As part of <keyword id="1929810" type="UNKNOWN" weightage="100" keywordseo="Digital-India">Digital India</keyword> initiative, railways has made <keyword id="6371618" type="UNKNOWN" weightage="100" keywordseo="e-auction">e-auction</keyword> mandatory for scrap auction, even as it made over Rs 3,000 crore from such sales in last fiscal. 
 
"We have switched over to 100% e-auction for sale of scrap. The e-auction has fetched above Rs 3,000 crore revenue in 2014-15," said a senior Railway Ministry official. E-auction has enabled prospective scrap purchasers to bid simultaneously on an all-India basis with digital e-payment facility.

	 
	Before making the e-auction mandatory, a pilot project was commissioned by the Southern Railway to sell scrap via online process. "Some lacunae were found in the e-auction which were addressed before opting for full-fledged e-auction," said the official.

	Railways sells thousands of tonnes of scrap, including about 15,000 wagons, 1,200 coaches, 80 to 100 locomotives, every year through public auction. Earlier practice was to sell scrap in open auction in the presence of concerned officials but the role of the mafia could not be ruled out.

	"After the introduction of e-auction not only the role of the mafia was eliminated but it has also brought complete transparency in the entire scrap trade," said the official.Encouraged by the response, e-auction is now proposed to be used for leasing of parcels and other commercials contracts also.

	Railways has also started paperless settlement of tenders by enlarging the scope of e-procurement. As per the new policy, now any procurement above Rs one lakh will be carried through e-procurement system.

Kolkata, Apr 21 () The West Bengal government onTuesday allowed the tea industry to conduct e-auction amid thelockdown, but in strict adherence to social distancing normsand other guidelines in the wake of the COVID-19pandemic.State Chief Secretary Rajiva Sinha issued an orderallowing the e-auction.The order said that e-auction should be held afterobserving social distancing norms and other guidelines in thewake of the coronavirus spread.The Secretary of Calcutta Tea Traders Association(CTTA), J Kalyansundaram, said, "We welcome the decision.""We had requested the government to allow the conductof e-auction in tea after the lockdown came into effect," hesaid.The last e-auction was held on March 17, he said.The CTTA conducts e-auction in Kolkata.Kalyansundaram said the government's letter has beenforwarded to the sale sub-committee for preparing the futuresales programmes.The government had earlier allowed plucking of tea inthe gardens with 25 per cent of the workforce. dcSBN SBN

West Bengal govt allows e-auction of tea amid lockdown

New Delhi, Jan 3 () State-owned Coal India allocated 16.95 million tonnes (MT) of the dry fuel under special forward e-auction to the power sector in the April-November period of this fiscal, down 22.6 per cent over the year-ago period.
 Coal India (CIL) had allocated 21.91 million tonnes (MT) of coal in the April-November period of 2018-19, according to the latest monthly summary by the coal ministry for the Cabinet.
 However, the coal allocation by the PSU under the scheme increased to 4.05 MT in November, 2019, over 1.53 MT in November 2018, it said.
 The special forward e-auction scheme is aimed at making an earmarked quantity of coal available for supply through e-auction to all power producers.
 All power producers, other than captive power plants already commissioned, are eligible to apply for the special forward e-auction.
 CIL had earlier said that it intends to tentatively offer 10 per cent of its targeted production of 660 MT in 2019-20 through e-auction and out of which 50 per cent of the quantity (33 MT) is planned through special forward e-auction.
 Coal India accounts for over 80 per cent of domestic coal output.
 The state-owned firm had earlier said that it will produce 750 million tonnes of coal in the next financial year.
 The firm will further produce 1 billion tonnes of coal by FY2024, Coal Minister Pralhad Joshi had earlier said. SID DRR

