It recommended avoiding bans on futures or options markets at the first sign of price spikes; invoking bans only under exceptional circumstances; re-examining the inflation-targeting framework; increasing the total net irrigated area, and aligning farming practices with <keyword id="22505922" type="General" weightage="20" keywordseo="climate-considerations" source="keywords">climate considerations</keyword>. Now, after what he estimates is over 1,500 applications since the early 2010s, he can't land any <a target="_blank" class="" href="https://www.businessinsider.com/millennial-cant-get-hired-bachelors-degree-men-cant-find-jobs-2024-5">stable job</a> in his field even with an MBA. Quinones, a father of four who lives in rural eastern Pennsylvania, said he's struggled to land a <a target="_blank" class="" href="https://www.businessinsider.com/cant-get-hired-laid-off-many-job-applications-few-interviews-2024-8">long-term job</a> in tech or counseling. He has held part-time positions and built his own inventory software to sell to companies, though he rarely gets interviews, even after redoing his <a target="_blank" class="" href="https://www.businessinsider.com/resume-tips-google-software-engineer-skills-experience-careers-software-tech-2024-3">résumé</a> two dozen times. "I wish there was an easier way, but traditional ways of looking for <a target="_blank" class="" href="https://www.businessinsider.com/new-grad-gave-up-six-figure-jpmorgan-finance-job-satisfaction-2024-8">employment</a> have been overshadowed by <keyword id="19904566" type="General" weightage="20" keywordseo="artificial-intelligence" source="keywords">artificial intelligence</keyword> and lack of human interaction," Quinones said, noting his applications are likely thrown out due to his recent lack of work experience. Quinones is one of many Americans with traditional work credentials who <a target="_blank" class="" href="https://www.businessinsider.com/white-collar-jobs-remote-office-workers-cant-get-hired-2024-9">can't land a decently paying, stable job</a>. This comes at a time when getting a college degree is much <a target="_blank" href="https://www.businessinsider.com/college-degree-good-job-market-skill-based-hiring-employers-2024-2">more necessary</a> to landing a well-paying job. Quinones shared his difficulties with securing work, as well as some reasons he may be falling through the cracks. <h2>A rocky but successful start</h2>Quinones said he had a difficult upbringing with an "abusive" stepfather. He lived in various youth shelters and dropped out of school in seventh grade, and he had his first child shortly after entering a transitional independent living facility at 18. "At that point in my life, I was trying to change everything and become better because I knew that I would be a father," Quinones said. "I started taking things more seriously and tried to figure out what to do with my life." He became interested in computers and found side jobs helping the Salvation Army and other businesses fix their technology. By 18, he applied for technical jobs, doing contract work in the 1990s when companies were rolling out computers at the office. Without a high school diploma, he <a target="_blank" class="" href="https://www.businessinsider.com/linkedin-open-to-work-banner-badge-job-pros-cons-2024-9">got a job</a> as head technician for a computer company in Arizona, then landed a role for Intel in 1999. He worked there as an IT manager for a year before getting laid off. Feeling behind his peers because he did not have a <a target="_blank" class="" href="https://www.businessinsider.com/personal-finance/student-loans/is-college-worth-it">college degree</a>, he enrolled at a community college in 2002, where he got his associate degree in computer programming. While there, he also worked part-time for the school's IT department. He moved with his wife and children to <a target="_blank" class="" href="https://www.businessinsider.com/california-move-arizona-conservative-3-months-politics-returned-2024-4">Arizona</a> to be closer to his wife's family. Given that a four-year degree was increasingly becoming a prerequisite for many positions, he received a bachelor's degree in computer programming. Still, he said the job market in Arizona was "extremely difficult." He wanted to progress his career, so he enrolled in an MBA program in technology management. He secured a job in <a target="_blank" class="" href="https://www.businessinsider.com/new-jersey-affordable-housing-lottery-how-single-mom-won-apartment-2024-8">New Jersey</a> as chief technology officer for an import and export company. However, two years into his job in 2010, he faced a difficult situation in his family that cost him his job, which he said was "extremely difficult to recover from." <h2>Can't find a job</h2>Since then, he said he's <a target="_blank" class="" href="https://www.businessinsider.com/millennial-looking-job-cant-get-hired-college-degress-entry-level-2024-7">struggled to find anything</a> relevant to his skill set. He couldn't land anything beyond a first-round interview for IT roles. He recalled making Facebook posts in the early 2010s searching for work, only to be met with negative comments. "I've walked into local businesses to start talking about working, and I'm told that I would not be happy working there because it is not part of my high-skilled profession," Quinones said. "This is even after not including my education not to become overqualified. However, when they reviewed my work history, it was clear I am." Quinones said he struggled with alcoholism, from which he recovered eight years ago. He began bodybuilding as his therapy, and he took part-time positions just to stay afloat. He created an inventory management software program, hoping to expand it to many clients. He secured some contracts for his software with businesses like a restaurant in Puerto Rico and a Christmas company, and he worked on inventory with small startups to help them grow. He was offered full employment at a company, given it would use his software, though the company wouldn't compensate