New Delhi, Apr 9 () Detrimental impact of COVID-19 on the overall economy is expected to impact transportation infrastructure, rating agency Icra said on Thursday.According to the ratings agency, transportation infrastructure has a strong correlation with the health of the economy and thereby with the movement in GDP."Therefore, the detrimental impact of Covid-2019 on the overall economy would in turn affect the movement of freight on the road stretches and the air traffic," Icra said in a statement.It said the GDP growth is estimated at 2 per cent for FY21 and added that as far as toll road projects are concerned, the assumption is that entire April, 2020 will be under toll suspension with gradual ramp up over a three month period between May and July, 2020.Subsequently, the traffic growth rates are aligned to rating agency's quarterly growth estimates of GDP, it said, adding that revision in toll rates in alignment with WPI rates is expected to be in the range of 1-4 per cent based on the applicable toll rate revision formulas, which will also aid toll revenues in FY2021.About toll road projects, Rajeshwar Burla, Vice President, Corporate Ratings, Icra said, "Another assumption that was made while drawing toll collection estimates is that NHAI would compensate O&amp;M and interest costs by June, 2020 for the entire lockdown period. After factoring in this compensation, the toll collections for FY2021 are estimated to decline in the range of 6.5 per cent to 8 per cent in FY2021".On the air traffic movement, even prior to COVID, the growth in air craft movement as well as passenger traffic had slowed down considerably during nine months of FY2020, it said.This was driven by increase in fares due to lower number of flights owing to grounding of Jet airways followed by overall sluggishness in demand for travel amid weak business sentiments, it added."Overall, adjusted for the closure of airport operations (excluding cargo), the passenger traffic witnessed de-growth in the range of 3-5 per cent for FY2020. ICRA rates four major private airports – Bangalore, Cochin, Delhi and Hyderabad which together account for around 40 per cent of total air passenger traffic in the country," the statement said.On the performance of airport operators, Burla added, "The impact on airport operators can be viewed in two parts. One, majority of the revenue loss gets trued-up and hence the impact is short-term in nature. ICRA rated airport operators have robust on-balance sheet liquidity which helps them tide over short term cashflow mismatches. Two, the portion of revenues which does not get trued up (70 per cent of non-aero revenues) has to be borne by the operator which would impact their return on capital employed. From the debt serviceability point of view, no issues are being envisaged".On the metro projects, ICRA said that revenues are directly linked to the ridership which is likely to remain under pressure even post lockdown as social distancing norms are likely to continue which discourages usage of mass transit systems. Chennai, Credit rating agency <keyword id="19908266" type="General" weightage="20" keywordseo="icra" source="keywords">ICRA</keyword> on Wednesday said <keyword id="19895063" type="General" weightage="20" keywordseo="india" source="keywords">India</keyword>'s Gross Domestic Product (GDP) would grow at 6 per cent in Q3 FY2024 from 7.6 per cent in Q2 FY2024. Further, the Gross Value Added (GVA) growth is estimated to ease to 6 per cent in Q3 FY2024 from 7.4 per cent in Q2 FY2024, driven by the industrial and agriculture sectors, amid an improvement in the services sector. According to ICRA, the anticipated deterioration in the industrial sector growth in Q3 FY2024 is partly attributable to an adverse base effect and a deceleration in volume expansion even as the continued deflation in commodity prices kept profitability of some sectors favourable. Additionally, a mild 0.2 per cent contraction in the total spending of Government of India and 25 state governments (all states except <keyword id="19915575" type="General" weightage="20" keywordseo="arunachal-pradesh" source="keywords">Arunachal Pradesh</keyword>, <keyword id="19895061" type="General" weightage="20" keywordseo="goa" source="keywords">Goa</keyword> and Manipur) in Q3 FY2024 is expected to have dulled the GVA growth in the quarter. "Lower volume growth for the industrial sector, flagging momentum in certain indicators of investment activity, a slowdown in Government expenditure and an uneven monsoon are expected to dampen the GDP growth to 6.0 per cent in Q3 FY2024 from 7.6 per cent in Q2 FY2024," <keyword id="20028743" type="General" weightage="20" keywordseo="aditi-nayar" source="keywords">Aditi Nayar</keyword>, Chief Economist, Head-Research &amp; Outreachs said. ICRA estimates the industrial GVA growth to record a broad-based moderation to 8.8 per cent in Q3 FY2024 from 13.2 per cent in Q2 FY2024, led by all four sub-sectors, namely, manufacturing, electricity, construction and mining and quarrying. ICRA projects manufacturing GVA expansion at a healthy 10 per cent in Q3 FY2024, twice as high as the 4.7 per cent seen in Q1 FY2024, albeit lower than the 13.9 per cent recorded in Q2 FY2024, amid a deceleration in volume growth as reflected in the manufacturing Index of Industrial Production (IIP). Owing to the decline in output across all major kharif crops projected by the First Advance Estimates, ICRA projects the growth in agriculture, forestry, and fishing to dip to a muted 0.5 per cent in Q3 FY2024 from 1.2 per cent in Q2 FY2024. This would be the lowest growth print for the sector since Q4 FY2019 (-0.9 per cent). In contrast to industry and agriculture, ICRA estimates the services GVA YoY growth to rise to 6.5 per cent in Q3 FY2024 from 5.8 per cent in Q2 FY2024, led by trade, hotels, transport, communication and services related to broadcasting.