Coal allocation by CIL to power sector under e-auction drops 23 pc in Apr-Nov

New Delhi, Feb 21 () State-owned Coal India Ltd allocated 24.87 million tonnes of dry fuel for the spot electronic auction (e-auction) during April-January, down by 8.19 per cent over the same period of last year. Coal India (CIL) had allocated 27.09 million tonne (MT) of coal in the year-ago period, according to the government data. For January 2020, the coal allocation for the e-auction scheme declined to 3.62 MT from 4.83 MT in the corresponding month of 2019. Coal distribution through e-auction was introduced with a view to providing access to coal for such buyers who are not able to source the fuel through available institutional mechanism. The purpose of e-auction is to provide equal opportunity to all intending buyers for purchasing coal through single window service. Coal India accounts for over 80 per cent of domestic coal output. CIL's coal allocation under spot e-auction scheme had declined 37.7 per cent to 34.34 MT in 2018-19. The government had earlier asked the mining major to fast-track its ambitious one billion tonne production target and achieve the goal by 2023-24. The miner had earlier said it would meet the target by 2025-26. CIL is targetting an output of 660 million tonne in the ongoing fiscal. SID MRMR

Kolkata, Mar 26 () To protect interests of itsconsumers, Coal India Ltd on Thursday said it has relaxedpayment terms and directed the railways to defer loading ofrakes for non-power buyers due to last-mile connectivitydisruption following the nationwide lockdown.The world's largest miner has also directed itssubsidiary companies to extend the date for payment bysuccessful bidders in e-auctions, in case it falls within thelockdown period."CIL is helping its non-power customers overcomelast-mile connectivity issues they are facing due to thenationwide lockout declared to contain the Covid-19 outbreak,"a top Coal India official told .CIL has requested Indian Railways to defer coalloading of rakes for non-power consumers who do not have theirown unloading system inside their plants or have to unloadrakes at other sidings."In the prevailing situation, many non-power consumershave approached CIL requesting deferring of loading of theirallotted rakes," the official said.The situation will be reviewed after the lockdown iswithdrawn, he said.The official said CIL is also changing the time ofvarious e-auction schemes which were scheduled during thelockdown period.The Centre has recently exempted coal and mineralproduction, transportation &amp; activities incidental to miningoperations under the Disaster Management Act and lockdown. Lockdown: CIL relaxes payment terms, reschedule e-auctions

<keyword id="2735606" type="General" weightage="80" keywordseo="vedanta-ltd" source="Orion">Vedanta Ltd</keyword> has won the bid for two coal mines in <keyword id="6357961" type="General" weightage="50" keywordseo="odisha" source="Orion">Odisha</keyword>, which were put up for e-auction by the government for commercial mining purpose on Wednesday. The Anil Agarwal-led conglomerate won the bid for <keyword id="14967983" type="General" weightage="80" keywordseo="ghogharpalli" source="Orion">Ghogharpalli</keyword> and its <keyword id="14988853" type="General" weightage="80" keywordseo="dip-extension" source="Orion">Dip Extension</keyword> mines. Both the coal mines are fully explored and the total geological reserves are 1,288.28 million tonnes. Peak rate capacity (PRC) for both the mines is 20 million tonnes per annum, official sources said. Vedanta bags 2 Odisha coal mines in e-auction

New Delhi, Apr 3() State-owned Coal India has decided to provide smooth fuel supply to power generation companies without any restrictions despite default in payments by the state generation companies (gencos), in view of prevailing coronavirus situation in the country, an official said. "As per contract provisions, gencos are required to make payment for the monthly supplies in three instalments. Despite continuing defaults in payments by the state gencos which are adversely affecting the cash flow of the coal companies and huge accumulation of dues (totalling about Rs 14,000 crore for CIL as a whole), smooth supplies are being ensured without any restrictive measures," the official said.Moreover, Coal India (CIL) has also extended the time limit for payments for release of coal by road."Value paid road delivery orders, both under fuel supply agreements (FSAs) and e-auction Schemes, are released upon payment to be made by the consumers.The schedule for payment are prescribed in the contractual provisions of FSA and e-auction schemes. Failure to make payment as per schedule could result in short-lifting of coal under the FSAs. In case of questions secured under e-auction schemes, the failure to make payment entitle coal companies forfeit EMD in case of e-auction," he explained. When some state governments had imposed lockdown in their respective states up to March 31, request of the consumers for extending the payment schedule up to April 7 was acceded. "Further relaxation in payment schedule is also under consideration, in view of the nation-wide lockdown announced up to April 14," the official said. The quantity of coal released through delivery orders issued under the FSAs and e-auction are required to be lifted within the stipulated validity period. "Failure to lift the ordered quantity within the validity period might result in penalty for short lifting under the FSA and in case of releases under e-auction schemes, it could lead to forfeiture of EMD (earnest money deposit )," the official said. Considering the difficulties faced by consumers for lifting coal due to lockdown, Coal India subsidiaries have been authorised to extend the validity period of the delivery orders for lifting, he added. Covid-19 lockdown: Smooth supply of coal by CIL to gencos despite default in payments

