The <keyword id="498528" type="UNKNOWN" weightage="20" keywordseo="Google-tax">Google Tax</keyword>, or <keyword id="3267303" type="UNKNOWN" weightage="20" keywordseo="equalisation-levy">equalisation levy</keyword>, has been implemented from June 1, irrespective of resistance from startups and various associations. 
 
The equalisation levy aims at bringing internet giants such as Google and Facebook under the tax net for the money they make from Indian advertisers. 
 
Startups that are already facing cash crunch say this will further dent their coffers as Google and Facebook will then charge extra from them. 
 
Nitin Gupta, CEO at PayU Money, told ET the levy has come as a burden for small companies. 
 
“The big internet platforms will definitely pass on the additional cost to companies - making it more expensive for Indian companies to advertise online - since there is not many alternatives available for the advertisers,” Gupta told ET. 
 
“It will be a situation of double jeopardy for Indian companies. They will not only have to pay an extra cost but also do more compliance," Subho Ray, president of Internet and Mobile Association of India (IAMAI), told ET. 
 During <keyword id="2783177" type="UNKNOWN" weightage="20" keywordseo="Budget-2016">Budget 2016</keyword>, Finance Minister <keyword id="42575" type="PERSON" weightage="20" keywordseo="Arun-Jaitley">Arun Jaitley</keyword> announced that any services including online advertising, provision for digital advertising space, etc will come under the equalisation levy. 
 
On the contrary, Upasana Taku, director of mobile wallet player Mobikwik, told ET the tax will bring in clarity regarding payments to international entities. 
 
"Wiring money to the international accounts of these firms requires a lot of paperwork and rises many questions by the auditors regarding tax compliance, etc.," she told ET, adding “the tax makes sense since India is the last big open market for these companies. These behemoths are making tonnes of money working in India, so ideally, they should contribute something by way of taxes to the country.”

With home buyers’ hard earned money at stake, the builders are often delaying the projects citing capital issue. The Indian courts have fortunately passed its verdict on interest of the <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">home buyers</a> and in many cases have asked the builders to refund the money with interest to the customers. While that’s a great victory for common people, the <keyword id="6354553" type="COMPANY" weightage="20" keywordseo="real-estate">real estate</keyword> giants aren’t really comfortable with the verdict as they can’t make ends meet to raise the money and return when many projects are under construction. 
 
The slowdown of home sales have made a few builders convince the courts that rather than refunding money they would better complete the pending projects. 
 
According to a news report in The Economic Times, the counsel for Parsvnath had told the <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">Supreme Court</a> that the order passed by NCDRC asking it to refund entire amount paid by 70 home buyers in its <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">Ghaziabad</a> project with 12% interest would "amount to a mad rush and everybody will come to get the money back." 
 
Parsvnath has agreed to complete the project instead and hand over apartments to buyers. While earlier the builders have turned a deaf ear to customers’ demands of completing work on time, the courts’ pressure has finally forced the goading builders to act instantly. 
 A spokesperson for <keyword id="6361138" type="CITY" weightage="20" keywordseo="Unitech">Unitech</keyword> told the ET that the challenges that the company has been facing include working capital, lack of some infrastructure in the areas as well as outstanding amount from customer. 
 
In a plan to expedite construction at various sites, Unitech has also started to work in tandem with Resident Welfare Associations (RWAs). It has been a collaborative effort with the support of the government as well. Government has assisted by the way of speedy clearances on pending issues. The RWAs have helped by persuading other home buyers to pay the outstanding dues," a spokesperson for Unitech told the financial daily. 
 
"We have also persuaded some of financial institutions to give us last mile funding to be able to expedite the progress," says the Unitech spokesperson in discussion with the ET. "In our case, in the pending projects to be delivered, the value of the receivables is in excess of balance construction cost to be incurred." 
 
How will Unitech get the money? The real estate giant has decided to raise around '300 crore from financial institutions as well as by selling land for initial working capital to complete over 40 housing projects in the next two years. The rest of the money will come from customer receivables. 
 
A spokeswoman for Parsvnath, on the other hand, told the ET, they realise that once construction activity restarts, the large outstanding yet to be received from home buyers will start flowing into the Exotica project in Ghaziabad. 
 
