In the last two years, there has been a rapid rise in scams in India and a lot of people have lost their hard-earned money after trusting strangers for financial advice. Be it a fraudulent app, being added to a shady WhatsApp group, or receiving phone calls from strangers that sound too good to be true, many cases have come to light. Now, in a new incident, a doctor from Thane, Maharashtra, was misled by three Karnataka-based suspects who promised earnings via a municipal contract to supply medical equipment, costing him ₹3.84 crore. Despite investing over a three-year period, he saw no returns and reported the crime to the Naupada police, who have registered a case but made no arrests. Thane doctor tricked by false municipal contract According to a PTI report, a 39-year-old doctor in Thane, Maharashtra was deceived by three men from Karnataka. These fraudsters offered him lucrative returns through a supposed municipal contract for supplying medical equipment. Convinced by the promise of reliable profits, the doctor began investing heavily in December 2020, making significant contributions until March this year. The doctor’s substantial investment – totalling ₹3.84 crore – was made over multiple transactions from December 2020 and March this year, in anticipation of high returns that never materialised. Suspicion finally arose after the doctor had seen no profits despite his repeated investments. Recognising he may have been defrauded, he reached out to the Naupada police station, who registered a case under charges of cheating. While no arrests have been made so far, authorities have launched an investigation to track down the perpetrators and recover the funds if possible. A police official told PTI, "The man approached police after he did not get profits or any return on investment. We have registered a case of cheating but have not arrested anyone." Ahmedabad gynaecologist duped in <keyword id="21361161" type="General" weightage="100" keywordseo="stock-market-scam" source="keywords">stock market scam</keyword> In a similar incident, a gynaecologist from Ahmedabad lost ₹1.1 crore to a scam that began with a social media advertisement. Attracted by the potential for substantial stock market returns, the doctor engaged with a group promising expert tips and was subsequently added to a WhatsApp group where members shared investment insights. Through this group, he was introduced to a web link for stock and IPO investments, along with an application that required his banking details and identification documents. A PTI report revealed that the doctor’s initial investment of ₹50,000 yielded a profit of ₹10,000, which he successfully withdrew. This initial success encouraged him to make larger investments, transferring ₹1.1 crore through multiple transactions in pursuit of higher gains. When he later attempted to withdraw his funds, he was unexpectedly asked to pay 20% of his total profits. After refusing this demand, he was removed from the WhatsApp group and realised the extent of the deception. He contacted Cybercrime police in February, and after months of waiting, a formal case was registered against unknown suspects under charges of breach of trust and cheating, alongside provisions of the <keyword id="20003647" type="General" weightage="20" keywordseo="information-technology-act" source="keywords">Information Technology Act</keyword>.

Telegram comes under the scanner in India for extortion and gambling – will it be banned in India?

