Lok Sabha Elections 2019: polling date for Punjab

The <keyword id="65281" type="General" weightage="20" keywordseo="Election-Commission-of-India" source="Orion">Election Commission of India</keyword> on Monday changed the February 14 date of polling in <keyword id="6354953" type="General" weightage="80" keywordseo="punjab" source="Orion">Punjab</keyword> to February 20 after request from the political parties due to <keyword id="12971189" type="General" weightage="20" keywordseo="Sri-Guru-Ravidas-Jayanti" source="Orion">Sri Guru Ravidas Jayanti</keyword>. After a detailed meeting on the rescheduling of the poll date, the Commission changed the poll schedule as announced by it on January 8. According to the new schedule for Punjab assembly polls, now the date of notification will be January 25 (Tuesday), 2022, last date of nomination will be January 22, 2022 (Tuesday), date of scrutiny - February 2, 2022 (Wednesday), date of withdrawal would be February 4 (Friday) and date of polling will be February 20, 2022 (Sunday). Counting of Votes will be taken up on March 10, 2022 (Thursday). The Election Commission received several representations from State Government, Political Parties and other organizations drawing attention regarding movement of a large number of devotees from Punjab to Varanasi for participation in Sri Guru Ravidas Ji Jayanti celebrations, which is observed on February 16, 2022, the EC said in a statement. It was brought to the notice of the Commission that a large number of devotees start moving for Varanasi around a week before the day of celebration and keeping the poll day on February 14, 2022 will deprive a large number of electors from voting. In view of this, they had requested to shift the poll date a few days after February 16, 2022, the EC officials said. "Commission has also taken inputs from State Government and Chief Electoral Officer of Punjab in this regard and after considering these new facts emerging out of these representations, inputs from the State Government and Chief Electoral Officer, past precedence and all facts and circumstances in the matter, now Commission has d<keyword id="65910" type="General" weightage="20" keywordseo="ECI" source="Orion">eci</keyword>ded to reschedule the General Elections to Legislative Assembly of Punjab," the ECI said in a statement. Earlier, the ruling Congress party, the BJP and the Aam Aadmi Party had requested the Commission to defer the polling on February 14 as it is close to the Sri Guru Ravidas Jayanti on February 16. Submitting a written request by the Congress Party on January 13, it said that over 20 lakh of Schedule Caste voters go to the religious visit to the places related to Sant Ravidas ji. The Party further said that a sizable number of SC voters visit Varanasi from February 10 to 16 every year, therefore, the scheduled date for the poll in Punjab should be postponed till Ravidas Jayanti. Later the BJP and Aam Aadmi party also made a similar request to the EC, reiterating the same reason stating that many of the voters will either miss their religious trip or skip voting on February 14. Election Commission postpones polling day in Punjab to February 20

Punjab state has 13 parliamentary constituencies in total for the different political parties in the country to share among themselves. The scenario in the state is not favorable to any single party to come out with majority number of seats. The Election Commission has declared that Punjab will go for polling in a single phase for all its constituencies with the date of polling scheduled on May 29, 2019. The question how many seats each contesting party will get in the state for the Lok Sabha will be solved on May 23 when the results will be announced after a country-wide counting of votes. NEW DELHI: The <keyword id="40807" type="ORGANIZATION" weightage="40" keywordseo="Election-Commission">Election Commission</keyword> on Wednesday sounded the poll bugle, announcing a nine-phase election to the <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> and state assemblies of <keyword id="37102" type="COMPANY" weightage="40" keywordseo="Andhra-Pradesh">Andhra Pradesh</keyword>, Odisha and <keyword id="48118" type="CITY" weightage="40" keywordseo="Sikkim">Sikkim</keyword> between April 7 and May 12. With polling to be stretched over nine rounds lasting 34 days, as against five phases spread over 28 days in 2009, this general election will be the most protracted so far. 
 <keyword id="50926" type="POSITION" weightage="40" keywordseo="Chief-election-commissioner">Chief election commissioner</keyword> V S Sampath, who was flanked by election commissioners H S <keyword id="153539" type="PERSON" weightage="60" keywordseo="Brahma">Brahma</keyword> and S N A Zaidi at the EC press conference here to announce the poll schedule, said polling would be conducted on April 7, 9, 10, 12, 17, 24 and 30 and May 7 and 12. Andhra Pradesh will have simultaneous Lok Sabha and assembly elections in two phases on April 30 and May 7, Odisha in two phases on April 10 and 17, while Sikkim will have a single day poll on April 12.

