawal.html" target="_blank" rel="noopener">had reason</a> to seek a way out of the standoff at Doklam. Talks continued, and the confrontation ended on August 28, 2017, when New Delhi and Beijing agreed to an <a href="https://www.businessinsider.com/r-india-and-china-agree-to-disengagement-along-disputed-frontier-indian-government-statement-2017-8" target="_blank" rel="noopener">"expeditious disengagement"</a> of their forces.</p><p>A few weeks after the disengagement, Chinese President Xi Jinping <a href="https://www.businessinsider.com/r-chinas-xi-wants-to-put-relations-with-india-on-right-track-xinhua-2017-9" target="_blank" rel="noopener">told</a> Indian Prime Minister Narendra Modi that he wanted to put his country's relationship with India on the "right track." This month, Chinese <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">Defense</keyword> Minister Wei Fenghe is in India, where <a href="https://www.businessinsider.com/r-china-defense-minister-meets-indian-pm-as-ties-warm-further-2018-8" target="_blank" rel="noopener">he praised</a> their relations as a friendship dating to ancient times.</p><p>But activity has also continued in Doklam.</p><p>"The two sides disengaged from the site of the standoff, but they did not withdraw, and there are still a large number of Chinese and Indian troops near the standoff site," said Smith, author of "<a href="https://www.amazon.com/Cold-Peace-China-India-Rivalry-Twenty-First/dp/1498520928" target="_blank" rel="noopener">Cold Peace</a>," about the rivalry between China and India in the 21st century.</p><p>"China has continued construction on what it claims is its side of the China-Bhutan border," he added, "but it continues construction in territory ... disputed between China and Bhutan but not south of where India has drawn as a red line."</p><p>Both sides appear to have bolstered the forces they have stationed around Doklam.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>US Air Force/Wikimedia Commons</span></p><p class="caption">A member of the Indian air force marshals in a Sukhoi Su-30 MKI on the flight line at Lajes airfield in the Azores, July 13, 2008.</p></div><p></p></div></div></p><p>Imagery <a href="https://worldview.stratfor.com/article/preparing-rematch-top-world" target="_blank" rel="noopener">reviewed earlier this year</a> by intelligence firm Stratfor showed that in late 2017 and early 2018, India greatly increased its deployment of Su-30MKI combat aircraft to the Siliguri Bagdogra and Hasimara airbases.</p><p>The Su-30MKI is India's top-of-the-line fighter and is <a href="https://economictimes.indiatimes.com/news/defence/india-successfully-test-fires-brahmos-from-sukhoi-30-fighter-aircraft/articleshow/61751675.cms" target="_blank" rel="noopener">able to fire</a> the supersonic BrahMos cruise missile.</p><p>Even more activity was visible around the more advanced facilities at the Chinese airbases in Lhasa and Shigatse, including airfield upgrades and a large presence of helicopters, early-warning and command aircraft, parts of the HQ-9 long-range surface-to-air missile, and unmanned aerial vehicles. "So I'm sure they're redoubling their efforts down there to ensure that something like that doesn't happen again."</span></p><p><span style="font-weight: 400;">A lack of clear short-term gains to be had make it unlikely China "will push the envelope in Doklam," he added, but Beijing may be preparing its forces in order to be "in a much better position tactically" in case of another confrontation there.</span></p><p><span style="font-weight: 400;">"It's peaceful now, but it's still volatile," Smith said. <p></p><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div><p>Indian and Chinese troops clashed in a melee high in the western Himalayas on August 15, adding to simmering tensions along the two countries' shared border.</p><p>Chinese troops reportedly tried to enter Indian territory twice that day, <a href="http://www.businessinsider.com/afp-india-china-troops-in-high-altitude-clash-officials-2017-8" target="_blank" rel="noopener noreferrer">according</a> to an Indian <keyword id="6354810" type="UNKNOWN" weightage="100" keywordseo="defense">defense</keyword> official.</p><p>They were pushed back both times but threw stones at Indian troops during the exchange, which took place near Pangong Lake, a tourist attraction in the mountain region of Ladakh.</p><p><span>"There was a minor incident. There was some stone pelting from the Chinese side but the situation was quickly brought under control," the official <a href="http://www.businessinsider.com/afp-india-china-troops-in-high-altitude-clash-officials-2017-8" target="_blank" rel="noopener noreferrer">told</a> AFP.</span></p><p><span>The early-morning confrontation lasted about <a href="http://indiatoday.intoday.in/story/india-china-ladakh-skirmish-possibly-linked-to-doklam-intelligence-report-says/1/1026754.html" target="_blank" rel="noopener noreferrer">30 minutes</a> and was resolved after both sides conducted banner drills and retreated to their respective outposts.