The central government had deputed a team of independent experts to investigate the incidents. According to a CNBC-TV18 <a href="https://www.cnbctv18.com/auto/40-electric-scooters-of-jitendra-ev-catch-fire-in-transport-container-in-nashik-13117622.htm">report</a>, 40 electric scooters from Jitendra Electric Vehicles, a part of the Shah Group were being transported from the Jitendra EV factory in Nashik to Bengaluru when a fire was reported in the upper segment of the container on April 9. "An unfortunate incident took place on 9th April near our factory gate in a scooter transport container. The situation was immediately brought under control by timely intervention from our team," the company told CNBC-TV18 in a statement. “Safety being of prime importance, we are investigating the root cause and we will come up with the findings in coming days,” the company added. The fire has added to the safety concerns as there have been multiple reports of electric scooters catching fire over the past few weeks. This could very well hamper the popularity of electric vehicles in the country and end up slowing down the rollout. Honeywell claims innovative solution to address EV battery fires

Bhavish Aggarwal-run Ola Electric sold 3,421 EV two-wheelers in August, a drop from 3,862 units the company sold in July, indicating that it still needs to bring its strategy back on track. Around 32 percent of respondents are not convinced about the safety and performance of electric scooters in August while in March this year, the number stood at 17 per cent - as more than two dozen electric two-wheelers caught fire in March and April, according to community social media platform LocalCircles. But a slew of safety concerns have followed the company's rapid proliferation across the country. Bird wants to get ahead of those concerns. The company announced Tuesday that it was rolling out the Helmet Selfie product to encourage riders to start wearing helmets. Here's how the initiative works: At the end of a scooter ride, users are asked to take a selfie. The new add-on allows the app to register whether the rider is wearing a helmet, and if so, award them incentives like future ride credits. The company said the new initiative was intended to address some of the safety concerns raised by partner cities and safety experts. Scooter companies have come under fire over the past two years due to safety concerns as scooters take over city sidewalks and streets. San Francisco placed a temporary ban on all scooter-rental companies last year, before <a href="https://www.businessinsider.com/electric-scooters-return-to-san-francisco-after-a-citywide-ban-2018-10">lifting it</a> to allow a restricted number of scooter-rental companies to enter the city. The company said that program had done little to meaningfully improve the number of helmet-wearing riders, citing an Austin Public Health study, with the Center for Disease and Control, that found only one helmet user among 190 injured scooter riders in Austin. Unlike many bike-sharing programs, the scooters don't need to be attached to a special dock, so riders can just hop off and walk away.The bill was introduced by Republican California Assemblyman Heath Flora, who represents the area near Modesto, California, which is about 90 miles away from San Francisco. None of the three scooter companies operate in Fora's district.Dylan Gray, Flora's chief of staff, told Business Insider that Bird - one of the companies with scooters in the city - approached Flora's office about possible regulation. He added that the bill is simply putting electric scooters in the same category as electric bikes, which only require riders under 18 to wear a helmet, and was genuinely confused <a href="http://www.businessinsider.com/san-francisco-electric-scooters-vandalized-pooped-on-2018-4">with the backlash</a> from San Francisco officials. "From our standpoint, instead of having a patchwork of local governments trying to figure out how to legally classify these things, the bill just creates this baseline framework so no matter where you're at in California, these scooters will be classified for legal reasons under the same category," Gray said. "From that baseline, local governments can write their ordinances about them."For example, Gray said, in populated areas like San Francisco, local officials could pass a law that would prevent scooters from being ridden on sidewalks. But in less crowded areas of the state, Gray said, it might make sense to allow that.In this way, the bill "empowers cities and municipalities in California to pass whatever rules are best for their communities including where to ride an e-scooter," Kenneth Baer, a spokesman for Bird told Business Insider in a statement via email. "The intent of the pending California legislation for e-scooters is to bring e-scooters into parity with e-bikes," Baer said. "... If there are language improvements to make it clear that cities should be able to set ridership rules, then we are open to that."Bird has been particularly vocal in it's opposition to what the company sees as stifling local regulation. It launched without informing leaders in Santa Monica and was served with a <a href="http://www.businessinsider.com/bird-dockless-electric-scooter-startup-raises-15m-us-expansion-2018-2">criminal complaint</a> after failing to obtain a permit. <ul><li>Union Road Transport and Highways Ministry has found safety system flaws in batteries of <keyword id="929646" type="General" weightage="20" keywordseo="electric-two-wheelers" source="Orion">electric two-wheelers</keyword>.