Counting for both Lok Sabha and assembly polls has been scheduled for May 16. This will give the parties almost a fortnight for government formation, as the term of the current Lok Sabha expires only on May 31. 
 
"The model code has come into immediate effect with announcement of the dates," declared Sampath. 
 Among the states, UP and <keyword id="30033" type="COMPANY" weightage="40" keywordseo="Bihar">Bihar</keyword> will vote over six phases; <keyword id="6357783" type="CITY" weightage="40" keywordseo="West-Bengal">West Bengal</keyword> and Jammu &amp; Kashmir over five phases; <keyword id="6354915" type="CITY" weightage="40" keywordseo="Assam">Assam</keyword>, <keyword id="43945" type="COMPANY" weightage="40" keywordseo="Chhattisgarh">Chhattisgarh</keyword>, <keyword id="6360371" type="COMPANY" weightage="40" keywordseo="Jharkhand">Jharkhand</keyword>, <keyword id="6355554" type="COMPANY" weightage="40" keywordseo="Madhya-Pradesh">Madhya Pradesh</keyword> and Maharashtra over three phases; and Andhra Pradesh, Manipur, Odisha, Rajasthan and Tripura over two phases. There will be a single-day poll in Gujarat, Haryana, Punjab, <keyword id="6358126" type="CITY" weightage="40" keywordseo="Himachal-Pradesh">Himachal Pradesh</keyword>, Karnataka, Kerala, <keyword id="20154" type="ORGANIZATION" weightage="40" keywordseo="tamil-nadu">Tamil Nadu</keyword>, Uttarkhand and Goa, a majority of north-eastern states and Union territories including Delhi. 
 Accepting the Union home ministry's suggestion to hold polls to Naxal-hit and disturbance-prone areas of northeast in the first phase, the EC has scheduled polling in 13 Lok Sabha constituencies across Assam, Tripura, Mizoram, <keyword id="50015" type="COMPANY" weightage="40" keywordseo="nagaland">Nagaland</keyword> and Odisha in the initial two phases on April 7 and 9, followed by voting across Naxal-hit areas of Chhattisgarh, Jharkhand, Bihar and Maharashtra and Odisha over the next two phases on April 10 and 12. 
 
An 81.4 crore-strong electorate will elect the 16th Lok Sabha by voting across 9.3 lakh polling stations in the country. This is in contrast with 71.6 crore electorate and 8.3 lakh polling stations in the last Lok Sabha poll. Around 1.15 lakh Central paramilitary personnel will be deployed for poll duty. 
 Sampath said while the electoral rolls had been updated with January 1, 2014, as the reference date and published across all the states, the voters could enrol themselves up to the date of notification of poll. In fact, the EC will be holding special camps on March 9 across all the 9.3 lakh polling stations to enable eligible voters to verify their names in the electoral rolls and apply for registration if not enrolled already. The <keyword id="295526" type="POSITION" weightage="40" keywordseo="booth-level-officer">booth level officer</keyword> will be present at these camps to facilitate the voter to fill up Form 6 for enrolment. "We assure the voters that these applications will be disposed well in time to enable them to vote in the coming poll," said the CEC. 
 These polls are expected to be one of the most fiercely contested, with the BJP looking to wrest power from the <keyword id="26374" type="ORGANIZATION" weightage="40" keywordseo="UPA-government">UPA government</keyword> beleaguered with strong anti-incumbency. The EC on Wednesday appealed to all political parties and candidates to "uphold the peerless democratic traditions by maintaining high standards of political discourse and fair play in the course of their election campaigns". "We appeal to the leaders of all political parties, especially their star campaigners, to refrain from using language that is against decorum and decency," said <keyword id="6358437" type="POSITION" weightage="40" keywordseo="Election-Commissioner">election commissioner</keyword> Brahma.

