Business Insider has verified his education and employment history.I first got the idea of making a "Working With" manual from an old supervisor I worked for when I joined Google.My then-manager told me that one of the biggest problems teams face is a clash of working styles among their members.He suggested putting together a list containing one's working style and preferences to minimize such clashes. The list can then be shared with managers and colleagues to set the right expectations upfront.I took his suggestion and decided to make my own "Working With" manual based on my manager's copy.At Google, there is an internal employee database where you can write a short description about yourself. I decided to put up my "Working With" manual there so that anyone could look it up when they looked me up internally.<h2 id="344ea394-cd31-4463-821a-32821b850c5b">Having a "Working With" manual is helpful for both individual contributors and managers</h2>Having a "Working With" manual is helpful even as an individual contributor. It allows me to set the terms of how I would like to operate.The biggest point of friction that I see teams face is that they just don't know how to operate with each other, especially when someone new comes in.Having such a document lays out how you like to receive feedback, how you like to work, and the type of communicator you are. It also helps to minimize friction.Understanding these things upfront will help align expectations within a team from the very beginning.<div type="image" title="Jerry Lee's &quot;Working With&quot; manual." height="1359" width="1080" msid="113922243" hostid="261" sizebytes="189498"></div>When I first shared my "Working With" manual with my Google coworkers, I received two types of feedback.The first type of feedback, which is significantly more common, is that people were appreciative.They would say, "Oh wow, that's really cool. I appreciate you sharing how you operate upfront."The second type of feedback — they just said thanks, and didn't read the manual.Honestly, I haven't received any criticism for sharing such a document. But I would be taken aback if that happened since I'm just sharing how I like to operate, hoping it reduces friction.Some people prefer to share their working styles more casually, like in a one-on-one introductory meeting. While that is the default way for people to communicate their working preferences, it only helps you understand people from a higher, broader level.When it comes to actually working with them, I think people would appreciate getting to know the minutiae of their colleagues' working styles.I have also shared this document on social media and received mixed responses. One group wants to use it in their own teams, and another group calls me a "try-hard" for doing this.Still, I'd rather over-communicate than under-communicate.<h2 id="2dc5836d-55a6-42e6-8749-8dfba3b87c42">Not every industry may welcome it, but having a "Working With" manual is still good for self-reflection</h2><div type="image" title="Jerry Lee in a black blazer and white T-shirt." height="1292" width="1938" msid="113922245" hostid="261" sizebytes="32936"></div>That said, I want to caveat that having a "Working With" manual is still a general principle.It may not apply universally to every corporate function or industry, particularly for more traditional industries like those working in professional services.You need to understand the culture and vibe of each industry, company, or team before you jump in. If you are working in a place that is collaborative and where people are open-minded, then this is absolutely something you should consider doing.I personally think that having a "Working With" manual is mandatory for all leaders.For someone who has just joined a team, talking to their new manager and superiors can be intimidating. Having these documents would help leaders to humanize themselves a little bit.Additionally, creating a manual will help you even if you don't share it externally.Putting one together is a great self-reflection exercise for people to understand themselves and determine how they would design their ideal working environment.<h2 id="d02b7a44-312f-4c3d-a4e8-56ba1c3dd154">If you're making your own "Working With" manual, keep it short and simple</h2>When creating your "Working With" manual, the most important thing is to keep it to a single page. You don't want to give 16 pages to people and say, "Hey, read it."Instead, you want to make it quick and simple so that people will understand. For my manual, I try to keep every bullet point to a maximum of two or three lines.People can always ask me follow-up questions if there's anything they don't understand.That's the ethos and principle behind having such a document. You don't have to share your entire life story, only what's most relevant to you.

I wrote a manual on how to work with me and distributed it to every coworker I had at Google. Doing that was one of the best decisions I made there.