The Centre has blocked over 100 websites involved in facilitating organised illegal investments related to economic crimes and task-based part-time job frauds. According to an official statement, these websites were being operated by overseas actors and targets were mostly retired employees, women and unemployed youth looking for part time jobs. The Indian Cybercrime Coordination Centre (I4C), a wing of the Union Home Ministry, through its vertical National Cybercrime Threat Analytics Unit (NCTAU) had last week identified and recommended that these websites be blocked. Following this, the Ministry of Electronics and Information Technology (MeitY), invoking its power under the Information Technology Act, 2000, has blocked these websites, the statement said. These websites, which facilitated task-based organised illegal investment related to economic crimes, were learnt to be operated by overseas actors and were using digital advertisement, chat messengers and mule and rented accounts. The proceeds from the large scale economic frauds were seen to be laundered out of <keyword id="3658" type="General" weightage="50" keywordseo="india" source="Orion">India</keyword> using card network, crypto currency, overseas ATM withdrawals and international Fintech companies, the statement said. The I4C is an initiative of the Home Ministry to deal with cyber crimes in the country in a coordinated and comprehensive manner. <keyword id="6366773" type="General" weightage="80" keywordseo="citizens" source="Orion">Citizens</keyword> have been advised to promptly report phone numbers and social media handles used by such fraudsters to the National Cybercrime Reporting Portal (NCRP), the statement said. It said several complaints have been received through 1930 helpline and the NCRP and these offences were posing significant threat to the citizens and also involved data security concerns. These frauds, typically, involve a number of steps that include targeted digital advertisements launched on platforms like Google and Meta using key words like "Ghar baithe job" (Do jobs sitting at home), "Ghar baithe kamai kaise karen" (How to earn by sitting at home) etc. in multiple languages from overseas advertisers. Upon clicking the advertisement, an agent using WhatsApp or Telegram starts conversation with the potential victim, who convinces him or her to perform some tasks like video likes and subscribe, maps rating, etc. Upon completion of task, the victim is given some commission, initially and is asked to invest more to get more returns against given task. After gaining confidence, when victim deposits larger sum, deposits are frozen and thus the victim is duped. As precautionary measure, it is advised to exercise due diligence before investing in any such very high commission paying online schemes sponsored over internet. If an unknown person contacts anyone over WhatsApp or Telegram, refrain from performing financial transactions without verification, the statement said Verify the name of receiver mentioned in UPI App. If receiver is any random person, it may be a mule account and scheme may be fraudulent.Similarly, check the source from where initial commission is received, it said. Citizens should refrain from doing transactions with unknown accounts, as these could be involved in money laundering and even terror financing and lead to blocking of accounts by police and other legal action, the statement said. This is in spite of the fact that cybercrime in India grew by a massive 457% in the last five years. Yet, one in every five Indian police officers says they don't have to technology to investigate cyber crimes. The police are not well equipped to handle offline crimes either. As many as 46% police officials said they have faced a situation when they needed a vehicle but didn't get any. Moreover, 41% say that they are understaffed, and unable to reach a crime scene on time. The state government typically allocates 3% of its budget to the police department. However, most of the allocated budget goes into salaries and other capital expenditure, leaving no room for development. The resources in police departments are so low that 28% say they purchased stationery, carbon paper in the past 2-3 years from their pocket to keep the work going. As many as 18% of police officers said their station doesn’t have clean bathrooms. Further, 10% of the police personnel said they do not have a drinking water facility. The police officers in India are already overworked as they pull in 14 hour shifts, and miss weekly offs sometimes. Indian police stations are struggling to access computers as cybercrime zooms

