The 2023 <keyword id="6355833" type="General" weightage="20" keywordseo="united-nations" source="Orion">United Nations</keyword> Climate Change Conference or Conference of the Parties (<keyword id="12458056" type="General" weightage="20" keywordseo="cop28" source="Orion">COP28</keyword>), is set to kick off in <keyword id="6354539" type="General" weightage="20" keywordseo="dubai" source="Orion">Dubai</keyword> on Thursday, where the host country is hoping to land a deal on the tripling of renewable energy and double the energy efficiency improvement rate by 2030. The negotiations are expected to be focused on phasing out <keyword id="181402" type="General" weightage="20" keywordseo="fossil-fuels" source="Orion">fossil fuels</keyword>, a gap in climate finance and the framework for the Global Goal on Adaptation at COP28. COP28 is the UN's latest round of global climate talks. This year, it is being hosted by the UAE in Dubai and is due to be attended by 167 world leaders, including the Pope and King Charles III. The energy transition will be the central theme around COP28, which will take place between November 30 and December 12, 2023, in Dubai on the occasion of the twenty-eighth United Nations Conference on Climate Change (COP28). This year's <keyword id="21084" type="General" weightage="20" keywordseo="summit" source="Orion">summit</keyword> is crucial as it comes against the background of climate urgency and the experts are making a clarion call of now or never. It's been an unprecedented year in terms of climate disaster, with the world experiencing its hottest 12 months on record. Around 70,000 people are expected to attend the event this year. 2023 has seen several crunch summits and conferences trying to tackle the climate crisis. Key moments included the G7, the G20, and the UN Climate Ambition Summit. The gap in climate finance and the ongoing discussions around the reform of multilateral financial institutions are likely to remain a priority during the summit. The UAE has announced it will work with COP28 participants to triple the world's renewable energy capacity and renewable power generation capacity and double the energy efficiency improvement rate by 2030. This would build on the agreement already made at the G20 in India this year. Negotiators are also hoping to launch the framework for the Global Goal on Adaptation at COP28, meaning they hope to agree to various aspects of the framework, including its purpose, principles, dimensions, themes, cross-cutting considerations, sources, and targets. COP28 could be a turning point to close the growing adaptation financial gap. The expected outcome at COP28 on loss and damage is the 'operationalisation' of the fund. Since COP27, there have been five meetings of the Transitional Committee, which has been tasked with making recommendations for COP28. India is not mincing words about its energy security needs and reliance on coal to meet its peak power demand, which crossed 240 GW this year. India's coal production has seen a considerable increase in the last 10 years. From about 565.7 MT in 2013-14, it has reached 893.08 MT in 2022-23. It is expected to touch 1,012 MT by 2023-24 and 1.5 billion tonnes by 2030. It has been acknowledged by both private and public sector experts that the environmental impacts associated with underground coal mines are lesser when compared to opencast mines; the increase in coal production has largely come from opencast mines. It is held that opencast coal mines often result in deforestation, displacement and pollution issues. In the last 10 years, the share of underground coal mines in India's total coal production has come down from close to 9 per cent in 2013-14 to about 4 per cent in 2022-23. While India is transitioning to a larger share of clean energy sources, it needs to source finance to support the development of green energy corridors and an improved grid infrastructure to support the growth. The G20 New Delhi Leaders Declaration has underlined the need for USD 5.8-5.9 trillion in the pre-2030 period for developing countries to meet the net zero target Experts have signalled that it is time for action COP28 needs to be the moment we set a date for the phase-out of fossil fuels Alex Scott, Climate Diplomacy and Geopolitics Programme Lead E3G said, "COP28 will see 193 governments negotiate a joint response to the dismal report card they received in the first global stocktake of climate action. They could chart a hopeful way out of this climate crisis even as multiple other crises and conflicts hit. If they can muster the leadership and put aside the green rhetoric." Mohamed Adow, Director at Power Shift Africa, believes if ever there was a moment for a UN summit to respond to the signals the climate is sending us, this is it. "It seems perverse to be