India's FY24 third quarter GDP growth seen at 6%: ICRA

Mumbai, May 20 () Domestic rating agency Icra on Wednesday warned of a deep recession as it drastically lowered FY21 growth forecast for India to minus 5 per cent, citing the very modest fiscal support, extension of the nationwide lockdown and looming labour shortage. The agency also sharply revised downwards the growth contraction in Q1 to 25 per cent as against the previous forecast of 16-20 per cent and to minus 2.1 per cent in Q2 from 2.1 per cent growth previously, which implies a recession. Though the government has been claiming that its economic stimulus package is worth 10 per cent of GDP or Rs 20.9 lakh crore, analysts have pegged it at just 0.8 - 1.2 per cent of the GDP. After the two phases of the nationwide lockdown, many experts warned of a minor contraction in growth. But with the lockdown being extended to end-May, and expectation of substantial delays in getting the supply chains operational following the return of millions of migrant workers to their home states, Q1 degrowth will be deeper, and recovery will be shallower and more delayed than our earlier assessment, Icra said. "Accordingly, we now expect FY21 growth to contract by a whopping 5 percent relative to our earlier expectation of 1-2 percent," its Chief Economist Aditi Nayar and Economist Aarzoo Pahwa said in a note. Icra sees Q1 GDP contracting by 25 per cent as against previous forecast of 16-20 per cent and Q2 growth contracting by 2.1 percent from a 2.1 per cent growth expected previously. However, the economy may see a moderate 2.1 per cent growth in Q3 (against previous estimate of 3.6 per cent growth) and 5 per cent in Q4. The much-touted Rs 20.97 lakh crore package includes Rs 8.02 lakh crore monetary measures announced by the Reserve Bank since February as well as the Rs 1.93 lakh crore initially announced by the Centre and revenue foregone due to tax concessions. According to Icra, these announcements are only enabling provisions to support a recovery after the lockdown by helping the most stressed sectors get working capital credit. None of these offer to absorb their losses from the lost output for more than two months, it said. Moreover, the reforms announced will have any meaningful outcomes only with a lag of a few years. "Overall, we estimate the direct fiscal cost of this package to be limited to 1 percent of GDP, or around 10 percent of the total announcements," they said, adding these measure will not be able to counter the demand destruction caused by the pandemic, or address the prevailing supply chain infirmities. While the agency had earlier forecast a V-shaped recovery, it warned that if there is a second wave of infections and subsequent lockdowns either in India or globally, the ensuing demand uncertainty and supply chain hiccups may result in a W-shaped economic cycle. On the labour issue, it said multiple extensions of the lockdown has created uncertainty and untold misery to the poor migrant workers forcing them to flee to their villages. "With a considerable portion of their savings likely to have been used up over the last two months, we feel that they may choose to delay their return to the cities until after the festive season is over, which could affect the pace of normalisation in various economic activities, including manufacturing and construction," it added. Icra warns of deep recession, GDP to contract 5 pc in FY21

Mumbai, Apr 14 () The 19-day extension of the lockdown on Tuesday by Prime Minister Narendra Modi led analysts to flag concerns over its economic impact, with some estimating a GDP contraction of 1 per cent in FY21 as well. Ratings agency Icra said there is a possibility of the GDP contracting by 1 per cent in the just started fiscal year 2020-21, while Japanese brokerage Nomura said it will de-grow by 0.5 per cent for 2020. British peer Barclays said GDP will be stagnant with zero growth for the calendar year. The government had unveiled a Rs 1.7 lakh crore relief package right after announcing the national lockdown last month, but analysts have been near-unanimous in calling it insufficient. Some also said less than half of the package was actually new, as a majority of the relief was already announced in the Budget. Barclays said the extension of the lockdown will have an incremental USD 114.4 billion impact on the economy, taking the total value of the pain to USD 234.4 billion because of the 40-day lockdown. Reflecting the