"As noted in previous communications sent to your Excellency's Government, we are concerned that these new rules come at a time of a global pandemic and of large-scale farmer protests in the country, where the enjoyment of the freedom of opinion and expression, including the right to receive information, and the right to privacy, is particularly important for the realisation of several other civil, cultural, economic, political and social rights," the report said. "We would like to recall that restrictions to freedom of expression must never be invoked as a justification for the muzzling of any advocacy of multiparty democracy, democratic tenets and human rights," the report said. The report said as a global leader in technology innovation, India has the potential to develop a legislation that can place it at the forefront of efforts to protect digital rights. However, the substantially broadened scope of the Rules is likely to do just the opposite. "We would therefore encourage the Government to take all necessary steps to carry out a detailed review of the Rules and to consult with all relevant stakeholders, including civil society dealing with human rights, freedom of expression, privacy rights and digital rights", the report said. "We understand the new Rules were issued under the Information Technology Act of 2000 and therefore, were not subject to parliamentary review or opened for consultation with stakeholders. We believe such consultations with relevant stakeholders are essential in order to ensure the final text is compatible with India's international legal obligations, in particular with Articles 17 and 19 of the ICCPR," it added. A UN report says India's new IT rules do not conform with international human rights norms

WhatsApp made the announcement on its blog after <keyword id="193629" type="COMPANY" weightage="20" keywordseo="NPCI">NPCI</keyword> that operates the UPI payment infrastructure, gave its go-ahead to WhatsApp for its payment feature using UPI. “WhatsApp designed our payments feature in partnership with the National Payments Corporation of India (NPCI) using the Unified Payment Interface (UPI), an India-first, real-time payment system that enables transactions with over 160 supported banks. We’re excited to join India’s campaign to increase the ease and use of digital payments, which is helping expand financial inclusion in India,” read its statement. WhatsApp's payment feature has been rolled out in 10 Indian regional language versions of WhatsApp. To send money on WhatsApp in India, one needs to have a bank account and debit card in India. WhatsApp will send instructions to banks that initiate the transfer of money via UPI between sender and receiver bank accounts. “We’re delighted to be working with five leading banks in India: ICICI Bank, HDFC Bank, Axis Bank, the State Bank of India, and Jio Payments Bank. People can send money on WhatsApp to anyone using a UPI supported app,” read the statement. Payments on WhatsApp will be available for people on the latest version of the iPhone and Android app.

In a bid to encourage voters to exercise their franchise in large numbers, ECI has enhanced its targeted interventions to reach out to every eligible voter. The Commission led by CEC Rajiv Kumar along with ECs Gyanesh Kumar and Sukhbir Singh Sandhu, further directed CEOs of the states going to poll in the fifth, sixth and seventh phases to timely distribute voter information slips to all electors and enhance outreach activities. "Commission strongly believes that partnership and collaboration are essential pillars of the voter awareness programme. It's heartening to see that, at the Commission's request, different institutions, influencers and celebrities with significant reach are working enthusiastically on a pro-bono basis," Chief Election Commissioner Rajiv Kumar said. Further, he added that a higher voter turnout would be a message from Indian voters to the world, about the strength of Indian Democracy. He urges all the voters to cast their vote in huge numbers, as voting day is not a holiday but a day of pride, by participating in the festival of democracy. According to an official release, various <keyword id="21686177" type="General" weightage="20" keywordseo="voter-awareness-drives" source="keywords">voter awareness drives</keyword> and campaigns have been carried out by stakeholders in collaboration with ECI. Prasar Bharati: Doordarshan has produced, various short films, including appeals from constitutional functionaries like President of India, Vice President of India, and Chief Justice of India, among others. Music App Spotify is running a campaign called 'Play Your Part', and they have issued print advertisements, and curated the playlists for the elections, on their app. Payments app PhonePe has integrated voter awareness message into their app and is actively encouraging voters. BookMyShow has launched an integrated campaign, titled "Aaj Picture Nahi, Bigger Picture Dekho," to raise awareness among voters. MakeMyTrip is running a campaign titled 'MyVoteWalaTrip', whereby discounts are offered to citizens going to vote. Food delivery platforms such as Zomato and Swiggy are disseminating voter awareness messages through their platforms and social media activities. Grocery App Blinkit changed its logo to "Inkit" for the elections, incorporating a message encouraging people to "Go out and Vote" as a tagline. Uber India is reaching out to voters through multi-channel messaging (in-app, emails, push notifications), offering discounts for rides to polling stations, and amplifying voter awareness messages on social media platforms. Bike app Rapido has been encouraging voters with a free ride to vote. Urban Company has launched 'I Have Voted Campaign' to encourage voters. Tata Neu app, serving as the Tata Group's group-wide consumer-facing mobile app, prominently features the "Cast Your Vote" animated banner on its homepage, with additional initiatives currently