Parsvanath believes that the pending work in most under-construction towers in the project will be handed over for possession within a year and some more months. 
 
A spokesperson of Emaar MGF told the ET that the company's projects have now been fast tracked for completion and the schedules are being shared transparently with customers. "Post initiation of reorganisation process for demerger, all necessary financial and operational/management resources have been made available to complete the projects at the earliest," he said. 
 
Bankers and lenders say it isn't easy for builders to restart stalled projects as it requires re-mobilisation of funds as well as labour and materials. 
 
Where lies the solution? 
The easiest viable option for the builders is to loan money and invest in the under-construction projects and quickly get things in place. 
Rajnish Kumar, managing director, national banking at <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">State Bank of India</a> said to the ET that the existing project can also be sold to some other builder willing and able to complete the project. "But, this may mean some price escalation and the process may be complex. It will also require some sacrifices on the part of all the stakeholders.” 
 
Vaibhav Gaggar, partner at law firm <a href="http://www.businessinsider.in/Commercial-real-estate-rises/articleshow/51895047.cms">Gaggar &amp; Associates </a>told ET that in most cases courts take up on behalf of home buyers, (and) without exception, send a notice to the builder asking him to sit across the table and find an amicable solution so that homebuyers are not forced into litigation. "Most home buyers are willing to give money they owe to the builders if they see fair dealing," he added. 
 
However in most cases builders don’t follow that. In such cases, Gaggar says, they have suggested setting up an escrow where both parties can be signatories. "Here there is a possibility of bringing in a lender/investor to bridge the funding gap along with an independent monitoring committee to reinstate transparency and confidence in the process," Gaggar told ET.

Here’s how delayed housing projects can now be completed by
the builders

Bank employees are facing major issues while dealing with customers lining outside banks to withdraw and deposit cash. Bankers are being locked up, harassed and even beaten up by irritated public for not providing cash. 
 In this regard, bankers want branches to be shut until the Reserve Bank of India (<keyword id="30067" type="ORGANIZATION" weightage="20" keywordseo="RBI">RBI</keyword>) assures sufficient supply of currency notes. 
 
"RBI should take a view to stop banking operations for 15 days till adequate money is available. Let RBI close the banks till money comes. 
This is an unplanned move - everyone supports removal of black money - but this won't remove black money and is harassing ordinary people and bank employees,” CH Venkatachalam, chief of the All India Bank Employees' Association (AIBEA), told ET. 
 Since <keyword id="3315394" type="UNKNOWN" weightage="20" keywordseo="demonetisation">demonetisation</keyword>, people are facing acute <keyword id="6380684" type="UNKNOWN" weightage="20" keywordseo="cash-Crunch">cash crunch</keyword> and lining up outside ATMs and banks for cash. When the supply dries up, they resort to unfair means. 
 
Last week, a Punjab National Bank branch in Jamshedpur was ransacked as angry customers smashed glasses and injured a lady staffer. Likewise, in Dhanbad too, a bank branch was ransacked after the manager declared it had run out of cash. 
 
"There has been no action to our appeals to the finance minister, RBI and IBA. How can we manage when there is such scarcity of money in branches?” asked Venkatachalam. 
 
"We can't blame the people - how will they manage without cash? Hardly any ATMs are operating - it's complete chaos,” he told ET. 
 
The AIBEA wrote to the finance minister on December 2, raising the issue of the acute cash shortage. "While RBI is repeatedly making public statements that adequate cash is being supplied to banks, the reality is otherwise,” it said in the letter, a copy of which is with ET. "These statements are making the public to feel that RBI is supplying cash to banks and bank staff are deliberately not extending payments.”

Harassed bankers don’t want to work until RBI supplies enough cash

<a href="http://www.businessinsider.in/searchresult.cms?query=rbi&amp;sortorder=effectivedate">Reserve Bank of India</a>’s Governor <a href="http://www.businessinsider.in/searchresult.cms?query=urjit+patel&amp;sortorder=effectivedate">Urjit Patel </a>could not give details on how much money was deposited in banks post <a href="http://www.businessinsider.in/searchresult.cms?query=demonetisation&amp;sortorder=effectivedate">demonetisation</a>, and this did not go well with the nation. 
 