him for his software outside his salary. Additionally, he <a target="_blank" class="" href="https://www.businessinsider.com/framing-prices-cost-expensive-posters-art-photos-business-money-2024-2">printed images</a> on stickers, shirts, and bottles for side income and drove for Uber, though he recalled often working 14 hours and only making $70 a day after expenses. He volunteered at a middle school implementing his software for improving students' math performances, selling some licensing agreements to parents. He said his wife works remotely as a sales supervisor for a company in Arizona, which has kept his family of six afloat. Over the last decade, he's found ways to cut costs for the family, such as doing car repairs or plumbing fixes without calling in experts. In 2015, desperate for job security, he enrolled in a <a target="_blank" class="" href="https://www.businessinsider.com/masters-degree-rely-parents-financial-support-nyc-2024-7">master's program</a> in family and marriage counseling as a backup plan, though he ran out of financial aid with four classes left and dropped out. A few years later, when he considered returning, he was told only half of his classes counted due to a curriculum change. He received advice from career counselors to "finish my master's degree in counseling, which is not easy because of the cost," Quinones said, noting he had to pause any further education while recovering from surgery. He added hiring managers "would not give me a chance even though I had three years of education." He's still in touch with career coaches from his previous universities, and they've offered workshops, résumé and cover letter reviews, and job recommendations to help him stand out. He began catering every application specifically for each role, sending personalized emails to hiring managers, but he only got two emails back from recruiters saying they would keep him in mind for positions. <h2>Why landing a job is so difficult</h2>In total, he said he's applied for about 1,500 jobs <a target="_blank" class="" href="https://www.businessinsider.com/laid-off-6-times-cant-find-job-50s-retirement-worry-2024-7">unsuccessfully</a>, getting five to 10 rejections daily this year, screenshots shared with BI show. He's redone his résumé over 25 times, spending $300 for a professionally created one that yielded zero interviews — which he got partially refunded. He's asked his friends in IT and project management to review his applications. He said he's in a middle ground: He's overqualified for many entry-level positions but underqualified for jobs in related industries. He acknowledged hiring expectations have skyrocketed over the past few years. He even tried removing some educational background on his applications to seem less qualified to no avail. He believes many of his rejections are for positions that companies legally have to post but give to internal candidates or recommendations. "I used to get interviews for jobs where I beat out 600 people," Quinones said. "Now, it's hard to get a job when you don't have a foot in the door to interview." He also suspects his race as a Latino American may have hindered his job search. Once, a company told him it wasn't accepting new applications, though they gave one to his wife, who is white. He also used a shortened version of his middle name, Tony, on an application instead of Marcial, which increased his interview rate. He added that because technology changes rapidly, he may be behind on what many jobs expect applicants to have, particularly with AI. Given his location about 30 miles from any cities, he's focused on finding a remote position, though these have been dwindling and getting more competitive. "If you haven't been employed in a while, I can't magically snap my fingers and make it happen," Quinones said, noting employers may be skeptical of gaps in his work history. Many insurers are making significant changes in 2025.Deductibles and prescription drug costs will become more expensive for some Medicare recipients — and it could impact whether older Americans can afford healthcare. Insurance company mergers and closures are contributing to shifting Medicare plans and prices. Companies like Aetna or AARP/UnitedHealthcare are <a target="_blank" class="" href="https://www.nerdwallet.com/article/insurance/medicare/big-part-d-changes">merging their coverage plans</a>, while previous insurers like Mutual of Omaha are leaving the market. That's leading to fewer — and sometimes pricier — options for Medicare recipients. "When plans end or a merger happens, Medicare enrollees can be impacted in two noticeable ways," Elizabeth <keyword id="23786390" type="General" weightage="20" keywordseo="ayoola" source="keywords">Ayoola</keyword>, personal finance writer at NerdWallet, said in a statement to Business Insider. "In the case of the former, enrollees may be left vulnerable without coverage and scrambling to find a new plan. In the event that a merger happens, enrollees could end up auto-enrolled into a plan that's no longer a good fit." Millions of older Americans depend on Medicare to pay for services like prescriptions and doctor visits. The federal insurance plan — which is often tied to Social Security andtypicallyapplies to people over 65 — is many baby boomers' main source of health coverage. Like other health insurance programs, recipientshave a yearly enrollment period.EligibleAmericans can now join, drop, or switch their supplementalMedicare plans through December 7. Ayoola told BI that if beneficiaries don't take action to adjust their health insurance plansbefore December 7, they could soon see higher out-of-pocket costs, reduced care options, or more limited drug coverage — issues that can't be resolved after the enrollment period closes. However, some beneficiaries will see price increases or loss of coverage regardless. "For people who are budgeting, open enrollment is especially important," Ayoola said. "Because it's a time to do comparison shopping and essentially see if you can find a cheaper plan somewhere else." <h2>Medicare changes on the horizon</h2>An