It has been edited for length and clarity.I was very fortunate in my career to be one of the most senior people at JP Morgan. I was a managing director and the number two guy in business banking nationally when I saw the images <a target="_blank" href="https://www.businessinsider.com/pictures-ferguson-protests-2014-8">coming out</a> of <a target="_blank" href="https://www.businessinsider.com/ferguson-protests-police-tear-gas-michael-brown-shooting-death-2014-8">Ferguson</a>. I thought, "It's 2014, and what we're seeing is no different than what was going on in 1968."The people protesting were making a statement, and it was coming out of a place of wanting change. I thought, "How can I use my time and talents, which is financial services, to bring an economic justice agenda to the social justice agenda?" And that inspired me to start MoCaFi.Martin Luther King, Jr. talked about universal basic income and guaranteed basic income just before he passed away, and I feel that we as a company are very fortunate to be standing on the shoulders of others to bring these powerful ideas into the marketplace.We've done about a dozen UBI and GBI programs around the country. We've facilitated programs in Los Angeles, Atlanta, and San Francisco, among others. Some of them are through MGI, <a target="_blank" href="https://www.mayorsforagi.org/">Mayors for a Guaranteed Income</a>. We're finding that what we're doing resonates with cities and counties. They see the value of it.One of the things I would say in response to the <a target="_blank" href="https://www.businessinsider.com/arizona-gop-ban-guaranteed-basic-income-programs-homelessness-poverty-2024-2">red</a> <a target="_blank" href="https://www.businessinsider.com/basic-income-programs-politics-democrats-republicans-election-2024-3">states opposing this</a> is we're not a political entity. We're just trying to provide a high-quality platform that ensures that a UBI or GBI program fulfills its mission so that the individuals have access to the cash and can move forward. It's hard to argue with the idea of getting resources from government to people more efficiently. Even my most conservative friends can get behind a more efficient government.We are facilitating payments in a way that reduces all the friction. We have a disbursement platform, and then we have a demand deposit account. We're trying to take individuals receiving a UBI and GBI and bring financial coaching and resources to them. They don't have to operate in cash or cash checks. They can create a MoCaFi bank account that's FDIC-insured. We can open up accounts for undocumented people. We can open up accounts for people regardless of their credit score. Now, they've got a pathway to economic stability.There's an old narrative demonizing low-income people who receive government resources. That's the wrong lens in my personal view. Most, if not all, Americans are getting some benefit from the federal government. Why is a universal basic income that much different? Why not streamline the process so the most vulnerable among us can get access to those funds?People use the money for the intended purpose. It increases savings. It decreases poverty. It increases education. It reduces the need for crime. It gives people more dignity. It makes our neighborhoods safer. It enables families to get jobs they couldn't get otherwise because they're paying for childcare or healthcare. The proof is in the pudding.

I'm a former JP Morgan exec who now works to distribute basic income payments to those in need. Here's why I do it.