There could be several reasons behind Patel’s silence. One of the possible reasons is the double counting of money. 
 
There is a possibility that RBI must have counted money twice. Also, there is an issue of segregating the banned Rs 500 and Rs 1,000 currency from deposits of notes which are legal tender. 
 
Around 17.165 billion pieces of old Rs 500 notes and 6.858 billion pieces of old Rs 1,000 notes amounting to Rs 15.4 lakh crore were in circulation. 
 
The RBI could also not come up with a figure as the time frame to deposit banned notes for NRIs has been extended till March end. 
 
"What the RBI has done is, it has collected figures from not only the commercial banks but also post offices, district cooperative banks, petrol pumps and what has happened is there is a lot of overlap,” Soumya Kanti Ghosh, Group Chief Economic Adviser, State Bank of India, told ET. 
 
For instance, the post offices bank with SBI but also report numbers directly with RBI. Since SBI's numbers include post office's money, RBI would have to exclude them to arrive at the correct figure. 
 
"A petrol pump may have an account with <a href="http://www.businessinsider.in/searchresult.cms?query=SBI&amp;sortorder=effectivedate">SBI </a>and when that money is deposited, it could be counted twice,” Ghosh told ET. 
 
"On the basis of the number RBI has put out, 95% currency may be back into the system. Probably, RBI could give a timeline by when they expect to finish physical reconciliation of currency. But I would assume that at least one level of counting and checking has been done by the banking system. So, it is not as if all the money that has returned has to be counted again. It's only where there this is a need to reconcile, they should do it,” A Prasanna, Chief Economist at ICICI Securities PD, told ET.

Two possible reasons why RBI Guv Urjit Patel could not tell amount of money deposited in banks post demonetisation

If you think quitting a firm was quite easy and you would get a fancy farewell, this may not be the case anymore. With attrition levels going high, companies are making it tougher for employees to exit. 
 Companies including EY, PwC, <keyword id="6358918" type="PERSON" weightage="100" keywordseo="Deloitte">Deloitte</keyword> and KPMG are making exit rules stricter and making employees serve notice period for even a year. 
 
A senior partner from one of the four consultancies told Economic Times that he bagged an offer from a rival company and he considered it a lifetime opportunity. But, he was made to serve a six-month notice period, or gardening leave, when he had to sit at home and do nothing. 
 
"They withheld my capital money. Thankfully, the firm I was planning to join told me that I could put the capital in their firm whenever I get it from my erstwhile firm," the senior partner told the financial daily. 
 
ET reported that in consultancies, partners need to invest money at one go or in installments - before they become first-year partners. 
 
"In PwC, we have had a six-month notice period policy for many years for partners and we are not planning to change it. On a philosophical level, I firmly believe that everyone should have a right of choice where they want to work," said Deepak Kapoor, Chairman, PwC India. 
 
"Yes, bonuses and capital money are delayed by 12-18 months on a case-to-case basis. This is not uniform for all partners and it depends on his/her relations with the firm and the CEO," a senior partner who recently quit the firm he was working with told ET. 
 
Attrition levels are set to increase, executives told ET at the Big Four. 
 
Most of the taxation and consultancy divisions are poaching from rival firms. 
 
"Auditing and tax partners have a lot of inside information about companies they are working on. So these companies would rather change their auditing/taxation firm from one Big Four to another than change the partner," a partner told ET.

EY, PwC, KPMG and Deloitte are making exit tough for employees

In a bid to book people misusing SME (Small and Medium Enterprises) trading platform of exchanges to show money as legit trading income, the Securities and Exchange Board of India (<keyword id="35210" type="ORGANIZATION" weightage="100" keywordseo="sebi">SEBI</keyword>) is investing a string of trades. 
 
SEBI is speculating that the string of trades in stocks of SME and derivatives like currency options are carried out to launder money and escape tax. 
 Not only this, people, on the other side of the deals, do reverse by converting a slice of their official income into <keyword id="6356023" type="UNKNOWN" weightage="100" keywordseo="Black-Money">black money</keyword> to book fake expense or loss that would lower earnings and tax. 
 
