Meanwhile, security at the Puducherry coast has also increased as Puducherry Senior Superintendent of Police, Kalaivanan visited the beaches and the coastal roads in the region and inspected them for preparedness. The authorities have advised the public to not visit beaches in Puducherry as well as in Tamil Nadu's Chennai, including Marina Beach, Pattinapakkam and Edward Elliot Beach. The tourist spots in Puducherry have been closed as a precautionary measure, owing to the impending cyclone Fengal. <keyword id="24240138" type="General" weightage="20" keywordseo="Puducherry-police" source="keywords">Puducherry Police</keyword> in a post on X advised citizens, "In view of Cyclone Fengal, we urge you to exercise extreme caution and avoid visiting beaches and coastal areas" The SSP said that 300 police personnel have been deployed on various coastal roads and beaches. "For the last four days, we have been deploying police personnel along the beaches and apart from that we are also informing the fishermen and people living in the low-lying areas to be careful. Fishermen are not venturing into the sea. Since last night, we have closed all beaches. We have deployed nearly 300 personnel across all the beaches of Puducherry and we are coordinating with the NDRF also," the SSP said. The coastal areas of Puducherry witnessed rough sea and gusty winds on Saturday morning due to the impact of the cyclone. Puducherry received moderate rain, as per IMD, in the morning today but the rough sea was seen more than usual.