<ul class="summary-list"><li>The US military is preparing for a potential conflict for a capable adversary, namely Russia and China.</li><li>Part of that preparation is finding ways to distribute forces so they can keep operating if fighting starts.</li><li>For the Air Force, that means using new airfields, and its special operators have been crucial to that.</li></ul>In a conflict with a near-peer power, such as China and Russia, the US military would be challenged by the size of its rivals' arsenal and the range of their weapons.China is now seen as the US's "pacing threat," and the sheer scale of its manpower and arsenal demand prudent distribution of forces to avoid a nightmare scenario in which one strike takes out a large number of troops or weapons.So the Air Force has been training to disperse its forces to non-traditional and sometimes improvised airfields. Air Force special-operations forces have been crucial to that preparation.<h2>America's Air Commandos</h2><div type="image" title="US Air Force pararescuemen board US Army CH-47F Chinook helicopter" height="1333" width="2000" msid="86413964" hostid="261"></div>As the air component of US Special Operations Command, <keyword id="12110952" type="UNKNOWN" weightage="60" keywordseo="air-force-special-operations-command" source="Orion">Air Force Special Operations Command</keyword> provides air transport; close air support; precision strike; and intelligence, surveillance, global access, and reconnaissance capabilities to special-operations units.AFSOC also oversees highly skilled battlefield commandos who get attached to other special-operations teams, merging air and ground power.These battlefield commandos work in four main career fields: Pararescuemen, who are elite medics and personnel recovery experts; Combat Controllers, who coordinate airfield operations and close air support; Tactical Air Control Party airmen, commandos who specialize in calling in airstrikes; and Special Reconnaissance operators, the newest career field that specializes in reconnaissance and intelligence gathering.Although they are an important part of SOCOM, Air Commandos are often overlooked because they support other special-operations units. Combat Controllers and Pararescuemen are often attached Navy SEAL platoons or Army Special Forces detachments. They do operate on their own teams but not as often.AFSOC is equally active in the air, however. It operates several rotary- and fixed-wing platforms, such as the MC-130 Commando II transport plane, the AC-130 Spooky gunship, the CV-22 Osprey tilt-rotor aircraft, and the MQ-9 Reaper drone.<h2>Winds of Change</h2><div type="image" title="C-146A lands on highway in Michigan" height="1333" width="2000" msid="86413965" hostid="261"></div>Air Commandos recently conducted a unique exercise that reflects the shift in thinking about military operations.During exercise Northern Strike 21 in northern Michigan in early August, Air Commandos facilitated the first landing of a modern aircraft on a US public highway. The goal was to prepare pilots and commandos for impromptu operations in austere locations.During the exercise, Air Commandos practiced infiltrating and securing the highway and then setting it up to function as an airfield.A-10 and C-146A aircraft then landed and took off from the roadway. In a real-world scenario, especially during expeditionary operations, the highway-turned-airfield would ideally be close to the front lines to provide quick and accurate logistical and close air support for conventional and special-operations troops."We're working on <keyword id="12145992" type="UNKNOWN" weightage="60" keywordseo="agile-combat-employment" source="Orion">agile combat employment</keyword> concepts, which basically makes the force more flexible, more maneuverable, and creates challenges for our adversaries in different environments," Lt. Col. Jeff Falcone, the Air Commando in charge of the exercise, <a href="https://www.airforcespecialtactics.af.mil/News/Article-Display/Article/2721459/afsoc-joins-michigan-ang-acc-in-conducting-historic-highway-landing/" target="_top">said</a> in a press release."It also increases the survivability of US forces as we're able to move around to more unpredictable locations to resupply, refuel, or anything else we may need," Falcone added.Besides the Combat Controllers who conducted air traffic control, Pararescuemen were on standby to provide medical attention to forces at and near the highway, as they would be during a real operation.