Two people familiar of the investigation told Economic Times that SEBI’s probe was at an advanced stage. 
 
Traders told ET, "It begins with the registration of a company or preparing an existing firm for listing. Say, the stock is placed at a valuation of Rs 25 a share to a person who is looking for a way to convert black money into white. He actually pays Rs 500 a share - Rs 25 officially in cheque and Rs 475 as cash. The stock is then valued at Rs 25. All this happens at the prelisting stage. Then the company is listed at a price of Rs 25 and the stock is driven up through circular trading among promoters or within a closed group to Rs 500 or even higher. The man who bought the shares at Rs 25 when the firm was unlisted now sells the shares at Rs 500 knowing well that the stock is not even worth a fraction. He receives Rs 500 as official trading income - which net of 'service charge' is the amount he had given as cash to the company's promoter prior to listing. Thus, the black money returns as white." 
 
The financial daily reported the other side of the story as well where the buyer, fully aware of the underlying deal, comes in with a different plan and motive. He does exactly the opposite of what the seller of the stock does. 
 
A former exchange official told ET that the game in currency options was simpler and smarter. 
 
"There is no need to incorporate a company, apply for listing and open demat accounts. Also, transaction cost is lower. Multiple trades in out-of-money options help an option buyer to convert black (money) into white. The conversion does not happen in one or two deals. The call option buyer goes on buying and selling, booking small profits every time. The deal is spread over a series of transactions so as not to attract attention," the trader told ET.

SEBI to crack a whip on people misusing SME platform to evade tax

There has been a complete turnaround in trade involving exchanging demonetised currency with new banknotes. 
 
People who were charging 30-40% premium to convert black money into white are now willing to pay an interest on exchanging the notes. 
But, the catch is the owner will have to lock in the money for a year or more. 
 
Many traders and businessmen were charging a premium of as much as 40%, which dropped to 20-30% in the following weeks and settled at 10% a week back. 
 
Now, there has been a total flip. If you have Rs 5 crore in cash, there are people willing to take the money off your hands and give you an interest of 6-8% after a year. 
 
"The decrease in the payment of premium for exchange of black money and interest being offered to get people to invest their black money is probably a reflection that the black money has easily entered the system,” an economic analyst, on condition of anonymity, told ET. 
 
Many people hoarding black money got rid of it by paying outstanding dues, debts, labour contractors, cement and steel companies, etc. Some have even distributed six months salaries in advance. 
 
Dr Saumya Kanti Ghosh, chief economic adviser (economic research department) at SBI, told ET, “People are always finding out ingenious ways to launder black money, innovative ways are being tried out. There are always people trying to take advantage, even in the financial crisis of 2008. We can expect the government would come up with ways to tackle it.”

You can now earn interest on exchanging old notes but there is a catch

The <a href="http://www.businessinsider.in/searchresult.cms?query=RBI&amp;sortorder=effectivedate">Reserve Bank of India </a>(RBI) has some good news for <keyword id="6358031" type="UNKNOWN" weightage="20" keywordseo="digital-wallets">digital wallets</keyword>. In the backdrop of rising popularity of <a href="http://www.businessinsider.in/searchresult.cms?query=UPI&amp;sortorder=effectivedate">Unified Payment Interface</a> (<keyword id="6358921" type="COMPANY" weightage="20" keywordseo="UPI">UPI</keyword>), or payment through digital wallets, the RBI has decided to make digital wallets inter-operable. 
 
At present, digital wallets such as <a href="http://www.businessinsider.in/searchresult.cms?query=paytm&amp;sortorder=effectivedate">Paytm</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=Mobikwik&amp;sortorder=effectivedate">MobiKwik</a>, <a href="http://www.businessinsider.in/searchresult.cms?query=PhonePe&amp;sortorder=effectivedate">PhonePe</a>, etc can access the UPI network through partner banks to facilitate bank-to-bank money transfers. 
 Once the RBI gives a nod to inter-operation of digital wallets, you will be able to send money directly to <keyword id="6357120" type="UNKNOWN" weightage="100" keywordseo="PayTM">Paytm</keyword> from your FreeCharge wallet and vice-versa. 
 