holding a climate summit in one of the world's biggest oil producers, but what more fitting place to call time on the fossil fuel era that has caused this climate catastrophe and prepare the way for a future powered by renewables?" Adow added. COP 28 is an opportunity to identify global solutions for limiting global temperature rise to 1.5 degrees, inform countries' preparations for revised and more ambitious Nationally Determined Contributions (national climate plans) due by 2025, accelerate the green transition. Sharm el-Sheikh, Highlighting the growing consensus on oceans being critical to climate negotiations, a new policy brief from The Energy and Resources Institute (<keyword id="6366057" type="General" weightage="100" keywordseo="teri" source="Orion">TERI</keyword>) was launched at an UN Framework for Climate Change Convention (UNFCCC) official side event at COP27 here, put forth the need for definite goals and indicators, along with institutional and enforcement mechanisms to steer ocean-climate action. The policy brief 'Oceans-Climate Interface: Implications for Global Commons based Climate Action' was launched on Wednesday at a session on aClimate Action through Innovation, Implementation and Inclusive Multi-level Governance', organized by TERI and TERI School of Advanced Studies in collaboration with New Energy and Industrial Technology Development Organization, Japan, and <keyword id="15541090" type="General" weightage="50" keywordseo="indigenous-information-network" source="Orion">Indigenous Information Network</keyword>, Kenya. The knowledge document was produced as part of the COP27 Compass component of the Act4Earth initiative launched at the <keyword id="6252267" type="General" weightage="50" keywordseo="world-sustainable-development-summit" source="Orion">World Sustainable Development Summit</keyword> in 2022. During the launch at Sharm el-Sheikh, Shailly Kedia, Senior Fellow, TERI, gave a presentation on the Act4Earth policy briefs on COP27 negotiations, internationalizing lifestyles for environment, inclusive energy transitions and ocean-climate interface. Oceans, which are the largest known carbon sink in the world, were largely omitted from the climate change negotiations until COP21 held in 2015. The policy brief focuses on the global commons of marine areas beyond national jurisdiction and climate action, and examines the interface between climate and ocean governance. "The oceans have long been neglected in the climate change negotiations, even though the UNFCCC clearly identified its role as the globe's most important carbon sink. The existing patchwork of agreements on the High Seas, including the <keyword id="15541089" type="General" weightage="50" keywordseo="un-convention-on-law-of-the-sea" source="Orion">UN Convention on Law of the Sea</keyword> (UNCLOS), scarcely touch upon the role of the High Seas in relation to climate change," said <keyword id="193054" type="General" weightage="50" keywordseo="prodipto-ghosh" source="Orion">Prodipto Ghosh</keyword>, Distinguished Fellow, TERI. The policy brief highlights the gaps in the climate-ocean interface and examines it through the lens of the global commons. Global commons are resource domains that do not fall under the jurisdiction of any single country, and their governance remains contentious since there is no single state or region having complete responsibility over it. Pointing to the gaps in the present climate regime, Kedia said, "Since climate negotiations are party-driven, climate actions in national jurisdictions have received larger attention and global commons including oceans have not been a focus area in terms of climate ambition and action." She underscored the need for greater interactions between the climate regime and ocean regime involving UNFCCC and UNCLOS. The knowledge document observes that problems of ocean equity are often not explicitly stated. "It is a hard fact that till date the distribution of benefits of oceans has been iniquitous and the ocean economy has primarily benefited wealthy nations and firms," it notes. While oceans have helped in slowing the rate of climate change by acting as a carbon sink, climate change impacts such as acidification, warming, changing circulation patterns and rising sea levels have deeply affected it as well. Making oceans critical to climate action: TERI