The <keyword id="65281" type="ORGANIZATION" weightage="20" keywordseo="Election-Commission-of-India">Election Commission of India</keyword> announced on March 10 (Sunday) that the polling will be held in seven phases from April 11 to May 19. The results will be counted on May 23. In a first for the country, voting for the four state legislatures, as well as bypolls, will be held alongside with the election for the Parliament. Prime Minister Narendra Modi has been pushing for simultaneous elections for both state and central legislatures, but the proposal has faced severe political opposition. Nearly 900 million voters are expected to turn out this year, compared to 814.5 million in 2014. The number of polling stations will be increased from 900,000 in 2014 to 1 million this year. 16 million new voters will be between the age of 18 and 19, compared to 23.1 million in 2014. 1.7 million voter verifiable paper audit trail (VVPAT) machines will be in use after a <a href="https://www.indiatoday.in/elections/story/the-many-claims-of-evm-tampering-in-india-1435638-2019-01-21" data-type="tilCustomLink" target="_blank">series</a> of allegations of foul play in many state polls in the run up to the general elections in 2019. VVPAT is a second line of independent verification via a printer machine, which is attached to electronic voting machines. When a voter presses the button against the party symbol of their choice on the electronic voting machine (EVM), a paper slip is printed through VVPAT. The slip would contain the poll symbol and name of the candidate and allows voters to verify if their vote has gone to the intended candidate. After the voter views the slip, that slip will be dropped inside a sealed box linked to the EVM. "The Model Code of Conduct comes into effect from today itself in the entire country. Voting in India's 2019 elections will run from April 11  to May 19 and the results will be counted on May 23

New Delhi, Candidates in Punjab's Jalandhar can spend Rs 15 for a cup of tea and the same price for a samosa they offer to people during public meetings and campaign trails in the <keyword id="19895394" type="General" weightage="20" keywordseo="lok-sabha" source="keywords">Lok Sabha</keyword> elections. However, those in Madhya Pradesh's Mandla can spend Rs 7 for a cup of tea and another Rs 7.50 for a piece of samosa, considered a staple snack in many parts of the country. With polls to elect the 18th Lok Sabha approaching, district poll panels are fixing the rates for expenses as part of the election expenditure monitoring process. The candidates will have to manage their expenditure within the prescribed limit. These rate cards often become a subject of "meme-fest" on social media about the prices not being in sync with the current inflation level. In most states, including Andhra Pradesh, the expenditure ceiling for a Lok Sabha candidate is set at Rs 95 lakh. However, in Arunachal Pradesh, Goa and Sikkim, the limit is slightly lower at Rs 75 lakh per candidate. Similarly, for Union territories, the expenditure ceiling ranges from Rs 75 lakh to Rs 95 lakh per candidate, depending on the region. In Jalandhar, chole bhature has been capped at Rs 40 while mutton and chicken have been priced at Rs 250 and 500 per kg respectively. Desserts like dhodha (Rs 450 per kg) and ghee pinni (Rs 300 per kg) are also on the menu besides <keyword id="20350738" type="General" weightage="20" keywordseo="lassi" source="keywords">lassi</keyword> and nimbu pani priced at Rs 20 and 15 per glass respectively. The cost of tea is low at Rs 5 in the rate card of Balaghat in Madhya Pradesh but the samosa is priced higher at Rs 10. The Balaghat rate card also has