<div type="image" title="An A-10 on highway in Michigan" height="1333" width="2000" msid="86413966" hostid="261"></div>The US military isn't the only one who trains for such contingencies. Taiwan's military operates aircraft on <a href="https://www.businessinsider.com/taiwan-fighter-jets-highway-landings-test-ability-to-counter-attack-2021-9" target="_top">a specially designed</a><a href="https://www.businessinsider.com/taiwan-fighter-jets-highway-landings-test-ability-to-counter-attack-2021-9" target="_top"> public highway</a> as part of exercises simulating defense against a Chinese invasion.During such an invasion, China's military would already know where Taiwan's military and civilian airports are and target them accordingly. Conducting air operations in non-traditional, austere environments makes it harder for an enemy to target your aircraft.Airfield operations Combat Controllers' "the bread and butter," a former Combat Controller told Insider."People often mistakenly think that our only job is to sit by the SF [Army Special Forces] or [Navy] SEAL ground force commander and call in airstrikes on bad guys, but actually that is a very small portion of our job," the former controller said, adding that not all combat controllers are qualified as joint terminal attack controllers, which allows them to call in airstrikes"A primary aspect of our job is airfield ops - identify, assess, mark, and operate airfields, often in austere environments. We are the first in to establish the conditions for follow-on forces. It takes years of training to get to that place," the former Combat Controller added.This exercise in Michigan showed that AFSOC is adapting to the new challenges of great-power competition.Lt. Gen. James Slife, AFSOC's commander, acknowledged earlier this year that Air Commandos need to adapt and evolve in order to remain relevant, calling the current period an "<a href="https://www.businessinsider.com/air-force-special-ops-hard-transition-after-middle-east-wars-2021-6" target="_top">inflection point</a>" for the command.<h2>ACE and FARP</h2><div type="image" title="Air Force F-35 C-130J Guam" height="1319" width="2000" msid="86413967" hostid="261"></div>For example, in a war with China, instead of relying on an F-35 group - two squadrons with roughly 50 aircraft - to operate from a large island, the Air Force would deploy a single squadron or even a half-squadron to a smaller island.Agile Combat Employment, or ACE, and Forward Arming and Refueling Points, or FARP, are not entirely new operations, but AFSOC has investment in them more as tensions have risen with Russia and China.ACE seeks to enable larger, operational-level air forces to function in smaller, tactical-level units in the event of a near-peer conflict. By doing that, the Air Force makes it harder for adversaries to target its aircraft and personnel.ACE operations also make it a more unpredictable and thus more effective force.<div type="image" title="Air Force F-22 refueling Alaska" height="933" width="1400" msid="86413968" hostid="261"></div>F-35s conducted just such an exercise earlier this year, deploying from their main base in Alaska to the main US base in Guam, from which <a href="https://www.businessinsider.com/air-force-agile-combat-employment-means-new-tasks-for-airmen-2021-3" target="_top">they redeployed to an austere airfield</a> on the small island nation of Palau for refueling.FARP goes hand-in-hand with ACE. Aircraft need to be refueled and rearmed wherever they are, especially if they have to deploy to remote, austere bases on short notice.The "Nightstalkers" of the US Army's 160th Special Operations Aviation Regiment and the US special-operations community as a whole have used FARP for decades to support operations in unfriendly territory or behind enemy lines. In early 2020, Special Tactics Airmen practiced <a href="https://www.businessinsider.com/air-force-special-operators-practice-refueling-f-22s-in-alaska-2020-2" target="_top">refueling fighter jets in the extreme cold</a> of Alaska for the first time.Stavros Atlamazoglou is a defense journalist specializing in special operations, a Hellenic Army veteran (national service with the 575th Marine Battalion and Army HQ), and a Johns Hopkins University graduate.