same, Icra said there are chances of a contraction of up to 15 per cent in the GDP during the ongoing April-June quarter, which will result in the fiscal growth coming in between 1 per cent to (-) 1 per cent. "The size of the GDP shrinkage would be contingent on the extent to which a graded resumption in activities is permitted in some areas post-April 20th and the magnitude by which government spending is stepped up to cushion the blow from the lockdown," the ratings agency said. Nomura said there is a need for another round of stimulus. "The next tranche is likely to be aimed at cash-flow challenges faced by small and medium-sized enterprises and other hard-hit industries," the Japanese brokerage said. It said the central government's fiscal deficit will widen to 5.1 per cent of GDP in FY21, well above the 3.5 per cent Budget target. It also expects another 0.75 per cent in rate cuts along with further unconventional measures to boost liquidity and reduce credit risk premia from the RBI. In his address on Tuesday, Prime Minister Narendra Modi acknowledged that the poor are facing difficulties because of the lockdown but said continuing with the measures was necessary to contain the spread of the COVID-19 infections. He also said that starting April 20, there will be a relaxation in the lockdown in select spots which are unaffected by the virus. AA ABMABM

Analysts flag growth concerns post lockdown extension

Mumbai, Mar 27 () Despite the Reserve Bank of India's (RBI) massive actions to spur the economy, India's gross domestic product (GDP) is likely to contract by 4.5 per cent in the April-June 2020 quarter and will rise by only 2 per cent in 2020-21 on the coronavirus impact, according to domestic rating agency Icra. While announcing a number of measures in the policy review, the RBI refrained from giving its estimate on both growth and inflation, saying things are fluid and rapidly changing. The Indian economy was already supposed to clock a decadal low growth of 5 per cent in 2019-20, according to official estimates, and the coronavirus-related worries have only compounded the problems. "Regardless of the measures announced now by the RBI, we are lowering our base case scenario for GDP growth to (-)4.5 per cent for Q1 FY2021 and to 2 per cent for FY21," Icra said in a note on Friday. They said the estimate is guided by the rapidly growing uncertainties over the duration of the impact of coronavirus on economic activity in India and the rest of the world. The RBI's policy measures got welcomed as a set of "comprehensive announcements" by the agency. "The combination of moratoriums, liquidity enhancing measures and the sharper-than-hoped-for repo rate cut will help to assuage the markets in these increasingly unsettled times, and offer some protection against widespread defaults, even though the actual impact on boosting economic activity may be limited," it said. A slew of analysts have been downwardly revising their growth estimates following the outbreak of the coronavirus pandemic in India and also a host of developed countries. GDP likely to grow just 2 per cent in 2020-21: Icra

New Delhi, Apr 22 () The domestic logistics sector is likely to witness a 6-8 per cent decline in the current fiscal on account of COVID-19 outbreak, rating agency ICRA said on Wednesday. The rapid rise of COVID-19 pandemic and a 40-day lockdown is adversely impacting the logistics sector, which has seen a sharp fall in freight availability because of restrictions on production of non-essential goods and shortage of fleet for movement of essential goods owing to dearth of drivers, thereby resulting in spike in truck rentals, ICRA said in a statement. "The pandemic induced nationwide lockdown has further accelerated the ongoing slowdown in the Indian macroeconomic conditions resulting in subdued freight availability. Consequently, in FY2021 too, the ratings agency expects a contraction of 6-8 per cent Y-o-Y in revenue of its sample of logistics companies," ICRA said. In Q3 FY2020, revenue of ICRA's sample of 12 large logistics players had declined by 2.6 per cent year-on-year (Y-o-Y) as compared to a growth of 18.6 per cent in Q3 FY2019 and 1.9 per cent in Q2 FY2020, in line with the continued moderation in GDP growth, which hit a 27-quarter low of 4.7 per cent, resulting in subdued freight availability, the statement said. ICRA said it expects the trend to continue in Q4 FY2020 and Q1 FY2021 with a greater degree of subdued