underway. Truecaller is enhancing its layout by displaying voter awareness message during outbound calls Some other independent initiatives are Mankind Pharma #VotingVirgin campaign, clothing brand Neeru's "Vote ki Taiyaari" TVC, Tinder's "Every Single Vote Counts" campaign, creatively curated social media post by Matrimonial sites like Jeevansathi.com, etc and discounts for voting by popular brands such as Shoppers' Stop, MakeMyTrip, Chroma and many more. Gurumurthy told this in an email to the All India Bank Employees Association (AIBEA) General Secretary C.H. <keyword id="215998" type="General" weightage="50" keywordseo="venkatachalam" source="Orion">Venkatachalam</keyword> and also dared the latter to share the mail with the <keyword id="6357801" type="General" weightage="50" keywordseo="union" source="Orion">Union</keyword> members. As a post script in his email, Gurumurthy told Venkatachalam: "You all think that me being in the <keyword id="370514" type="General" weightage="80" keywordseo="rbi-board" source="Orion">RBI Board</keyword> is a big thing. I was pressurised to take up that position as there were not many to put a counter view in the RBI Board." "I did not need it nor did I seek it. For decades I had never taken any position in or from the government. Nor will I ever." "Me, in the RBI Board, was criticised by the Financial media in the West, and I am happy you a communist share their views now," Gurumurthy added. Continuing further. Gurumurthy said he had never allowed anyone in any public fora to state that he is on the RBI Board in the introductory remarks. "You have expressed grave concern about me being on the RBI Board. You may not know that if I am not on the RBI Board it makes very little difference to me," Gurumurthy said. Gurumurthy wrote to Venkatachalam in response to the latter's message in social media condemning him for his comments at Thuglak magazine's annual function about the public sector bankers. Speaking at the Thuglak magazine's annual function, Gurumurthy had said the public sector banks are losing talented officials to the private sector owing to poor pay and lack of freedom. "Only scums and filth are remaining with public sector banks and with them, the country has to compete globally in the financial sector," he had said. Gurumurthy also said that till the government has majority stakes in its banks, it is not possible to encourage talented staff. Reacting to that Venkatachalam said: "We strongly condemn his uncalled for comments and demand his immediate apology. He is unfit to be on the Board of RBI and the government should remove him from this important post." Gurumurthy in his email to Venkatachalam said: "I would not have written if I had not known you and you had not invited me for the AIBEA workshop. Your post has started a campaign against me." Stating that many campaigns were made against him earlier Gurumurthy said: "I have never bothered about the campaigns against me by any, as I don't belong to any party, nor seek or need anyone's courtesy, by the grace of the Divine I believe in. So this is not to answer any campaign." "I have always opposed and will continue to oppose privatisation as I believe with all faults majority bank assets in India have to be in state hands. The Indian economy will be ruined if the major part of the financial sector falls into private hands with the expansion and contraction of the <keyword id="6355302" type="General" weightage="50" keywordseo="rupee" source="Orion">Rupee</keyword> dependent on the Dollar," Gurumurthy said. "I resisted within RBI all efforts to pressure the government to privatise when the previous RBI governors were in command," he added. As regards his speech at the Thuglak magazine's function Gurumurthy said the UPA government's policies of letting huge FII investments into the stock market led to indigestible money in the system. To lend that money the government brought down the customs tariffs to zero for capital goods to attract the industrialists to borrow from banks. Gurumurthy said the government persuaded the industry to go for huge expansions in the hope that India would turn into a high growth export driven economy. According to Gurumurthy, the huge recession that followed 2008-09 made the investments of several lakhs of crore junk and the monies lent, NPA (non performing asset) and which was also later accepted by former Governor of RBI Raghuram Rajan. "That is where the woes of the PSBs (public sector bank) started. Not a single political party, including the BJP and CPI-M or the bank unions spoke the truth about the source of the NPA trouble. The guilty finance ministry officials who ran telbanking were mixed up with both the UPA and NDA governments, to suppress the truth," Gurumurthy said. Continuing further he said, the NPA issue, action against it by the Central Bureau of Investigation (CBI), Central Vigilance Commission (CVC), the prudential norms completely shook the bank officers. "This gave a huge opportunity to the private banks and funds which had a heyday because the best loan accounts shifted to them. They began giving high salaries and attracting capable PSB officers," Gurumurthy said. As a result, several capable officials left the PSBs and he had termed the remaining officials as 'kazhisadai' meaning leftovers or those who could not pass through the filter, remained inside. "It is a fact and I stand by it," Gurumurthy said. Referring to the decline in share of PSB loans in the total banking sector loans Gurumurthy said: "At this rate the PSBs need not be privatised. They will get so marginalised that they will handle only the government and municipal accounts and all corporate accounts will be taken over by private banks. That we are not having and not generating and training the needed talent in the PSBs to handle 60 per cent of national savings that gets into the PSB is indisputable. It is a matter of concern for all -- government included," he said. "If you are a responsible