idli, <keyword id="21122493" type="General" weightage="20" keywordseo="sambhar-vada" source="keywords">sambhar vada</keyword> and poha-jalebi priced at Rs 20 while the cost for dosa and upma has been fixed at Rs 30. In Thoubal district of violence-hit Manipur, tea, samosa, kachori, khajur (dates) and gaja (dessert) have been priced at Rs 10 each. Candidates in the northeastern state's Tengnoupal district, will have to stick to Rs 5 for black tea and Rs 10 for milk tea. The list has a wider spread of non-vegetarian items with duck and pork priced at Rs 300 and Rs 400 per kg respectively. Chicken (broiler) and fish like rohu, mrigal and sareng, are also on the list. In Chennai, the price of tea has been raised from Rs 10 to Rs 15 and coffee from Rs 15 to Rs 20, while the rate of chicken biryani has been reduced from Rs 180 to Rs 150 per packet compared to 2019. In the expenditure card for <keyword id="20035063" type="General" weightage="20" keywordseo="gautam-buddha-nagar" source="keywords">Gautam Buddha Nagar</keyword> (Noida/Greater Noida), vegetarian thali comes for Rs 100, a samosa or a cup of tea for Rs 10, kachori for Rs 15, a sandwich for Rs 25, and a kilogram of jalebi for Rs 90 per kg. <keyword id="20009826" type="General" weightage="20" keywordseo="north-goa" source="keywords">North Goa</keyword> candidates can have batata vada on menu at a cost of Rs 15, same as that for a samosa. The tea has been capped at Rs 15 while coffee can cost Rs 20. The rate card for Haryana's Jind offers the candidates to hire a tandoor for Rs 300 and features delicacies like dal makhni and mix veg for Rs 130 while matar paneer has been priced at 160. Breads like butter nan, <keyword id="19994516" type="General" weightage="20" keywordseo="missi-roti" source="keywords">missi roti</keyword> and plain roti are also on the platter besides desserts including <keyword id="21122494" type="General" weightage="20" keywordseo="kaju-katli" source="keywords">kaju katli</keyword> and gulab jamun. While parties and candidates often offer workers and voters liquor, none of the rate cards mention alcohol. Other heads which find mention in the rate cards range from expensive infrastructure, such as helipads, luxury vehicles, and farmhouses, to miscellaneous items like flowers, cooler, tower ACs and sofa. The rate cards have also prescribed the ceiling on rates for hiring of different vehicles for campaigning right from a Tata Safari or Scorpio to a Honda City or Ciaz or a bus to ferry to public to rally grounds. Rates have also been set for rose garlands, marigold garlands and bouquet by some poll panels while some have included heads like party merchandise including caps and flags. The rate cards also have an list of permissible rates for hiring venues and accommodation. The expenditure includes the spend for public meetings, rallies, advertisements, hoardings, pamphlets, flexis, campaign material and all other election-related work. At present, there is a ceiling on campaigning funds for individual candidates in the electoral fray but no cap on the money political parties can spend for electioneering. According to the revised guidelines issued by the ECI, the maximum permissible expenditure for campaigning in a Lok Sabha constituency varies across different states and Union territories. Section 77 (1) of the Representation of the People Act, 1951 says candidates are expected to keep an account of expenditure incurred on the elections from the "date on which he has been nominated" till the "date of declaration of the result". Polling for the 543 Lok Sabha seats will be held in seven phases, starting with 102 in the first phase on April 19. The votes will be counted on June 4.