<ul class="summary-list"><li>More than 30,000 people attending the UN's climate summit are hearing about the need for action.</li><li>Yet much of the activity in Africa is from big energy and big banks developing fossil-fuel projects.</li></ul>SHARM EL-SHEIKH, Egypt – Each day, the more than 30,000 people attending the United Nations' climate summit in Egypt hear about the need to curb greenhouse-gas emissions. Yet across Africa, where people who did almost nothing to worsen the global climate crisis are especially vulnerable to its fallout, it's a fossil-fuel bonanza.In the past two weeks — essentially the time of the COP27 summit — three oil-and-gas deals were announced for Africa alone, in <a href="https://www.spglobal.com/commodityinsights/en/market-insights/latest-news/electric-power/110422-germany-egypt-sign-lng-and-renewable-hydrogen-partnership">Egypt</a>, <a href="https://www.energyvoice.com/oilandgas/africa/457048/nigeria-nnpc-lng-oil/">Nigeria,</a> and <a href="https://www.bloomberg.com/news/articles/2022-11-07/tanzania-to-sign-key-40-billion-lng-project-accords-next-month?leadSource=uverify%20wall&amp;sref=T2pWWwBf">Tanzania</a>.For years, large oil-and-gas companies and the financial institutions that bankroll them have spent billions to develop new reserves and infrastructure across the continent, <a href="https://dont-gas-africa.org/cop27-report?_hsmi=233681314&amp;_hsenc=p2ANqtz-_EBS9yLBZl6i_3mIpiz5rWH_DZn8OizOrLC0UubWk5oBrpdsL7DMWag6cnAXz8F0JhYqMJyjjUyy_t4LKf7hrt9sAyiQ&amp;utm_content=233681314">according to analyses</a> <a href="https://www.urgewald.org/en/shop/who-financing-fossil-fuel-expansion-africa">by civil-society groups</a>. A global energy crisis sparked by Russia's war in Ukraine has created more appetite in Europe for African oil and gas. That demand is evident even in announcements that purportedly support renewable energy. The US and Germany, for example, pledged at COP27 to spend more than $250 million financing Egypt's transition to clean energy. But, <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2022/11/11/fact-sheet-president-biden-announces-new-initiatives-at-cop27-to-strengthen-u-s-leadership-in-tackling-climate-change/">the White House said</a>, the move could "free up" gas, likely for export to Europe. Huge demand for fossil-fuel production is galvanizing activists from Uganda and Tanzania to Mozambique and South Africa, which last week led one of the only protests inside the COP27 conference area to demand a renewable-energy transition instead. "All projects coming to the continent are for exploitation. It's very colonial," Omar Elmawi, the executive director of the Kenya-based Muslims for Human Rights, told Insider. "Despite Africa's renewable-energy potential, we're not seeing investors or banks look at it as an opportunity. Africa is becoming a petrol station that feeds the interests of the 'global north.'"Elmawi and his fellow campaigners are up against officials from some African nations and the fossil-fuel industry, who argue the continent should be able to use gas as a transition fuel to expand electricity access <a href="https://www.iea.org/reports/africa-energy-outlook-2022/key-findings">to the 600 million Africans</a> who lack it and to industrialize their economies just as Europe and the US did. The interests of the fossil-fuel industry are well represented at the UN summit, where some 636 registrants <a href="https://www.globalwitness.org/en/press-releases/over-100-more-fossil-fuel-lobbyists-last-year-flooding-crucial-cop-climate-talks/">are either directly affiliated with oil-and-gas giants</a> or attending as part of delegations that act on behalf of the fossil-fuel industry, according to Global Witness, an environmental watchdog group. That figure is a 25% increase over last year's meeting in Glasgow, Scotland. Dozens of oil-and-gas companies — the majority of which are foreign — are searching for new reserves in 45 African countries, including areas in Egypt's Red Sea region where the UN talks are underway.In September, Egyptian President Abdel Fattah el-Sisi <a href="https://energycapitalpower.com/eni-egypt-gas-lng-exports-renewables/">met with the CEO of the Italian oil giant Eni</a> to discuss boosting Egypt's natural gas production to export to Europe. Eni was also key to the 2015 <a href="https://www.eni.com/en-IT/operations/egypt-zohr.html#:~:text=Zohr%20is%20located%20within%20the,is%20responsible%20for%20operations%20there.">discovery and ensuing development</a> of the Zohr gas field off Egypt's Mediterranean coast that is now producing the equivalent of 706 million barrels of oil each day.Africa is the "cornerstone" of Eni's business model, <a href="https://www.eni.com/en-IT/eni-worldwide/africa.html">its website states</a>. The company is the third-largest developer of new oil-and-gas production on the continent behind France's TotalEnergies and Algeria's state-owned company, Sonatrach, <a href="https://www.urgewald.org/en/shop/who-financing-fossil-fuel-expansion-africa">according to an analysis by Urgewald</a>, an environmental and human-rights nonprofit, and 46 other civil-society groups, the majority of which are based in Africa.TotalEnergies also has a stake in the controversial East African crude oil pipeline that would run