performance. Muted consumer demand in sectors such as automotive, FMCG, capital goods and retail, coupled with the slowdown in production of bulk industrial commodities, would adversely impact the growth of the sector. Shamsher Dewan, Vice President, ICRA Ratings said, "With the likelihood of lockdown being lifted gradually and muted recovery in industrial activity, the logistics sector including warehousing sector is likely to witness sharp demand contraction in the near-term. "In our view, while the entire value chain in logistics, right from transportation to warehousing would be adversely impacted, entities with asset-heavy business model will see a greater impact owing to high fixed costs," he added. Further, the immediate term growth prospects of the sector also remain subdued owing to the outbreak of the COVID-19 pandemic, which has exacerbated the Indian macroeconomic growth scenario, he said. Within the industry, segments such as fleet owner-cum-operators, warehousing and Container Freight Stations (CFS) would see sharp decline in asset utilization and in return weak financial performance, the statement said. Furthermore, the small fleet operators would be the most vulnerable owing to limited liquidity and financial flexibility. While RBI's forbearance initiative and toll exemptions provide some relief, limited fleet utilization in view of low margins would have an overwhelming impact on cash flows of fleet owners in the near-term, it said. COVID-19: Domestic logistics sector likely to see 6-8 pc decline in FY21, says ICRA

New Delhi, The government's fiscal deficit at Rs 11 lakh crore at January end touched 63.6 per cent of the revised annual target, according to the official data released on Thursday. In the corresponding period last year, the fiscal deficit or gap between the expenditure and revenue was 67.8 per cent of Revised Estimates (RE) of the Union Budget 2022-23. For 2023-24, the government's fiscal deficit is estimated at Rs 17.35 lakh crore or 5.8 per cent of the GDP. The government's total receipts stood at Rs 22.52 lakh crore (81.7 per cent of corresponding RE 2023-24 of total receipts) as of January 2024, according to the data released by <keyword id="20408086" type="General" weightage="20" keywordseo="controller-general-of-accounts" source="keywords">Controller General of Accounts</keyword> (<keyword id="20408087" type="General" weightage="20" keywordseo="cga" source="keywords">CGA</keyword>). This comprised Rs 18.8 lakh crore tax revenue (net), Rs 3.38 lakh crore of non-tax revenue and Rs 34,219 crore of non-debt capital receipts. Non-debt capital receipts consist of the recovery of loans and miscellaneous capital receipts. The total expenditure incurred by the Centre was Rs 33.54 lakh crore (74.7 per cent of corresponding RE 2023-24), out of which Rs 26.33 lakh crore is on revenue account and Rs 7.2 lakh crore on capital account. As per the CGA data, Rs 8,20,250 crore has been transferred to state governments as devolution of share of taxes by the central government up to this period, which is Rs 1,52,480 crore higher than the previous year. Out of the total revenue expenditure, Rs 8,21,731 crore was on account of interest payments and Rs 3,15,559 crore on major subsidies. Commenting on the data, <keyword id="20028743" type="General" weightage="20" keywordseo="aditi-nayar" source="keywords">Aditi Nayar</keyword>, Chief Economist, <keyword id="19908266" type="General" weightage="20" keywordseo="icra" source="keywords">ICRA</keyword>, said: "While there may be some slippage in the disinvestment target and capex may trail the FY2024 RE, ICRA does not expect the revised fiscal deficit target of Rs 17.3 lakh crore for FY2024 to be breached." The Prime Minister Narendra Modi-led government in the interim Budget refrained from announcing populist measures, which is expected to help it trim the fiscal deficit to 5.1 per cent of the GDP next fiscal and 4.5 per cent in FY26. The nominal GDP growth for the next financial year has been pegged at 10.5 per cent against the 11 per cent estimated earlier. The nominal GDP as per budget estimate 2024-25 has been projected at Rs 3,27,71,808 crore, assuming 10.5 per cent growth over the estimated nominal GDP of Rs 2,96,57,745 crore, as per the First Advance Estimates of FY2023-24. Helped by an improvement in tax buoyancy, the government managed to achieve a fiscal deficit of 5.8 per cent against the budget estimate of 5.9 per cent for the current financial year.