estimate shared with BI from Healthpilot, a technology platform that helps customers choose Medicare plans, suggests that millions of older Americans could lose part of their Medicare benefits in 2025. Healthpilot estimates that there will be 1.5 million people impacted by <keyword id="23786388" type="General" weightage="20" keywordseo="medicare-advantageplan" source="keywords">Medicare Advantageplan</keyword> cancellations and 3.5 million impacted by prescription drug coverage cancellations, due in part to insurance consolidation. Former beneficiaries of those plans will need to find new coverage to replace them next year. The Medicare program has a few different branches: Parts A and B act as stand-alone health insurance programs and cover all types of inpatient and outpatient care, while Part D programs typically cover prescription drugs and basic provider visits as a supplement to people's private insurance plans. Part C, also known as <keyword id="20413657" type="General" weightage="20" keywordseo="medicare-advantage" source="keywords">Medicare Advantage</keyword>, allows seniors to join plans that are offered by private companies but are governed by Medicare rules. Advantage plans have their own caps on how much patients can spend out of pocket, and those numbers change annually. While beneficiaries with Part A and B Medicare could see premium adjustments, most major changes will occur for people with supplemental Part D and Medicare Advantage plans. An increasing number of Medicare Advantage and prescription drug plans are setting their deductible, or the amount of out-of-pocket costs patients are on the hook for before the plan kicks in, at the maximum allowed amount. Healthpilot found that 10% of Medicare Advantage plans will be at the maximum deductible — up from 5% last year. Most Medicare Advantage beneficiaries will still have prescription drug coverage in the new year, but they may face higher out-of-pocket costs. In total, the number of Medicare Advantage plans with drug benefits is largely holding steady, dropping2%. But within the group of Medicare Advantage plans that still have drug benefits, the number of $0 deductible plans will be cut in half — meaning more plans with prescription drug coverage will have higher out-of-pocket costs upfront. To be sure, not all older adultswill be negatively affected by the changes. Some might also have employer-sponsored or private healthcare coverage outside of Medicare, or have plans that aren't changing. But for the Americans who are impacted, the changes could mean healthcare becomes even more of a financial strain. <h2>Baby boomers are already struggling with healthcare costs</h2>These changing Medicare costs come as many low-income baby boomers are struggling to keep up with medical bills. Two older Americans shared with Business Insider their fears for what could happen if their out-of-pocket costs rise in the new year. <keyword id="23786389" type="General" weightage="20" keywordseo="lisa-callejas" source="keywords">Lisa Callejas</keyword> isworried about what would happen if her husband got sick next year. If that happens, they might not be able to afford treatment — her husband's Medicare out-of-pocket costs will go up to $14,000 from around $9,500. "It means we better not get sick," she said. Callejas, 55, and her husband movedto his native Mexico over the summerto save money. Their son died in January, and Callejas' husband, who worked with their son in the family business of home remodeling, can no longer do the manual labor necessary to keep operations running. She said she never made much money and has always lived frugally, but her rent and transportation alone cost her $1,000 monthly. Full benefits are set to <a target="_blank" href="https://www.businessinsider.com/when-will-social-security-benefits-run-out-retirement-crisis-boomers-2024-5">run out in 11 years</a> unless Congress steps in with an infusion of funding."There's just a lot of people who expect Social Security to be a really important piece to their post-work life," Tracey Gronniger, managing director of economic security for the advocacy organization Justice in Aging, said.Even with the current full benefits, some baby boomers are forced to continue working into their 70s and 80s, while retirees worry they may have to return to a part-time gig. Others said they're considering moving out of the country for a lower cost of living or moving in with their children."At this point in my life, my expectations are very low," said <a target="_blank" href="https://www.businessinsider.com/peak-boomer-retirement-affordable-housing-rent-california-alice-food-stamps-2024-5">Cheryl Simmons</a>, 62, who lives in her car in San Diego and makes $42,000 a year as a parking lot attendant — slightly too much to qualify for affordable housing. "I'll have to work until I drop."<h2 id="42ec9f61-b6ed-4191-abf8-5155a510a607">Social Security varies by age and income, but the average monthly check is $1,907</h2>Social Security, created in 1935, was implemented during the Great Depression to assist the <a target="_blank" class="" href="https://www.ssa.gov/history/briefhistory3.html">more than half</a> of Americans in poverty, including older workers looking to retire."There is no tragedy in growing old, but there is tragedy in growing old without means of support," President Franklin D. Roosevelt said in a <a target="_blank" class="" href="https://www.ssa.gov/history/locations.html#:~:text=Old%20age%20is%20at%20once,without%20means%20of%20support.%20.