from Uganda to Tanzania; the European Union has called for the plan to be halted. Some 42 financial institutions have also declined to back the project, <a href="https://www.stopeacop.net/banks-checklist">including Citi and JPMorgan Chase</a>. Still, those two banks were among the top financiers of other new fossil-fuel development in Africa since January 2019, the Urgewald analysis estimated. Some 352 banks have provided $98 billion in loans and underwriting during that period. <a href="https://www.iea.org/news/pathway-to-critical-and-formidable-goal-of-net-zero-emissions-by-2050-is-narrow-but-brings-huge-benefits">The International Energy Agency last year</a> said there should be no new oil-and-gas development. The world has already warmed about 1.2 degrees Celsius since preindustrial times and <a href="https://www.businessinsider.com/climate-crisis-chaos-un-secretary-general-egypt-cop27-2022-11">is on a 2.4 degree trajectory</a>, according to the UN.A spokesperson for JPMorgan said via email that over the next 10 years, the bank plans to spend $1 trillion on green initiatives, including renewable energy and clean transportation has already spent $100 billion. The bank is taking "pragmatic steps" <a href="https://www.jpmorganchase.com/impact/sustainability/es-commitments#paris-aligned">to cut what it describes as the "emissions intensity" of its oil-and gas-portfolio</a> while helping the world meet its energy needs "securely and affordably." Emissions intensity refers to the greenhouse gases emitted for every unit of output. A TotalEnergies spokesperson said in an email that the company plans to be a "major player" in renewable energy in Uganda and that the country is following a path it chose. "To stop Uganda from exploiting its natural resources in order to develop as a country on the grounds that we, as Europeans, have over-polluted or are over-polluting could be regarded as paternalistic, cynical, and selfish to the say least," the spokesperson said.A Citi spokesperson said in a statement that the company's net-zero plan calls for a balanced approach. "Citi believes that an orderly, responsible, and equitable transition, which accounts for the immediate economic needs of communities, workers, environmental justice, and broader economic development concerns, is essential to the retention of political and social support to move to a low-carbon economy."Representatives from Eni didn't respond to a request for comment.Wael Aboulmagd, an Egyptian ambassador and the special representative to the COP27 president, said there is no "one-size-fits-all" approach for the energy transition. "No one will challenge the need to move away from fossil fuels, but the expectations for a country that's built wealth after decades of using fossil fuels should differ" from an impoverished island or African country, he said. It will also differ between Egypt, where nearly all of the population has access to energy, and other countries, where fewer than 20% of people do.Rich economies like those of the US and Europe Union <a href="https://www.cgdev.org/media/who-caused-climate-change-historically">are responsible for 80% of emissions</a> since the dawn of the industrial age, although China more recently has risen to be the world's top polluter. It's true that natural gas emits less carbon dioxide than coal. But natural gas is mostly methane. Though it is not as long-lived as CO2, methane is better at warming the planet, with about 80 times more heat-trapping potential than CO2 over 20 years. Methane has caused about 30% of global temperature rise so far, according to the <a href="https://wedocs.unep.org/bitstream/handle/20.500.11822/37000/EGR21_MREN.pdf">UN</a>.While methane's consequences are severe, the good news is that countries and industries can quickly slow climate change by cutting methane emissions. Pumping and transporting more natural gas could increase methane emissions. Damage and wear to pipelines and other fuel infrastructure frequently <a href="https://www.businessinsider.com/space-imagery-reveals-methane-pouring-from-the-us-russia-daily-2022-2">cause leaks</a>. The International Energy Association <a href="https://www.iea.org/news/methane-emissions-from-the-energy-sector-are-70-higher-than-official-figures">estimates</a> that methane emissions from the energy industry are 70% higher than reported.<h2>Industry-based climate solutions or fossil fuel influence?