New Delhi, Apr 9 () Indian IT services industry is expected to see an adverse impact for a short-term due to COVID-19 outbreak with the sector clocking a lower growth of 3-5 per cent in current financial year, according to ratings agency ICRA.ICRA previously expected the sector to grow at 6-8 per cent.With the slowdown in growth during the first half of 2020-21, the margins will also be negatively impacted before a likely recovery in next the financial year, ICRA said in a statement.However, the credit outlook for Indian IT companies remains stable led by healthy free cash flows cushioning short-term disruptions with significant liquidity in the form of surplus investments generated out of past cash flows, it added."The global spread of the coronavirus is resulting in simultaneous supply and demand shocks. We expect these shocks to materially slow down the economic activity," ICRA Vice President Gaurav Jain said.He cited data from Moody's Investor Services to say that the US and the Euro zone - which generates more than 80 per cent of IT services export revenues - will see their GDP growth fall from 2.3 per cent and 1.2 per cent in calendar year 2019 (estimate) to 1.5 per cent and 0.7 per cent, respectively, in 2020."The (ICRA) forecast assumes gradual recovery during the second half of the year, however, the evolution of virus remains highly uncertain and the full extent of the economic costs remains unclear at this point of time," he added.ICRA said on the demand side, developed economies that contribute to majority of the revenues will see delayed off-take of scheduled new projects, reduced discretionary spend as well as overall lower spend owing to sluggish economic growth.ICRA said the BFSI vertical (which accounts for 30 per cent of the sector's revenues) is already seeing weakness across the US and Europe and will be further impacted, primarily owing to short-term impact of coronavirus on economic growth, lower credit off-take and other banking services.Other key sectors such as oil and gas will be impacted because of record-low crude oil prices leading to reduced discretionary spends by such companies, it added.Manufacturing sector - which has been one of the key growth drivers - is also expected to be adversely hit due to overall lower consumption, while travel and hospitality and retail will be impacted as consumers will restrict outdoor activities to essentials in the foreseeable future, ICRA noted.On the supply side, Indian IT services will face issues such as travel restrictions to developed countries as well as closure of offices/work from home at various offshore development centres as well as onshore, thereby impacting movement of labour.At the initial stages of projects, movement of labour at client's site is essential while later the same can be managed remotely, ICRA explained.New projects to be commissioned will be delayed by a minimum of 3-6 months, while projects in the pipeline will also face delays, the agency cautioned."The margins for the Indian IT services are already facing challenging operating environment characterised by continued pressure on commoditised IT services, wage inflation, higher onsite costs necessitated by visa curbs as well as lower discretionary spend by corporate," ICRA said.It added that it expects large size companies with diversified presence across sectors to manage such headwinds better compared to mid-size companies that have moderately high proportion of revenues coming from a few sectors."Nevertheless, the credit profile of Indian IT services companies is expected to remain stable underpinned by its ability to sustain free cash flows despite pressure on short-term revenue growth and margins," it said.In a separate report, Sharekhan by BNP Paribas said the January-March quarter is expected to be a weak quarter for Indian ITcompanies, owing to lower billings from lockdown measures in western countries (including the US and Europe) and India in wake of COVID-19 outbreak."Though management of IT companies has restrained to quantify the potential impact of the COVID-19 breakout on the financials, there has definitely been disruption in service delivery and execution due to travel restrictions, client's confidentiality clauses, and work-from-home (WFH) advisories since mid-March," it said.Wipro will announce its Q4 and FY20 results on April 15, while other IT services companies have not disclosed their schedules for their fourth quarter results announcement. "While any major expansion plans are expected to be deferred till the demand recovers sufficiently, it is expected that OEMs will continue investing in new product development and network expansion." According to the ratings agency, fiscal 2021 started on a sombre note as the <keyword id="43587" type="ORGANIZATION" weightage="20" keywordseo="pandemic">pandemic</keyword> outbreak caused unprecedented disruptions to both supply and demand. "While the operations resumed in May 2020, the unabated rise in Covid-19 infections in unlock phase have resulted in localised re-imposition of lockdowns in several states," the statement said. "This has interrupted the pace of overall economic recovery and has led ICRA to revise its forecast for GDP contraction in FY2021 to 9.5 per cent YoY from 5 per cent estimated earlier." Notwithstanding the overall muted macro-economic sentiments, the agency said that on the positive side, the rural economy offers some growth off-shoots in the form of healthy rabi output and lower Covid-19 impact. "Higher farm income has led to sequential pick-up in 2W demand in June and July 2020. After a timely onset, monsoon progress remains healthy across most regions," the statement said. "Benefiting from favourable moisture conditions and seasonally high reservoir levels, kharif sowing has been progressing well (up 19 per cent till July 24, 2020). These factors coupled with the government's various agri-focused initiatives, are expected to support farm cash flows and 2W demand." In the urban markets, which have been more severely impacted by the pandemic, the agency said a preference towards personal mobility could push near-term demand. "However, these would only help to partially offset the adverse impact of the pandemic. Given the expectation of sharp decline India's GDP, lower job creation and income uncertainties, two-wheeler demand will most certainly remain adversely impacted," the statement said. "There is a likelihood of downtrading by consumers as well once the economy starts to cripple back to normalcy." On the export front, ICRA said that while long-term drivers remain favourable, Covid-19 fallout and volatility in crude oil prices (as it impacts demand in key markets) remain a near term negative. "Nonetheless, an attractive product portfolio and continued focus of Indian 2W OEMs on building and expanding overseas sales and after sales networks (replacement market) provides potential for growth in the medium term," the agency's statement added.