%20.">1934 address</a>.Social Security benefits are <a target="_blank" href="https://www.ssa.gov/OACT/COLA/Benefits.html">based on a worker's average monthly income</a> during their 35 highest-earning years, adjusted for inflation.For example, an American earning an average income of about $66,000 who retires at 65 will have 39% of that annual income replaced by Social Security, according to <a target="_blank" href="https://www.ssa.gov/OACT/NOTES/ran9/an2024-9.pdf">SSA estimates</a>. This compares to an average <a target="_blank" class="" href="https://www.oecd-ilibrary.org/docserver/5df7712d-en.pdf?expires=1724266845&amp;id=id&amp;accname=guest&amp;checksum=2527F54D46AE1A4C399BE99BBB46A640#:~:text=Full%2Dcareer%20male%20workers%20will,slightly%20lower%2C%20at%2050.1%25.">income replacement rate</a> of slightly over 50% in OECD countries — and nearly 80% in Spain and Greece.Americans can begin claiming Social Security at age 62 — but their monthly amount is often higher if they wait longer to collect benefits. In 2024, the <a target="_blank" href="https://www.businessinsider.com/personal-finance/investing/what-is-social-security">maximum monthly benefit</a> is $3,822 for those claiming the benefit before turning 70; for those claiming the benefit at age 70, the maximum benefit is $4,873. However, the average monthly check is much lower: $1,907.An annual income of just under $23,000 doesn't go far in the US today. While Social Security was never meant to promise a life of luxury — and is ideally combined with savings and other investments — the baby boomers BI spoke to have struggled to save much at all because life events and low wages got in the way.Some are part of the one in five older Americans who have <a target="_blank" class="" href="https://www.businessinsider.com/gen-x-baby-boomers-savings-cant-afford-retirement-2024-4">no retirement savings</a> at all. Experts say you can partially blame the US' <a target="_blank" class="" href="https://www.businessinsider.com/retirement-social-security-gen-z-millennials-uncertainty-fears-pensions-2024-4">switch to 401(k) accounts from pensions</a> in the 1980s, which largely replaced guaranteed retirement payouts funded by employers with investment plans that require employees to opt in and provide the bulk of their savings.While many employers do offer 401(k) matches to their employees, the amount can vary greatly between companies. And, because participation and employer matches are voluntary — and income-based — this opt-in system can cut down on employees' retirement savings and lead to even <a target="_blank" class="" href="https://mitsloan.mit.edu/ideas-made-to-matter/how-retirement-saving-incentives-amplify-wealth-gaps-u-s">greater income inequality</a>.To help pay the bills, nearly 80% of retirees receive some Social Security income, per BI's calculations, and the Social Security Administration estimates that 97% of older adults will ultimately receive benefits.Social Security indeed helps older Americans <a target="_blank" class="" href="https://www.cbpp.org/research/social-security/social-security-lifts-more-people-above-the-poverty-line-than-any-other">escape the technical definition of poverty</a>. However, the official poverty line is based on a formula from the 1960s, a measurement that <a target="_blank" href="https://www.businessinsider.com/poverty-line-leaves-behind-low-income-americans-snap-medicare-wic-2024-6">experts previously told BI</a> is outdated and leaves many to fall through the cracks between needing help and making too much to qualify for assistance.The baby boomers BI spoke with are not part of the group who have myriad investments, high-paying careers, or strong 401(k) employer matches. They are retired teachers, rideshare drivers, food service and retail workers; some live in a car or can't afford groceries — and they certainly feel like they are living in poverty.Others, however, have minimal expenses and <a target="_blank" href="https://www.businessinsider.com/boomer-lives-on-social-security-works-walmart-retirement-savings-2024-7">live in low-cost-of-living areas</a>, allowing them to live comfortably on Social Security alone.Those who are already living check to check said they've been forced to drain savings accounts because their income isn't enough to cover medical bills and unexpected expenses. And, with limited Social Security money, some boomers are forced to enroll in other government assistance <a target="_blank" href="https://www.businessinsider.com/buying-groceries-snap-food-stamps-cant-afford-essentials-credit-card-2024-6">programs like SNAP</a> to put food on the table or return to work after retirement.<a target="_blank" class="" href="https://www.businessinsider.com/boomer-couple-lives-social-security-snap-no-retirement-savings-2024-6">Mary Dacus</a>, 62, and her husband Stephen, 67, live in Robinson, Illinois, on their combined $2,140 monthly Social Security income and $23 a month in SNAP. They've racked up thousands of dollars in credit card debt to pay for groceries, utilities, and healthcare. They feel like it's their only way to survive."A lot of people think that, with Social Security, you get this big check, and you can move to Florida, and you could buy a boat and go fishing," she said. "That's not what it is."<a target="_blank" href="https://www.businessinsider.com/retirement-social-security-peak-boomer-alaska-medical-expenses-financial-insecurity-2024-8">Becky Davenport</a>, 61, works at a nonprofit outside Anchorage, a high-cost-of-living area. She told BI that her expected $2,000 monthly Social Security payments may not be enough. The single mom fears she may need to move in with her sons or find a roommate. Medical costs, housing expenses, and transportation have all chipped away at her savings."I usually had more money going out than coming in," Davenport said. "I was kind of a master at juggling bills. I had some credit cards that I used for emergencies and ended up defaulting on all of those. I just managed to scratch out a living and keep a roof over my kids' heads."