Air Force commandos are preparing for war with Russia or China by rethinking what a 'runway' really is

<ul class="summary-list"><li>A Ukrainian drone operator said the skies over Kharkiv are swamped with drones.</li><li>There are so many of them that "nobody knows how to advance," Gleb Molchanov told The Guardian.</li></ul>A Ukrainian drone operator said there are so many drones over parts of Ukraine right now that neither Russian nor Ukrainian soldiers know how to move forward.Gleb Molchanov, who is fighting close to the city of Kupiansk in Kharkiv, <a target="_blank" href="https://www.theguardian.com/world/2024/jan/25/how-drones-froze-ukraine-frontlines">told The Guardian</a> that "nobody really knows how to advance right now."According to Molchanov, the widespread deployment of unmanned aerial vehicles by Russia and Ukraine has rendered conventional NATO policies "pretty much obsolete."In fact, he told the outlet that making any military breakthroughs was "almost impossible in an era of cheap and lethally accurate drones.""Everything gets smashed up by drones and artillery," he said.But Molchanov said that Russian forces had achieved some tactical success in Synkivka, a nearby city, using "projectiles," per the outlet.Russian troops carried out 19 missile and drone strikes against civilian targets in the Kharkiv region over the past week, the Institute for the Study of War <a target="_blank" href="https://www.understandingwar.org/backgrounder/russian-offensive-campaign-assessment-january-24-2024">reported</a> on Wednesday, <a target="_blank" href="https://www.facebook.com/GeneralStaff.ua/posts/pfbid02d3aJKUYjbbWyU9S1a7FC4W3VWn71v5vFJxGbpZNApYRdrwJ1ti81NDTCQPmN4y7Jl">citing Ukraine's armed forces</a>.The latest included Russian S-300 missiles that hit civilian targets, the ISW <a target="_blank" href="https://www.understandingwar.org/backgrounder/russian-offensive-campaign-assessment-january-25-2024">said</a> on Thursday, citing <a target="_blank" href="https://twitter.com/XAPKIB/status/1750243044295582064">Kharkiv's Specialized Service's distribution of operational information</a>.The situation in the area is so dire that bodies are lying in trenches and frozen hollows, as well as in burned-out vehicles, according to video images captured by Molchanov and shown to the Guardian."It's really fucked up down there," he said.Russia has been ramping up its offensive operations on the front lines, likely trying to take advantage of the "freezing ground condition" to move armored vehicles, the UK Ministry of Defence <a target="_blank" href="https://www.businessinsider.com/russia-likely-using-freezing-ground-ukraine-increase-assaults-2024-1">said</a> on Sunday.But Russia's attacks are leading to huge losses to its military vehicles and personnel, the UK MOD reported at the time, citing data from the Ukrainian General Staff.A Ukrainian sniper who goes by the call sign "Bess" <a target="_blank" href="https://www.businessinsider.com/russia-meat-wave-assaults-leave-frozen-bodies-avdiivka-ukraine-soldier-2024-1">made a similar assessment to CNN</a> on Tuesday, saying Russia's "meat assaults" in eastern Ukraine are just leaving frozen bodies in their wake."Nobody evacuates them; nobody takes them away," he told the outlet. "It feels like people don't have a specific task; they just go and die."

Ukrainian drone operator says there are so many drones in the war that 'nobody knows how to advance'

<ul class="summary-list"><li>Vaccinating the world would cost roughly $50 billion, according to the <keyword id="11904767" type="UNKNOWN" weightage="60" keywordseo="oecd" source="Orion">OECD</keyword>'s chief economist.</li><li>That's less than a tenth of the extra profits US companies have made in 2021 thanks to the vaccine-fueled recovery.</li></ul>Getting every human being vaccinated against COVID-19 would be expensive, but it would prevent further mutations like Omicron from developing and threatening the economic recovery — and life as we know it.It would also cost just a fraction of corporate America's extra profits in 2021.The emergence of the Omicron variant has governments doubling down on calls to get the whole world vaccinated, yet developing countries are still struggling to get shots in arms and put the pandemic behind them. The price tag could be as low as $50 billion, Laurence Boone, chief economist at the <keyword