Melbourne Melbourne (Australia), Jul 31 (360info) The <keyword id="18212065" type="General" weightage="20" keywordseo="european-unions-ai-regulation" source="Orion">European Union's AI regulation</keyword> has some predicting a spate of Brussels copycats. Close, but not quite. "It is the AI moment." So went the declaration from International Telecommunications Union Secretary-General Doreen Bodgan-Martin at the conclusion of a UN summit in Geneva on 7 July 2023. At a historic UN Security Council meeting 11 days later, Secretary-General Antonio Guterres agreed. So did nations and regulators. A desire has emerged from powerful quarters to protect citizens from the potential harms of AI - issues that are known (discrimination, privacy violations, copyright theft) and those which are not. Yet. Most nations have approached issues like this by allowing sectors to individually regulate AI, such as aircraft design and flight safety. The infamous Boeing 737 MAX - which was grounded for over 18 months following two crashes within five months that killed 346 people - is one egregious example of regulatory failure. Other fields that have proactively regulated on AI include medical information (presiding over robot surgery and scan analysis), automated vehicles (the yet-to-materialise Tesla robot taxis and 'Full Self Drive' [sic]) and policing social media networks to protect against harms like disinformation. Some countries, such as the US, Japan and the UK, don't see the need for regulation to go beyond the combination of adaptive sectoral regulation and potential international agreements supplementing more speculative risks discussed in the so-called G7 Hiroshima Process. Others want to go further. More can be done. Generic laws could regulate AI across broader society. China has already published its law governing AI as part of its social control measures, which includes internet filtering through its 'Great Firewall of China' and a social credit scoring system. China intends to strictly control the use of AI much like it has with social media, banning Facebook, Google and TikTok from operating inside its borders (even though the latter has a Chinese parent company). Liberal democracies will not adopt the Chinese approach but may go further than the US, UK and Japan. The largest consumer market, the European Economic Area, is planning to adopt the so-called 'AI Act', which is actually a European Regulation on AI. Over two years since it was first proposed, the Act is locked in negotiations within the EU. It may take until April 2024 to properly pass. But it's not possible to simply lift the EU's AI Act and implant it in a different jurisdiction: it is part of a series of laws in European institutions and such an Act would be lost in translation. There's a name for when EU law is adopted and adapted in other nations: the '<keyword id="18212067" type="General" weightage="80" keywordseo="brussels-effect" source="Orion">Brussels Effect</keyword>', named after the city which hosts the EU's headquarters. It most often is invoked when describing the reaction to the EU's General Data Protection Regulation (GDPR), which came into force in 2018 and has been widely hailed as setting a much-copied global standard for data protection. But an unnuanced analysis of the Brussels Effect is problematic. Many countries did not adopt the GDPR, but instead a separate law (the <keyword id="6359680" type="General" weightage="80" keywordseo="convention" source="Orion">Convention</keyword> 108+) from the <keyword id="113558" type="General" weightage="80" keywordseo="council-of-europe" source="Orion">Council of Europe</keyword>, a Strasbourg-based 47-member human rights organisation which predates the EU. In 2023, a group of interdisciplinary experts unanimously concluded that the Brussels Effect either wasn't possible or, if it was, would be limited. They found the AI Act would sit within the 'digital acquis', a large body of previously agreed laws with an interlocking web of powers and powers, all of which would need reproducing to make sense of the additions the AI Act provides. If such a Brussels Effect in AI is unlikely or highly constrained, there is a model nations could adopt. Despite the Organisation for Economic Cooperation and Development (OECD) and UN Education Social and Cultural Organisation (UNESCO) both agreeing declarations of AI ethics principles, these are non-binding. That leaves Strasbourg's Council of Europe. Unlike EU laws, Conventions by the Council of Europe do not take direct effect in national law. Other nations beyond the Council's 47 members can sign onto Conventions through international agreement. For instance, the Council's Convention 108+ has 55 members, including Canada and countries across Latin America and Africa. The Council of Europe has brokered beyond its members going back decades, notably a 2001 cybercrime treaty that included not only Canada, but Japan and the US. The Convention 108+ is proof of what Oslo University's Lee Bygrave has described as a 'Strasbourg Effect', an alternative to the Brussels phenomenon. The Strasbourg Effect could fuel the way forward on AI. The Convention will likely be similar to the EU's AI Act, but with key distinctions. The Convention is being negotiated with the US, UK and Japan and is likely to adopt a more flexible approach, with more co-regulation with industry and independent experts where appropriate. As the Council of Europe is primarily a human rights organisation, it is also likely to pay more attention to the human rights implications of AI deployment. The Convention also has the advantage of being created in mid-2023, as opposed to the EU's Act which started in 2021. This means it can better address the foundational Large Language Models that emerged in early 2023, such as ChatGPT, Bard and others. In 2024, as the EU's AI Act and the Council's AI Convention are finalised, other liberal democracies, such as Australia, UK, Brazil, Japan and US, are expected to adopt and adapt these laws. When the rush starts, there is more likely to be a Strasbourg Effect of nations copying the Convention than any Brussels Effect. AI's regulation 'moment' that Bodgan-Martin heralded in July will last for years and be an exercise in international legal coordination. It best be comprehensive and careful to ensure the power of AI is deployed for the good of humanity. What Europe's AI regulation moment will mean for the world

