The decline in the tax-GDP ratio over the years and declining share of direct taxes in total tax revenue, clearly suggest that the Central government should emphasize in the <keyword id="6360189" type="General" weightage="20" keywordseo="union-budget" source="Orion">Union Budget</keyword> 2022-23 on substantially improving the tax revenue, Primus Research said in a note. The policies regarding 'tax effort' could be designed through various ways such as, rationalising tax rates, policies regarding widening tax base and net, and improving tax compliance and tax administration. This process would have enormous implications on ameliorating economic growth, deficit (in both the absolute term and as per cent to GDP) would come down. In this regard, it is expected that central government would re-assess its ministry-wise allocations, and increase spending on social and economic sectors to boost aggregate demand in the economy. Hiranandani Group MD, Niranjan Hiranandani said the Budget should focus on further investments in roads, railways, ports, airports and highways, as well as slum rehabilitation schemes.  Defense over health Over the years, the government has been spending five times more on defense than on healthcare in the country. India’s health allocation is ₹63,538 crore in 2019-20 against an investment of ₹282,733 crore in defense. Recently India’s poorest state, Bihar faced a medical crisis when <a href="https://www.bbc.com/news/world-asia-india-48741451">more than 150</a> children — mostly under the age of 10 and malnourished — died of an outbreak of Acute Encephalitis Syndrome (AES) in Muzaffarpur district. "Children are dying because of a lack of medicines and treatment,"Rabri Devi, Bihar’s opposition figure. According to Rural Health Statistics Bulletin 2017-18, the country is short of 32,900 sub-centres (catering to a population of 5,000), 6,430 primary health centres (PHCs, catering to 30,000 people) and 2,188 community health centres that are supposed to address the health needs of 80,000-120,000 people in rural areas, as on March 31, 2018. Infact, only 7% of the sub-centres, 12% of primary health centres and 13% of the CHCs are functioning, <a href="http://nhm.gov.in/nhm/nrhm/guidelines/indian-public-health-standards.html">Indian Public Health Standards</a> (IPHS). The situation is much worse in tribal areas as it is short of 5,935 sub-centres, 1,187 PHCs and 275 CHCs, said the RHS 2017-18. The population-doctor ratio in government hospitals is 25 times lower in India than the ratio recommended by the World Health Organisation. ₹3 : Daily expenses on healthcare India spends less than two per cent of its GDP on healthcare, making it one of the lowest investors in the sector globally. The World Health Organisation places India’s healthcare spends behind Iraq and Venezuela. The country suffers from a lack of infrastructure and is short of doctors, particularly in rural areas. India spent 1.02% of its gross domestic product (GDP) in 2015. This spending has remained the same for almost six years. India’s spending on healthcare is even below some of the low-income countries which spend 1.4% of their GDP on health,<a href="http://pib.nic.in/newsite/PrintRelease.aspx?relid=180053"> pointed out </a>National Health Profile. The negligence in public health spending forces even poorer patients to seek private healthcare. The government announced that 5% of the annual collections under the Universal Service Obligation Fund will be allocated to improve broadband and mobile service penetration in rural India. This move will allow Fast Moving Consumer Goods (FMCG) brands and all businesses to cast their net a little wider in rural areas via mobile services. The government’s plan to expand the National Highway network by 25,000 KM, the Gati Shakti plan to strengthen seven engines of infrastructure, the launch of 100 new cargo terminals, will further open up new roads for brands and improve logistics efficiency. It will also create new job opportunities in rural areas, improving consumption and demand. The finance minister also mentioned that the government intends to pay ₹2.7 lakh crore worth of minimum support price (MSP) direct payments to wheat and paddy farmers. The government is also looking to deploy drones for agriculture monitoring, crop assessment, digitisation of land records and spraying of insect pesticides. These initiatives will help boost rural incomes and aid the growth of FMCG companies. Here’s how these subsidies for rural India will pave the way for FMCG growth: Mayank Shah, Senior Category Head, Parle Products: First of all, putting money in the hands of consumers really helps, so they go out and buy products. So that was more on the front of ensuring that the demand remained robust given that we have gone through two years of pandemic. That was something that industry expected, either by tax cut, or by increasing the slabs tax brackets or by probably increasing the standard deduction limit. Those were the things that we expected but not much has been done there. However, on the second front of job creation, the government has done a lot. The budget talks about seven engines driven by PM GatiShakti that will definitely boost employment and increase the number of jobs. The budget also talked about 60 new jobs to be created in the next five years. That is relatively a longer process compared to the first expectation which was putting money in the hands of consumers, which would have yielded immediate results. A 20,000 crore boost in transportation infrastructure will definitely help in terms of job creation going forward. Another thing the government would have ensured on the rural front was increased allocation to MGNREGA or direct benefit transfer. In Fact they chose the other way. In terms of rural demand, when you're talking about putting money in the hands of rural consumers by increased MSP and increased MSP allocation, it is also going to have an impact on the inflation because if you increase the MSP, that eventually is going to increase the cost of agri products, primary inputs in food processing. So procurement is going to be increased. The current challenge ahead of most FMCG companies, which is managing inflation, probably would be aggravated, so I consider it to be neutral. Probably placing this money in the hands of consumers through MGNREGA or DBT would have ensured demand to remain robust. Union Budget 2022-2023: Here’s how FMCG brands reacted to the budget

New Delhi, Feb 1 () The Home Ministry was allocated Rs 1,05,244.34 crore for the next fiscal with a special emphasis on police forces and works related to the Census 2021.
In comparison to Rs 1,03,202.23 crore given in 2019-20, the Home Ministry got Rs 1,05,244.34 crore for 2020-21, a modest increase of around Rs 2,042 crore, according to the Union Budget presented in Lok Sabha on Saturday by Finance Minister Nirmala Sitharaman. 
 As the works for the Census 2021 has begun, the government has allocated Rs 4,278 crore under the Census Surveys and Statistics head.
 The budget allocated Rs 1,126.62 crore for relief on account of natural calamities and Rs 842.45 crore for social security and welfare schemes.
 The lion's share of the Home Ministry budget has gone to the paramilitary forces with the total allocation of Rs 92054.53 crore for 2020-21.

This year, in the interim budget, he announced a 10% increase in the education budget, dedicating a total of ₹938 billion for schools and higher education programmes. The economic survey conducted last year has shown that the government had limited fiscal space to increase spending on education. While the school education budget increased in 2019 with a ₹500 billion fund, the higher education budget allocated for prominent institutions including Indian Institute of Technology (IITs) and Indian Institute of Management (IIM) saw a drop. India ranks third in terms of education score of BRICS nations (Brazil, Russia, India, China, South Africa).