“RBI is expected to issue guidelines shortly on interoperability and 'know your customer' (KYC) norms for digital wallet companies. RBI will also decide on the interchange fees between the wallets for them to be able to access the UPI framework,” ET quoted two people as saying. 
 
Online money transfer and payments are gaining popularity in India and the Indian Government is also pushing for Aadhaar-based payment platform and another instrument for transactions using QR codes. 
 Bipin Preet Singh, chief executive of <keyword id="143842" type="UNKNOWN" weightage="100" keywordseo="Mobikwik">MobiKwik</keyword>, told ET, “The company is keen to partner with other financial networks to develop a collaborative financial services platform." 
 
"We are hearing that the process (of opening up UPI for digital wallets) is likely to be fast-tracked. Since the (prepaid payment instruments, or digital wallets) are also issued licences by RBI, the logical step is to open the UPI infrastructure to them and make it more inclusive," Ritesh Pai, country head for digital banking at Yes Bank, which has partnered with Flipkart-owned payments venture PhonePe, told ET. 
 
As per the RBI data, UPI network registered about 4.2 million transactions worth Rs 1,900 crore in February.

"The 'selfie culture' is making consumers spend more on their phones rather than on fast-moving consumer products, which are discretionary," Suresh Narayanan, managing director of Nestle India, told ET. 
 
As per the <a href="http://www.businessinsider.in/searchresult.cms?query=iamai&amp;sortorder=effectivedate">Internet &amp; Mobile Association of India</a> (IAMAI), the mobile internet user base in rural India nearly doubled in 2015, while in urban sector, it increased by 71%. 
 
"Spends on mobile recharges - or low-priced entertainment options - have been replacing impulse buys in rural markets. It's been directly impacting a category like ours and we've been observing this for the past four-five quarters," Perfetti Van Melle's Managing Director Ramesh Jayaraman told ET. 
 
In a bid to attract rural population, <a href="http://www.businessinsider.in/searchresult.cms?query=coca+cola&amp;sortorder=effectivedate">Coca-Cola</a> and <a href="http://www.businessinsider.in/searchresult.cms?query=pepsi&amp;sortorder=effectivedate">PepsiCo</a> even went aggressive and slashed prices to Rs 5 per serving. 
 
"In rural areas, there was lesser money because of two years of deficit rainfall. Whatever little money was in their hands, rural consumers preferred to spend on mobile recharge rather than colas. In urban markets, extreme heat prevented consumers from stepping out and impacted our sales. Besides, there are other options like water and functional drinks which did better," ET quoted a person as saying. 
 
According to Hong Kong-based market tracker Counterpoint Research, almost a third of smartphone sales are in rural India, which is poised to double this year, whereas the total market is estimated to grow by 30%.

In a recent development, the government is now getting into collaborations with the key <keyword id="30350" type="ENTERTAINMENT" weightage="100" keywordseo="Middle-East">Middle East</keyword> countries to find out the names who have kept money there. The recent proofs of questionable transactions and siphoning off money have catalysed the process. Agreements between the government and the Middle East countries will help secure the financial records and other details about firms owned or set up by Indian promoters or firms and operating in those countries, according to the Economic Times. This would mean the that Indian investigating agencies such as the <keyword id="6357808" type="ORGANIZATION" weightage="20" keywordseo="Enforcement-Directorate">Enforcement Directorate</keyword> (ED) or the <keyword id="150711" type="ORGANIZATION" weightage="20" keywordseo="Central-Bureau-of-Investigations">Central Bureau of Investigations</keyword> (<keyword id="6354572" type="ORGANIZATION" weightage="20" keywordseo="CBI">CBI</keyword>) can now question the suspected companies with ease. "Many Indian promoters have misused banking channels for diverting their funds from India. At least one of the agreements could be reached in the next few months,” a person with direct knowledge of the matter told ET. A recent forensic investigation found that properties worth around Rs 2,000 crore had been created outside India in the name of the promoter's brother in the time leading up to the default. Investigators also uncovered a complex maze of shell companies through which money is believed to have siphoned out for building the property.