</span></p><p><span>Indian media outlet The Print <a href="https://twitter.com/ThePrintIndia/status/898871876813967361" target="_blank" rel="noopener noreferrer">obtained footage</a> of the incident, which took place just yards from the shoreline. Both sides reported injuries.</span></p><p>The lake - of which India claims about one-third and China the rest - is more than 13,000 feet high on the Tibetan plateau and lies in the northern Indian state of Jammu and Kashmir, at the eastern extent of China and India's <a href="https://www.reuters.com/article/us-india-china-idUSKCN1AV29F" target="_blank" rel="noopener noreferrer">2,175-mile</a> mountain border.</p><p>A police official in the state said that confrontations along the de facto border, called the Line of Actual Control, were relatively common.</p><p>"These things happen every summer but this one was slightly prolonged and more serious but no weapons were used," a police source in the state capital, Srinagar, told AFP.</p><p></p><div class="KonaFilter image-container display-table"><div><div class="image on-image"></div><p></p></div></div><p><span>The clash took place on India's independence day, and an early <a href="http://indiatoday.intoday.in/story/india-china-ladakh-skirmish-possibly-linked-to-doklam-intelligence-report-says/1/1026754.html" target="_blank" rel="noopener noreferrer">assessment</a> by Indian intelligence sources called the encounter "not at all unusual" due to the "non-delineation" of the border in the area. </span><span>Indian and Chinese patrols <a href="http://timesofindia.indiatimes.com/india/Chinese-troops-intercept-Army-patrol-in-Ladakh/articleshow/20284571.cms" target="_blank" rel="noopener noreferrer">have crossed</a> into areas <a href="http://www.hindustantimes.com/india/chinese-troops-entered-india-before-v-p-s-beijing-visit/story-y6UJIk1riVDTZxxMQ71NOL.html" target="_blank" rel="noopener noreferrer">claimed by the other</a> in the past; more than <a href="http://indianexpress.com/article/india/ladakh-scuffle-three-days-on-govt-confirms-incident-in-pangong-lake-with-chinese-soldiers-4803352/" target="_blank" rel="noopener noreferrer">300 such crossings</a> have been reported through mid-August this year.</span></p><p><span>But the confrontation comes two months into a dispute between China and India near their shared border with Bhutan in the eastern Himalayas, and, the assessment added, the "use of force appears to be part of a considered design."</span></p><p><span><div class="KonaFilter image-container display-table float_right"><div><div class="image on-image"></div><p></p></div></div></span></p><p>"Use of stones unprecedented and unusual. (Such meetings are usually held between colonel-rank officers.)</span></p><p><span>The meeting's agenda was expanded to include the August 15 clash. Analysts at BMI Research said the standoff suggests strains between China and India could continue in the coming years.</p><h2>What happened in the Doklam territory?</h2><p>In mid-June, Bhutan <a href="https://www.nytimes.com/2017/07/26/world/asia/dolam-plateau-china-india-bhutan.html?mcubz=0&amp;_r=0">found</a> Chinese troops attempting to extend a road through a plateau in the Doklam territory. A <a href="http://theprint.in/2017/08/19/visuals-show-india-china-clash-at-ladakh-was-serious-troops-injured/?utm_source=The+Sinocism+China+Newsletter&amp;utm_campaign=031a1e1137-EMAIL_CAMPAIGN_2017_08_21&amp;utm_medium=email&amp;utm_term=0_171f237867-031a1e1137-29652241&amp;mc_cid=031a1e1137&amp;mc_eid=f4df4b6d0d">video</a> of the skirmish shows both sides throwing rocks and punches.</p><p>That same week, state-run Chinese media Xinhua News <a href="http://www.businessinsider.com/people-are-outraged-about-a-racist-video-india-china-xinhua-news-7-sins-of-india">published</a> a propaganda video called the "7 Sins of India," which took inflammatory jabs at Indians, and specifically at the minority Sikh community. <span>Both Indian and international news outlets, including the BBC and the Washington Post, slammed the video as being racist. </span></p><p>Bhutan, which doesn't have formal diplomatic relations with China, <a href="http://www.cnn.com/2017/07/03/asia/bhutan-india-border-dispute/index.html">issued a formal statement</a> accusing Beijing of building the road inside its territory and violating a 1998 agreement.</p><h2>Why do India and China care so much about a remote strip in the Himalayas?</h2><p>India has maintained that it is acting on behalf of Bhutan since the two have long maintained close relations.</p><p><div class="KonaFilter image-container display-table float_right click-to-enlarge"><div><div class="image on-image"><a title_source="BMI Research" title_caption="" class="zoomin" href="https://static-ssl.businessinsider.com/image/59974247f1a850a81a8b5d77-960/unnamed.gif"><span class="sprites click-to-enlarge-icon" title="Click to enlarge"></span></a><p class="source"><span>BMI Research</span></p></div><p></p></div></div>But New Delhi is also seeking to protect its sphere of influence, BMI Research says.</p><p>The Doklam plateau is "vital" to India's security interests because of its proximity to a key stretch of land called the Siliguri Corridor, the BMI analysts said.