Tata Power Tata Power announced that it has taken over the management and operations of Odisha’s power distribution utilities WESCO and SOUTHCO upon completion of the sale process. Soon after the former board president and current <keyword id="46227" type="ORGANIZATION" weightage="20" keywordseo="International-cricket-council">International Cricket Council</keyword> (ICC) <keyword id="6364480" type="POSITION" weightage="20" keywordseo="Chairman">chairman</keyword> N <keyword id="45963" type="PERSON" weightage="20" keywordseo="Srinivasan">Srinivasan</keyword> accused BJP MP and the Board of Control for Cricket in India (BCCI) secretary <keyword id="6364468" type="PERSON" weightage="20" keywordseo="Anurag-Thakur">Anurag Thakur</keyword> for hobnobbing a suspected bookie <keyword id="2825420" type="UNKNOWN" weightage="20" keywordseo="Karan-Gilhotra">Karan Gilhotra</keyword>, the latter took a dig at Srinivasan in a strongly worded letter. 
 
As per a news report by The Economic Times, Thakur said he has known the person — Gilhotra — as he has been active in political and cricketing activities in Punjab and adjacent states but he had no knowledge or any clue about his 'activities as a suspected bookie'. 
"I have earlier been joint secretary of the BCCI under your president-ship and I am now secretary of the BCCI. I only wish you had shared the list of 'unverified suspected bookies' with me and other colleagues so that we could identify such persons and keep away from them," Thakur said in his letter to Srinivasan. Later in the letter, Thakur took a dig at Srinivasan asking him to also share this information "with your family members, whose involvement in betting has been proved." 
 "You may also share this information with your family members whose involvement in betting has been proved," he wrote. A senior <keyword id="161782" type="POSITION" weightage="20" keywordseo="BCCI-official">BCCI official</keyword> said the board is unlikely to act on the advisory given by ICC. The ICC had sent a letter dated April 22 addressed to board president <keyword id="82274" type="PERSON" weightage="20" keywordseo="Jagmohan-Dalmiya">Jagmohan Dalmiya</keyword> informing him about Thakur socialising with Gilhotra just a few days after being elected as the secretary of BCCI. 
 The ICC letter said that its Anti-Corruption and Security Unit (ACSU) had received unverified information back in 2014 that Gilhotra had been trying to come close to players and support staff of <keyword id="6354312" type="CITY" weightage="20" keywordseo="IPL">IPL</keyword> teams. N Srinivasan on his part said that he would respond to Thakur if need be. "If I feel anything about what all Anurag has written, I will personally write a letter to him," Srinivasan was quoted as saying by PTI. 
 
Meanwhile, another BCCI official said that ICC should have sent the letter just as a confidential warning and should not have made it public. As per the ET report, Thakur said that it was curious that the intimation about his having known this 'suspected bookie' was brought to ICC's notice by "your friend Mr <keyword id="1314758" type="UNKNOWN" weightage="20" keywordseo="Neeraj-Gunde">Neeraj Gunde</keyword>", who he claimed operates on Srinivasan's behalf. He also claimed that Gunde has been circulating the details of documents against Srinivasan's critics in the BCCI to the media in Delhi.

 However, Modi and his long-term aide, the former spy Ajit Doval, drove the country's foreign policy, Swaraj deftly redefined her role to stay relevant, and more prominent, in people's minds. India's 'supermom' Sushma Swaraj, the lady who redefined the country's Foreign Ministry, is no more

NEW DELHI: As if the burden of incumbency wasn’t enough, <keyword id="1575" type="ORGANIZATION" weightage="80" keywordseo="Congress">Congress</keyword>'s task in the current <keyword id="6355187" type="ORGANIZATION" weightage="40" keywordseo="Lok-Sabha">Lok Sabha</keyword> polls seems to have been further complicated by what party managers claim is a severe funds crunch, which has put it at a further disadvantage vis-a-vis a resurgent BJP. 
 
A Congress heavyweight told this paper, “Between Congress and BJP, they are getting 90% of the money, we are getting just 10%.” Even if that sounds like a bit of an exaggeration, conversations with Congress candidates and their managers over the past week indicate that the ruling party has, for a change, been vastly outgunned by the BJP, and may actually be running on half-empty. 
 
“I have seen several Lok Sabha and assembly elections, but the financial deficit Congress is facing this time is unprecedented,” says a veteran Congress MP. 
 
Saffron is daubed all over – on billboards, bus stand shelters, kiosks and newspapers – forming the backdrop to the smiling visage of Narendra Modi. When you don’t see him, you hear him on the radio and on your phone. Indeed, rarely has the country seen such an election advertising blitz. 
 In comparison, the Congress appears in bits and patches. <keyword id="5268" type="PERSON" weightage="40" keywordseo="Rahul-Gandhi">Rahul Gandhi</keyword>, with several aam admi and aurat in tow, stands defensively with his hands folded on billboards, which are few and far between. 
 
Party managers in states like Chhattisgarh, Punjab and Maharashtra say the money this time is well below normal. The big donors – industrialists and other sundry moneybags – appear to have divined which way the wind is blowing. And their money is flowing in that direction. 
 While Congress claims the gap is due to big business's proximity to Modi – there are stories of how at least two houses are backing him to the hilt – those familiar with the business of campaign finance say <keyword id="46431" type="CITY" weightage="40" keywordseo="India-Inc">India Inc</keyword> makes a cold-blooded assessment of the prospects of different contenders, more so in this era of coalitions and diverse polity when different parties are at the helm in different states and smaller parties enjoy disproportionate clout in decision-making. So the money is distributed after calculating who needs to be kept happy where. 
 