<h2 id="65730406-dd92-418b-963e-a6e4f447db7f">Social Security solutions could include raising earnings caps and improving funding</h2>With a presidential election coming up, Social Security is likely to be in the hot seat once again.While Social Security is costly — <a target="_blank" href="https://www.cbpp.org/research/federal-budget/where-do-our-federal-tax-dollars-go#:~:text=Social%20Security:%20In%202023%2C%2021,to%2049.1%20million%20retired%20workers.">it amounted to 21% of the federal budget in 2023</a> — it's widely popular. Polling has consistently shown bipartisan support for the program; a <a target="_blank" href="https://www.pewresearch.org/politics/2024/06/24/americans-views-of-government-aid-to-poor-role-in-health-care-and-social-security/">Pew Research Center poll</a> of 8,709 adults in April 2024 found that almost every group thinks Social Security benefits should not be reduced. That includes 77% of Republicans and 83% of Democrats.Already, former president and current Republican nominee Donald Trump has proposed cutting taxes on benefits — a measure that an economist said could <a target="_blank" href="https://www.businessinsider.com/trumps-tax-plan-social-security-retirement-medicare-2024-8">actually drain the program's coffers faster</a>.Senators Bernie Sanders and Elizabeth Warren, along with fellow Democrats, have <a target="_blank" href="https://www.businessinsider.com/sanders-warren-bigger-social-security-checks-medicare-retirement-biden-2023-2">proposed raising the earnings cap for Social Security taxes</a> to offset hiking benefits by $2,400 a year. Currently, only <a target="_blank" class="" href="https://www.ssa.gov/benefits/retirement/planner/maxtax.html">income up to $168,600</a> is subject to Social Security tax, with income beyond that untaxed. On the other hand, some House Republicans <a target="_blank" href="https://www.businessinsider.com/social-security-benefits-republicans-raise-age-retirement-cuts-2024-3">have proposed</a> hiking the eligibility age for the program.Those proposals come against the backdrop of already-dwindling funding."We really want to see a more robust Social Security system," Gronniger said. Already, she said, the program is lifting millions of adults out of poverty — but, with a very low poverty line in the US, that's "not saying a ton.""We could do a lot more because I think what we want is for people to actually have real economic security and so feel as though they can afford the things not only that they need, but that people should have," Gronniger said. "You shouldn't be worrying about whether or not you can pay for all of your food and all of your medicine and all of your housing."But the dire straits older Americans have found themselves in, even with Social Security, point at a larger issue that might only get exacerbated: Retirement is becoming a luxury. As pensions dissipate and only higher-earning retirees have savings, Social Security might only become more pivotal for retirees. And that's already not working so well."I don't want to be rich, I just need to be comfortable," 62-year-old Angela Babin — who lives on her <a target="_blank" href="https://www.businessinsider.com/boomer-social-security-checks-snap-food-stamps-cant-afford-food-2024-6">$1,100 monthly Social Security check</a> — told BI. For the middle class, she raised standard deduction -- a flat deduction from total salary earned by an employee in a year before calculating applicable income tax rate -- by 50 per cent to Rs 75,000 and tweaked tax slabs for taxpayers opting for the new income tax regime. This will lead to taxpayers under the new tax regime -- which offers lower rates of taxes but permits limited deductions and exemptions -- saving up to Rs 17,500 in tax annually, she said. To spur employment, the Budget provided for incentives for companies, including paying for one-month salary for first-time employees, incentive at specified sale to both employee and empower with respect to their retirement fund contribution in the first four years of employment and reimbursing employers up to Rs 3,000 per month for 2 years towards EPFO contribution of each additional employee. India's official unemployment rate in urban areas is pegged at 6.7 per cent but private agencies put it at much higher levels. America's young men aren't working. Well, <a target="_blank" href="https://www.businessinsider.com/us-men-working-less-recessions-employment-productivity-2024-4">a smaller share of them are working</a>, anyway. As of April, about 86% of prime-age men — meaning those between 25 and 54 — were employed, a significant drop from the 1950s and 1960s, when that number was often closer to 95%. And 52% of men 16 to 24 were working, compared with well above 60% decades ago.There are plenty of explanations for what might be going on — perhaps it has to do with recessions or disabilities or <a target="_blank" href="https://www.businessinsider.com/young-men-working-less-no-college-degree-student-loan-debt-2024-5">wages not being high enough</a> to draw them in. There is an equally robust number of proposed solutions to this conundrum: <a target="_blank" href="https://www.businessinsider.com/how-companies-are-teaching-workers-ai-skills-2024-4">upskilling</a> and <a target="_blank" href="https://www.businessinsider.com/sc/how-a-reskilling-program-helps-keep-top-employees">reskilling</a>, convincing men to go into fields historically viewed as being for women, getting employers to be more realistic about r<a target="_blank" href="https://www.businessinsider.com/college-degree-good-job-market-skill-based-hiring-employers-2024-2">equiring college degrees</a>.Let's toss another possible explanation into the mix: the unemployment-insurance system. The way firings are handled might actually affect whether guys get hired in the first place.First, some basics. When a worker is laid off or fired, they're generally eligible for <a target="_blank" href="https://www.businessinsider.com/how-to-file-for-unemployment-benefits-2020-3">unemployment insurance</a>, a program designed to help people stay afloat financially while they look for their next gig. After applying and being approved, which can be a pain, unemployed workers collect a check each week. The checks don't replace all their wages; the amount is generally less than half of what they were making before. It's something to tide them over so they can pay their bills, keep food on the table, etc., and that's good for the economy because it's a drag on everything when people suddenly can't do those things.It's a straightforward enough idea, but the way we pay for UI is pretty wonky. Every business pays a tax into the pool of money that goes to paying unemployment