Normally, access to the internet is considered a boon. But it’s not without its costs. Data is becoming more valuable by the day and for someone looking to make money in nefarious ways. Hacking is the new trend in town. Information theft is the most expensive and fastest-rising consequence of cybercrime. Personal and sensitive data of millions of people is compromised and in exchange for a quick buck. Cybercriminals are constantly adapting and finding new ways to compromise online security, quicker than security firms can build solutions to defend against them. But not every data breach is a result of hackers. More often than not, ‘loopholes’ and unprotected servers give bad actors access without even having to break-in. And, it’s only becoming more common. The growing incidents of cybercrime have underlined the importance of having a dedicated team to tackle such incidents. The number of cyber incidents rose sharply in 2015, highlighting that more <keyword id="434303" type="UNKNOWN" weightage="20" keywordseo="cybercrimes">cybercrimes</keyword> were done with financial motives. 
 
A survey carried out by KPMG- Cybercrime Survey Report 2015- analysed the preparedness of organisations in India to deal with cybercrime and incidents by unearthing its modus operandi and its extent. 
 
Over 250 respondents from the likes of CIOs, CISOs, CAEs, CROs, COOs and related professionals from across India participated in the survey. 
 
As per the report, 94 per cent respondents indicated that cybercrime is a major threat faced by organisations, but surprisingly only 41 per cent indicated that it forms part of the board agenda. 
 
“It is critical for the citizens, both corporates and individuals, to be aware of cyber risks and not fall prey to the vishing/phishing scams. We are undertaking a drive to educate and create awareness among citizens with reference to cyberthreats,” said Ahmad Javed, Commissioner of Mumbai Police. 
 
Highlighting the current cybercrime scenario in India, the report shows that 74 per cent respondents believe that the BFSI sector is a top target for cybercrime with 63 per cent indicating these crimes more often than not amount to gross financial loss. 
 
It was also alarming to note that 54 per cent indicated that spend on cyber defences is less than 5 per cent of IT spend. 
 
“It is also important that the management realises that these are no longer a one-time phenomenon. The nature of cybercrime is constantly evolving, specifically with attackers having a solid arsenal of the ever evolving stealth attack,” said Mritunjay Kapur, Partner and Head, Risk Consulting, KPMG in India. 
 
“Cybercriminals have understood the potential of an illicit financial gain and have begun executing highly sophisticated technology-driven frauds. These cyberfrauds, by nature, are complex and difficult to detect. Organisations need to strengthen their cyber incident response process. Cyber forensics therefore is becoming a critical component of fraud investigations,” said Mohit Bahl, Partner and Head Forensics, KPMG in India 
 
The report also analyses the impact and complexity of cybercrime in India. As businesses throw their doors open to technology, they also expose themselves to cybercrime risks. 
 
While surveying the potential vulnerable system targets of cybercrime, 65 per cent respondents indicated that email servers are likely targets while 46 per cent stated end user systems. 
 
According to Atul Gupta, Partner at KPMG in India, “People and vendors are one of the many critical yet one of the weakest links in the cyber defence chain. Cyber investigations of large cybercrimes reveal that social engineering has predominantly been one of the preferred methods to extract critical information.” 
 
Cyber risk assessment is not a focus area for several enterprises across functions and people. Their emphasis is only on technology with 74 per cent respondents stating that a detailed annual IT and cyber risk assessment is not carried out.

