By Mari Yamaguchi Tokyo, Nov 26 (AP) Japan's Cabinet on Friday approved a 770 billion yen ($6.8 billion) request for an extra defence budget through March to expedite the purchase of missiles, anti-submarine rockets and other weapons amid rising concern over the escalation of military activities by China, Russia and North Korea. The request, still pending parliamentary approval, brings Japan's military spending for the current year to a new high of more than 6.1 trillion yen ($53.2 billion), up 15% from 5.31 trillion yen in 2020. The Defence Ministry says its "defence power reinforcement and acceleration package" is designed to speed up deployment of some of the key equipment from the 2022 budget request. The goal is to beef up Japan's defences against North Korea's missile threat and China's increasingly assertive maritime activity around remote Japanese southwestern islands, officials said. Japan has also raised concerns over recent joint military activities by China and Russia near its waters and airspace. A fleet of two Chinese H-6 fighters and two Russian Tu-95s flew from the Sea of Japan to the East China Sea and to the Pacific Ocean, triggering Japanese Self-Defence Force jets to scramble, Defence Minister Nobuo Kishi said Tuesday. The budget request includes nearly 100 billion yen ($870 million) for the advanced version of PAC-3 mobile surface-to-air missile interceptors and related equipment, as well as cruise missiles. Separately, more than 800 billion yen ($7 billion) will go to speed up the purchase of reconnaissance planes and equipment, including three P-1s, equipment for P-3Cs and vertical launch systems to be placed on two destroyers, to step up surveillance around Japan's territorial waters and airspace. Japan has been stepping up defences in its southwestern regions and islands, including Ishigaki Island, where a new military base with a land-to-sea missile defence system will be operational. Ishigaki is north of the uninhabited Japanese-controlled Senkaku Islands, which are also claimed by China, which calls them Diaoyu. Tokyo regularly protests the Chinese coast guard's presence near Senkaku Islands. The ministry also plans to build housing for ground troops on Ishigaki Island. The combined budget for 2021 will be just over 1% of Japan's GDP, keeping its customary cap. Prime Minister Fumio Kishida has said he is open to doubling Japan's military spending to cope with the worsening security environment. The defence budget also aims to ease burden on Japanese defence equipment and parts suppliers that are struggling to maintain the country's dwindling industry, officials said. The defence budget is part of a nearly 36 trillion yen ($316 billion) draft extra budget approved by the Cabinet Friday to fund an economic stimulus package focusing on COVID-19 preparedness and support for the pandemic-hit households and businesses. Some opposition lawmakers criticised Kishida's government for using the stimulus package to cover military spending. Critics also say Japan, as the world's fastest-aging country with a shrinking population, should allocate more money toward health care and other services. Japan's military spending and capabilities have grown continuously since former Prime Minister Shinzo Abe took office in December 2012, and has since risen by 17%. Abe's government allowed Japan's military to be more involved in international affairs by adopting a new interpretation in 2015 of the war-renouncing Article 9 of the constitution. (AP) RS RS