id="12651284" type="UNKNOWN" weightage="60" keywordseo="organization-for-economic-co-operation-and-development" source="Orion">Organization for Economic Co-operation and Development</keyword>, said in a Wednesday interview on <a href="https://www.bloomberg.com/news/videos/2021-12-01/oecd-puts-50-billion-price-tag-on-vaccinating-the-world-video">Bloomberg TV</a>. The sum is "completely disproportionate" to the $10 trillion that Group of 20 countries have deployed in stimulus through the pandemic, she added.It would also be a drop in the bucket for the US corporations that have benefitted from domestic vaccine rollouts. <keyword id="12500486" type="UNKNOWN" weightage="60" keywordseo="corporate-profits" source="Orion">Corporate profits</keyword> have grown by $577 billion in 2021 so far. Much of the gains have been driven by the US economic reopening, which began early in the year as vaccines were approved and distributed. Vaccination sparked a wave of spending as Americans unleashed pent-up demand, and those sales boosted companies' earnings.If US corporations banded together, they could vaccinate the entire world with less than one-tenth of their extra profits from the year-to-date.Even US companies' quarterly <keyword id="12068951" type="UNKNOWN" weightage="60" keywordseo="stock-buybacks" source="Orion">stock buybacks</keyword> easily surpass the $50 billion cost. Companies in the S&amp;P 500 are likely to spend more than $224 billion on share repurchase programs over the three months that ended in September, Reuters reported on November 2, citing data from <a href="https://www.reuters.com/business/cop/us-stock-buybacks-head-record-third-quarter-2021-11-02/">S&amp;P Dow Jones Indices</a>. That would be a record high for quarterly buybacks and easily enough to vaccinate the world four times over.The US government could easily swing the bill as well. The federal government is slated to spend more than $6 trillion in fiscal 2022, according to the White House's budget proposal. Cutting just a sliver from that total could pay for global vaccination.For example, the House Armed Services Committee revealed in September plans to spend roughly $778 billion on the military in fiscal 2022. That's enough to vaccinate the world nearly 16 times over.Even the $37.5 billion increase to military spending from last year's budget could cover three-quarters of a global vaccine drive.The richest Americans could save the world on their own, too. The $50 billion price tag is roughly one-fourth of Jeff Bezos's net worth as of Wednesday afternoon, and only 16% of <keyword id="11897862" type="UNKNOWN" weightage="60" keywordseo="elon-musk" source="Orion">Elon Musk</keyword>'s wealth. The Tesla CEO's wealth has surged by $142 billion in 2021 so far. That could cover the vaccination cost and leave him with more than $90 billion left over.Musk has already indicated he's open to spending big for humanitarian efforts. The chief executive said in October he would <a href="https://www.businessinsider.com/musk-sell-tesla-stock-if-6-billion-solves-world-hunger-2021-11">spend $6 billion to solve world hunger</a>, as long as the World Food Programme could show its math and prove the amount would end the crisis. Musk hasn't made the donation yet.Ponying up the cash would help remedy one of the biggest snags in the global recovery. The world <keyword id="11893570" type="UNKNOWN" weightage="100" keywordseo="economy" source="Orion">economy</keyword> has bounced back through 2021 as vaccination and reopening revives spending. Yet advanced countries have counted for the bulk of the recovery while emerging economies struggle to keep up. Helping these lagging countries is critical to bringing about a strong global economy, OECD Secretary-General Mathias Cormann said in a Wednesday <a href="https://www.oecd.org/newsroom/oecd-economic-outlook-sees-recovery-continuing-but-warns-of-growing-imbalances-and-risks.htm">statement</a>."Keeping the recovery strong and on track will entail addressing a number of imbalances, but above all it will mean managing the health crisis through better international coordination, improving health systems and massively stepping up vaccination programmes worldwide," he said.Yes, $50 billion is a difficult pile of cash to conceptualize for the average Americans. But there are plenty of avenues for scrounging up the cash, and a big one is the corporate profits that were enabled by the relatively successful US-based vaccine drive.