Cyclone Fengal: Chennai airport shut till 7 PM

New Delhi, May 21 () Kolkata-headquartered Bandhan Bank on Thursday said its services have been impacted in some areas of West Bengal and Odisha due to Amphan and the cyclone is likely to impact business worth Rs 260 crore. The lender expects to resume banking services in these areas shortly. Cyclone Amphan struck five districts in southern West Bengal and northern coastal Odisha starting in the afternoon of Wednesday and lasting till the wee hours of the morning of Thursday. As per the initial assessment, in our areas of operations, 49 banking units (micro banking outlet) in five districts were impacted, of which 45 are operational on Thursday, Bandhan Bank said in a regulatory filing. The bank could continue operations in all but five branches in the affected districts. "Where the outlets could not continue services, it was due to issues in accessibility. We expect these outlets to resume operations shortly," it said. The new-age bank said the banking outlets in the areas that had received prior warning of the cyclone were prepared with necessary safety and business continuity measures which enabled continuity of operations. "As per our estimate, the business of around 65,000 of our micro banking borrowers, amounting to an exposure of about Rs 260 crore, could be impacted due to the cyclone." The major impact has been in the district of South 24 Parganas. "In our experience of Fani, the cyclone that caused large-scale damage in Odisha in May 2019, the impacted portfolio took 3 to 6 months to achieve normalcy, aided by the committed workforce and customer loyalty. "On the back of this experience, we expect the Amphan-affected portfolio to regularise by the third quarter of 2020-21," it said. It is likely to further intensify into a cyclonic storm on Wednesday, the MeT Centre said. "The depression lay centred over east-central and adjoining south-eastern Bay of Bengal and north <keyword id="134931" type="LOCATION" weightage="20" keywordseo="andaman-sea">Andaman Sea</keyword>, about 950 km south-southeast of Paradip in <keyword id="6357961" type="LOCATION" weightage="20" keywordseo="odisha">Odisha</keyword>," Director of Bhubaneswar MeT Centre, H R Biswas said. It is likely to intensify into a deep depression shortly and then into a cyclonic storm on Wednesday, Biswas said. "The cyclonic storm may move west-northwestwards initially and then north-northwestwards, towards Odisha-West Bengal coasts," he said. The likelihood of a cyclonic storm over Odisha comes barely six months after the <keyword id="6386783" type="UNKNOWN" weightage="20" keywordseo="CYCLONE">cyclone</keyword> Fani devastated coastal areas of the state on May 3, claiming around 64 lives and leaving many without a shelter. The warning comes a fortnight after six people were killed in rain that battered the state under the impact of a low pressure area. Under the impact of the fresh depression, several parts of coastal Odisha are expected to receive rain from November 8 which is likely to intensify, the MeT Centre said. "We are constantly monitoring the movement and direction of the depression. At present, a clear picture about its possible impact is yet to emerge," a MeT official said.  The storm hit the eastern coast of India during the last week of April. While the government was able to contain casualties with timely evacuation, they could not protect the city’s power infrastructure from being ravaged by the storm. The cities of Puri, Bhubaneswar, Cuttack and Khurda saw the worst of it. As many as 3.5 million households continue to suffer without electricity, days after the storm came and left. In fact, the only thing that’s working in the state right now are its <a href="http://www.ians.in/index.php?param=news/C-1-1108170">traffic lights</a>. In Odisha’s largest city and the state capital, Bhubaneswar, <a href="http://www.ians.in/index.php?param=news/C-1-1108760">insurance claims</a> are expected to hit ₹35 billion. Living in Cuttack, I remember the wailing sound of the wind, lightning and thunder, and hearing the walls of my otherwise sturdy two-storeyed home rumbling throughout the night. Electricity was gone for days and there were uprooted trees and broken down walls everywhere. And now, almost 20 years later, another cyclone – Cyclone Fani – envelops the eastern State of Odisha. The wind speed at 200 kmph is just a few kmph short of the 1999 super cyclone, that claimed 10,000 lives. On October 29, 1999, winds had started to pick up speed in the morning, many hadn’t believed the alerts of a severe cyclone and had failed to store food for days. As the darkness fell and one of the longest nights of my childhood ensued, the howling of the winds still remains as a memory from a worst nightmare. The next morning we woke up to uprooted trees, a fallen boundary wall and water almost entering the house. But we were privileged and safe. In the building next to ours, an empty house that belonged to a relative, doors had been opened for about a hundred people from the nearby slums to take refuge. They spent the night with barely any candles left to light the entire house but were also witness to a woman giving birth. However, the capital city of Bhubaneswar and its twin city Cuttack were still not the high impact areas. The cyclone that lasted over 34 hours, found its major impact in the port city of Paradip and the districts of Jagatsinghpur and Kendrapada were among the worst affected. It destroyed over 25,000 houses, leaving the then Chief Minister of Odisha Giridhar Gamang also in <a href="https://frontline.thehindu.com/static/html/fl1624/16240220.htm">shock</a> as such devastation had not been seen. <a href="https://www.telegraphindia.com/india/supercyclone-rage-ravages-orissa-coast/cid/911868">Reports </a>suggested that the CM’s house was blocked with the fallen trees while the state secretariat too went without electricity for days. But unlike 20 years ago, the Odisha government has learnt to be prepared. The state government said that around 900 cyclone shelters have been made ready to house the evacuees. "It is estimated that a total of 1150,000 people will have to be moved to safer areas, of which about 330,000 people have already been evacuated," <a href="https://www.businessinsider.in/cyclone-fani-hits-odisha/articleshow/69155011.cms">a statement said</a>. Cyclone Fani has brought back horrid memories of the super cyclone in 1999 that claimed nearly 10,000 lives

<div class="KonaFilter image-container display-table"><div><div class="image on-image"></div></div></div>Hurricanes can naturally be incredibly devastating events, killing many people and wrecking infrastructure in the space of a few hours or days.
The economic damage from a hurricane, however, can stay with a country for decades.
A <a href="http://www.nber.org/papers/w20352">National Bureau of Economic Research working paper</a> by Berkeley public policy professor <a href="https://gspp.berkeley.edu/directories/faculty/solomon-hsiang">Solomon Hsiang</a> and Columbia sustainable development PhD student <a href="https://sipa.columbia.edu/admissions/meet-sipa/profiles/amir-jina">Amir Jina</a> explores the long term impact of tropical storms on countries' economic growth.
The researchers combined models from atmospheric physics and economics to find this effect. Based on a <a href="https://climatedataguide.ucar.edu/climate-data/ibtracs-tropical-cyclone-best-track-data">comprehensive database of cyclone activity from 1950 to 2009</a>, and a physical model of cyclone behavior, they were able to estimate the top cyclone wind speeds in each country for each year. This gave a measure of how hard countries got hit by hurricanes each year.
They then put the hurricane data into an economic model designed to detect the effect of hurricane intensity on GDP growth, while controlling for other attributes of different countries and different years. They found that hurricanes had a long term negative impact on GDP.
Here's a chart from the paper showing their main result. For each year after a hurricane hits a country, they plot the incremental effect of the hurricane's intensity, measured in wind speeds of meters per second, on per capita GDP. They found that, even twenty years after a storm, there was still a drag on economic growth, relative to a baseline trend with no cyclone:

A full fifteen years after a hurricane or typhoon strikes a country, that country's per capita GDP will be lower by 0.38% for each meter per second of top wind speed than it would have been without the cyclone. So, a storm whose top wind speed was 10 m/s, or about 22 miles per hour, would have its per capita GDP lowered by about 3.8% fifteen years later, compared to a stormless baseline.
The authors also note that cyclones have a much more severe effect on countries with multiple storms. Because each hurricane or typhoon negatively affects GDP in the long term, multiple storms over a period of time can have effects that add up. 
They illustrated this with a fairly simple thought experiment: they plotted different countries' per capita GDP growth from 1970 to 2009, then used their model for GDP growth, but with all cyclones removed, to estimate a counterfactual storm-free situation. They note the fairly big caveat that this is very much an informal thought experiment: taking a country that suffers from repeated cyclones and removing those storms would naturally involve many other changes to that country's geography and climate that could have major economic effects.
For a country like the Philippines that gets hit by typhoons very regularly, this has had a major impact on GDP growth. The following chart from the paper shows this effect. The blue line represents GDP simulated by the authors' full model including the tropical storm effects, the black line is the actual historical per capita GDP level, and the red line shows the results of running the simulation with typhoons removed. The grey bars in the background show the average cyclone wind speed for each year:

The Philippines, according to the authors' models, have been deprived of quite a large amount of economic growth as a result of repeated typhoons. They write, "this effect of removing Filipino cyclones is one of the most extreme cases, equivalent to raising the average annual growth rate in the Philippines by roughly 7.3 percentage points, and would cause growth in the Philippines to match that of its near neighbor China."
The authors conclude by pointing out that climate change could lead to an increase in the frequency and intensity of tropical storms, and since these have long term effects on economic growth, the warming of the planet may contribute to slower growth in the future through these storms.

However, it has warned fishermen from venturing into the sea till June 13. </li><li>The progress of monsoon may be hampered till June 15-16 as the cyclone will draw the moisture away. </li></ul>A day after Kerala received its first delayed monsoon, the Indian Meteorological Department (IMD) said that a cyclone is heading towards Gujarat. Cyclone Vayu has intensified in the Arabian Sea coast and it is causing heavy rains, winds and thunderstorms, <a href="https://timesofindia.indiatimes.com/india/cyclone-vayu-set-to-turn-severe-may-delay-rains/articleshow/69732351.cms">according to media reports</a>. IMD issued an orange alert as it doesn’t expect the cyclone to cause much damage. Yet, it warned fishermen from venturing into the sea till June 13. Though the cyclone caused heavy rains across the Western Coast of India including Mumbai, Pune, Gujarat, Konkan and Goa, it might cause more damage to the already delayed monsoons in the area.  Moving to Gujarat The cyclone is moving close to Gujarat at a speed ranging from 75 km per hour to a maximum of 135 km. It is likely to hit Gujarat on June 12 night, said IMD. "The system currently is seen as a depression over the Southeast and East Central Arabian Sea and is centered at 11.2°N and 71°E, around 800 km South-Southwest of Mumbai," according to skymetweather.com. As per MeT officials, the Cyclone Vayu will head to the Saurashtra by June 12. The western parts of Saurashtra and Kutch region in Gujarat are likely to witness ‘heavy to very heavy rains’ between June 12 and June 14. Jamnagar, Somnath, Porbander, Dwarka and Nailiya in Kutch are likely to be impacted the most, and could even herald pre-monsoons rain across Gujarat. The cyclone might also bring light showers to cities, like Ahmedabad, Gandhinagar, Surat, Rajkot, Veraval and Bhuj on June 12 and June 13.