Markets regulator Sebi on Monday said it will auction 66 properties of <keyword id="1641057" type="General" weightage="100" keywordseo="saradha-group" source="Orion">Saradha Group</keyword> on April 11 at a reserve price totalling Rs 32 crore to recover money raised by the firm from the public through illicit schemes. The properties to go under the hammer include land parcels located in West Bengal, the <keyword id="6355630" type="General" weightage="50" keywordseo="securities-and-exchange-board-of-india" source="Orion">Securities and Exchange Board of India</keyword> (Sebi) said in a notice. The regulator said that the e-auction will be conducted between 11 am and 1 pm on April 11, 2023. The total reserve price of these properties is pegged at about Rs 32 crore. Sebi has engaged <keyword id="6085536" type="General" weightage="50" keywordseo="quikr-realty" source="Orion">Quikr Realty</keyword> to assist it in the sale of the properties and appointed C1 India as the e-auction provider. The development came after the Calcutta High Court passed an order in June 2022, whereby it directed Sebi to proceed with the auction of properties of the <keyword id="1648299" type="General" weightage="50" keywordseo="saradha-group-of-companies" source="Orion">Saradha Group of Companies</keyword>. The entire exercise was directed to be completed within three months. Saradha Group, a consortium of over 239 private companies, allegedly ran chit-fund operations in West Bengal, Assam and Odisha and raised around Rs 4,000 crore from 1.7 million depositors before it collapsed in April 2013. As per the notice, the regulator said bidders should make their own independent enquiries regarding the encumbrances, litigations, attachments and acquisition of liabilities of the property put on auction, prior to submitting their bid. "The purchaser shall participate in the e-auction on his own behalf and no third party intervention, like authorized agent/representative, would be permitted. The successful bidder shall bear the charges/ fee payable for the transfer of the property in his/her name. All taxes shall be borne by the purchaser," the notice said. In September 2022, the regulator said that it will auction 69 properties of the Saradha Group of Companies on November 1 at a reserve price of Rs 30 crore. Kim Kardashian Defends Donating Small Amount To Charity By Explaining Funds Breakdown

New Delhi, Dec 13 () The Department of Telecommunications has invited bids from agencies to conduct e-auction of 8526 megahertz of spectrum worth Rs 4.98 lakh crore.
 Interested companies can submit their bids by January 13, for which financial bids will be opened on January 24, according to a request for proposal (RFP) floated by the DoT on Thursday.
 "Department of Telecommunications (DoT)...invites bidders to submit e-bids for selection of agency to conduct the e-auction of spectrum. The tenure of the contract would be 3+1 years for the auctioneer with a normal tenure of 3 years and a provision of extension for 1 year by mutual consent, if required," the RFP said.
 According to official sources, the agency selected will need at least one month to understand and streamline the bidding process and then the auction can be held around June-July 2020.
 The government had plans to hold spectrum auction in the current financial year but the Supreme Court's order on adjusted gross revenue delayed the process.
 The upcoming spectrum will also include some airwaves that are considered suitable for 5G services.
 According to official data, 275 megahertz of radiowaves frequency between 3,300-3,400 Mhz and 3,425-3,600 Mhz band is available for 5G auction in each of the telecom circle.
 In the DoT's view, the current available spectrum is enough to start the 5G services.
 According to ITU, a 5G application in general should be able to transmit data with a speed of 10 gigabit per second and in some cases, 20 gigabit per second.
 Industry experts have said the lower data speed case requires around 320 Mhz of spectrum, while higher data speed needs around 670 Mhz.
 The DoT has set a target to roll out 5G in 2020. Swedish telecom gear maker Ericsson in its global study published early this week said that 5G connections are likely to be available in India from 2022. PRS HRS

DoT invites bids from agencies to hold spectrum auction

Hailing Power Minister <keyword id="6355222" type="PERSON" weightage="100" keywordseo="Piyush-Goyal">Piyush Goyal</keyword>'s move to address issues regarding availability and quality of coal, <keyword id="6355001" type="CITY" weightage="100" keywordseo="FICCI">Ficci</keyword> said steps like reducing coal for e-auction and streamlining environmental clearances with time-bound approvals would help increase supplies. 
 