</p><p>Known as the "Chicken's Neck," the narrow strip of land connects India's northeastern Seven Sister States - which make up an area <a href="https://www.google.com/search?q=seven+sister+states+square+area&amp;oq=seven+sister+states+square+area&amp;aqs=chrome..69i57.6319j1j1&amp;sourceid=chrome&amp;ie=UTF-8">slightly bigger</a> than the <a href="http://data.worldbank.org/indicator/AG.LND.TOTL.K2?year_high_desc=false">United Kingdom</a> - to the rest of the country.</p><p>If Beijing had a presence on the strip, it could theoretically cut off the northeastern states from the rest of India during a future conflict. It might also be able to exert more influence on Bhutan.</p><p>Council of Foreign Relations senior fellow Ely Ratner <a href="http://www.cnn.com/2017/07/03/asia/bhutan-india-border-dispute/index.html">told CNN</a> the dispute also reflects the challenges Beijing will face in its pursuit of regional and global leadership.</p><h2>Bhutan is caught between nuclear powers</h2><p>Bhutan provides a strategic buffer for India. The two countries have cooperated closely in foreign policy since signing a treaty in 1949, and India has continued to pay and train Bhutan's troops. </p><p>In <a href="http://news.bbc.co.uk/1/hi/world/south_asia/6341143.stm">2007</a>, they signed a revised friendship treaty, which gave Bhutan greater freedom in foreign policy and military purchases.</p><p>Bhutan has reportedly <a href="https://www.nytimes.com/2017/08/15/world/asia/squeezed-by-an-india-china-standoff-bhutan-holds-its-breath.html?mcubz=0">more recently</a> been looking to China, in part because of the appeal of its tourism money. The New York Times <a href="https://www.nytimes.com/2017/08/15/world/asia/squeezed-by-an-india-china-standoff-bhutan-holds-its-breath.html?mcubz=0">reports</a> that while Indian tourists don't need visas to enter Bhutan, Chinese tourists have to pay $250 per day in advance for vacation packages - which is no small sum for a country whose GDP per capita was $2,751 in <a href="https://tradingeconomics.com/bhutan/gdp-per-capita">2016</a>.</p><p>Many Bhutanese interviewed by the NYT seemed more concerned about India than China. "Some note that one effect of India's move - intended or not - has been to undermine border negotiations with China that could have cleared the way for closer economic ties," Steven Lee Myers reported.</p><h2>Not the first border tensions between India and China </h2><p>China and India have seen border tensions flare up from time to time in recent decades.</p><p>In 1962, India suffered a defeat to China in a one-month long <a href="https://en.wikipedia.org/wiki/Sino-Indian_War">war</a> over a disputed border area. The conflict followed the <a href="https://en.wikipedia.org/wiki/1959_Tibetan_uprising">1959 Tibetian uprising</a>, after which India granted asylum to the Dalai Lama.</p><p><div class="KonaFilter image-container display-table"><div><div class="image on-image"><p class="source"><span>Wikimedia via JFK Library</span></p><p class="caption">Then-Prime Minister of India Jawaharlal Nehru conferring with US Ambassador to India John Kenneth Galbraith at time of Sino-Indian border conflict, November 9, 1962.</p></div><p></p></div></div></p><p>Fast forward to 2014: Narendra Modi was seen as the most pro-China Indian prime minister since 1962, and he reportedly came into office with "<a href="https://www.washingtonpost.com/world/asia_pacific/china-pushes-hard-in-border-dispute-with-india/2017/07/06/52adc41e-619b-11e7-80a2-8c226031ac3f_story.html?utm_term=.8cd64eb9c287">high hopes of building Sino-Indian relations</a>."</p><p>But the two countries have irked each other with various diplomatic moves, <a href="https://www.washingtonpost.com/world/asia_pacific/china-pushes-hard-in-border-dispute-with-india/2017/07/06/52adc41e-619b-11e7-80a2-8c226031ac3f_story.html?utm_term=.8cd64eb9c287">as the Washington Post reported</a>.</p><p>Among other things, India refused to join China's "One Belt, One Road" project, which plans to create a better connection between China and Pakistan, while China poured billions of dollars in investment into Sri Lanka and Nepal, which India considers to be its allies.</p><h2>Looking forward...</h2><p>Neither country wants to show weakness by withdrawing. As the analysts at BMI Research explained in a note to clients two weeks ago:</p><p style="padding-left: 60px;">"The Communist Party of China (CPC) cannot afford to show signs of weakness while preparing for the <a href="http://www.businessinsider.com/china-political-uncertainty-2017-2016-12">19th National Party Congress in late 2017</a>, especially since the public is aware that India sent its troops to the border before making any diplomatic efforts to resolve the dispute. The Modi administration will also be unwilling to back off as it presents itself as an advocate of a strong India, and a sudden withdrawal of its troops may be harmful to its public image. Moreover, India could use this incident to sign more weapons deals with the US, which would help it to secure its eastern flank against China in the future."</p><p>The analysts argue that the standoff could continue into the winter, after which both sides might have to withdraw because of the weather.