As he was surfing through a matrimonial website, a prospect became friendly soon and requested a video call. Minutes into it, she started undressing – and a few minutes after the call ended, her video and his reaction to it was captured in a recording, and the subject threatened to send it to his friends and family on Facebook. His only option was to pay ₹5,000 to a UPI account. Instead of being extorted, Karuturi walked into a police station close by, who tried to trace the number – which went to a jungle in Rajasthan. The number itself was unregistered. Moreover, the policeman also pointed out that the girl’s video was never live and had simply played out a recording. “You should keep all your social media profiles locked,” the policeman warned and sent him to the cyber crime cell in the city. There, Karuturi was shocked to see at least 10-15 young men who were cheated in the same modus operandi, and most of the victims had also paid exorbitant amounts to their blackmailers, who only came back for more. This crime — called sextortion, is becoming more and more common as a lot of people now spend a considerable amount of time online. A lot of blackmailers bait their victims via several innovative means. The most common way is via calls where unknown users claim to have tracked the victim’s online activity, specifically visits to pornographic websites. The message also asserts that they have video evidence from webcams, or perhaps they have obtained obscene photos or videos. <cmsannotation type="cmsannotation" annotationid="What is Sextortion?" comment="subhead" text="What is Sextortion?"><keyword id="12072024" type="General" weightage="20" keywordseo="what-is-sextortion" source="Orion">What is Sextortion</keyword>?</cmsannotation> Sextortion is a form of blackmail that involves extorting victims by threatening to release sexually explicit images or videos of them. Typically, the perpetrator will demand money or demand further sexual acts from the victim to prevent the release of the sexual content. Sextorters often use fear as a tool to manipulate their victims, even if they don't actually have any explicit videos or images of them. However, in some cases, sextorters may obtain explicit content from their victims in various ways. <ul><li>One way is through sexting, where the perpetrator engages in sexually explicit conversations with the victim and persuades them to send explicit images or videos. The perpetrator may also send stolen images or videos to the victim first to gain their trust.</li><li>Another method involves taking control of the victim's webcam without their knowledge. The perpetrator can trick the victim into downloading a malware file.</li><li>Some perpetrators use threats to coerce the victim into performing sexual acts in front of their webcam or video call. In this type of scam, the offender impersonates someone else, typically an attractive person like a gorgeous young woman, a wealthy businessman, or someone with similar interests to the victim, to appear relatable. Experienced catfishing sextorters are very cunning. They create fake social media profiles using stolen photos and well-crafted profile descriptions. After creating fake profiles, the perpetrator usually approaches several users on various social media and dating platforms by sending friend requests, liking their profiles, or dropping them a message. Once the victim responds, the sextorter engages in conversation to build trust and obtain personal information. Sextortion: A looming threat to online security and how to defend against it

We also think the government would allow companies that comply with Indian data laws regulations,” Ashara said. Is it possible to ban VPN? Yes, it is possible to ban VPNs. “The government would release a mandate to Internet service providers to block commonly used VPN protocols and ports used by these VPN services. Additionally, less technical ISPs will still have loose ends in having an effective blanket ban of VPN services,” said Darshit Ashara, Associate VP of CloudSEK’s research team. “Given the current technological world that we reside in, a popular technique named "Deep Packet Inspection" can be implemented to get this done. Alongside IP address or Port blocking techniques can also be used. We have earlier noticed Reliance Jio using SNI-inspection based filtering to block websites,” Ashara added. Why is this ban on VPN being proposed? The committee in its report presented to Rajya Sabha, highlighted the dangers of VPNs that can “bypass cyber security walls and allow criminals to remain anonymous online”. Since VPNs encrypt your internet traffic it gives you the protection of your virtual identity. Your online activities are hidden from the websites you visit and from ISPs as well. But the main purpose of VPNs is to help prevent third parties from tracking your online activities and stealing data. In addition to working with the Ministry of Electronics and Information Technology (MeitY) and internet service providers (ISPs) to identify and block VPNs, the committee suggested a coordination mechanism be developed with international agencies to ensure that the VPNs are blocked permanently. It also urged the government to improve the tracking and surveillance systems to keep a check on the use of VPN and the dark web as well. The dark web consists of hidden internet sites that can be accessed only by a specialised web browser. These websites are used to keep internet activity anonymous and private. Like VPNs, the dark web can be used for both legal and illegal purposes. Will the ban be foolproof? More than the process of blocking <keyword id="12006435" type="General" weightage="20" keywordseo="vpns-in-the-country" source="Orion">VPNs in the country</keyword>, the task of ensuring that the ban is in place would be more important, Ashara added. Similar to how individuals can find ways to bypass bans on apps like PUBG Mobile, the same could be followed for VPNs as well. “If not so sophisticated users are able to evade bans, here we are talking about someone(cybercriminal) who is technically strong or very least knowledgeable,” Ashara said.