American corporations could pay to vaccinate the world 10 times over with just their extra profits from 2021

<ul class="summary-list"><li>The operator of dating platforms Tinder, Hinge, and OkCupid is being sued.</li><li>Six plaintiffs claim the firm designed the apps to make them addictive and put profit over love.</li></ul>The operator of dating platforms Tinder, Hinge, and OkCupid is being sued over claims it makes its apps addictive and puts profit over love.In a <a target="_blank" href="https://www.documentcloud.org/documents/24427323-match-group-complaint">class action lawsuit</a> filed on Wednesday in the US District Court for the Northern District of California, six plaintiffs said that the platforms deliberately created addictive, game-like design features to lock users into an endless "pay-to-play loop."They claimed that Match Group, the parent company, actively presents the platforms as "effective tools" for building relationships off-app while exerting every effort to attract, retain, and reward paying subscribers online.It does so through various means, the lawsuit said, including driving expensive subscriptions and perpetual use, creating, developing, and promoting psychologically manipulative product features, and pressuring users into buying a subscription.Match also misrepresents the designs, makes false promises to consumers, and continues to distribute the platforms without disclosing their harmful addictive use, the lawsuit claimed.The lawsuit also cited Hinge’s market promise that the app is "Designed to be Deleted."The fact that the company does not disclose the "purposely" addictive design of the platform to users violates consumer protection and other laws in various states, the lawsuit said.Match Group did not immediately reply to Business Insider’s request for comments.NPR was the first to <a target="_blank" href="https://www.npr.org/2024/02/14/1231513991/tinder-hinge-match-group-lawsuit">report</a> on the lawsuit.Speaking to the outlet, a spokesperson for Match Group denied the allegations, saying the case was "ridiculous and has zero merit.""Our business model is not based on advertising or engagement metrics," they said, adding: "We actively strive to get people on dates every day and off our apps. Morphine, Ketamine, Hydrocodone, Provigil, Ambien, Diazepam, Versed, and Tramadol.<div type="image" title="Sample of the White House Medical Unit Controlled Substance Receipt Tracking Form." height="924" width="1240" msid="107209330" hostid="261" sizebytes="89042"></div>The DoD also said that the unit failed to follow medication procurement practices, often requesting "brand‑name drugs rather than generic equivalents when ordering controlled substances from Walter Reed.""For example, over a 3‑year period, the White House Medical Unit spent an estimated $46,500 for brand name Ambien, which is 174 times more expensive than the generic equivalent," it said.The investigation found that one of the key issues was that the medical unit did not consider its operations to be a pharmacy, and it therefore "relied on internal White House Medical Unit controls to ensure compliance with safety."That's despite its staff carrying out tasks usually performed by pharmacists, including "ordering and storing a variety of prescription and non‑prescription medications and dispensing medications to patients in conventional, amber‑colored pill bottles."The report was carried out after the DoD Office of Inspector General received multiple complaints about improper medical practices by a senior officer in the medical unit in 2018.

<ul class="summary-list"><li>Electronic warfare has played an important if less visible role in the war in Ukraine.</li><li>Both sides are using EW to intercept and disrupt the other's communications and coordination.</li></ul>When Russia invaded Ukraine in February 2022, it hoped for a quick campaign. After nearly 300,000 casualties and many humiliating defeats, the Russian military is still struggling to adjust to Ukraine's willingness and ability to fight.Equipped with Western weapons, the Ukrainian military is now pushing hard in a <a href="https://www.sandboxx.us/news/ukraines-counteroffensive-is-making-some-progress-but-it-cant-afford-to-halt/" target="_blank" rel="noopener">counteroffensive</a> it launched in the southern and eastern part of the country in June.But while everyone is paying attention to the rumble of tanks and the buzz of drones, electronic-warfare troops on both sides are taking on more subtle and often risky operations around the frontlines.