</h2>In Europe, oil and gas companies have successfully lobbied against methane-emission regulation for imported fossil fuels, which includes 90% of the European Union's gas consumption, according to <a href="https://methane.influencemap.org/">analysis</a> by the think tank InfluenceMap. In the US, major industry associations historically fought against the authority of the Environmental Protection Agency (EPA) to regulate methane emissions.The analysis found that industry actors used two core arguments against methane regulations: that natural gas is a "low-carbon" energy source and that it's good for energy security.But new rules might be on the horizon in the US. On November 11, the EPA <a href="https://www.epa.gov/newsreleases/biden-harris-administration-strengthens-proposal-cut-methane-pollution-protect">outlined a proposal</a> for stronger methane-emission regulations, including requiring oil and gas companies to monitor and plug methane leaks. Replacing leaky gas infrastructure would cut the company's CO2-equivalent footprint by a little more than half, according to Rice. Then the company plans to get to net zero by buying "land-based carbon offsets." Typically, that means giving money to companies that plant forests.But many researchers argue that's not an effective alternative to eliminating greenhouse-gas emissions because forests only store carbon over hundreds or thousands of years — not on the hundreds-of-thousands-of-years timescale that the gas, oil, and coal were storing carbon before companies burned it.Rice took a different tack. "We have to address people's concerns with the emissions that are associated with the production of our product, and instead focus the conversation on: What is the emissions reductions when people use our products?" he said.While industry leaders say their products are part of a solution to the climate crisis, climate groups are more critical.As Kavakeb put it, "Like tobacco lobbyists at a health convention or arms dealers at a peace summit, fossil fuel lobbyists have no place at COP — or any other event that wishes to be taken seriously in the fight against climate change."

Due to vaccine and visa issues, as well as difficulties financing trips to the summit - or affording <a href="https://www.businessinsider.com/delegates-and-activists-accommodation-issues-at-cop26-could-lead-to-power-imbalance-in-the-negotiation-rooms-2021-11">accommodation</a> when they arrive - those living on the front lines of the climate crisis are also those who may feel least heard."When we say we are on the front lines of this crisis," said 29-year-old O'Neil Leadon, a project coordinator and activist from The Bahamas, "we are saying that we are seeing the effects of climate change in real-time." His activist network, <a href="https://www.uniteforclimateaction.com/">Unite For Climate Action</a>, has come to COP26 from around the world to tell their stories. "We aren't thinking about the projected warming of 2 degrees Celsius," Leadon said. "We are at 1.3 degrees now, and the beaches I went to as a kid are no longer there. We are 1.3 degrees, and our hurricane season is creeping further into winter and starting earlier in spring." <a href="https://www.sciencedaily.com/releases/2020/08/200827130612.htm">Hurricanes</a> in the region are becoming more frequent, sustained, and intense due to anthropogenic climate change. In the aftermath of 2019's Hurricane Dorian, which left <a href="https://www.shelterbox.org/hurricanes/hurricane-dorian/">70,000 people</a> in need of humanitarian assistance, he added: "Two years on, we are still recovering. There are people who still don't have homes, who still haven't buried loved ones." This concern is echoed by members across their network. Daniela Larios, a 27-year-old climate change and marine conservation consultant from Honduras, shares how thousands of migrants leave her homeland every month to escape the ravages of climate-related disasters. Unite For Climate Action member, Devon Carter, a 28-year-old research assistant, and activist from Anguilla, added: "Our school systems still haven't recovered from Hurricane Irma. My front yard went from being trees and rocks to a beach. Some people didn't have electricity for four months."But it is not just natural disasters that activists from the global south are bearing witness to. Daniela Balaguera Villafaña, a 27-year-old indigenous activist from the Arhuaco people of the Sierra Nevada de Santa Marta in Colombia, has come to COP26 to explain how drug and plant trafficking and a lack of food sovereignty, are all tied up in issues of climate change."Our culture is under threat," she said. "Indigenous people are connected to mother nature. Our rituals and traditional medicines are practiced using natural resources like shells, seeds, and plants." With industries polluting her people's territories, she said: "We cannot access these things anymore. And if we cannot sustain our culture, we cannot sustain our identity."Some young activists, who are also protectors of indigenous lands, have left their crucial posts at home to visit the summit in Scotland. They are frustrated by a lack of access to the spaces in which world leaders are making