insurance; the tax bill is footed by the employer, not the employee, <a target="_blank" href="https://www.businessinsider.com/personal-finance/is-social-security-taxable">unlike Social Security</a>, which gets paid for by both. (Employers pay a certain percentage into UI on every paycheck, and those with more employees wind up kicking more in. It's sort of like the employer's part of Social Security.) But instead of it being a flat tax (the business kicks in X percentage each month) the rate can go up through a system called "experience rating." The experience in question is how much the employer has laid off workers in the past: More layoffs mean a higher tax rate. The thinking is that the more workers the company has let go, the more it's pushed people to <a target="_blank" href="https://www.businessinsider.com/unemployment-benefits-being-taxed-as-income-creates-new-woes-2021-1">draw on the UI system</a>, so therefore it should pay more in unemployment taxes. The idea behind this is understandable (though most <a target="_blank" href="https://www.businessinsider.com/next-recession-forecast-unemployment-insurance-has-many-problems-2022-10">countries don't do UI this way</a>). If you want to discourage businesses from firing people willy-nilly, you penalize those that do. But in practice it's had some unintended consequences. A <a target="_blank" href="https://aibm.org/policy/fix-unemployment-insurance-to-help-young-men-into-work/">new paper</a> from Matt Darling, a senior employment-policy analyst at the Niskanen Center, a center-right think tank, argues that the experience-rating system has made some employers reluctant to hire workers they're worried won't work out — and that young men, in particular, are the ones being harmed."If you are going to get taxed for any employees that get laid off, you're going to be a lot more hesitant about hiring," Darling told me. "It isn't the sole driver, but I think it's an important one."The experience-rating system wasn't nationwide until the federal government in the mid-1980s mandated that states adopt the program. Darling looked at what happened when it was forced on the state of Washington, which held out on implementing the program until 1985. He compared it with Oregon, which already had an experience rating in place. The states' unemployment rates for young, entry-level workers moved in sync before Washington's experience rating was in place. When it was implemented, workers in Washington started to see higher unemployment. Darling found that after the experience rating was introduced in Washington, the unemployment rate for workers 15 to 25 — basically entry-level workers — increased by 2.5 percentage points. The effect was driven almost entirely by young men: Unemployment went up by 2.7 percentage points for young men but by only 0.1 percentage points for young women."It does sort of tie into a lot of things that people have been thinking about," Darling said. "Why is the male employment rate declining in general?"The prospect of higher unemployment taxes can <a target="_blank" href="https://www.niskanencenter.org/creating-a-more-dynamic-unemployment-insurance-system-the-case-for-eliminating-experience-rating/">prompt employers to</a> steer clear of people they perceive as riskier workers or opt to hire contractors. In more-nefarious situations, they might try to discourage workers from applying for unemployment or make their <a target="_blank" href="https://www.businessinsider.com/bosses-quiet-firing-staff-avoid-public-backlash-layoffs-2024-2">employees so miserable that they quit</a> and therefore aren't eligible for UI benefits. So why would <a target="_blank" href="https://www.businessinsider.com/young-men-working-less-no-college-degree-student-loan-debt-2024-5">young men bear the brunt</a> of this?Men tend to outnumber women in economically vulnerable industries, such as manufacturing and <a target="_blank" href="https://www.businessinsider.com/labor-shortage-why-dont-more-women-work-construction-sexism-iwpr-2021-11">construction</a>. In recessions, those sectors are often hardest hit, meaning their jobs are among the first to go. (The pandemic recession was the exception.) Businesses in those sectors may also be extra sensitive to their experience ratings; they don't want to add even more to their taxes.Employers might also see young men as riskier to bring on board. Fairly or unfairly, there's a stereotype that young men are more volatile, more immature, and less responsible than their female counterparts. Darling notes that men <a target="_blank" href="https://www.businessinsider.com/men-without-college-degrees-unemployment-social-status-marriage-pay-2022-12">drop out of college</a> at higher rates than women and argues that the same behavioral differences that drive that trend could also mean businesses see them as a higher layoff risk.There are <a target="_blank" href="https://www.businessinsider.com/heres-whats-next-for-unemployment-insurance-in-the-us-2020-5">some ideas out there</a> about <a target="_blank" href="https://www.businessinsider.com/unemployment-benefits-system-broken-pandemic-congress-2021-9">policy solutions </a>to <a target="_blank" href="https://www.businessinsider.com/covid-era-unemployment-benefits-cuts-will-lower-us-incomes-by-145-billion-2021-9">fix the experience rating and UI</a>. Darling's preference is to ax the experience rating and just pick a simple tax rate.Implementing any of these solutions would be complicated, as there's rarely much political will to act on unemployment insurance. People realize how screwed up the system is when times are bad (see: the Great Recession, the pandemic), but once things get back to normal, everyone sort of forgets. Whatever appetite for action there might have been in Congress dies out — there's no real constituency of people who consider themselves the "unemployed worker." Lawmakers on Capitol Hill and in state legislatures do not love talking about taxes unless they're cutting them.As for why so many <a target="_blank" href="https://www.businessinsider.com/young-men-work-less-financially-independent-salary-marriageability-2023-6">young men aren't working</a>, it's a doozy. There's no quick fix for recessions or incarceration rates or pay or any of the many other factors driving the shift. But maybe a step in the right direction here is to at least talk about it. The blame seems to always fall on the (perceived) fickle and selfish nature of millennials and Gen Z, thought to be self-centered and loyal only to themselves.And that's how it would appear — if you hadn't been in the corporate world for decades prior and saw firsthand how the initial social contract that created loyalty was broken by the employers, not employees.