trade unionist you will be concerned, talk about this and not play petty politics. I wrote this because you had invited me to talk to AIBEA and you know our views converge on PSBs in many ways," Gurumurthy told Venkatachalam and also asked whether he has the guts to circulate his mail to AIBEA members. "I will not make this public unless you do it. If you do it, have the courage to publish it in full," Gurumurthy said. "I have decided to step down from facebook after long service to its mission of connecting people and building communities to pursue my personal interest in public service,” she said in her farewell statement. Her resignation comes within days of Facebook being called before a parliamentary panel to discuss issues of data privacy. "These posts are taken out of context and don't represent the full scope of Facebook's efforts to support the use of our platform by parties across the political spectrum," the company’s spokesperson said at the time. Ankhi Das exits Facebook Das joined Facebook nine years ago. According to her, the team was small and the mission was to connect people in India at the time. “After nine long years, I feel that mission has largely been met,” she said. Ajit Mohan, the managing director for Facebook in India, commended Das on the instrumental role she played in the company since 2011. "Ankhi has decided to step down from her role in Facebook to pursue her interest in public service," he said. He too has been under fire for Facebook’s practices in the country. Mohan’s petition asserts that since he is already appearing before the Parliamentary Panel on Information Technology — headed by Congress Member of Parliament (MP) Shashi Tharoor — the committee cannot compel him to appear before it. In his petition, Mohan questioned the national capital’s Aam Aadmi Party (AAP) was declaring Facebook guilty prima facie — based on the first impression. According to him, the AAP cannot issue such statements since it’s not a court of law. What are the accusations leveled against Facebook India? The Peace and Harmony committee asserts that the social networking giant was ‘complicit’ in the north Delhi violence that broke out during the Citizenship Amendment Act (CAA) protests in February. The incident left over 50 people dead and injured hundreds. The committee’s premise is that they have ‘incriminatory material’ that has been produced on the record by witnesses, which can be used to prove that Facebook’s ‘deliberate and intentional inaction to contain hateful content’ in India led to the outbreak. On Sunday, the committee sent a fresh and ‘final’ summons to the company. “Any rebuttal or disregard to this subsequent notice shall be deemed as a wilful act of breach of privilege and thus, shall entail various proceedings initiated against Facebook India,” it said in a statement. <keyword id="6354335" type="COMPANY" weightage="20" keywordseo="reserve-bank-of-india">Reserve Bank of India</keyword> Governor <keyword id="6359111" type="PERSON" weightage="20" keywordseo="Shaktikanta-Das">Shaktikanta Das</keyword> on Wednesday put onus on both Centre and the States to ensure that through coordinated policy measures the cost build up in the <keyword id="118558" type="ORGANIZATION" weightage="20" keywordseo="petroleum-products">petroleum products</keyword> does not escalate further. While seeking a cut in excise and VAT levies, the RBI Governor said that such a measure could provide relief on top of the recent easing of <keyword id="689487" type="PERSON" weightage="20" keywordseo="international-crude-prices">international crude prices</keyword> and help lessen pressure on <keyword id="22195" type="COMPANY" weightage="20" keywordseo="Inflation">inflation</keyword>. Petrol and diesel prices in the country have reached historic high levels. Apart from global movement in crude prices, high indirect taxes on the two products have contributed to its retail prices getting elevated. Though softening of crude prices from a high of over $70 a barrel early last month to about $63 a barrel now has provided some relief. A modest cut in petrol and diesel prices could provide consumers more relief and protection against price volatilities. In a video statement after the Monetary Policy Committee's bi-monthly meet, Das said: "Some respite from the incidence of domestic taxes on petroleum products through coordinated action by the Centre and States could provide relief on top of the recent easing of international crude prices." He said that though headline inflation at 5.0 per cent in February 2021 remains within the tolerance band, some underlying constituents are testing the upper tolerance level. In this, he cited that some respite from taxes on petroleum products could be helpful. The Governor also cited that the food inflation trajectory will critically depend on the temporal and spatial progress of the south-west monsoon in its 2021 season. Also, a combination of high international commodity prices and logistics costs may push up input price pressures across manufacturing and services. "Taking into consideration all these factors, the projection for CPI inflation has been revised to 5.0 per cent in Q4:2020-21; 5.2 per cent in Q1:2021-22; 5.2 per cent in Q2; 4.4 per cent in Q3; and 5.1 per cent in Q4, with risks broadly balanced," Das said. After breaching the upper tolerance threshold continuously since June 2020, CPI inflation moved below 6 per cent in December for the first time in the post-lockdown period, supported by favourable base effects and a sharp fall in key vegetable prices, the latter accounting for around 90 per cent of the decline in headline inflation during November and December. RBI Governor calls for coordinated action to give tax relief on petroleum products

According to the petition filed by an economist, techfin entities are technology, telecommunications or e-commerce companies which have entered the financial sector to provide financial services and need to be regulated.