 
 
Congress’s own success in the UPA years bears testimony to this. The party, which won in 2004 ostensibly because of a backlash against BJP’s ‘India Shining’ pitch – shorthand for pro-business – and zealously pursued its aam aadmi plank, pulled in more funds than the BJP in the last decade. 
 
According to income tax returns filed by the two parties and analyzed by Association for Democratic Reforms (ADR), Congress’ income in 2004-05, the year UPA-1 was formed, was Rs 222 crore against BJP’s Rs 104 crore. Ever since, the ruling party’s coffers have swelled and its total income in the eight years till 2011-12, the latest for which I-T returns are available, was Rs 2,338 crore. During the eight-year period, BJP received Rs 1,303 crore. The big two were followed by CPM with an income of Rs 520 crore and BSP with around Rs 500 crore. 
 
This story seems to have changed. Congress veterans in Uttar Pradesh say flow of funds from the party is down almost 30% this time. The party typically sends one-fourth of the amount by cheque to the candidate’s account. The rest comes in cash; this is mainly directed towards winnable seats. Said a sitting MP from Maharashtra: “The well-off candidates can make do without leaning on the party, but the others are badly hamstrung this time.” 
 
Leading business houses, and sectors that are flush with cash like real estate and mining, are this time almost fully behind the BJP. Half of the 48 Congress-NCP candidates in Maharashtra that TOI spoke to admitted as much. A top builder told this paper, “Most of us are very unhappy with the (Maharashtra) government. In the last three years, hardly any projects have been cleared.” 
 
The paucity of funds is apparent from the delay in their disbursal. In 2009, “official” financial assistance came immediately after the names of candidates were announced. This year, the party candidates in Western UP – which goes to the polls in the first three rounds – have had to wait till the last date of withdrawal before receiving any assistance. 
 
In the December assembly polls, sources said the central leadership gave Rs 60 lakh for most seats in Chhattisgarh and Madhya Pradesh, while Delhi and Rajasthan had Congress governments which took care of the candidates. 
 
Partymen in Chhattisgarh say only two seats are likely to see “extra and special” financial help. There was fond hope that the party would give funds to individual seats at par with what was given in 2009, with a hike based on five years of inflation – Rs 1 crore per seat. Nothing has come yet. The anxiety stems from the fact that Congressmen are up against candidates being supported by three-time chief minister Raman Singh who is flush with funds and has the backing of industrialists. 
 Most leaders in resource-rich Punjab are said to be capable of self-financing yet party money matters in the fight against Akali Dal. A senior leader confessed “it will be like this” – which means that expectations of central <keyword id="6357455" type="EVENT" weightage="40" keywordseo="Funding">funding</keyword> have to be lowered this time. 
 
The most curious case is the financial powerhouse of Maharashtra. Though Congress has been in government in Mumbai for 15 years, a party leader confessed, “Even we are feeling it.” The state has traditionally done without central funding, but this time candidates are having to canvas support personally and even ask resourceful colleagues for help. 
 
In the 2009 Lok Sabha and assembly polls, most Congress nominees had received a healthy financial boost from the party; some figures put it at Rs 50 lakh per candidate. Not this time. 
 
UP Congress leaders say Congress follows a standard system for fund distribution here. Constituencies are graded ‘A’, ‘B’ or ‘C’, depending on the strength of a candidate and the seat’s winnability, ‘A’ being the strongest and ‘C’ the weakest. Funds are then allotted accordingly. 
 
Congressmen say the party has released up to Rs 50 lakh for seats like Ghaziabad and Saharanpur – both ‘A’ grade seats. Bigger electoral fights like Lucknow and Varanasi are expected to attract more funds – up to Rs 3-4 crore. 
 
In all this, Congress leaders say, the worst affected would be states like Tamil Nadu where the party has no hope this election after its failure to find a strong ally. Given the dismal state of affairs, TN candidates are not only low on the central leadership’s list of priorities, they unable to find sponsors even locally. 
 
In Karnataka, it’s different. Several Congress candidates have intensified their campaign minus any financial support from the party. But they aren’t complaining. “Gone are the days when we used to get an assured sum from the party. Now there is an unwritten rule in the party that candidates have to fight elections on their own. We are not sure whether it’s because of a funds crunch or any other reason,” says a party candidate, who is fighting his second successive Lok Sabha polls.