<h2 id="d237e5df-7afc-4864-90de-58adb453c132">I got an early impression of what company loyalty was supposed to be</h2>After college graduation at age 22, I got my first job at an advertising agency. At the orientation, sitting with mostly entry- or low-level employees, an HR rep went over a lot of confusing information — stuff about common stock, benefits, and a pension plan.I thought to myself, "Well, I'm going to work here forever and I'll just figure it out later and retire at 65, maybe before that!"After all, this was what I'd been told by my grandfather right before I left for college. He'd retired after working at the same bank branch for 45 years, working his way from sweeping the floors to branch president.I'll always remember his words that day at the kitchen table: "In my day, when you got a job, you did that job, whether it's what you wanted or not, until you retired. And you didn't worry about jumping around for money; if you took care of the company, they'd take care of you and your family."He told me that his pension and healthcare were what kept him comfortable and allowed him to pay considerable medical bills for my grandmother.<h2 id="7e6d1a16-7cac-4561-8b72-469cdc729966">Then I watched my company's loyalty perks dry up</h2>About three years into my tenure at that job, a memo informed us that the company was discontinuing its pension program; we could either be paid out or migrate the balance into a 401(k), the new retirement provision for employees.My colleagues were outraged. There was suddenly talk of "bailing out" by people older than me, but I didn't really get it at the time.A year later, they announced an IPO and that all common stock would be liquidated and paid out at about $5 per share. The IPO price was $25."This used to be a great place to work," was all I kept hearing, though I don't ever recall anything significant that made that company such a great place to spend your career — except for the generous pension and common stock benefit, that is. These were the things that the company used to do to reward loyalty and make you want to stay, and they were gone.I eventually left, as did many mid- and upper-level employees. I'd realized that since my former company wasn't going to take care of me, I had to do for myself what I could to work towards security and retirement in my future.<h2 id="c7eec31a-181f-4ff2-bc2b-79cee8fc5d91">The older I get, the more I understand what's been broken</h2>A few years later, I was working at a renowned global advertising agency and found myself in an all-hands client crisis meeting for a Fortune 500 company that was discontinuing its pension program.My manager explained the magnitude of the situation: People had essentially sought employment at this tech company, perceived as a dinosaur among the dot.coms, specifically for the long-term security it offered.Worse, many employees who had been there for many years were not "grandfathered" into keeping their pensions, forced to migrate to a 401(k). A unique benefit used as a powerful recruitment and retention tool had been erased.It took me a while to see the gravity of that moment. Now, as I start to think toward retirement at age 52, I really get it. I have an uncle who'd worked for this same tech company who retired with his pension at a decent age and now spends his summers on his boat teaching sailing near Nantucket and his winters working ski patrol in Vermont.He gave them 40+ years of his life, and in return they took great care of him. It seems like those days are gone now — or only reserved for the fabulously wealthy.As I've gotten older, I'm sometimes jealous of friends who took jobs in public education or government. They haven't lived lavishly over the years, but with 30 years' experience can retire at full salary in perpetuity and sleep comfortably without the plague of questions like Will my 401(k) be enough to retire at 60? 70? Will the government move retirement from 65 to 70 and I'll have to work for nearly 20 more years?I also wonder how much I may have missed along the way because I've had to be so focused on my future, instead of the present.<h2 id="ed4e0482-fed0-490e-9dd0-a288e4938697">The broken loyalty contract between employers and workers can be repaired</h2>Is loyalty a dated and dead concept? My answer, despite what I've seen, is an emphatic "No." In fact, the shift in values from Gen-X to millennials and Gen-Z creates a great opportunity to ignite loyalty.It'll require companies to understand that there's a massive misalignment between what companies think will create loyalty versus what makes employees feel like they work for a great company and want to stay.Though some startups and next-gen businesses are exceptions, most companies still focus on very linear, financially-based hooks for loyalty: salary, 401(k) match, stock options; maybe work-from-home flexibility.But as a marketer who has conducted years of research and cultural reconnaissance on Gen Z, millennials, Gen X, and baby boomers, I know that what seems to <a target="_blank" href="https://www.mediaculture.com/insights/millennial-values-media-habits">most drive young people</a> today is the freedom to pursue their passions. They care less about money and are financially driven as a means to an end, pursuing things like side hustles, immersive travel to unusual places, music festivals, costly fitness classes, and mental health investments like therapy and life coaches.That's why I've strongly encouraged the companies I work with to create sabbatical programs, such as five years of service matched with three months of paid leave to travel or pursue personal interests (with parameters that keep them from quitting on their first day back); to establish corporate partnerships that help employees pursue physical and mental wellness; and to create programs where employees are <a target="_blank" href="https://www.businessinsider.com/google-20-percent-time-invest-career-dorie-clark-2021-9">permitted and encouraged</a> to dedicate a percentage of their paid time pursuing passions or work for non-profits.A company that matches this demand with benefits, rather than just higher salary, can win loyalty.Steven Piluso is a marketing operations and strategy consultant and a proud husband and father to two young children.