Japan seeks extra defence budget amid China, N Korea concern

<ul><li><keyword id="7706628" type="General" weightage="20" keywordseo="Defence-Minister-Rajnath-Singh" source="Orion">Defence Minister Rajnath Singh</keyword> on Saturday said the government is working and committed to increasing the <keyword id="15812191" type="General" weightage="20" keywordseo="defence-production-target" source="Orion">defence production target</keyword> from the current $12 billion to $22 billion by 2025.</li><li>The government is also working to provide market access to the domestic industry to make them Aatmanirbhar.</li><li>Defence Minister said, India has moved from the group of 'fragile 5' economies to 'fabulous 5 world economies' in the last nine years and registered itself as one of the fastest growing economies.</li></ul>Defence Minister Rajnath Singh on Saturday said the government is working and committed to increasing the defence production target from current $12 billion to $22 billion by 2025. "You (industry) can imagine, with this kind of growth, how many opportunities will be available for the Indian industry," the Defence Minister said while addressing <keyword id="15812194" type="General" weightage="20" keywordseo="FICCIs-95th-Annual-Convention" source="Orion">FICCI's 95th Annual Convention</keyword> &amp; AGM here. He further underlined that to increase the participation of domestic industry, the government has reserved a certain portion of defence capital acquisition for domestic procurement. "Out of the total defence capital budget outlay, 68 per cent of it is reserved for indigenous procurement by domestic industry and 25 per cent for the private sector. The results of these have now started appearing and more measures will be announced soon," he emphasised. The government, he said, is also working to provide market access to the domestic industry to make them Aatmanirbhar. Singh said that in the last few years, there has been a continuous increase in defence exports. The government has already taken a series of steps including simplifying the FDI norms which have been increased to 74 per cent via automatic route and 100 per cent via government route, he added. The Defence Minister also urged the domestic industry and foreign Original Equipment Manufacturers to invest in Indian defence sector by focusing on R&amp;D, bringing in newer technologies and capital. He added that India is making defence products not just for the domestic market but also to meet the global requirements. "The world is waiting for the products made in India," he claimed. Subhrakant Panda, President-Elect, FICCI said that the government's focus on 'Make In India' and 'Make for the World' is an impressive strategic move towards shedding its historical status of one the largest importer of defence equipment to a net exporter. <ul><li>Mobile phone manufacturers are looking for export incentives and lower GST on mobile parts this <keyword id="8192304" type="UNKNOWN" weightage="20" keywordseo="union-budget-2020">Union Budget 2020</keyword>.</li><li>The India Cellular Electronics Association (ICEA) claims that reducing export incentives under Merchandise Exports of Indian Scheme (MEIS) could lead to domestic job losses.</li><li><keyword id="128625" type="ORGANIZATION" weightage="20" keywordseo="Internet-and-Mobile-Association-of-India">Internet and Mobile Association of India</keyword> (IAMAI) feels like higher costs also make the country’s mobile manufacturing less competitive on a global scale.</li></ul>The global demand for smartphones is falling and exports from India aren’t immune. It doesn’t help that its exports are less competitive than China and Vietnam. Together, they account for nearly two-thirds of global exports in 2018-19. Ahead of the Union <keyword id="7836802" type="UNKNOWN" weightage="20" keywordseo="Budget-2020">Budget 2020</keyword>, the <keyword id="7825659" type="UNKNOWN" weightage="20" keywordseo="India-Cellular-and-Electronics-Association">India Cellular and Electronics Association</keyword> (ICEA) points out that if the government sticks to its reduced export incentives, not only will that increase cost disability — but could also result in massive unemployment in a sector that employs more than half a million Indians.

 In the long term, the fall out could even hamper the government’s plans to produce 1 billion <keyword id="38260" type="TECHNOLOGY" weightage="20" keywordseo="mobile-phones">mobile phones</keyword> and hit $400 billion by 2025. The industry body has also called out for lower goods and services tax (GST) on mobile accessories to help streamline the sector’s tax regime. Beating China and Vietnam Despite climbing 21 ranks on the mobile exporter’s list and growing by 17%, India’s smartphone exports are still far behind other countries. In fact, it’s the only 17th in the world — despite being the world’s second-largest manufacturer of phones.

 Research by the Internet and Mobile Association of India (IAMAI) shows that the cost of making a mobile phone in India is 8-10% more than that of Vietnam and 18-12% more compared to China. These cost disabilities are normally the results of higher cost of money, cost of land, corporate tax structure, and lack of value chain infrastructure among other factors. The time for India to garner more market share is running out as the global demand for smartphones is shrinking according to analysts. Export incentives Starting in January, export incentives under the Merchandise Exports of Indian Scheme (MEIS) electronics exports were reduced to 2%. However, without a notification on the matter, benefits to exporters may extend till March 31, when the updated Foreign Trade Policy 2020-2025 will become operational. "The current directive by Ministry of Commerce to reduce the MEIS from 4 per cent to 2 per cent is not in sync with the goals set in the National Policy for Electronics, 2019, to export 100 million handsets worth $110 billion every year by 2025,” IAMAI said in a statement — a far cry from the expectation of $3.5 billion in 2019. Employment of 6.7 lakh people on the line The ICEA claims that the reduction in export incentives won’t only hit India’s mobile phone exports, but also its workers. Currently, there are around 6.7 lakh people employed in the handset industry. "It will lead to an immediate halt in future hiring and capacity expansion. Nothing can be worse at this time where the economy and the job situation in India is already precarious and under severe distress," ICEA told the government in a letter. According to the industry body, the sector has a vision to create over 50 lakh jobs and 1,800 new factories over the next six to seven years. The disparity in tax rates The manufacturers of mobile phones in India are also seeking 12% GST on mobile ‘parts and accessories’ against the current 18-28% slab. They claim that a tax rate of either 18% or 28% creates confusion. The problem has become more acute after basic customs duty of 10% was implemented on printed circuit board assembly (PCBA) last year.. Call for a competitive tax regime Indian smartphone manufacturers agree that if India wishes to hit $400 billion by 2025, it needs a competitive tax regime. "Though mobile manufacturing in India has done very well in the past 4-5 years, the exports from the country is very less compared to the major exporters in the world," ICEA Chairman Pankaj Mohindroo told IANS in an interview. And, it’s not unrealistic target with the country’s current growth trajectory and the global mobile market valued at $495 billion and growing — albeit at a slower rate than before. It doesn’t help that the World Trade Organisation (WTO) ruled that India’s subsidy schemes were in violation of its rules late last year. Industry organisations and finance minister Nirmala Sitharaman have been in meetings to find a resolution.