decisions on their behalf, but they are nonetheless organizing, finding solutions, and looking for crucial investments."If we don't make solutions profitable, change will be hard," said 23-year-old entrepreneur and Unite For Climate Action member, Ashneil Jeffers, from Montserrat. "If we want developed countries to give us <a href="https://www.nature.com/articles/d41586-021-02846-3">$100 billion</a> a year for loss and damages, where is that money coming from if we also tell them to cut the emissions their production is based on?" With plans to draw geothermal investors to his home island, Jeffers laughed that: "I have a few ideas that could give Elon Musk a run for his money, I just need the opportunities he had!" Their priorities, they press, are different from those living in developed countries. As such, the way they approach the fight against climate change is different too. "You want everyone to be vegan?" Leadon said. "That's not going to help us; you want everyone to throw away straws? I don't have any straws, and I also may not have a place to live tomorrow if the wrong storm comes by."These priorities are also different from their country representatives. "Delegates from our countries, with their own interests, have come here to paint the picture that everything is fine," Larios said. "But everything is not fine - we are here to tell the truth, to make our stories heard."

It will be a key milestone on the road to the UN Climate Change Conference (COP26) this November in Glasgow," the White House said. The virtual summit will be live-streamed for people everywhere to watch the proceedings. Biden has made fighting climate change a pillar of both his foreign and domestic policies and one of his first actions on taking office in January was to have the US rejoin the <keyword id="3090201" type="PERSON" weightage="20" keywordseo="Paris-climate-change-agreement">Paris Climate Change Agreement</keyword>. The summit is meant to position Biden, and the US, as the global leader in meeting the climate change challenge and boost his stature. "By the time of the summit, the US will announce an ambitious 2030 emissions target as its new Nationally Determined Contribution under the Paris Agreement for limiting the damage from climate change, the White House said. Biden has asked all US government agencies to come up with ways to cut greenhouse emissions and harness green energy. He appointed former Secretary of State John Kerry to be his international emissary for climate change reflecting the high priority it has on his agenda. He is reaching out to the leaders of China and Russia, who he has harshly criticised over their human rights record and their international rivalry with the US to work together on the climate agenda despite their differences. Biden wants countries around the world to take steps to limit emissions to a level that would limit planetary warming to 1.5 degrees Celsius "in order to stave off the worst impacts of climate change", the White House said. "The President urged leaders to use the Summit as an opportunity to outline how their countries also will contribute to stronger climate ambition." India will be under US pressure to cut its greenhouse gas emissions by being shown as the world's third-highest emitter of greenhouse gases after Beijing and Washington. However, that picture is misleading as on a per capita basis the US emissions were nearly nine times that of India. An Indian emitted only 1.96 tonnes of greenhouse gases in a year, while an American was responsible for 16.56 tonnes. For all the posturing and preaching, Biden or the climate change activists in the US are not going to bring down the US per capita emissions anywhere near the Indian level while demanding that India cut down its emissions overall. India is already promoting green energy to eventually eliminate fossil fuel-generated electricity. It is reportedly working on a goal of achieving a net-zero emissions by 2050. Net-zero emission is achieved by removing all greenhouse gases that are put out by various means ranging from aforestation to technologies to capture the emissions. The Climate Summit will be Modi's second multilateral virtual meeting with Biden. Earlier this month, Biden and Modi were joined by Prime Minister Yoshihide Sugo of Japan and Scott Morrison of Australia at a summit of the Quad. Johnson also reiterated his plan to visit India ahead of the G7 summit, after a scheduled visit for Republic Day this month was called off due to the coronavirus crisis. The Group of Seven or G7 - which is made up of the UK, Canada, France, Germany, Italy, Japan and the US - is dubbed as an open forum where the world's most influential and open societies are brought together for close-knit discussions, with the pandemic likely to dominate this year's talks.