The suspect was able to flee the scene unharmed but, thanks to details from an eyewitness, was identified and detained by law enforcement shortly after the incident.On July 14, Trump faced a closer call when he was <a target="_blank" class="" href="https://www.businessinsider.com/donald-trump-butler-pennsylvania-rally-secret-service-2024-7">wounded during a campaign rally</a> after a suspect perched upon a rooftop overlooking the event fired his rifle into the crowd. A rally attendee was killed, and <a target="_blank" class="" href="https://www.businessinsider.com/trump-pennsylvania-rally-shooting-deaths-2024-7">two others were injured</a> in the shooting. <a target="_blank" href="https://www.businessinsider.com/who-was-thomas-matthew-crooks-the-trump-rally-shooter-2024-7">A Secret Service sniper killed the suspect</a> in the July incident.Kenneth Valentine, a former Secret Service Special Agent in Charge who served under three presidents, told Business Insider that security around the former president was ratcheted up after the July incident, and the <a target="_blank" class="" href="https://www.businessinsider.com/secret-service-scrutiny-shooting-donald-trump-pennsylvania-rally-2024-7">Secret Service faced intense scrutiny</a> for failing to prevent the shooting. He said agents should have been on high alert, making Sunday's near-miss far too close for comfort."Did we not have time, or did we not have the assets and resources to sweep that wood line and post it with a police officer ahead of time?" Valentine said. "It seems to me like that would have been great business to do."<h2 id="ba0533fe-c6b9-48f7-857a-0616a5af5d15">Still doing Treasury business</h2>Valentine — as well as Jeffrey James, who spent 22 years in the Secret Service — told BI the agency has been struggling with staffing levels and adequate resources since it was rolled up under the Department of Homeland Security in 2003.The agency, founded in 1865, had previously been under the purview of the Department of the Treasury with a mission to combat counterfeiting. Though the Secret Service no longer reports to Treasury officials, its agents have maintained investigative assignments related to credit card fraud and cybercrime."I believe the Secret Service should give up all of that and just be the executive protection arm of DHS," James said. "If I was making decisions, I would push them to eliminate all their investigations, aside from investigating threats toward people under Secret Service protection."Instead, both Valentine and James said they believed the agents are stretched too thin, forced to work absurd amounts of overtime, and said there's an incredibly high rate of attrition in the field that the Secret Service can't keep up with. "We never hit a time in my career where we were fully staffed," James said. "We were always in a deficit because you're always playing from behind."In his experience, many agents left the Secret Service before their retirement, James said — a natural occurrence in any field if people decide the gig is not for them — "but we were such a small agency that it really became a detriment.""I will tell you we had people driving the <a target="_blank" class="" href="https://www.businessinsider.com/president-car-limousine-photos-the-beast-2024-2">president's limousine</a> for enough hours in a day that if they drove a truck for <a target="_blank" class="" href="https://www.businessinsider.com/walmart-exec-surprising-reason-low-income-shoppers-pay-for-plus-2024-9">Walmart</a>, they would be told to park the truck and not drive anymore," James said, adding that agents were on the road for so long it was no longer safe for them or their passengers.<h2 id="42735993-3767-428f-8a3b-230f5dc61ca5">Word from the top</h2>Valentine said that if you hear the top brass tell it, they'll talk about how the agency has been hiring at a rate exceeding all previous combined years."And it's like, well, yeah, that's true, but tell me about your attrition," Valentine said.Officers work long hours, including weekends and holidays, and forego personal time to take on the Sisyphean task of risking their lives to protect the country's highest-profile people. Salaries start at under $70,000 annually, according to a 2021 <a target="_blank" href="https://www.secretservice.gov/sites/default/files/reports/2021-09/UD%202021%20Salary%20Schedule.pdf">pay scale.</a> When reached for comment, a representative for the Secret Service directed Business Insider to comments made by Acting Secret Service Director Ronald Rowe during a press conference on Monday following the second <a target="_blank" class="" href="https://www.businessinsider.com/timeline-donald-trump-rally-shooting-pennsylvania-2024-7">security incident involving Trump</a>. In his remarks, Rowe indicated the Secret Service's leadership is aware of burnout among its agents."We have immediate needs. We have future needs, too," Rowe said, referring to counter-sniper training that the agency is petitioning Congress to approve. "We also have the need to make sure that we're getting the personnel that we have, and that requires us to be able to have the funding to be able to hire more people."Rowe added: "You can't just give me money and say, 'Hey, we're going to make sure that everybody gets overtime.'