<h2>The electronic war in Ukraine</h2><div type="image" title="A Russian Krasukha-4 electronic warfare system." height="800" width="1200" msid="104261654" hostid="261" sizebytes="64084"></div>The fighting in Ukraine features much more than tanks battles, trench fighting, and missile and drone strikes. <a href="https://www.businessinsider.com/cyber-and-electronic-warfare-on-display-in-ukraine-russia-war-2022-6" target="_top">Electronic warfare</a> — the use of electronic signals to find, intercept, and jam enemy forces — has been an important element of daily combat.In September, the Royal United Services Institute, a British think tank, released <a href="https://www.rusi.org/explore-our-research/publications/special-resources/stormbreak-fighting-through-russian-defences-ukraines-2023-offensive" target="_blank" rel="noopener">a report</a> on the Ukrainian counteroffensive, scrutinizing the tactical actions by combatants on both sides with the goal of informing assessments of Ukraine's counteroffensive operations.An important point highlighted in the RUSI report is developments in <a href="https://www.19fortyfive.com/2023/07/electronic-warfare-is-the-u-s-military-falling-behind/" target="_blank" rel="noopener">electronic warfare</a>, an arena where both sides are <a href="https://www.nytimes.com/2023/09/22/world/europe/ukraine-budget-drones-russia.html" target="_blank" rel="noopener">continuously adapting</a> their tactics, techniques, and procedures to match and counter the innovations of the other side."One area of continued Russian adaptation but also improvement is EW. Russian EW has been a major area of investment" and its EW troops "tend to be technically competent," the RUSI report says.<div type="image" title="Ukraine soldier reconnaissance drone" height="1333" width="2000" msid="104261655" hostid="261" sizebytes="339346"></div>Ukraine's military has been very effective with GPS-guided weapons, including <a href="https://www.businessinsider.com/ukraine-storm-shadow-effective-long-range-missile-but-russia-adapts-2023-7" target="_blank" rel="noopener">Storm Shadow</a> and SCALP-EG cruise missiles, Guided Multiple Launch Rockets fired by HIMARS launchers, and <a href="https://www.businessinsider.com/precision-artillery-shells-aid-ukraine-in-artillery-battle-with-russia-2022-10" target="_blank" rel="noopener">M982 Excalibur</a> 155 mm artillery shells.The Russian military's use of <a href="https://www.defensenews.com/electronic-warfare/2023/09/13/electronic-warfare-in-ukraine-informing-us-playbook/" target="_blank" rel="noopener">electronic warfare</a> is meant to interfere with the signals that guide those weapons as well as with the Ukrainian military's command-and-control and communications. The goal is to protect frontline areas and rear echelons from Ukrainian drones and missiles and to prevent reconnaissance by Ukraine's drones, which are vital to guiding many of those attacks.Russian EW forces are mostly using updated version of Soviet-designed equipment, which the report says generally has "each type of effector" placed on a single large platform, with formations of those platforms deployed to provide "a range of EW effects."Ukraine's military appears to have spotted this vulnerability, given its "targeting of specific emitters," which in turn has led Russian electronic-warfare troops to use "much more subtle employment" of their large platforms, such as Zhitel R330-Zh, the RUSI report says.Ukrainian targeting has also led Russian EW troops to begin putting antennas on lighter platforms or to distribute those antennas to cover more Russian positions. "The channelling of effects through antenna can therefore be carried out by EW suites that are not tied to the emitting signature," the report says.<div type="image" title="Vehicles with tall poles attached to them." height="800" width="1200" msid="104261656" hostid="261" sizebytes="83500"></div>Russia's military feels it can bear the cost of losing those antennas, but doing so means treating certain electronic-warfare systems — like <a href="https://odin.tradoc.army.mil/WEG/Asset/Pole-21E_Russian_RF_Jammer" target="_blank" rel="noopener">the Pole-21</a>, an electronic-countermeasures system meant to thwart precision weapons by interfering with their guidance signals — as <a href="https://en.defence-ua.com/weapon_and_tech/ukrainian_scouts_neutralized_rare_russian_pole_21_electronic_warfare_system-7690.html" target="_blank" rel="noopener">expendable</a>.While this is "a transition in progress" rather than a new, uniform approach, a preference to use "systems such as Pole-21 and to treat them as disposable systems in order to provide wide-area protection from [unmanned aerial vehicle] strikes reflects a change in mindset, and how the Russian EW branch is learning from the conflict," the RUSI report says.That adaptation and Russia's investment in electronic-warfare capabilities is just another indicator that Moscow isn't ready to quit the fight. But Russian troops are not alone in making adjustments. The Ukrainians have been very adept at electronic warfare as well.Ukraine's military has sought to use EW as well as cyber capabilities to defend against Russian missiles and drones and to enable its troops to be effective at the front.