"While moves like reducing coal for e-auction could ramp up supplies in the short-term, streamlining the processes of environmental and forest clearances with time-bound approvals and ensuring better co-ordination with railways will help in increasing supplies in the medium-term," the industry body said. 
 Piyush Goyal had asked <keyword id="59700" type="CITY" weightage="100" keywordseo="Coal-India-Ltd">Coal India Ltd</keyword> (CIL) to raise production from its mines and reduce the quantity of coal offered in e-auctions. 
“CIL has played a critical role in meeting the growing coal needs of the country. However, the past few years have seen an increasing gap between the demand and supply of fuel leading to the present crisis in the power sector. Capacity building, technology interventions and new investments are required to reverse the current state of coal production," said Ficci. 
 
Power generation has suffered as CIL has not been able to meet production targets due reasons like delay in approvals for new mines.

Ficci Lauds Power Minister's Move To Address Coal-related Issues

New Delhi, Apr 1 () To meet additional requirement of foodgrains amid COVID-19 outbreak, the Centre on Wednesday allowed states to directly purchase a fixed quota of wheat and rice from state-run FCI depots without participating in an e-auction under the open market sale scheme (OMSS). As of now, the Food Corporation of India (FCI) has allocated a fixed quota of 79,027 tonnes of wheat for eight states and 93,387 tonne of rice for six states for this purpose, an official statement said. The allocation has been made to meet any requirement over and above the National Food Security Act and additional allocation under the Pradhan Mantri Garib Kalyan Yojana, it said. Normally, the FCI sells wheat to empanelled bulk consumers and state governments through e-auctions under OMSS to ease the supply constraints in the market. "In view of outbreak of COVID-19, apart from regular e-auction, district magistrate/collectors have been authorised to lift directly from the FCI depots at OMSS reserve price to cater to the needs of roller flour mills and other wheat product manufacturers," the Food Ministry said. About 79,027 wheat has been allotted to eight states. Of which, 35,675 tonnes for Uttar Pradesh, 22,870 tonne Bihar, 11,500 tonne Himachal Pradesh, 4,190 tonne Haryana, 2,975 tonne Punjab, 1,000 tonne for Goa, 375 for Uttarakhand and 342 tonne for Rajasthan, it said. Considering the emergent situation, the government said, states have been allowed to take rice under the OMSS at Rs 22.50 per kg without participating in e-auction. So far, 93,387 tonne has been allocated for six states, of which Rs 50,000 tonne to Telangana, 16,160 tonne to Assam, 11,727 tonne to Meghalaya, 10,000 tonne to Manipur, 4,500 tonne to Goa and 1,000 tonne to Arunachal Pradesh. Otherwise through e-auction under the OMSS, FCI has received bids for 1.44 lakh tonne of wheat and 77,000 tonne of rice till March 31. "Even in this challenging operational environment, FCI is able to meet the increasing demand of foodgrains by gearing up the pace of supply of wheat and rice throughout the country, mostly by rail," the government said. FCI has moved 352 rakes carrying 9.86 lakh tonne of food grains since the lockdown on March 24. Total 53 rakes carrying 1.48 lakh tonne were loaded on Wednesday, it said. A eBay seller claims to have a pair, and is auctioning off a Google Glass headset on the site right now.
Bids are up to <a href="http://www.ebay.com/itm/Google-Glasses-Project-Glass-ifihadglass-Glasses-/221192598719?pt=LH_DefaultDomain_0&amp;hash=item33801b34bf">$6,300</a>. So far there have been 26 bids. The auction ends Thursday afternoon.
The auction seems fake. Google has said it won't be contacting winners of its contest until mid-to-late March.
Plus, the only images the seller has are of their set of Google Glass are official publicity stills from Google.
Still, the seller claims he's been selected as an "early adapter" [sic] and estimates delivery on or before March 5.