</li><li>The probe revealed that low-grade materials were used to cut the costs.</li><li>Now, a new BIS standard called ‘IS 17855: 2022’ has been designed for battery packs of electrically-propelled road vehicles.</li></ul>As fires in electric vehicles (EVs) continue unabated in the country, an expert committee set up by the Union Road Transport and Highways Ministry has found safety system flaws in batteries of electric two-wheelers. The electric two-wheeler manufacturers took shortcuts in order to bump up the production and meet the growing demand rather than looking into ensuring safety for the riders. The expert panel, which has already shared safety recommendations with the EV manufacturers to fix bigger issues, is set to make its findings public anytime soon, according to sources. The development was first reported by The Economic Times. Union Road Transport and Highways Minister Nitin Gadkari in April had warned EV makers that if any company is found negligent in their processes, "a heavy penalty will be imposed and a recall of all defective vehicles will also be ordered". "We have constituted an Expert Committee to inquire into these incidents and make recommendations on remedial steps. Based on the reports, we will issue necessary orders on the defaulting companies," he had said. The expert committee has found that the EV manufacturers offered no mechanism to identify overheating of cells and isolate failed battery cells. The Defence Research and Development Organisation (DRDO), which was earlier tasked with investigating electric two-wheeler fire incidents by the Road Transport and Highways Ministry, also found serious defects in the EV two-wheeler batteries. These defects occurred because the electric two-wheeler manufacturers like Okinawa Autotech, Pure EV, Jitendra Electric Vehicles, Ola Electric and Boom Motors may have used "lower-grade materials to cut costs", the DRDO probe had revealed. The Bureau of Indian Standards (BIS) has now issued new performance standards for lithium-ion batteries to safeguard the consumers amid the rising EV fire episodes in the country. The BIS, which comes under the Union Consumer Affairs Ministry, published the "performance standards for electronic vehicle batteries" in a bid to keep a strict control over the manufacturing of EV batteries. The new BIS standard called "IS 17855: 2022" has been designed for lithium-ion traction battery packs and systems of electrically-propelled road vehicles. Electric two-wheeler manufacturer <keyword id="143042" type="General" weightage="100" keywordseo="okinawa" source="Orion">Okinawa</keyword> had recalled 3,215 units of its 'Praise Pro' scooters on April 16, just before the dealership was engulfed in flames in Tamil Nadu The EV maker was yet to make a statement on the latest EV fire at its dealership. No casualties were reported and the fire was put out with the help of locals but the entire showroom was gutted. This was the sixth EV fire incident since the onset of summer this year. While recalling 'Praise Pro' e-scooters, Okinawa Autotech had said that this voluntary campaign is "in the wake of the recent thermal incident and in line with the company's long-standing commitment to customer safety". According to the company, the recall has been initiated to fix "any issue" related to batteries. "The batteries will be checked for loose connectors or any damage and be repaired free of charge at any of the Okinawa authorised dealerships pan India," the company said. On March 26, a father-daughter duo died due to a blast in the battery of their <keyword id="6080167" type="General" weightage="80" keywordseo="okinawa-scooter" source="Orion">Okinawa scooter</keyword> which was being charged at their home. In an attempt to get a handle on the issue, Consumer Reports (CR) on Wednesday published an investigation into scooter accident numbers across the US.As no national data on scooter crashes currently exists, CR sent requests for information off to medical facilities. 60 facilities responded, of which 23 were able to provide information. They reported treating 1,545 patients for scooter-related injuries over the past year.The other 37 were unable to provide CR with information either because they don't track scooter injuries, lack the capability to do so, or they had no reports of injuries on file.Due to the amount of missing data, the number of e-scooter accidents is bound to be higher. "That's the one thing we've been able to show over and over again is that all of our datasets are incomplete," an Austin-based doctor told CR. His own staff counted e-scooter 53 injuries in Austin since last May. Police said he was riding a Lime scooter the wrong way down a busy street when he collided with an Uber driver. According to CR, there have been four confirmed fatalities related to e-scooters.CR admitted that the scope of its investigation was limited, as it was unable to measure the rate of accidents without a measure of average trip lengths.It referred to <a href="https://www.sec.gov/Archives/edgar/data/1326801/000132680118000022/facebook2018definitiveprox.htm">a recent study by Portland's Bureau of Transportation</a>, which found the e-scooter injury rate to be 2.2 accidents per 10,000 miles - much higher than the national average for motorbikes (0.05 per 10,000 miles) and cars (0.1 per 10,000).
